Strategy

The five-year period 2018-2022 promises to bring radical changes to the research landscape.

LIBER’s Vision for the research landscape in 2022 is that the role of research libraries will lie in Powering Sustainable Knowledge in the Digital Age. Our strategy focuses on those developments where a leading role by LIBER will bring the most added value.

In 2022, we see a world where:

  • Open Access is the predominant form of publishing;
  • Research Data is Findable, Accessible, Interoperable and Reusable (FAIR);
  • Digital Skills underpin a more open and transparent research life cycle;
  • Research Infrastructure is participatory, tailored and scaled to the needs of the diverse disciplines;
  • The cultural heritage of tomorrow is built on today’s digital information.

 

LIBER is working on these themes via its Three Strategic Directions — Innovative Scholarly Communication, Digital Skills & Services and Research Infrastructure. 

  • We’re strengthening and expanding the roles of research libraries in Innovative Scholarly Communication.
  • We’re developing research libraries as hubs for Digital Skills and Services in both physical and virtual research environments.
  • We’re supporting the development of interoperable and scalable infrastructure which supports sustainable knowledge and is seamlessly linked with institutional services.

The development of the Strategy has been guided by LIBER’s Mission and Values.

Innovative Scholarly Communication

Priorities

Priority #1

Our Open Access Working Group is looking at Open Access developments and the role of libraries therein, including Plan S and conducting OA negotiations with publishers; also the possibilities for libraries as Open Access publishers and innovative publishing.

Priority #2

This working group keeps a close eye on European legislative and policy developments, actively speaks up for the interests of libraries, and provides advice and guidance for researchers.

Priority #3

The Innovative Metrics Working Group is sharing best practices that can be used to develop recommendations for the optimal use of metrics in research libraries and information infrastructures, regardless of size, budget or experience level.

The Citizen Science Working Group aims to deliver webinars, recommendations, white papers, templates, reading lists and case studies over the two-year life of the working group supporting research libraries to engage in citizen science.

Priority #1

Our Leadership Programmes Working group runs two leadership courses aimed at current and upcoming directors, and undertakes other initiatives such as this Job Description database.

Priority #2

An educational programme with the aim of developing the digital skills of library staff members is being developed via our Digital Skills for Library Staff & Researchers Working Group.

Priority #3

Library services for supporting the digital humanities are being identified by this working group via workshops, surveys and other activities.

Priorities

Priority #1

Our RDM Working Group is exploring and developing library services regarding FAIR research data, such as support for data management during research projects and support for data archive/data repositories to store and publish research datasets, and linking data to publications.

Priority #2

Open and Linked Data: research libraries are experts in metadata and ontologies and need to take a leadership role and engage with other stakeholders to ensure interoperability and accessibility of content. Our Linked Open Data Working Group is conducting a survey and looking at best-practices in this area.

Priority #3

The development of criteria and guidelines regarding data stewardship and data curation, which are increasingly important for research libraries.

Priority #4

The different requirements of diverse scientific disciplines need to be translated into scalable infrastructure. This infrastructure should ultimately enable cross-disciplinary collaboration.

Priority #5

In addition to digital infrastructure, the physical layout of libraries is key. Our Architecture Working Group brings librarians together with building projects, and helps to focus concepts and planning processes.
