Paardeberg, Orange Free State, Feb. 22. — Canadian Regiment has done adhiirable service since arrival in South Africa. I deeply regret heavy loss it ''uffered during the /tghting on the /8th instant, and beg you will assure people ho2U much we all here admire the conspicuous gallantry displayed by our Canadian comrades on that occasion. ONE of the most striking features in the history of the present century has been the spontaneous outburst of loyalty shown to the Mother Country by her many and scattered colonies on the commencement of hostilities in South Africa. After Kruger's famous ultimatum, when war was inevitable, offers of contingents were sent from all quarters of the globe. Queensland, Victoria, Malay States, Lagos, New South Wales, Hong Kong, New Zealand, Western Australia and Canada — all united in offering their quota of troops, large or small, as the case might be. They did not stop to ask " is the war just or unjust," or, "why should we fight England's battles in a far country." They simply felt that the dear Motherland, who had done so much for them, had so protecte ^era, had given them such freedom, was in trouble, and even it ae did not really need their assistance, they would like to give it- .y would like to feel they were doing their share, and to shew the world at large * ' a vaster Empire than has been. ' ' This feeling was strengthened later, when the justice of the cause became apparent to all. Sir Wilfrid" lyaurier, speaking in the House of Commons, said : "The whole ground of the dis- pute has been that President Kruger has refused to give the Outlanders the right of suffrage, political and civil rights, and his position is that, if he gives the right of suffrage to the Out- landers, they will outland him. But, sir, President Kruger is not in a position to maintain that argument. He opened that country to a foreign population ; he sold them their lands, and took them to his territory. Even if he had not invited them, he agreed to adopt the same policy that had been adopted by the American nation, and the Canadian nation as well — citizenship to all who came ; perfect and absolute equality y The realization of the justice of this war came, as I say, later. The first burst of feeling, the first thought was ' ' So long as the Blood endures, I shall know that your good is mine ; ye shall feel that my strength is yours : In the day of Annageddou, at the last great fight of all, That our House stand together and the pillars do not fall." Sir Wilfrid Laurier, with his unfailing insight, fathomed the wishes of the country, whose leader he was, and once convinced of the will of the people, lost no time in acting npon it. The Cabinet met, and after two days' discussion, deter- mined to proffer volunteers for South Africa to the Home Government. These were to be sent in the first instance as independent companies, and it was not until some days had elapsed that the Cabinet eventually decided to offer a complete infantry regiment. As Minister of Militia, we were fortunate in having the Honourable Dr. Borden, a man thoroughly conversant with his work, and most energetic. General Hutton, since recalled for service in South Africa, then commanded the militia in Canada, and although he was at the time of the sending of the first contingent in British Columbia, still it was largely due to his unceasing work to put the militia on a sound basis that it was possible at such short notice to send one thousand men on active service. In his absence, the bulk of the work of despatching this contingent fell upon Colonel Foster, the capable Chief Staff Officer, who worked unceasingly until the Sardinian left Quebec. For, as will be seen by the telegrams appended, two weeks from the time of lyord Minto's offer, one thousand men, fully equipped, sailed from Quebec for Cape Town. When we think of the immense area from which the men were recruited, many of them having to travel over 3,000 miles, and the amount of detail involved, as well as the fitting out of the ship for such a long voyage, we may surely give to the Minister of Militia and his associates a generous mead of praise. The call for volunteers was met with the utmost enthusiasm. From Victoria to Halifax men poured in. On October 30th, under the shadow of the historical Plains of Abraham, the Sardinian steamed out from Quebec. The setting sun, the cheer- ing crowds, the strains of the bands, the thunder of the salute from the Citadel, and the steamer swarming with men, eager for a last word, a last look, made a never to be forgotten sight. Of the fortunes of this first contingent, we will speak later. When news came of the reverses at the beginning of the war, Lord Minto again offered a contingent, which was at first declined, but later accepted. This second call was met with undiminished ardour. This time our Government sent Artillery and Mounted Infantry. On January 20th the S.S. L,aurentian sailed from Halifax, having on board D and E batteries of the Brigade Division of Field Artillery, 365 officers and men and 263 horses. On January 27tli the Pomeranian sailed, having on board the 2nd battalion, C. M. R., 320 officers and men and 295 horses. This battalion was recruited in the North West, chiefly from among the Mounted Police. Nearly a month later the remainder of the second contingent sailed. On February 21st the S.S. Milwaukee left Halifax with 407 officers and men of C. M. R. and C battery of field artillery, numbering 172 officers and men and 157 horses. These four steamers all reached their destination safely, the voyage taking about four weeks. When the second contingent was off, the country thought there would be a cessation of warlike preparations, and those who bore the brunt of the work looked forward to a well-earned rest. But such was not to be the case. More was still to follow. Lord Strath cona, the Grand Old Man of Canada — a man who has done more for the country, perhaps, than any one man ; whose name is loved and revered from one end of Canada to the other — came forward with his accustomed generosity and offered to raise and equip five hundred mounted rifles. He fully realized the value of clever scouts, and thought a force recruited from the North West Police and the cowboys would be of the utmost service in South Africa. Needless to say, this princely offer was gladly accepted by the Canadian Government. The men were speedily recruited, under the command of Colonel Steele, Dr. McEachran being responsible for the horses. lO Strathcona's Horse, as they were called, were a fine body of men, and were received with the wildest enthusiasm everywhere. The one prevailing regret was that Lord Strathcona was unable to come to Canada. The country longed to show its heartfelt gratitude to the man who by this act had placed the last stone on an enduring pinnacle of noble deeds. Amid the hurrahs of all the broad Dominion, the S.S. Monterey sailed from Halifax on March i6th, with Strathcona's Horse, 500 strong, on board. With them also sailed a little band of three oflficers and one hundred men, going out to fill the ranks of the first contingent, who had suffered heavily at Paarde- berg and the attack on Cronje's laager. Before these two engagements, however, some of our men, after weary weeks of waiting, had been under fire. On Decem- ber 31st, the Toronto Company, under Capt. Barker, one of the ablest of our young ofiicers, took part in the attack on Sunny- side, where, w ith a detachment of (^ueenslanders, all being under the command of Col. Pilcher, they drove out the Boers and took a number of prisoners. No Canadian lives were lost in this engagement, but two of the Australian Contingent were killed. It was not until February i8th that the fir.st Canadian blood was shed in South Africa, when our brave Canadians, French and English, shoulder to shoulder with the Highlanders and Corn walls, faced the foe on the fatal field of Paardeberg. Our Premier speaks for the whole Canadian people when he says : ' ' Again in many breasts there was a fugitive sense of uneasiness at the thought that the first facing of musketry by raw recruits is always a severe trial. This action occurred when Lord Roberts was following up Cronje's retreat from Magersfontein. The Canadians made a most gallant charge across the open ground to within one hundred yards of the enemy's trenches, losing eighty- five men, killed and wounded, slight' y over ten per cent of the total force. This is a heavy loss for one engagement, and testifies to the courage of our men, who went into action worn out from several days extremely hard marching. Capt. Arnold, of Winnipeg, was 1 he only officer killed. Ey his death Canada loses one of the most promising officers in the Militia and Winnipeg one of her most popular sons. It was not long before the ranks of our Regiment were again to be depleted. On February 27th they advanced on Cronje's laager to within eighty yards of the enemy's trenches, sustaining a fr.ther loss of twelve killed and thirty wounded. Among the latier was Major Pelletier, who was also wounded during the Noith West Rebellion. The Times correspondent gives tne following graphic account of the engagement : " Sir Henry Col vile submitted a suggested attack, backed by the un- answerable plea. [Anniversary of Majuba]. For a moment Loru Roberts demurred to the plan ; it seemed likely to cost too heavily, but the insist- ence of Canada broke down his reluctance, and the men of the oldest colony were sent out in the small hours of Tuesday morning to redeem the blot on the name of the Mother Country. From the existing trench, some 700 yards long, on the ■ i hern bank held jointly by the Gordons and the Canadians, the latter ^-re ordered to advance in two lines — each, of course, in extended order — thirty yards apart, the first with bayonets fixed, the second reinforced by fifty Royal Engineers, under Colonel Kincaid and Captain Boileau. " In dead silence covered by a darkness only faintly illuminated by the merest rim of the dying moon, 'with the old moon in her lap, ' the three companies of Canadians moved on over the bush-strewn ground. For over 400 yards the noiseless advance continued, ami when within eighty yards of the Boer trench the trampling of the scrub be trayed the movement. Behind this line the Bngineers did mag- nificent work ; careless of danger, the trench was dug from the inner edge of the bank to tlie crest, and then for fifty or sixty yards out through the scrub. The Canadians retired three yards to this protection and waited for dawn, confident in their new position, which had entered the protected angle of the Boer position, and commanded alike the rifle pits of the banks and the trefoil-shaped embrasures on the north. THE SURRENDER. " Cronje saw that matters w re indeed desperate. Many Boers threw up their hands and dashed unarmed across the intervening space ; others waved white flags and exposed themselves carelessly on their entrenchments, but not a shot was fired. Colonel Otter and Colonel Kincaid held a hasty con- sultation, wliicli was disturbed by the sight of Sir Henry Colvile, General of the Ninth Diviston, quietly riding down within 500 yards of the northern Boer trenches to bring the news that even while the last few shots were being fired a horseman was hurrying in with a white flag and Cronje's unconditional surrender, to take effect at sunrise." These successive actions — February i8th, when eighty-five men were killed and wounded ; February 20th, when eleven men were wounded, and February 27th, when forty-two were killed and wounded — are all to be officially known as " Paardeberg," but for the sake of the distinction, I have in the list of casualties, called the first ' ' Paardeberg ' ' and the last ' ' the attack on Cronje's laager." When Cronje surrendered over 4,000 Boers were taken prisoners, many of whom have since been transported to St. Helena. Up to the time of writing, the First Contingent has taken part in several small engagements in the neighbourhood of Thaba N'Chu. In one of these engagements, the attack on Black Mountain, Colonel Otter was wounded, fortunately not seriously. A few days later, on May ist., Private Harry Cotton, son of L,t. Col. Cotton of the Head Quarters Staff, Ottawa, was killed. The loss of this gallant young soldier was most deeply felt throughout Canada. The several units comprising the Second Contingent, upon arriving at the seat of war, were sent to quell an uprising in the Prieska district. My Ministers hope that Canadian contingent will be kept together as much as possible, but realize that this must be left to discretion ot War Office and Commander-in-Chief. The same day Mr. Chamberlain sent the following instruc- tions : For guidance of military authorities, following equipment should accompany troops if possible, namely, all personal equipment, including clothing, arms, and accoutrements, tents, camp equipment, two blankets, one waterproof sheet per man ; in case of mounted troops, saddlery, stable equipment, picketing gear. Supplie-i accompanying Imperial troops will be sufficient for supplying deficiencies in equipment of Colonial Forces. Earliest possible information of probable deficiencies would be very useful to War Office. Regimental transport should accompany troops possessing it, also machine guns, with equipment complete, provided total number of personngl already ananged will not be exceeded. Early notification request- ed if machine gun section is to be included, also as to names of ships, date of departure, and probable date of arrival at Cape Town. The Governor- General, on October 19th, telegraphed the following particulars : In reply to your telegram of to-day's date, please inform War Office troops will be provided with personal equipment, clothing, arms, and accoutrements, tents, camp equipment, blankets, and waterproof sheets ; ammunition, 100,000 rounds. No deficiencies probable. No regimental transport exists. Two machine guns complete accompany regiment, but no draught horses. Ship probably "Sardinian," Allan line; date of depar- ture, 31st October ; probable passage, three to four weeks. On the same day the Governor-General again telegraphed : Many Militia medical captains and lieutenants, also trained female nurses, volunteer as auxiliaries to Medical Staff Corps in South Africa, on usual scale of pay given to auxiliary aid. Dominion of Canada will give free transport with contingent if its services would be acceptable. Engage- ment for 6 months or 12 months. Two female nurses offered at expense of Canadian Red Cross Society ; shall I send them ? To this telegram Mr. Chamberlain replied on October 23rd : Referring to your telegram of October 19, Secretary of State for War would gladly accept medical and surgical equipment, medical personnel, officers and men, and trained female nurses, sufficient for hospital for Canadian contingent. British troops can be legally only attended by surgeons registered United Kingdom and nurses belonging to Army Reserve. l6 1 i ;! I The next day the Governor-General telegraphed the follow- ing queries : My Government ask me to ascertain whether War Office sending Army Post Office Corps to South Africa. To which Mr. Chamberlain replied on October 26th : Referring to your telegram, October 24, Secretary of State for War grateful for generous offer of Canadian Government, but need not avail himself of it, as arrangements for Army Post Office Corps completed. Mr. Chamberlain, on October 24th, sent the following mes- sage from the Queen : Her Majesty the Queen desires to thank the people of her Dominion of Canada for their striking manifestation of loyalty and patriotism in their voluntary offer to send troops to co-operate with Her Majesty's Imperial Forces in maintaining her position and the rights of British subjects in South Africa. She wishes the troops God speed and a safe return. To which the Governor- General replied as follows : The people of Canada received with sincere gratification message from Her Majesty the Queen, conveying her thanks for Canada's contribution to the British troops now en route for South Africa. The good wishes expressed by their Sovereign for Her Canadian troops will inspire them with deep sentiments of loyalty and patriotism, and with a determination to sustain the reputation that Canadian Volunteers have earned in the past history of this part of the Empire. On the eve of the sailing of our First Contingent, of which all Canada was justly proud, Lord Minto telegraphed from the ancient City of Quebec : October 29. Contingent sails 3 p.m. to-morrow ; great enthusiasm here. I-or the benefit of the widows, orphans, and other dependents 0; oflBcers and men of the military forces of Canada, who may unfortunate!) lose their lives in or in connection with the war operations in South Africa 2. For the benefit of the soldiers themselves or others (whether com batant or non-combatant) on duty in South Africa with the authority of the Government of Canada, and their families or dependents, who may have been disabled by wounds, sickness, etc. 3. For the benefit of the wives and children and dependents separated at home from those serving in South Africa. In order to effect the above object, it is necessary that public sympathy with this truly national and patriotic endeavor must be fully aroused, and every opportunity afforded whereby the contributions, however limited in amount, of every citizen in the Dominion may be readily received and duly acknowledged. With this end in view, it has been arranged that subscriptions will be received at any Branch of any Chartered Bank in the Dominion, at any Government or Post Office Savings Bank, or at the office of any Loan Com- pany, and transmitted to Ottawa at par. In order to insure a just and equitable distribution of the Fund, it will be necessary to invoke tlie aid of philanthropic individuals and charitable associations in every local centre, by whom cases requiring relief may be properly inquired into, and reported upon to the Secretary'. Iti this work of helping the relatives of our brave soldiers le Canadian Patriotic Fund Association has been greatly aided Hy a society started by Mrs. Hutton, wife of General Hutton, late in command of the Militia in Canada. The aim of the Joldiers' Wives' lycague, as it is called, is as follows : " To bring tlie wives of all soldiers, whether of Officers, N. C. Officers men of the Staff, Permanent Corps, and Active Militia of Canada, into floser touch and sympathy with one another, so that whether in sickness i^r in health they may be able mutually to aid and assist one another and fheir families in times of difficulty, trouble and distress." The league has at present eleven branches from Vancouver to Halifax. In Montreal, where the first branch was formed, the League has been doing the entire work of looking after the soldiers' families, assisted by the local Patriotic Fund, but now the Canadian Patriotic Fund is in working order, it is drawing the necessary funds from Ottawa. In reference to the noble work of the Canadian Patriotic Fund Association and the Soldiers' Wives' League, I should like to draw attention to the fact that, although the number of .men from Canada is comparatively small, they are, with the exception of the N. W. M. P., all men who have " chucked their job," and this means that a great many families are left without one, if not the only, wage-earner upon whom they depend. In Montreal, the largest city in the Dominion, there would have been much real want if the work had not been promptly ; begun and carried on by the Soldiers' Wives League, and no , doubt all over Canada there are families who are to-day bless- ) ing the Canadian Patriotic Fund Association for coming to i their aid. Therefore, we appeal to all into whose hands this little book comes to send their mite to the Canadian Patriotic Fund Associa- tion, doing their little to relieve the miseries attendant upon any war, and to give the Soldiers' Wives' League their cordial sup- port and sympathy. i ■i I LT.-COIv. (Canadian Branch). The Canadian Branch was organized in 1896 by Lieut.-Col. G. Sterling Ryerson, C.M.A.M.S., with the full consent and approval of the Council of the British Society, London, Eng., and was the first Colonial Branch of the Red Cross Society established by any country. Recently it has estab- lished Local Branches in every province in the Dominion. The Society is in the proud position of having been ready for active work when " the call came to Canada to assist in supporting the Empire in South Africa," and it was the ^rsi to solicit subscriptions from the people, Oct. 15th, 1899, and to-day it is the only officially accepted channel of com- munication for voluntary aid at the seat of war. The Society has received in contributions over $30,000, besides donations of medical and surgical supplies and comforts of the value of over |i5,aoo, thereby materially providing for the wants of our Canadian soldiers. Dr. Ryerson has been sent as Canadian Red Cross Commissioner to South Africa, to administer the distribution of supplies and comforts to our Canadian sick and wounded. Thus the machinery for carrj'ing on the work in the most efficient manner has been completed.
