Troy, a Commercial and Educational City
TROY is a progressive industrial
and commercial city of 80,000 popu-
lation; though with the adjoining
cities and villages separated only by
the Hudson River, in reality a single
community, it presents a combined
population of 130,000. Troy is known
the world around for its manufactured
products.. It makes ninety per cent,
of all the collars and cuffs in the
United States. Its other products,
each of the best type produced, include valves, engineering
instruments, bells, laundry machinery, buttonhole machines,
horseshoes and merchant iron, rail joints, blower fans, boiler
grates, stoves, fire-brick, fire-proofing, chains, files, brushes, knit
goods, shirts, paper boxes, paper, government currency ink,
boilers, street cars, trucks, motor-boats, stamped utensils, paint,
metal store-front bars, flour, cordage, cigars and malt beverages.
The “Troy Laundry” is famous everywhere. Troy has a larger
percentage of industrial workers than most cities of this country,
and an industrial output of upwards of $50,000,000 a year.
Troy is as famous as an educational centre. The Rensse-
laer Polytechnic Institute, “Troy Polytechnic,” is the greatest
engineering school in America. The Emma Willard School, the
pioneer American school for higher education of women, cele-
brated its centennial last year. Both of these schools have an
entirely new series of magnificent buildings, through gifts of a
million dollars to each by Mrs. Russell Sage and other donations.
Troy is a famed musical centre having two Conservatories of
Music.
No city the size of Troy maintains so many large charitable
institutions. It has four new hospitals, modern city, county and
Federal buildings, public library, new model theatre, Y. M. C.
A., Y. W. C. A., Boys’ Club, many club and fraternal buildings,
and many fine residences. It has one of the most sightly parks
in the State, well paved streets and approaches, a new orna-
mental lighting system in the business centre, an excellent grav-
ity water supply, and other public services in keeping with a
progressive city.. It has an excellent public school system, the
finest and most complete new Vocational School in the United
States, two other High Schools, and more than, seventy churches"
Troy is one of the oldest cities of New York State and will
celebrate its centennial in 1916, though it existed as a village
from 1798. The city has an assessed valuation of $60,000,000,

Announcement
The Conference headquarters will be at the Rensselaer Inn.
All officials and guests are requested immediately upon arrival to
register and to secure badges. Information about hotels, the
Conference program, and the City of Troy, may be had at head-
quarters from 9 A. M. until 8:30 P. M.
Owing to the great amount of work the Resolutions Com-
mittee is required to do, it is imperative that it begin its delibera-
tions immediately after the first session. Officials who have
resolutions they wish the Conference to consider are, therefore,
urged to mail them in advance to1 the Secretary of the Confer-
ence, or to present them to the Chairman of the Committee as
soon as convenient after the appointment of the Committee has
been announced at the opening session. This will insure careful
consideration of all recommendations and suggestions.
Invitations for the next Conference and any suggestions
about the next meeting place should be presented to the Resolu-
tions Committee. Suggestions for subjects to be discussed at the
next Conference will be gladly received by the Advisory Com-
mittee.
The Chairman and speakers are requested to be at the hall
fifteen minutes before the opening of the session over which they
are to preside, or at which they are to speak.
Seats for all delegates will be reserved at all sessions. The
citizens of Troy are urged to attend all sessions of the Confer-
ence held in the Court House and Rensselaer Inn.
The Advisory Committee will hold an important meeting at
headquarters at eleven o’clock on Tuesday, June 1. The Bureau
Council will also hold a meeting at headquarters at twelve
o’clock on the same day.
The proceedings of this conference will be reported and print-

and march to foot of Broadway, where they will take the boat for
the Clam Bake.
At 8 P. M. there will be a meeting of the Officers, Advisory
Committee and Bureau Council at the Rensselaer Inn to outline
the work for the coming year.
The City of Troy, through its local committees, has arranged
an excellent program of entertainment for both the visiting
officials and ladies. The detailed program for each day will be
announced by the Chairman at each session of the Conference.
Arrangements may be made at headquarters for parties to
tour the city in automobiles and visit nearby points of interest.

The Aims of the Conference
The Conference of Mayors and Other Officials of the Cities
of New York State meets annually to discuss and to recommend
improvements in city government and possible solutions of
municipal problems, with the idea that the officials may receive
suggestions that will be beneficial to them and their constituents.
The work of the Conference is carried on throughout the year
by the officers and committees.
Efficient city government is the goal sought by every city
in New York State and the Conference aims to assist each admin-
istration to give the maximum of efficient service by bringing
together for conference the officials and experts of known ability,
to give the officials of different cities an opportunity to exchange
views on the leading problems of the day and to make it pos-
sible for the cities of the state to work as a united force for or
against legislation affecting the well-being of urban population.
It endeavors also through the press and by means of printed
reports and its proceedings to give to the public the latest and
best thoughts on municipal government, for the purpose of
stimulating and fostering interest in public affairs and coopera-
tion between the public officials and their constituents.

Troy’s Transportation Facilities
CROY is most advantageously located at the head
of tide-water navigation on the Hudson River
and at the terminus of the new New York State
Barge Canal from both the west and north. It
is situated in a broad and fertile section of the
Hudson Valley, at the confluence of the
Mohawk River, surrounded by rich farm lands
and prime water-powers. All this territory is made tributary to
Troy by four steam railroads centering here and four extensive
trolley systems, with interurban lines in all directions. Troy is
the gateway of the great Barge Canal system and occupies a

commanding position in relation to commerce between the Great
Lakes and Canada and the Atlantic seaboard via the Hudson
River.
The State of New York is expending $140,000,000 on the
new Barge Canal system, the eastern section of which from the
Hudson at Troy to the Mohawk River has just been formally
opened. The new government dam with lock No. 1 of the
Barge Canal at Troy is now nearing completion, and the wid-
ening and deepening of the river channel from the dam south-
ward, authorized by Congress, is now in progress. The State

has provided for a Barge Canal terminal along the dock line
north of Adams Street, now in course of construction, and
another local terminal just below the new dam. The matter of
river front improvements and building of a new dock line along
the city front is in the hands of a Troy River and Harbor Com-
mission appointed by Mayor Burns. The plans also con-
template a river front railway to connect the four steam railroads
converging in this city with the terminals and docks. The pro-
ducts of Troy’s industries, many of which are of a bulky char-
acter, enter largely into water transportation and with increased
facilities will resort in greater proportion to the cheaper means
of traffic. Troy is the receiving and distributing points for a
large territory to the north and east, embracing Northern New
York, Vermont and Western Massachusetts.
The head of navigation of the present tidal portion of the
Hudson River at the Troy dam is about 153 miles north of the
Battery in New York City, and although thus far removed from
the ocean the mean tide in seasons of moderate rains is about
2.55 feet at the Troy dam.
