HUNKINS Water Resources Technician I lY FOREWORD Prior to August 14, 1929, State supervision over dams was exer- cised either through the State Engineer or the State Railroad Commission. However, this supervision was 'imited in scope and extended to less than half of the dams in the State. In addition, several federal offices exer- cised supervision to various degrees over debris dams, dams owned by the government and those occupying government rights-of-way. There was a large number of dams, however, which had no form of supervision, either federal or state. In 1928 the failure of a large dam resulted in a major disaster. Be- cause of the potential hazard created by the many water storage projects in the State, the Legislature of 1929 enacted a law governing the super- vision of dams in California, Chapter 765, Statutes of 1929, for the pur- pose of safeguarding life and property. The statute embraces three main features: (a) examination and approval of dams completed prior to the en- actment of the Act; (b) approval of plans and specifications, and super- vision of construction of nf?w dams, and of the enlargement, alteration, repair or removal of existing dams; (c) supervision over maintenance and operation of all dams. Under the statute, as amended, and in 1943 incorporated in the Wa- ter Code, this jurisdiction is exercised over dams that are 25 feet or more high, storing more than 15 acre-feet, or are more than six feet high stor- ing 50 acre-feet or more. Dams owned and operated by agencies of the United States are exempt from State jurisdiction. Supervision of dams by the State of California is administered by the Department of Water Resources. Plans and specifications for pro- posed new dams or work on existing dams are independently analyzed and reviewed to assure that the designs will result in safe structures. Pro- posed sites are investigated to determine their competency and the suit- ability of available construction materials. During construction, inspec- tions are made for compliance with approved plans and specifications and to identify conditions disclosed during site development that may require dianges in design. Existing dams are inspected periodically to disclose hazardous conditions needing correction. Rules and regulations pertaining to supervision of dams are avail- able on request to the Department of Water Resources. A list of the dams over which State supervision is exercised, as of January 1, 1962, is made available in this publication. This compilation includes statistical data concerning the dams. For the most part, the data herein have been supplied by the owners in the applications and plans submitted in accordance with the Water Code. Information found in sub- sequent letters, publications and tabulations by the owners has also been used when applicable. In some instances the data have been supplied by field survey. The various sources are sometimes in conflict and although the selected data have not been verified in detail as to accuracy, they are believed substantially correct. Any one who can supply missing data or corrections is asked to send such information to the Department of Wa- ter Resources, Box 388, Sacramento 2. California, for use in future edi- tions of this bulletin. There are, as of January 1, 1962, 919 dams within the jurisdiction of the State, many of which are structures of considerable magnitude. The aggregate storage capacity of these dams is approximately 14,383,000 acre-feet and the total cost about $644,803,000. A list of dams in California owned or operated by agencies of the United States is included in the appendix. Appreciation is expressed to these agencies for their cooperation in supplying the data for these dams. ARRANGEMENT OF DATA The dams are grouped by county of location. Where the dam is lo- cated in more than one county, it is listed under the county of alphabeti- cal precedence. An alphabetical listing by name of dam, cross referenced as to county of location, is included on pages 83 to 95. This arrangement will enable the user to locate the dam in which he is interested, knowing either the name or the location by consulting the appropriate listing. Information regarding each dam is arranged so that data pertaining to the owner, location, reservoir, and drainage area will be found on the left-hand pages, and data pertaining to the dam will be found on the right- hand pages. The tabulated values are determined in accordance with the defini- tions that follow: Number — assigned by the department for identification and filing purposes. Name — as assigned by the owner of the dam on the original appli- cation, or as subsequently changed upon written request of the owner. Stream — as submitted on the application and revised to later edi- tions of the United States Geological Survey topographic maps. Use — use of the water is abbreviated as follows: D — Domestic I — Irrigation P — Power M — Municipal MI — Mining IN — Industrial R — Recreational S - Stock Water Area of Reservoir — area at spillway crest elevation or at maximum operating level if headwater controls are used. Maximum Storage Capacity — total capacity at maximum operating level and above streambed. Dead storage is included. Drainage Area — areas less than 0.1 square mile are listed as 0.1 square mile. Type and Crest Length — applies to main dam only; does not in- clude auxiliary dams. Purpose — purpose of the dam is abbreviated as follows: S — Storage D — Diversion R — Regulation FC — Flood control DC — Debris control A — Multi-purpose Elevation of Crest — U.S.G.S. datum to nearest foot, when avail- able. Otherwise approximate U.S.G.S. datum. Height — vertical distance from crest of dam (excluding parapet, if any) to original streambed at downstream toe. Maximum Operating Level — reservoir water surface elevation at highest controlled stage. Approximate Yardage — total volume of principal material of dam, including auxiliary dams. Approximate Cost — cost of the dam and appurtenant works. In- cludes cost of enlargements, if any.
