ARTICLE IV. DUTIES or OFFICERS. Sec. 1. — It shall be the duty of the Presiding Sister to preside in the Union and enforce a due observance of the Constitution and By-Laws, to see that all officers perform their respective duties, to appoint all committees and officers not other- wise provided for, to give the casting vote on all matters before the Union, when a tie may occur, to inspect and announce the result of all balloting or other votes, to direct the S. Recording Scribe to call special meetings when deemed necessary by five members of the Union, to draw upon the Treasurer for all sums necessary to pay the bene- fits provided for by the Constitution and By-Laws, and other appropriations made by the Union. She shall at the meeting she vacates the chair, see that the Quarterly Returns are prepared for the Grand Union, and the per centage appropri- ated, and forward the same in time for the Quar- terly Sessions, certified by her, with the seal of the Union. She shall perform such other duties as the Union or her charge shall require. Sec. 3. — It shall be the duty of the Past Pre- siding Sister to give candidates the advice of initiation, and to members who wish to retire before adjournment, she shall give the password for the day. Sec. 4. — The S. Recording Scribe shall keep a fair and impartial record of the proceedings of the Union, write communications, notify all Su- bordinate Unions not more than ten miles off its place of meeting, within one week after, of the name and residence of every person suspended, rejected or expelled from this Union — fill up certificates, notify meetings when ordered by the Presiding Sister, attest to all moneys ordered to be paid at a regular meeting, and none other. She shall make out at the end of her term, for the Union, a full report of the proceedings for the Quarter, and also the quarterly returns for the Grand Union, as required in Art. IV of the Con- stitution ; she shall perform such other duties as may be required of her by the Union or her charge, and deliver up to her successor in office, at the expiration of her term, all books, papers, or other property in her possession belonging to her office. Sec, 5. — It shall be the duty of the Assistant Recording Scribe to render the Recording Scribe 6 CONSTITUTION. sach assistance as she may require of her, and, in the absence of the Recording Scribe, she shall perform her duty. Sec. 6. — It shall be the duty of the S. Financial Scribe to keep just and true accounts between the Union and its members, credit the amounts paid, and pay the same over to the Treasurer, imme- diately taking her receipt ; she shall, just previous to the close of her term, notify every member who is three months or more in arrears, of the amount due by them to the Union. At the end of her term, she shall make out for the Union, a full report, and deliver up to her successor in office all matters appertaining to her office in her possession. Sec. 7. — It shall be the duty of the Treasurer to pay all orders drawn on her by the Presiding Sister, attested by the Recording Scribe, and none other ; she shall receive all moneys of the Union, and hold the same until the expiration of her term ; she shall keep a full and correct account of all moneys received and expended; she shall give the Union a monthly .«;atement of the funds, and deliver up, when legally called upon, all moneys, books, papers, and other property of the Union to her successor in office, or to whom the Union niay specially appoint, and perform such other duties as may be required of her by the Union. .Mm:i COKSTITUnON. 7 Sec. 8. — It shall be the duty of the Conductress to introduce for initiation persons who have been previously elected, also visitors from other Unions ; she shall have charge of the property of the Union not otherwise provided for, and report quarterly to the Union ; she shall, with the aid of the Assistant Conductress, examine those present at the opening of the Session. Sec. 9. — Tt shall be the duty of the Assistant Conductress to render such assistance to the Conductress as may be required of her, and, in the absence of the Conductress, the Assistant shall perform her duty. Sec. 10. — It shall be the duty of the Guardian to attend the door, to admit none but members, unless otherwise ordered by the Union. Sec. 11. — It shall be the duty of the Assistant Guardian to attend in the ante -room, and also to render the Guardian such assistance as may be required. ARTICLE V. ELIGIBILITY FOR MEMBERSHIP. Sec. 1. — No person shall be received into this Union under fifteen years of age, nor for a less sum than five shillings. 8 CONSTITUTION. Sec. 2. — No person shall be admitted into this Union who does not possess a good moral cha- racter, or who may, by sickness er otherwise^ bo ' prevented from earning a lirelihood. Sec, 3. — Every candidate, before being initiat- ed, shall sign a certificate of health. Sec, 4. — The name of a person offered in membership, must be proposed by a member in writing, stating her name and residence, which shall be referred to three sisters for investigation, who shall report in writing at the succeeding meeting, when the candidate may be ballotted for, and if not more than four black balls appear, she shall be declared elected ; but if jfive or more appear, she shall be rejected. It shall be lawful for any Sub- ordinate Union, which has less than one hundred dollars in its Treasury, to luspend the payment of benefits, by a vote of two -thirds of the mem- bers present, two weeks previous notice having been given previous to the vote being taken. Sec, 3. — No sister residing within five .liles of the location of this Union, shall be entitled to relief for more than one week previous to her case being reported to this Union. No relief shall be granted for a less time than one week. All arrears either for dues or fines due the Union, (if any,) shall in every case be deducted from the first payment. -' " ■ ' ' '. ' Sec, 4. — In case of the death of a sister, a sum not less than three pounds shall be appro- priated to defray funeral expenses. The P. Sis- ter, in the absence 0/ competent relations or friends, shall superintend the funeral, and keep an account of the disbursements. Sec. 5. — Every Subordinate Union shall keep a book to record the names of candidates, with the signature of the investigating committee at- tached to each candidate. Also a book to enter the names of rejected candidates. 10 C0N8TITUTI0K. AKTICLE VII. OFFENCE. Sec, 1. — Any member who shall offend against these Articles or By-Laws, shall be subject to be fined, reprimanded, suspended or expelled, as two-thirds of the members present at any regular meeting may determine. Sec, 2. — Every member shall be entitled to a fair trial for any offence involving reprimand, suspension or expulsion ; but no member shall be put on trial, unless charges, duly specifying her offence, be submitted in writing by a member of the Order in good standing. Sec, 3. — When charges have been preferred against a sister in a proper manner, or any matter of grievance between sisters be brought before this Union, they shall be referred to a special committee of five members, and they shall, with a*^ little delay as the case will admit, summon the parties, examine and determine the matter in question ; and. if not involving the suspension or expulsion o^ a member, or no appeal be taken from their decision to the Union, it shall be final without further action. Should the committee be convinced of the necessity of suspending or ex- pelling a member, they shall submit a motion for the purpose to the Union for action. Sec, G. — Any sister having been expelled or suspended, notice thereof shall be sent to all the 12 CONSTITUTION. Unions in the vicinity; and any sister who has been legally expelled, shall not be again admitted to membership without the consent of the Grand Union, ARTICLE VIII. CARDS. Sec, 1. — When any worthy member of this Union desires to withdraw from the same, she shall signify her determination to do so in the Union, and if clear of the books, she shall be enti- tled to, and receive, a Card of Clearance, on pay- ing for the same 7^d. Sec> 2. — When any worthy member of this Union may desire a Visiting Card, she shall, if clear of the books, and a majority of the members present a:^ree thereto, be entitled to the same by paying up her dues to the end of the time for which the Card is given, (ivhich in no case shall exceed one year,) and paying for the same 7Jd. Sec. 3. — A Card of Clearance shall not be re- ceived by this Union after the expiration of six months from its date. A person holding such a Card after the expiration of its date (six months) can only be admitted as a new member. ELIGIBILITY FOR CFFICE. Sec. 1. — After the Union has been instituted three Terms, no sister shall be eligible for the office of P. S., unless she has served a regular ierm as A. S. After the third Term, no sister shall serve two terms in succession as P. S. Sec. 2. — Officers elected previous to the expiration of half the Term, shall be entitled to the full honors of it ; those elected after the half term has expired, shall not count the honors, except where it may be to fill vacancies oc- casioned by resignation, expulsion or death, in which case the sister who serves the residue of the terra, shall be entitled to the full honors of it. ARTICLE X. VIOLATING ARTICLE II. Sec. 1. — Any sister violating Art. II. of the Constitution, shall cease to be a member, and her name shall be erased from the books. — Neverthe- less, it shall be m the power of two-thirds of the members present at a regular meeting, to re -admit her on her re-signing and paying a fine of five shillings — for the second offence they shall have power to re-instate her, on her re-signing and 14 CONSTITUTIO!?. n I ,:i >! paying a fine of ten shillings — for the third of- fence, she can only be admitted by application to the Grand Union. The above fines must in all cases, be paid to the Financial Scribe before the re -admission of the member. Sec. 2. — Any si ter knowing of an officer or sister having violated Article II. and neglect- ing to inform the Presiding Sister, for two weeks after, shall be fined five shillings. ARTICLE XI. TERMS. Sec. 1. — Regular quarterly terms shall com- mence on the first meeting of October, January, April and July; and end on the day on which the succeeding ones commenced. KETURNS. Sec, 4. — Should this Union fail to make its returns as required by Sec. 2, of this Article, for two successive terms, it shall thereby forfeit its Charter, and become extinct; and it shall be- come the duty of the last installed officers to sub- mit or surrender to the Grand Scribe, or such other sister as may be appointed by the Grand Union to receive them, the Charter, &c., of the Union. ARTICLE XII. REGALIA. Sec. 1. — The Regalia shall consist of a white linen collar, with blue fringe of silk, scarlet cord and tassels, with scarlet and blue rosettes for officers. Sec. 2. — Any Subordinate Union who may desire emblems to designate their officers, may have the same, if two-thirds of said Union, at a regular Session, vote therefor, the emblems, in all cases, to be subject to the approval of the Grand Union under whose jurisdiction they exist. I '! ARTICLE XIII. POWER TO MAKE BY-LAWS. ^ This Union shall have power to adopt By-Laws, or Resolutions from time to time, as may be deemed expedient, provided they do not in any wise contravene any part of this Constitution. ARTICLE XIV. AMENDMENTS. Sec, 1. — When doubts arise as to the true meaning of any part of these articles, they vshall be determined by the Grand Union. See. 2. — These articles, nor any part thereof, shall be altered, amended, suspended, or annul- led, except on motion made in the Grand Union, exercising the supreme power of the Order, and adopted by the Representatives of the majo- rity of the Union present. This Union shall meet once a week for the transaction of business, and the diffusion of the principles of Temperance and Benevolence ; and shall be opened within ten minutes of the ap- pointed time, with reading a Psalm, and the Lord's Prayer. In the absence of the P. S., the A. S., or a P. P. S. shall preside in her place, pro. tern. Sec, 1st, — Every Sister who proposes a Can- didate, shall deposite 2s. 6d. with the F. S., as a part of the initiation fee, and shall give two respectable references. If the candidate be re- jected, the amount shall be returned, — if elected, and she neglect to appear for initiation for two months after notice of her election, unless sick- ness or absence from the town prevent, the amount. 18 BY-LAWS. •r ih shall be forfeited. All moneys received on pro- positions, shall pass into the treasury as other moneys. Sec, 2nd. — The initiation fee for all persons from the age of 15 to 50 shall be 5s. Sec. 3rd. — Persons over the age of 50 years, and those who cannot sign a certificate of good health, may be admitted into this Union as honorary members, on paying 2s. 6d. initiation fee, and Is. 3d. annually ; but they will not be entitled to any pecuniary benefits whatever ; they shall, however, be eligible to office, and shall receive the attendance of the Sisters during sick- ness, and at their funeral ARTICLE III. COMMITTEES. Sec. 1st. — The P. S. shall, on the day of her installation, appoint a Committee of Finance, to consist of three members, whose duty it shall be to approve of bills presented to the Union for payment, and examine the accounts of the T. and F. S., A. S., A. R. S., T., 0., A, C, and G.; of which the P. S. shall be Chair- man. Sec. 3rd. — It shall be the duty of the chair- man of said committee to visit all Sisters reported sick or in distress residing within the bounds of the City of Quebec, within twenty -four hours after receiving information of the same* It shall be the duty of the members of the Committee, one each day, accordingto the order in which they stand in office, to visit the sick Sisters, and they must in all cases see them, unless they are sick of infectious diseases, of which some respectable physician shall be the judge. Should watchers be required, the P. S. shall cause to be notified, two Sisters as they stand upon the list, to attend each sick riember during the night. If the diseases ar ,' contagious, and attendance is re- quired, t'le committee shall employ, for each Sister sc circumstanced, a nurse, who shall be paid fro' a the funds of the Union. ARTICLE IV. DUES, FINES AND PENALTIES. Sec. 1st. — Every Sister shall pay into the funds oi' this Union 2d. per week. 20 BY-LAWS. I I V 'i M ^ec. 2Qd. — No member who is over thirteen weeks in arrears for dues shall be entitled to receive weekly benefits until three months after she has paid the same ; nor shall she be privi- leged to vote at the election of officers, or enti- tled to the quarterly Pass -word. Sec. 3rd. — Every officer, except the P. S.,who may be required to state her duties or to deliver any charge, shall commit her part to memory within two weeks from the time of her installa- tion ; and in default thereof, shall be fined Is. 3d. for each and every week so remaining unqua- lified. Sec, 4th. — Any member who shall, in or out of the Union, speak disrespectfully of a Sister, or the Union, pronounce the Pass-word in the hearing of any one not authorized to recei^^e it, divulge the name of any Sister who has voted against a person proposed to become a Daughter of Temperance, or reveal the private affairs of the Union or its meetings to any person not a member, shall be fined, suspended, or expelled, as a majority of the Union shall direct. Sec. 5th. — Every Sister who accepts office, shall attend at the time and place appointed for meeting. Sec. Oth. — The seat of any officer absenting herself for three successive meetings, may be de- clared vacant by a vote of the Union. Sec. 7th. — Any Sister who accepts an appoint- ment on a Committee, and neglects the duties of the same, shall be subject to a fine of 7^d, ; and any Sister knowing of another being sick, and neglecting to report it to the Union or some member of the Visiting Committee, shall be fined Is. 3d. Sec. 8th. — No member shall vote or speak, unless clothed in regalia ; and any Sister appear- ing in the Union room during the meeting, with- out regalia, after it shall have been provided for her, shall pay a fine of 4d. Sec, 9th. — Any Sister neglecting or refusing to attend a sick Sister when duly notified, or to furnish a substitute, shall be fined not less than 2s. 6d., unless prevented by sickness or death in her own family, or in cases of contagious diseases. H i I i! i or disability, and receive benefits, shall be fined, suspended, or expelled, as the Union may deter- mine. Sec. 11th. — Any Sister 'who shall knowingly propose unworthy characters for membership, shall be fined, suspended, or expelled. Sec. 12th. — At the decease of a Sister, the P. 8. shall direct the K. S. to notify the members to attend the funeral, and any Sister neglecting to attend, unless prevented by sickness, shall be fined 7^d. Sec. 13th.— It shall be the duty of the P. S. to enforce all fines and penalties on every mem- ber who renders herself liable. ARTICLE V. BENEFITS. Sec. 1st. — No Sister shall be entitled to bene- fits until she shall have been a member one year. Sec. 2nd. — Every bond fide member who shall be qualified as required by the Constitution and By-Laws of this Union, shall in case of sickness or disability receive weekly the sum of 5s., pro- vided such sickness or disability is not occasioned by any bodily infirmity which shall have been wilfully concealed at the time of her admission. NOMINATION AND ELECTION OF OFFICERS. Sec. 1st. — Nominations for officers of this Union, except in cases of vacancies, shall be made one week previous to election, and two weeks previous to installation. Sec, 2nd. — No nominations for any office shall be received, unless the Sisters be present and signify their consent thereto, except in case of imperative absence, when they may signify it by writing, and all officers must be clear of the books at the time of installation. Sec, 3rd. — ^When only one Sister is nominated for an office, it shall be the duty of the P. S. to declare her duly elected, without the formality of balloting. Sec, 4th. — In balloting for candidates, ball bal- lots shall be used ; for officers, written ballots. The ballot-box shall be placed in full view of the P. S., and shall be examined by her and the A. S. ARTICLE VII. RESIDENCE AT A DISTANCE. Residence at a distance from the City of Que- bec shall not disqualify a Sister from receiving I i! S. a true state- ment of her case, certified by a Justice of the Peace, an officer of the S. of T., or a respectable Physician ; and if it be satisfactory, the benefits may be forwarded as soon as the Union direct. m ill ' 5 I 1 1 - ARTICLE VIII. SUSPliNDED MEMBERS. Sec. 1st. — Every member who shall neglect to pay her dues or fines for the space of six months, shall be notified thereof by the F. S., if practica- ble, and if, after four weeks, her account remains unsettled, she shall be suspended during the plea- sure of the Union, or expelled. Sec. 2nd. — Suspended members, on being re- instated, shall pay the amount standing against them at the time of suspension, together with the whole sum to which they would have been sub- jected had they not been suspended ; and they shall not be entitled to benefits for three months from the time they are reinstated. S. 2nd. — No member shaU speak to another, or otherwise interrupt the business of the meeting, while the minutes, or other papers, are being read, or when any one is speaking in debate. 3rd. — No officer shall retire without the per- mission of the P. S. and P. P. S., and no member without the consent of the P. P. S. ; and the G. shall admit no one during the opening exercises or initiation. 4th. — All the officers mentioned or addressed during the meeting of the Union, shall be de- signated by the title of the office they hold, and not by name. 26 RULES OF ORDER. ' 5th. — The card of a Sister wishing to become a member of this Union must be presented and read before the Union ; the Sister is then proposed — committee appointed, who investigate and re- port forthwith ; the election then takes place, after which the Sister is admitted by signing the Constitution and paying half the initiation fee. It is not necessary to initiate in this case, but the ode of welcome may be sung while the C. is con- ducting the Sister to the F. S. 6th. — A Sister withdrawing her card from this Union, can demand admission neither to this Union nor any other, unless consent be given by a vote in strict accordance with Sec, 4. Article 5. of the Constitution. 7th. — A beneficial card member may receive the usual benefits allowed in these Laws, after she has been a Member of this Union three months, provided, nevertheless, that she has been a mem- ber in good standing in some other Union for nine months previous. 8th. — The P. S. while presiding shall state every question coming before the Union, and immediately before putting the vote, shall ask : " Is the TJnionready for the question ?
