RIVER CLAUSES RULES AND REGULAT All property shipped to St. Louis, and covered b;^p^*Mi4 A11J4&V f \ special valuation be agreed upon, shall be estimated at its cash value at St. Louis at date of arrival. In the event of non-arrival, the same shall be estimated at its cash value in St. Louis at the time of disaster, less the freight. On all shipments from St. Louis to New Orleans, or other ports, where the property fails to reach its destination, the cash value at the point insured to within the United States less the freight shall be paid, unless a^special valuation be pre- viously agreed upon. STORING AND RE-SHIPPING. When the privilege of storing for re-shipping is inserted in the application to any point or points on the Mississippi, Illinois, Missouri or Ohio Rivers, \ per cent, additional premium to be charged, for 15 days ; per cent, for 30 days. MACHINERY CLAUSE. In case of loss or injury to any part of a machine or vehicle, consisting, (when complete for sale or use,) of several parts, the insurers shall only be liable for the cost of the part lost or damaged, unless it shall amount to more than half the insured value of such machine or vehicle. HAY. All hay transported on Steamboats (except in the hold) shall be covered with tarpaulins, well secured by heavy weights to the decks ; and this rule shall extend to any portion of a bale that may remain after feeding stock. l"he Companies composing the Board of Underwriters of St. Louis, will decline all risk on Boat or Cargo, or any Steamboat that shall fail to comply with the foregoing Resolutions. 30 TARIFF OF INSURANCE PREMIUMS. RES OLU T IONS . RESOLVED, That the Executive Committee shall pass upon all boats, and fix the rates of premium, when called on by the Inspectors of the Board; and the decision of said Committee shall be binding on each member of the Board. RESOLVED, That all Cargo Risks expire when the entire shipment is landed from the boat or railroad ; that any special privilege granted in any Policy giving additional time, is in violation of the rates of premium of this Board. RESOLVED, That the Tariff Rates, as adopted for the year 1867, shall not be changed, unless by the Board or Executive Committee, on account of low water, ice, or inferiority of boat. RESOLVED, That the Hull Inspector, at or before 9 o'clock A. M., from October 1st to April 1st, and at or before 8 o'clock A. M., from April 1st to October 1st, shall notify daily the Secretary of the Board the names of all boats that are condemned or uninsurable until repaired. Said report shall be sent out by the Secretary to the Companies composing the Board, as soon as possible after the hours of 9 and 8 o'clock A. M.. for their government. That any steamboat advertised, or about being advertised, and considered by the Inspector not suitable for the trade at the tariff rates, shall be reported to the Secretary, who shall immediately convene the Executive Committee for their action to fix a' rate. That the Executive Committee meet daih% at the office of the Board, at 9 o'clock A. M., between October 1st and April "1st, and 8 o'clock A. M., between April 1st and October 1st, for the purpose of consulting with the Hull Inspector. RESOLVED, That any report made by the Inspector of Hulls, for this Board, shall be entitled to full consideration, and will be regarded as prima facia proof of the statements therein made ; yet, when such report is made, the duties of said Inspector cease, and the further consideration of the subject matter reported rests with the Board alone ; but such report shall be binding upon each and all members of said Board, unless reversed by the action of the Board, or by its Executive Committee. RESOLVED, 1st, That no Company belonging to this Board shall, in future, issue any policy, or enter into any agreement, by which rates of insurance shall extend beyond the next annual meeting in December of each year. 2d, That the Agents of all Companies, members of this Board, shall, in all cases, be governed by the rates and rules of this Board. RESOLVED, That non-attendance of any member of this Board, at any meeting thereof, is no valid excuse for failing to comply with all the requirements ot said Board, and any violation of the rules thereof shall be rigidly enforced. RESOLVED. That property will be covered on barges and canal boats (having a St. Louis certificate of inspection not older than six months,) if towed by steamboats in the upper Mississippi, Ohio and Illinois Rivers. And property may be covered on barges and canal boats having the requisite certificate of inspection, and towed by steamers elsewhere, by special agreement. RESOLVED, That no boat carrying freight or passengers on Western rivers will be considered as properly manned, that" has not one Captain, and in addition two licensed Pilots, two Engineers, one Mate, one Carpenter, one Watchman, and a sufficient number of deck nands, firemen, and roustabouts.
