 Majesty the King of Italy, has the 
 honour to communicate to the Rt. Hon. 
 Sir Edward Grey, His Britannic 
 Majesty's Principal Secretary of State 
 for Foreign Affairs, and to their Excel- 
 lencies M. Paul Cambon, Ambassador of 
 the French Republic, and to Cqunt de 
 Benckendorff, Ambassador of His 
 Majesty the Emperor of All the Russias, 
 the following memorandum : — 
 
 Memorandum. 
 
 Article 1' 
 
 Une convention militaire sera imm^- 
 diatement conclue entre les etats-majors 
 generaux de la France, de la Grande- 
 Bretagne, de 1' Italic et de la Russie; 
 cette convention fixeia le minimum des 
 forces militaires que la Russie devra 
 employer contre I'Autriche-Hongrie afin 
 d'empecher cette Puissance de concentrer 
 tous ses efforts contre 1' Italic, dans le cas 
 oil la Russie deciderait de porter son 
 principal effort contre I'Allemagne. 
 
 La convention militaiie reglera la 
 q^uestion des armistices, qui releve essen- 
 tiellement du commandement en chef des 
 armies. 
 
 Memorandum. 
 Article 1. 
 
 A military convention shall be imme- 
 diately concluded between the General 
 Staffs of France, Great Britain, Italy 
 and Russia. This convention shall settle 
 the minimum number of military forces 
 to be employed by Russia against 
 Austria-Hungary in order to prevent 
 that Power from concentrating all its 
 strength against Italy, in the event of 
 Russia deciding to direct her principal 
 effort against Germany. 
 
 This military convention shall settle 
 question of armistices, which necessarily 
 comes within the scope of the Com- 
 manders-in-chief of the Armies. 
 
 Article 2. 
 
 De son cote, 1' Italic s'engage a

 France, la Grande-Bretagne et la Russie 
 contre tous leurs ennemis. 
 
 Article 2. 
 
 On her part, Italy undertakes to use 
 her entire resources for the purpose of 
 waging war jointly with France, Great 
 Britain and Russia against all their 
 enemies. 
 
 Article 3. 
 
 Les flottes de la France et de la Grande- 
 Bretagne donneront leur ooncouis actif 
 et permanent a I'ltalie jusqu'k la destruc- 
 tion de la flotte austro-hongroise ou 
 jusqu'a la conclusion de la paix. 
 
 Une convention navale sera immd- 
 diatement conclue a cet effet entre la 
 France, la Grande-Bretagne et I'ltalie. 
 
 Article 3. 
 
 The French and British fleets shall 
 render active and permanent avssistance 
 to Italy until such time as the Austro- 
 Hungarian fleet shall have been de- 
 stroyed or until peace shall have been 
 concluded. 
 
 A naval convention shall be imme- 
 diately concluded to this effect between 
 France, Great Britain and Italy. 
 
Article 4. 
 
 Dans le traits de paix, I'ltalie 
 obtiendra le Trentin, le Tyrol cisalpin 
 avec sa frontiere gfegraphique et natu- 
 relle (la frontieie du Brenner), ainsi que 
 Trieste, les comtes de Gorizia et de 
 Gradisca, toute I'lstrie jusqu'au Quar- 
 nero et y compris Volosca et les iles 
 istriennes de Clierso, Lussin, de meme 
 que les petites iles de Plavnik, Unie, 
 Canidole, Palazzuoli, San Pietro di 
 Nembi, Asinello, Gruica, et les ilots 
 voisins. 
 
 Note. 
 
 La frontiere n^cessaire pour assurer 
 r execution de 1' article 4 sera tracee 
 comme suit : 
 
 Du Piz Umbrail jusqu'au nord du 
 Stelvio, elle suivra la crete des Alpes 
 rhetiennes jusqu'aux sources de I'Adige 
 et de I'Eisach, passant alors sur les monts 
 Reschen et Brenner et sur les hauteurs de 
 rOetz et du Ziller. La frontiere ensuite 
 se dirigera vers le sud, travel sera le 
 mont Toblach et rejoindra la frontiere 
 actuelle des Alpes carniques. Elle suivra 
 cette frontiere jusqu'au mont Tarvis, et 
 apres le mont Tarvis la ligne de partage 
 des eaux des Alpes juliennes par le col 
 Predil, le mont Mangait, le "Tricorno 
 (Terglou) et la ligne de partage des eaux 
 des cols de Podberdo, de Podia niscam et 
 d'Tdria. A partir de ce point, la fron- 
 tiere suivra la direction du sud-est vers 
 le Schneeberg, laissant hors du territoire 
 Italian tout le bassin de la Save et de ses 
 tributaires; du Schneeberg la frontiere 
 descendra vers la cote de maniere k 
 inclure Castua, Mattuglia et Volosca 
 dans le territoire italien. 
 
 Article 4.. 
 
 Under the Treaty of Peace, Itaiy.ijhAj! 
 obtain the Trentino, Cisalpine TyrOl 
 with its geographical and natnral fron- 
 tier (the Brenner frontier), as well as 
 Trieste, the counties of Gorizia and Gra- 
 disca, all Istria as far as the Quarnero 
 ^nd including Volosca and the Istrian 
 islands of Cherso and Lussin, as well as 
 the small islands of Plavnik, Unie, Cani- 
 dole, Palazzuoli, San Pietro di Nembi, 
 Asinello, Gruica, and the neighbouring 
 islets. 
 
 Note. 
 
 The frontier required to ensure execu- 
 tion of Article 4 hereof shall be traced as 
 follows : — 
 
 From the Piz Umbrail as far as north 
 of the Stelvio, it shall follow the crest of 
 the Rhetian Alps up to the sources of the 
 Adige and the Eisach, then following the 
 Reschen and Brenner mountains and the 
 Oetz and Ziller heights. The frontier 
 shall then bend towards the south, cross 
 Mt. Toblach and join the present frontier 
 of the Carnic Alps. It shall follow this 
 frontier line as. far as Mt. Tarvis and 
 from Mt. Tarvis the watershed of the 
 Julian Alps by the Predil Pass, Mt. 
 Mangart, the Tricorno (Terglu) and the 
 watersheds of the Podberdo, Podlaniscam 
 and Idria passes. From this point the 
 frontier shall follow a south-easterly 
 direction towards the Schneeberg, leaving 
 the entire basin of the Save and its tribu- 
 taries outside Italian territory. From 
 the Schneeberg the frontier shall come 
 down to the coast in such a way as to in- 
 clude Castua, Mattuglia and Volosca 
 within Italian territory. 
 
 Article 5. 
 
 L'ltalie recevra egalement la province 
 de Dalmatie dans ses limites administra- 
 tives actuelles en y comprenant au noid 
 Lisarica et Tribania, et au sud jusqu'^ 
 une ligne partant sur la cote du cap 
 Planka et suivant vers Test les sommets 
 des hauteurs formant la ligne de partage 
 des eaux de maniere a laisser dans le 
 territoire italien toutes les vallees et 
 cours d'eau descendant vers Sebenico, 
 comme la Cicola, la Kerka, la Butisnica 
 et leurs affluents. Elle recevra aussi 
 toutes les iles situees au nord et k I'ouest 
 de la Dalmatie depuis Premuda, Selve, 
 Ulbo, Scherda, Maon, Pago et Patadura 
 au nord, jusqu'k Meleda au sud en y 
 comprenant Sant' Andrea, Busi. Lissa, 
 Lesina, Tercola, Curzola, Cazza et

 Article 5. 
 
 Italy shall also be given the province 
 of Dalmatia within its present adminis- 
 trative boundaries, including to the north 
 Lisarica and Tribania; to the south as 
 far as a line starting from Cape Planka 
 on the coast and following eastwards the 
 crests of the heights forming the water- 
 shed, in such a way as to leave within 
 Italian territory all the valleys and 
 streams flowing towards Sebenico — such 
 as the Cicola, Kerka, Butisnica and 
 their tributaries. She shall also obtain 
 all the islands situate to the north and 
 west of Dalmatia, from Premuda, Selve, 
 Ulbo, Scherda, Maon, Pago and Pata- 
 dura to the north, up to Meleda to the 
 south including Sant' Andrea, Busi, 
 Lissa, Lesina, Tercola, Curzola, Cazza 
 and Lagosta. as well as the neighbouring

 Seront neutralises : 
 
 (1.) Toute la cote depuis le cap Planka 
 au nord jusqu'k la racine m^ridionale 
 de la p^ninsule de Sabioncello au sud, de_ 
 maniere a comprendre toute cette p6nin- 
 sule; (2) la partie du littoral commen- 
 ^ant au nord a un point situ6 k 10 kilom. 
 au sud de la pointe de Ragusa Vecchia 
 descendant au sud jusqu'a la riviere 
 Voiussa, de maniere a comprendre le 
 golfe et les ports de Cattaro, Antivari, 
 Dulcigno, Saint-Jean de Medua, 
 Durazzo, sans prejudice des droits du 
 Mont^n6gro resultant des declarations 
 ^hang^s entre les Puissances en avril et 
 mai 1909. Ces droits ne s'appliquant 
 qu'au territoire actuel mont^n^gnn ne 
 pourront etre etendus aux territoires ou 
 ports qui pourraient etre attribu^ au 
 Mont^n^gro. En consequence, aucune 
 partie des cotes appartenant actuellement 
 au Montenegro ne pourra etre neutra- 
 lis^e. Resteront en vigueur les restric- 
 tions concernant le port d' Antivari 
 auxquelles le Montenegro a lui-meme 
 consenti en 1909; (3) et, enfin, toutes les 
 iles qui ne sont pas attribuees k I'ltalie 
 
 Note. 
 
 Les territoires de I'Adriatique 
 enumeres ci-dessous seront attribues par 
 les quatre Puissances alliees a la Croatie, 
 k la Serbie et au Montenegro : 
 
 Dans le Haut-Adriatique, toute la cote 
 depuis la bale de Volosca sur les confins 
 <ie ristrie jusqu'a la frontiere septen- 
 trionale de Dalmatie comprenant le 
 littoral actuellement hongrois et toute la 
 cote de Croatie, avec le port de Fiume et 
 les petits ports de Novi et de Carlopago, 
 ainsi que les iles de Veglia, Pervichio, 
 Gregorio, Goli et Arbe. Et, dans le Bas- 
 Adriatique (dans la region interessant la 
 Serbie et le Montenegro), toute la cote du 
 cap Planka jusqu'k la riviere Drin, avec 
 les ports importants de Spalato, Raguse, 
 Cattaro, Antivari, Dulcigno et Saint- 
 Jean de Medua et les iles de Zirona 
 Grande, Zirona Piccola, Bua, Solta, 
 Brazza, Jaclian et Calamotta. Le port 
 de Durazzo resterait attribue k I'Etat 
 independant musulman d'Albanie. 
 
 Article 6. 
 
 L' Italia recevra I'entifere souverainete 
 sur Vallona, File de Sasseno et un terri- 
 toire suffisamment etendu pour assurer la 
 defense de ces points (depuis Voiussa au 
 
 rocks and islets and Pelagosa, with the 
 exception of Greater and Lesser Zirona, 
 Bua, Solta and Brazza. 
 
 To be neutralized : — 
 
 (1) The entire coast from Cape Planka 
 on the north to the southern base of the 
 peninsula of Sabbioncello in the south, so 
 as to include the vt^hole of that peninsula ; 
 (2) the portion of the coast vphich begins 
 in the north at a point situated 10 kilo- 
 metres south of the headland of Ragusa 
 Vecchia extending southvpard as far a^ 
 the River Voiussa, in such a way as to in- 
 clude the gulf and ports of Cattaro, Anti- 
 vari, Dulcigno, St. Jean de Medua and 
 Durazzo, without prejudice to the rights 
 of Montenegro consequent on the declara- 
 tions exchanged between the Powers in 
 April and May 1909. As these rights 
 only apply to the present Montenegrin 
 territory, they cannot be extended to any 
 territory or ports which may be assigned 
 to Montenegro. Consequently neutralisa- 
 tion shall not apply to any part of the 
 coast now belonging to Montenegro. 
 There shall be maintained all restrictions 
 concerning the port of Antivari which, 
 were accepted by Montenegro in 1909; (3) 
 finally, all the islands not given to Italy. 
 
 Note. 
 
 The following Adriatic territory shall 
 be assigned by the four Allied Powers to 
 Croatia, Serbia and Montenegro: — 
 
 In the Upper Adriatic, the whole coast 
 from the bay of Volosca on the borders of 
 Istria as far as the northern frontier of 
 Dalmatia, including the coast which is at 
 present Hungarian and all the coast of 
 Croatia, with the port of Fiiune and the 
 small ports of Novi and Carlopago, as 
 well as the islands of Veglia, Pervichio, 
 Gregorio, Goli and Arbe. And, in the 
 Lower Adriatic (in the region interesting 
 Serbia and Montenegro) the whole coast 
 from Cape Planka as far as the River 
 Drin, with the important harbours of 
 Spalato, Ragusa, Cattaro, Antivari, 
 Dulcigno and St, Jean de Medua and the 
 islands of Greater and Lesser Zirona, 
 Bua, Solta, Brazza, Jaclian and Cala- 
 motta. The port of Durazzo to be 
 assigned to the independent Moslem State 
 of Albania. 
 
 Article 6. 
 
 Italj- shall receive full sovereignty 
 over Valona, the island of Saseno and 
 surrounding territory of sufficient extent 
 to assure defence of these points (from 
 
nord et k I'est, approximativement the Voiussa to the north and east,

 Article 7. 
 
 Si ritalie obtient le Trentin et I'lstrie

 partie centrale de I'Albanie est r^servfe

 Bretagne et de la Russie, partag^s entre 
 le Montenegro, la Serbie et la Grfece. La 
 cote k partir de la frontiere meridionale 
 de la possession italienne de Vallona 
 (voyez I'article 6) jusqu'au cap Stylos 
 sera neutralisee. 
 
 L' Italic sera chargee de representor 
 I'Etat d'Albanie dans ses relations avec 
 r Stranger. 
 
 L'ltalie accepte, d' autre part, de 
 laisser dans tons les cas k Test de 
 I'Albanie un territoire suffisant pour 
 assurer I'existence d'une frontiere com- 
 mune k la Grece et k la Serbie a I'ouest 
 du lac d'Ochrida. 
 
 Article 8. 
 
 L'ltalie recevra I'entifere souverainet^ 
 sur les iles du Dodecanese qu'elle occupe 
 actuellement. 
 
 Article 9. 
 
 D'une maniere generale, la France, la 
 Grande-Bretagne et la Russie recon- 
 naissent que l'ltalie est interessee au 
 maintien de I'equilibre dans la Mediter- 
 ran^e et qu'elle devra, en cas de partage 
 total ou partiel de la Turquie d'Asie, 
 obtenir une part equitable dans la region 
 mediterraneenne avoisinant la province 
 d'Adalia oii l'ltalie a d6]k acquis des 
 droits et des interets qui ont fait I'objet 
 d'une convention italo-britannique. La 
 zone qui sera eventuellement attribute a 
 l'ltalie sera delimit^e, le moment venu, 
 en tenant compte des interets existants 
 de la France et de la Grande-Bretagne. 
 
 Les interets de l'ltalie seront egale- 
 ment pris en consideration dans le cas 
 oil I'integrite territoriale de 1' Empire 
 ottoman serait maintenue et ou des 
 modifications seraient faites aux- zones 
 d'int^ret des Puissances. 
 
 Si la France, la Grande-Bretagne et la 
 Russie occupent des territoires de la 
 Turquie d'Asie pendant la duree de la 
 
 Article 7. 
 
 Should Italy obtain the Trentino and 
 Istria in accordance with the provisions 
 of Article 4, together with Dalmatia and 
 the Adriatic islands within the limits 
 specified in Article 5, and the Bay of 
 Valona (Article 6), and if the central por- 
 tion of Albania is reserved for the estab- 
 lishment of a small autonomous neu- 
 tralised State, Italy shall not oppose the 
 division of Northern and Southern 
 Albania between Montenegro, Serbia and 
 Greece, should France, Great Britain and 
 Russia so desire. The coast from the 
 southern boundary of the Italian territory 
 of Valona (see Article 6) up to Cape 
 Stylos shall be neutralised. 
 
 Italy shall be charged with the repre- 
 .sentation of the State of Albania in its 
 relations with foreign Powers. 
 
 Italy agrees, moreover, to leave suffi- 
 cient territory in any event to the east of 
 Albania to ensure the existence of a fron- 
 tier line between Greece and Serbia to the 
 west of Lake Ochrida. 
 
 Article 8. 
 
 Italy shall' receive entire sovereignty 
 over the Dodecanese Islands which she is 
 at present occupying. 
 
 Article 9. 
 
 Generally speaking, France, Great 
 Britain and Russia recognise that Italy 
 is interested in the maintenance of the 
 balance of power in the Mediterranean 
 and that, in the event of the total or 
 partial partition of Turkey in Asia, she 
 ought to obtain a just share of the Medi- 
 terranean region adjacent to the province 
 of Adalia, where Italy has already 
 acquired rights and interests which 
 formed the subject of an Italo-British 
 convention. The zone which shall 
 eventually be allotted to Italy shall be de- 
 limited, at the proper time, due account 
 being taken of the existing interests of 
 France and Great Britain. 
 
 The interests of Italy shall also be taken 
 into consideration in the event of the 
 territorial integrity of the Turkish Em- 
 pire being maintained and of alterations 
 being made in the zones of interest of the 
 Powers. 
 
 If France, Great Britain and Russia 
 occupy any territories in Turkey in Asia

 during the course of the war, the Medi- 
 terranean region bordering on the Pro-

 of the Treaty of Lausanne are transferred

 Bretagne augmenteraient leurs domaines 
 coloniaux d'Afrique aux depens de 
 I'Allemagne, ces deux Puissances recon- 
 naissent en principe que l'ltalie pourrait 
 r^clamer quelques compensatioins equ;i- 
 tables, notamment dans le reglenient en 
 sa faveur des questions concernant les 
 frontieres des colonies italiennes de 
 TEi-y three, de la Somalie et de la Lybie 
 et des colonies voisines de la France et 
 de la Grande-Bretagne. 
 
 Article 12. 
 
 Italy declares that she associates her- 
 self in the declaration made by France, 
 Great Britain and Russia to the effect 
 that Arabia and the Moslem Holy Places 
 in Arabia shall be left under the 
 authority of an independent Moslem 
 Power. 
 
 Article 13. 
 
 In the event of France and Great 
 Britain increasing their colonial terri- 
 tories in Africa at the expense of 
 Germany, those two Powers agree in 
 principle that Italy may claim some 
 equitable compensation, particularly as 
 regards the settlement in her favour of 
 the questions relative to the frontiers of 
 the Italian colonies of Eritrea, Somali- 
 land and Libya and the neighbouring 
 colonies belonging to France and Great 
 Britain. 
 
 Article 14. 
 
 La Grande-Bretagne s'engage a faci- 
 liter la conclusion immediate, dans des 
 ojnditions equitables, d'un emprunt

 Russie appuieront I'opposition que 
 l'ltalie formera a toute proposition 
 tendant k introduire un representant du 
 Saint Siege dans toutes les negociations 
 pour la paix et pour le reglement des 
 questions soulevees par la presente 
 guerre. 
 
 Article 16. 
 
 Le present arrangement ssra tenu

 shall support such opposition as Italy 
 may make to any proposal in the direc- 
 tion oft introducing a representative of 
 the Holy See in any peace negotiations or 
 negotiations for the settlement of ques-

 The present arrangement shall be held

 Se referant aux articles 1", 2 et 3 du 
 memorandum, qui prevoient la coopera- 
 tion militaire et navale des quatre 
 Puissances, 1' Italic declare qu'elle 
 entrera en campagne le plus tot possible 
 et dans un delai qui ne pourra exc^der 
 un mois a partir de la signature des 
 prdsentes. 
 
 En foi de quoi les soussign^s ont signe 
 le present accord et y ont appose leurs 
 cachets.

 After having taken act of the fore- 
 going memorandum, the representati v^es 
 of France, Great Britain and Russia, 
 duly authorised to that effect, have con- 
 cluded the follow^ing agreement with the 
 representative of Italy, also duly autho- 
 rised by his Government : — 
 
 France, Great Britain and Russia 
 give their full assent to the memorandum 
 presented by the Italian Government. 
 
 With reference to Articles 1, 2 and 3 
 of the memorandum, which provide lor 
 military and naval co-operation between 
 the four Powers, Italy declares that she 
 will take the field at the earliest possible 
 date and within a period not exceeding 
 one month from the signature of these 
 presents. 
 
 In faith whereof the undersigned have 
 signed the present agreement and have 
 affixed thereto their seals.

 pas conclure de paix separee au cours de la 
 presente Guerre europeenne. 
 
 LE Gouvernement italien ayant decide 
 de participer a la presente guerre avec 
 les Gouvernements fran9ais, britannique 
 et russe et d' adherer a la declaration 
 faite k Londres le 5 septembre, 1914, par 
 les trois Gouvernements precites, 
 
 Les soussignes, diiment autorises par 
 leurs Gouvernements respectifs, font la 
 declaration suivante ; 
 
 Les Gouvernements fran^ais, britan- 
 nique, italien et russe s'engagent 
 mutuellement a ne pas conclure de paix 
 separee au cours de la presente guerre. 
 
 Les quatre Gouvernements convien- 
 nent que, lorsqu'il y aura lieu de discuter 
 les termes de la paix, aucune des Puis- 
 sances alliees ne pourra poser des condi- 
 tions de paix sans accord prealable avec 
 chacun des autres Allies. 
 
 Declaration by which France, Great Britain, 
 Italy and Russia undertake not to conclude a 
 Separate Peace during the course of the Present 
 European War. 
 
 The Italian Government, having 
 decided to participate in the present war 
 with the French, British and Russian 
 Governments and to accede to the 
 Declaration made at London, the 5th 
 September, 1914, by the three above- 
 named Governments, 
 
 The undersigned, being duly autho- 
 rised by their respective Goveninents, 
 make the following declaration : — 
 
 The French, British, Italian and 
 Russian Governments mutually under- 
 take not to conclude a separate peace 
 during the course of the present war. 
 
 The four Governments agree that, 
 whenever there may be occasion to discuss 
 the terms of peace, none of the Allied 
 Powers shall lay down any conditions of 
 peace without previous agreement with 
 each of the other Allies.

 The Declaration of the 26th April,

 After the declaration of war by or

 a new declaration in identical terms, 
 which shall thereupon be made public.
