Jones, Governor and Commander- in- Chicf of the Military Forces of Arkansas: I liave the honor to submit to you the following as my report as Acting Adjutant General of the Arkansas State Guard and Reserve Militia, for the period of your admin- istration, including a complete Roster of the Arkansas troops in the United States service in the Spanish-Ameri- can war, and a brief resume of their service. ARTHUR NEILL, Brig. Gen., A. S. G., and Acting Adjt. Gen. At the beginning of your administration in January, 1897, the State Guard was very much disorganized and almost wholly ineffective, there having been but little ac- tivity therein since 1894 and 1895. It was then composed of two regiments of infantry, one battery of artillery, one troop of cavalry and one signal corps. A reorganization was immediately begun, and two new regiments (3d and 4th) of infantry, another troop of cavalry, and another battery of artillery organized. Maj. Gen. R. G. Shaver was commissioned and placed in command, and divided the State in two military districts, the Arkansas River being the dividing line. Brig. Gen. C. R. Shaer was com- missioned and placed in immediate command of the south- ern district, where the 1st and 2d Infantry and the two batteries of artillery and signal corps were stationed; Maj. Gen. V. Y. Cook was commissioned and placed in im- mediate command of the Northern District, where the 2d and 4th Infantry and the squadron of cavalry were sta- tioned. There being no appropriation by the State for militia purposes, these organizations were equipped as far as pos- sible with the antiquated equipment then on hand, and the annual allotments from the United States Government. A roster of these organizations and their commanders and headquarters is appended elsewhere. This was the condition of the militia at the outbreak of the Spanish war. 6 REPORT OF THE ADJUTANT GENERAL OF ARKANSAS. National Guard Association. A call was issued by Adjt. Gen. Bell, of Missouri, for a meeting of the militia organizations of the Mississippi Valley States in December, 1897, which was attended by the following delegates from Arkansas: Arthur Neill, Acting Adjutant General; Maj. Gen. R. G. Shaver, Maj. Gen. V. Y. Cook, Brig. Gen. C. R.. Shaer and Surg. Gen. J. M. Keller. A permanent organization of seventeen States, known as the Inter- State Association of the National Guard, Avas the result, and meetings have been held each year since, and the organization has been productive of great good to the militia of the country. Frequent encampments of small bodies of troops have been had at veterans' reunions, and other occasions, but no general encampments, there being no means available to provide for same. There has been no occasion for calling out troops for service within the State at any time. Spanish-American War. The declaration of war was anticipated throughout the State and the Governor was besieged with offers of ser- vice both by organizations and individuals. On April 25, 1898, the call of the President for two regiments of infan- try of 1000 men each was received. Xo two regiments of the State Guard were well enough organized and equipped to be mustered in intact. and it was the desire of the Governor to have all sections of the State represented as far as possible. He therefore preceded to make up two new regiments from selected com- panies from the State Guard, and from the different sec- tions of the State. The commander of each company se- lected was ordered to immediately recruit his company to 100 or more men and be in readiness to move to Little Rock, with all available arms and camp equipage. The camp was located by the following order : HEADQUARTERS ARKANSAS STATE GUARD,, LITTLE ROCK, ARK., May 2, 1898. General Order No. 2. Little Rock, Arkansas, having been designated as the place of rendezvous by the Secretary of War of the two regiments of infantry called from Arkansas to enlist as United States volunteers, the place of camp is hereby fixed at corner of College Avenue and Seventeenth Street, in said city, and designated as "Camp Dodge," as a tribute of respect to the late Dr. Roderick Dodge, a long and hon- ored resident of the State, to whose estate the site of the camp belongs, and whose heirs have courteously donated the use of the same for this purpose. By order of DANIEL W. JONES, Governor of Arkansas and Commander-in-Chief of the Forces Thereof. The troops were kept in camp at the various company rendezvous until necessary tentage and camp equipage could be provided for them at Camp Dodge. Funds. There was no appropriation available for use by the Governor for this or any other purpose in connection with the mobilization of these troops, nor had he any authority to pledge the credit of the State for funds for such pur- pose. Offers of loans were made by various citizens and 8 KEPOKT OF THE ADJUTANT GENEKAL OF AKKANSAS. corporations, and, after a conference with the Arkansas Bankers' Association, loans to the amount of $7350 were accepted, the Governor agreeing to recommend an appro- priation by the Legislature at its next meeting to cover the same. The banks of the Association advanced amounts in proportion to their capital stocks. This amount was ex- pended, and about $2500 additional in bills incurred, making $10,000 in all, in sustaining, clothing and trans- porting troops up to the time of muster-in. The next General Assembly, which convened in January, 1899, promptly made an appropriation to refund these loans, which was done, and the United States Government later repaid to the State nearly the whole of the amount. A list of those making loans is appended elsewhere. Medical Examination. The following request by the War Department was made on the Governor on April 27th : WASHINGTON, D. C., April 27, 1898. The Governor, Arkansas, Little Rock, Ark. Mustering regulations of the W T ar Department pro- vide that medical officers before being mustered into ser- vice of the United States will be required to pass satisfac- tory examination as to character and professional ability before a Board of Army or Civilian Surgeons, or both, des- ignated by the Surgeon- General. An army surgeon has been designated to conduct physical examination for vol- unteers at each State rendezvous. The Secretary of War requests that you appoint two civilian physicians to con- \ stitute ? with the army surgeon, a board for carrying out the above provisions. H. C. CORBIN, Adjutant General. A., then in command of the United States Army and Navy Hospital at Hot Springs, Ark., was designated as the Army Surgeon, and the Governor designated his Surgeon-General, J. M. Kel- ler, of Hot Springs, and Dr. G. M. D. Cantrell, of Little Rock, as the civilian members of the Examining Board. This board thereupon held an examination of applicants for positions as medical officers, and recommended to the Governor the appointments of medical officers made in the two regiments. Mobilization. Capt. Percy E. Trippe, 10th Cav., U. S. A., then on detached duty as militarjr instructor at the Ouachita Bap- tist College at Arkadelphia, was detailed as mustering officer, and 1st Lt. Joseph Frazer, 8th Inf., U. S. A., as Quartermaster and Commissary, and reported to the Gov- ernor. On May, the concentration of troops was begun by ordering the Little Rock companies to Camp Dodge, and from then on companies to compose the other two regi- ments arrived daily, and were mustered in as rapidly as the medical examinations could be concluded. The muster- in of the 1st Regiment was completed on May 20, and of the 2d Regiment on May 25. A complete roster of both regiments, compiled in this office from the official inuster-in and muster-out rolls, is appended elsewhere ; also a brief history of each company, and of the service of the two regiments. Upon the second call of the President the State was entitled to have 1200 more men in service, and the offers of service were ample to provide them. The War Department, however, ordered 10 REPORT OF THE ADJUTANT GENERAL OF ARKANSAS. both regiments to be recruited up to the maximum of 132G men each, and made no provision for service for the re- mainder of the quota to which the State was entitled. Signal Corps. The Signal Corps of the State Guard, stationed at Little Rock, volunteered for service, but were not accepted as an organization, but two officers were appointed there- from, whose names and service appear in a list of presi- dential appointees appended elsewhere. A number of other appointees in the different Staff Departments are shown in that list. There has been little activity in the State Guard since the muster-in of the troops into United States service, and the organization remains as before with the exception of the addition of the Desha Rifles, an independent company organized and equipped in Desha County in August, 1899, in anticipation of a threatened race trouble in that section at that time, but there has been no occasion for active service by it. A reorganization is desirable* and it was the intention of the Coinmander-m-Chief to effect this during the sum- mer of this year, and to provide for but two regiments of infantry, and attach thereto the artillery and cavalry. Other pressing public duties claimed his attention, and the Acting Adjutant General being also Private Secretary to the Governor, and no provision being made for assistance or clerk hire, it was thought best not to attempt the reor- ganization, but to leave the annual allotment by the Gov- ernment to accumulate to some future time, when it may become possible to reorganize and properly equip the Guard. REPORT OF THE ADJUTANT GENERAL OF ARKANSAS. 11 The General Assembly of 1899 also made an appro- priation of $1200 to provide for tlie publication of thi^ report, to repair the State Armory and preserve the mili- tary property. Nearly the whole of this amount has been expended for such purposes, and the armory is in good state of repair, but most of the military property is in the hands of the different organizations or stored at points in the State, where it can be made available for encampments of militia and veterans' reunions. The relations between the military department of the State and the officers of the IT. S. Army who have been in command and stationed at Fort Logan H. Roots, have at all times been cordial, and the department acknowledges assistance and many courtesies from them from time to time, especially in the organization of the volunteer regi- ments. Wade's proposed expedition, but order countermanded before movement begun, because of cessa- tion of hostilities; remained in camp there until Septem- ber 25, 1898, when ordered to Fort Logan H. Roots, Little Rock, where mustered out October 25, 1899. Was never permitted to engage in any active service. LI. Col. John Morgan Dungan Received military training at St. John's College, Little Rock; enlisted Capi- tal City Guards, A. S. G., in 1880; promoted to Second Lieutenant, and in 1882 to First Lieutenant; commis- sioned Captain McCarthy Light Guards, A. S. G., March, 1889; commanded same at competitive drills at Galveston in 1889, Atlanta in 1890 and Indianapolis in 1891, which took prizes in each contest. Commissioned Lieutenant Col- onel 1st Regt. Inf., A. S. G., September, 1891; commis- sioned Lieutenant Colonel 1st Ark. Vol. Inf., U. S. V., May 9, 1898, and Avith regiment throughout its service, com- manding same great part of the time. Mustered out witli regiment. Major Green-field Quarles, Helena, Ark. A veteran of the Confederate service in the Civil War, where he was one of the youngest soldiers. Was in many hard fought battles, notably at Franklin, Tenn., under Gen. Cleburne, where he Avas severely wounded. Since surrender, has de- voted himself successfully to law, politics and planting. Schaer, Little Rock Served contin- uously with State Guard since beginning of Brooks and Baxter War in 1874 ; enlisted then, promoted to First Lieu- tenant of Cavalry and highly recommended by Gen. Churchill for dash and gallantry; later, First Lieutenant Co. B, Mask's battalion, and Captain of Little Rock Light Infantry, which was called out on State service two or three times, and of Capital City Guards; Chief of Ord- nance on staff of Gen. Taylor, A. S. G., during railroad strike troubles at Little Rock in 1894; Captain Battery A, four years ; military attache to Gov. Clark in 1896, and promoted to Major of Artillery; commissioned Brigadier General, A. S.G., by Gov. Jones March, 1897 3 and assigned to command of Southern Military Division of the State; Major of 1st Ark. Vol. Inf. throughout its service, and honorably mustered out with the regiment. Accidentally shot and instantly killed himself while hunting near Little Eock, November 11, 1899. A genial gentleman always, and a capable officer, he is greatly missed in militia circles. Major and Surgeon J. Cabell Minor, Hot Springs- Enlisted and organized Co. A, 3d Regt., A. S. G., May, 1897; commissioned Major and Surgeon, A. S. G., August, 1897; served throughout as Major and Surgeon of 1st Ark. Vol. Inf., acting during a great part of the time as Brigade and Division Surgeon. On December 1, 1898, he was ap- pointed Acting Assistant Surgeon, U. S. A., and served until July 10, 1899, when he was appointed Captain and Assistant Surgeon of the 20th Inf., U. S. V., and went shortly after with his regiment to the Philippines, and is still in service there. First Lt. and Asst. Surgeons E. C. Hay, of Hot Springs, and C. P. First Lt. and Adjt. Farrar L. McCain, of Little Rock, was a Sergeant in the Signal Corps, A. S. G., a lawyer by profession and served throughout as Adjutant. First Lt. and Qmr. H. D. Moore,, of Helena, received military instruction under Col. Chandler at the University of Arkansas, and served throughout as Quartermaster of the regiment. Chaplain William Cross Born and educated in New York City, and a minister in the Episcopal Church in Mississippi and Arkansas for many years ; Chaplain of the "Meridian Rifles," of Mississippi, and 3d Regt., A. S. G., residing at Hot Springs, when appointed Chaplain in 1st Ark. Vol. Inf. ; was with the regiment throughout its ser- vice, devoted and faithful, and relieved much suffering by his attention to the men of his regiment in the hospitals at Chickamauga Park. Sgt. Maj. Furth and Qmr. Sgt. McAney were enlisted men in the 16th Inf. and were discharged by request of Col. Chandler to take these positions with the 1st Ark., and served throughout as such. Company A Organized September 4, 1893, as Co. K, 1st Regt. Reorganized June 23, 1897, as Co. A, 3d Regt., A. S. G., at Hot Springs. Volunteered promptly, re- cruited up to proper strength and one of the first compa- nies to be mustered in at Camp Dodge. Capt. Wooten had seen service in Texas National Guard ; 2d Lt. Dengler, mil- itary instruction under Col. Chandler at the University, and has since been commissioned in the U. S. Army. G.,* Went into camp immediately upon call of Governor, April 25, and reported Camp Dodge May 4. Capt. Braley was one of the youngest officers in the regiment, and both he and 1st Lt. Hudson had military training under Col. Chandler at the University. Lt. Hudson was on August, 24, 1899, appointed 2d Lt. 38th U. S. V., went with his regi- ment, to the Philippines, where he is still in service. Second Lt. Smith was Sergeant in the Jefferson Guards from 1893, and 2d Lt. upon its reorganization as the Jefferson Fencibles. Company C Organized and equipped as Artillery, Battery B, at Fort Smith, in summer of 1897; no artillery being called for from this State, the battery volunteered as infantry and was mustered in and assigned to this regi- ment. Company D Organized July 27, 1893, as Co. G, 2d Kegt., A. S. G. Reorganized as Co. D, 3d Regt, A. S. G., June, 1897, at Fort Smith; one of first companies to vol- unteer and be mustered-in. All of the officers had received military instruction at the University under Col. Chand- ler. Capt. Arinistead resigned July 25, 1898, to accept ap- pointment as 2d Lt. 3d Art., U. S. A., and has since seen service in Cuba. Company E Organized as Co. E, 1st Regt., A. S. G., May 21, 1891, at Hope ; reorganized in April, 1898, and con- solidated with Co. This regiment was never permitted to engage in active service, and was kept in service long after all probability of such service had ended, and the last few months' service was exceedingly irksome and unsatisfactory to men and officers. It suffered severely from malarial, typhoid and other fevers, the result of the improper sanitary arrange- ment and crowded condition of Camp George H. Thomas during the summer and fall of 1898, and from the severe winter at Camp Shipp, but sanitary conditions were better there and the health of the regiment greatly improved, after its arrival there, where it was disbanded and mus- tered out February 25, 1899. It was successively a part of the 3d, 4th and 2d Army Corps. Col. Virgil Y. Cook Col. Cook was a Kentuckian, but resided in Arkansas since 1866. Among his ancestry were veterans of the Revolution, the War of 1812, the va- rious Indian wars and the Confederate service in the Civil War. He entered the Confederate service before 15 years of age as a trooper in Co. H, 7th Ky. Cav., Forrest's Corps, participating in the battles and campaigns of that com- mand, and surrendered at Gainesville, Ala., May 10, 1865. REPORT OF THE ADJUTANT GENERAL OF ARKANSAS. 127 He has since spent his life as merchant and planter in the "Oil Trough" region in Jackson and Independence Counties, his home being at Elmo; has been active in or- ganization of the "United Confederate Veterans," and served successively as Aide-de-Camp to Gen. John B. Gor- don, commander-in-chief of the organization, as Adjutant General and as Major General commanding the Arkansas Division thereof, which latter position he still holds; was commissioned Major General, A. S. G., in 1897, and placed in command of the Northern Military Division of the State, and was one of the most active officers in the reor- ganization of the Guard during that year, and still holds that command. He rendered valuable service in the or- ganization of the Arkansas Volunteers, and was made Colonel of the 2d Ark. Vol. Inf., and served as such throughout, commanding a brigade during a great part of the time, and was mustered out with the regiment. Lt. Col. DeRosey C. Cabell Born Charleston, Ark.. Cavalry, 1884 ; promoted to First Lieutenant April 17, 1891; served with troops in Geronimo- Apache campaign, in New Mexico and Arizona, May, 1885, to October, 1886; wounded in skirmish with Apaches December 19, 1885 ; on detached duty as Profes- sor of Military Science and Tactics at University of Arkan- sas at Fayetteville, from July, 1890, to March, 1892 ; par- ticipated in Sioux Indian campaign in 1890; Regimental Quartermaster 8th U. S. Cav. from October, 1892, to August, 1894. Vol. Inf., May 9, 1898, and served as such throughout, being- three months in command of regiment. Promoted to Cap- taincy in U. S. A., assigned to 6th Cavalry, and to recruit- ing duty at Dallas, Tex., after muster out as Lieutenant Oolonel of Volunteers; later ordered back to regiment at Jefferson Barracks, Mo., and went with it to China in summer, 1900, and now in service there. Major Claude H. Sayle Served many years in Arkan- sas State Guard, at Little Rock, as Captain of Co. A, 1st Regt. and as Major of that regiment from 1892. Ap- pointed Major of 2d Ark. Vol. Inf. and served with it throughout, being mustered out at Anniston, Ala. Major James Junius Johnson Was born and reared in Little Kock and spent two years in the U. S. Military Academy at West Point, but did not finish the course there; has always been active in militia circles; went to Western States and became a miner and mining engineer ; in 1894, without any personal interest in the controversy, but because he believed their cause was just, he espoused the cause of the striking silver miners at Colorado Springs Col., and was chosen by them as their leader and commander under the title "General, Army of Bull Hill;' 7 he organized in a few days a force of 1300 men, enforced military rules and discipline, and armed and equipped and provisioned it, and entrenched it on Bull Hill, where it successfully withstood for sometime the sheriff and posse, whom they had reason to believe would deal sum- marily and harshly with the leaders of the striking miners if surrendered; volunteered to surrender to the Governor of the State, who sent a representative to whom they did REPORT OF THE ADJUTANT GENERAL OF ARKANSAS. 129 surrender. The organization, equipment, discipline and successful command of the Army of Bull Hill was a strik- ing proof of the military genius of the man. When war was declared with Spain he was engaged in mining near- Baker City, Oregon, and immediately resigned a lucrative position, returned to his native State, reorganized and was elected Captain of Co. D, 1st Regt., A. S. G. (Fletcher Rifles, Little Rock), and was appointed Major 2d Ark. Vol. Inf. upon its muster in; served with the regiment until September 29, 1898, when he died suddenly of typhoid fever at Anniston, Ala.,, where the regiment was then in camp. He was buried a few days later with mili- tary honors at Mount Holly Cemetery, Little Rock. Capable, brave and determined, yet gentle, he would have undoubtedly distinguished himself as a soldier and commander had he lived and had an opportunity for act- ive service. First Lt. and Adjt. Moorhead Wright Graduated Virginia Military Institute in 1892 with rank of Captain of Cadets. Upon reorganization of State Guard in 1894 appointed Major and served thereafter as Assistant Adju- tant General and Chief of Staff to Brig. Gen. George P. Taylor, then in command of the militia of the State ; served throughout as Adjutant of 2d Ark., his college military training making him one of the most efficient volunteer officers in the army. Zaphney Orto Native of Tennessee, resident of Arkansas since 1860 and resident physician and surgeon at Pine Bluff since 1883, and senior surgeon of infirmary there, when volunteered for service ; served on various city and county health boards, and ex-president of State Medical Association and member National So- ciety. Volunteered, was examined and appointed Surgeon of 2d Ark. Vol. Inf. on May 9, 1898, and served with it and as Brigade Surgeon at Camp George H. Thomas until Oc- tober 8, 1898, when peace was assured, when resigned and returned to private practice at Pine Bluff. Maj. and Surg. Horatio Wells Born in Drew County, Ark., 1860; educated at University of Arkansas, took med- ical courses at Louisville University and St. Louis Med- ical College, and Surgeon of Crystal Plate Glass Factories, Crystal City, Mo., 1889, and First Assistant Surgeon Ar- kansas State Lunatic Asylum, 1894 to 1895. E. Church, South, in Arkansas; for sev- eral years president and manager of Searcy College, at Searcy, Ark., a military school; in the ministry at Bates- ville when appointed Chaplain of the 2d Ark. Vol. Inf., and with the regiment throughout its service, devoted and faithful, and relieved much suffering by his attention to the men of his regiment in the badly kept division hos- pitals at Chickamauga Park. Company A McCarthy Light Guards. Organized in 1889 as Co. C., 1st Regt,, A. S. G., at Little Rock. Tool; prizes at various interstate drills; did arduous service in railroad strike at Little Rock in 1894; the crack company of the State for many years. Ca.pt. Johnson, and upon muster out appointed Captain in 40th Inf., U. S. V., but resigned before regiment went to Philip- pines, on account of ill health. Company B V. Y. Cook Rifles. Organized Septeni ber 7, 1897, at Batesville as Co. A, 4th Regt., A. S. G. ; as- sembled at company headquarters immediately upon call of President and second company to report at Camp Dodge. Capt. Reed had served in Ala. N. G. First Lt. Neill was promoted to Captain and assigned to Co. A, upon Capt. Wing's promotion, and resigned January 4, when no further prospect of active service, to serve in Arkansas Legislature, to which he had been nominated before, and elected after entering service. 2d Lt. Butler was mustered out to accept from Pres- ident appointment as Captain and Assistant Quartermas- ter. (See record of his service there under Presidential appointments.) F, 2d Inf., A. S. G., February, 1894. Did service in railroad strike at Little Rock in summer of same year; disbanded voluntarily in 1895; reorganized for service in Spanish War; began to assemble at company headquarters April 25; reported Camp Dodge May 7, and mustered-in May 7. Capt. Stuckey was a native of Illinois, a resident of Arkansas since 1880, w r here he was a prominent lawyer and politician when elected Captain of his company ^with- out any previous military training, he became one of the most efficient officers of the regiment. First Lt. Brewer received military instruction at Searcy College under Lt. E. O. C. Ord, II. S. A. Lt. Caruthers was an original mem- ber of the "Hurley Rifles," having served as private and Corporal. Lt. Thompson, appointed from Co. I, A. V. Company G "Cabot Guards." Organized as Co. A, 1st Inf., A. S. G., September 9, 1893; afterward attached to 4th Regt. as Co. D ; attended State Encampment and did service in railroad strike at Little Rock, 1894; assembled at company rendezvous May 9, reported Camp Dodge May 12. Capt. He has been Captain of the Cabot Guards since its organization. Lt. Hendricks resigned in January, 1899, to serve as member of Legislature, to which he was elected after en- tering service, there being no further prospect of active service. Lt. Levack had seen service in Illinois National Guard. Company H Organized January 26, 1894, at Forrest City as Co. I, 1st Begt., A. S. G. ; attached to 2d Eegt. in 1897. Company 1 Crockett Rifles. Companies F, G and H., 4th Regt, A. S. G., were organized at Stuttgart, Gillett and DeWitt respectively, in 1897. Upon the call for vol- unteers these three companies were ordered to consoli date and elect officers, which they did, and were inustered- in as Co. I of the 2d Ark. Capt. Yuckley resigned, and First Lt. Brew r er, of Co. F, was appointed to succeed him and Sgt. Thompson, of Co. I, appointed Second Lieutenant in Co. F. First Lt. Moorhead resigned later and Sgt. Maj. Tillman Campbell was appointed Second Lieutenant. Lt. Campbell, after muster-out, was appointed First Lieu- tenant in 33d Inf., U. S. V., and went with the regiment to Philippines, where he has held important detached com- mands, distinguished himself for gallantry on more than one occasion, and is still in service.
