To the Honorable City Council: Gentlemen—I take pleasure, in pre- senting for your consideration, a par- tial resume of the workings of the several departments of the city for the year 1908. The financial condition of the city is in a splendid condition. By the re- port of the City Treasurer, you will note that there is a balance in nearly all of the departments. That the taxpayers may be in- formed of how some of their money has been expended, I give the re- ceipts and disbursements of the dif- ferent departments. This city stands at the head, finan- cially, of this class of cities in Illi- nois—no floating debt, no bonds out- standing, except the Water Works' Bonds, which are only payable from the receipts of the Water Depart- ment. If the policy of the present board is followed, these bonds can all be retired within ten years. The two paramount needs in perma- nent public improvements are the fur- ther extension of the water mains, that every citizen within the city's borders may be able to procure pure drinking water, and the improving of the main streets by paving the same.
