T] Si th be or A T] U Bll Ir ai w b< ai th D Si CONSTITUTION. i ARTICLE I. This Assocjiation shall be known as the Foy^mt ai* Section, No. 2, of the Cadets of Temperance in the Province of Canada. ARTICLE II. No member shall riiake, buy, sell, or use as a beverage, any Spirituous or Malt Liquors, Wine or Cider ; nor shall he use Tobacco, in any form. ARTICLE III. Sec. 1. The Officers shall consist of a Worthy Archbn, Vice Archoii, Treasurer, Assistant Treasurer, Secretary, Assistant Secretary, Guide, Usher, Watchman, and Junior Watchman, who shall be elected at the last stated meetings in •March, June, September, and December, and Installed on the next night of meeting. Sec. 2. At the iirst stated meetings in October and April, the Members shall elect an Officer who shall be called the Worthy Patron. He must be a member of the Order of the Sons of Temper- ance, ill good standing, and so continue during the term of his office. He must be chosen from ^ye Sons of Temperance nominated by the nearest Division ; but if said Division fail to do so, th« Section may choose a Son of Temperanc«. 6 CONSTITUTION. ARTICLE IV. It shall be the duty of the W. P., who by virtue of his Office is head of the Section, to appoint two Associate Patrons and a Chaplain, (members of the order of the Sons of Temperance) who shall render him such Constitutional assis- tance as he may require of them ; and in his absence officiate in his place. They shall attend the meetings of the Section, and assist in properly conducting the same. The W. P. is empowered to make such decisions and impart such advice as he may deem necessary to carry out the prin- ciples of the Organization. He shall have power to suspend the Meetings of the Section for one week ; grant permission to Parade and hold Public Meetings : and he shall be amenable tor his acts to the Grand Section only. ARTICLE V. Sec. 1. It shall be the duty of the W. A., under the direction of the W. P., to preside over the Section 5 enforce an observance of the laws, rules, and usages of the Order; see that the Officers perform their respective duties ; appoint all Committees not otherwise provided lor; announce the result of all votes ; call special meetings whenever ten members apply in wntmq for the same, provided the application be endorsed by the W. P. ; sign all orders on the W. P. lor such sums as may be necessary to pay the appropriation made by the Section, and perform ^uch other duties as the Section or Ms charge may require ot him. r , -cr a ^ Siic. 2. It shall be the duty of the V. A. to render such assistance as the W. A. may require of him, and in his absence to act in nis place. CONSTITUTION. T Sec. 3. It shall be the duty of the A.T. to keep the accounts of members, credit the amounta^ paid, and notify all who are three months m. arrears, of the amount due by them to the Section. Sec. 5. It shall be the duty of the Secretary to keep a fair and ?mpartial record of the proceeu- iflgs oi the Section ; notify meetings when ordered: by the W. A. ; attest to all monies ordered to t^ paid at a regufar meeting, and none other, and pQ^|^|i such other duties as may be required oi hii^!ythe Section or his charge. ' Sfec. 6. It shall be the duty of thfi A. S. to receive all propositions for members, forward to the W. P. all certificates for examination, and see, that all the members sign the Constitution. Sec 7. It shall be the duty of the G, to take charge of the Candidate during Initiation. He shall, with the aid of the U., examine all the members present at the opening of Section, H« shall see that the Sashes and other property under his charge are properly accounted for, and that the game are carefully returned to their appropriate places, after the adjournment of the Section. Sec. 8. It shall be the duty of the U. to mtrc duce Candidates, and to act as aid to the Cr. "I. ' CONSTITUTION. Sec. 9. It shall be the duty of the Watchmen to guard the doors, and keep out intruders. They shall at all times admit the W. P. and his Assol ciates, and such S. of T. as the W. P. may vouch lor, and on mstallation nights, after the initiation, they shall admit the Fatlier or Guardian, or any whom the W P. may direct. It shall l^ the duty of the J. Watchman to guard the outer door. ARTICLE VI. Sec. 1. No boy under 8 years of age, shall be admitted to membership m this Order. But Sections have power to decide at what age members may be admitted, over 8 and under 18 years of age ; and no person shall be admitted or remain in the Order over 18 years of age, unless by dispensation from the Deputy Grand Worthy Patron. Sec 2. The initiation fee shall be, at 14 years and under, not less than Is. 3d.; between 14 cid 16 years of age, not less than 2s. 6d.; between 16 and 18 years of age, not less than Ss. ^I^Sec. 3. No one shall be admitted to member- snij) who does not possess a good moral character, aiid who has not received the consent of his Parents or Guardians for his admission to the (Wer. _Sec. 4. No person shall be admitted to the wBtioft, or retained as a member, who uses pffitoe language, or is addicted to gambling, or #S0f is indecent in his conversation or manners. Sjee, 0. A vote rejecting a Candidate may bo reconsidered within two meetings of the time of rejection ; but a vote resulting in an Election, shall be considered final. Sec. 7. In a case of urgent necessity, a Can- didate maybe proposed, elected, and initiated on the same evening, by a vote of the majority of the members present, and the consent of tho W. P. ARTICLE VII. Sec 1. The regular weekly dues in this Order shall not be less than Id. S^c. 2. A member in good standing in his Section when arrived at the age of 18 years, shall upon his reception and initiation into any Division of the Order of the S. of T., be entitled to reoeir© iudiyidually, not less than 5&. ARTICLE viri. Sec I. Any member, violating the Constitution may be fined, reprimanded, suspended, or expel- led, according to the enormity of the offence, by a vote of the Section, and the approval of the W. P. Sec 2. P., who shall, if there is evidence to sustain the charge, report the fact to the Section at the same or next meeting, with a resolution that the member be notified to appear before the Section for trial. Sec. 4. On the night of trial, the W» P. shall ta|ce the Chair and act as Judge, and the evidence shall be produced, when a majority of the rnem- bers present shall decide upon the guilt or inno- cence of the accused. Sec. 5. The W. P. shall pass sentence upon the guilty member according to the Constitution and By-Laws* ARTICLE IX. Sec. I. After a Section has been three full terras in operation, no member shall serve as W. A. who has not filled the office of V. A. Sec 2. No member shall serve two teims successively in the same office during the year, except the "S. and A. T. I Sec 3. All nominations are to be made by the W. P., on the night oi the election. He shall name for each office if possible, not less than three competent and constitutionally eligible members, from whom the Section shall elect ONE to each of the Offices for which nominations were made. ARTICLE X. * Each Section shall pay to the Grand Section on the first meeting of each quarter five per cent, on all initiations, dues, and fines', and unless the money is paid, the pass and explanation shall be withheld, nor shall their Delegates to the Grand Section be admitted until the percentage is paid* L CONSTITUTION. 11 ARTICLE XI. The W. P. shall within the term of one month from the time of his election, give security to tne Division of which he is a member, m the sum ot £25 for the proper and Constitutional application of the monies of the Section : said secuniy to Remain in the hands of the W. Patriarch of the Division. ARTICLE XII. Sons and Daughters of Temperance in good standing may visit the Section with the consent of the W. P. by taking the requisite obligation. ARTICLE XIII. The W. p. shall wear a Blue Silk Sash, trimmed with Gold Lace, and a blue, ^ed, and white Rosette ; Associate Patrons, Scarlet Silk Sashes, trimmed with White Lace, and Rosette, as above ; the Chaplain, a Purple Silk Sash, trinrmed with White Lace,' and White Rosette The other Officers, with the exception of P. W. A's., shall Avear Red Silk, Merino, or Velvet Rega.ia, trimmed with White Lace, and Rosettes of Red ground and Silver edge, with a Silver St^v m the centre. In addition to which the W. A. shall wear a Silver Star on the left side of the Regalia, and the V. A. a bow ot Blue Ribbon on the left side. P W A's. shall wear Blue Silk, Merino, or Velvet Regalia, trimmed with Gold Lace, and a Star on each side. The rest of the Section shall wear white Linen Collars, white Tassels, with Rosette, Red, White, and Blue, n CONSTITUTION. ARTICLE XIV. Any Officer absent for three successive nights from the meetings of the Section, or that fail6 to appear for installation for the same period of time after the night of installation, except in case of sickness or necessary absence from the City, Town, or Village in which the Section is located, •hall forfeit his Office, and a new election shall take place immediately. fi i^- fhte imo J of lall i^. 4^ BY-LAWS. ARTICL£ I. Sec. 1. The Section shall meet at the Section Koom, on Tuesday evening of each week for the ' transaction of Business. Special meetings may be called by the W. A., with the consent of the W. P No sectarian or political business shall be introduced to the meeting of the Section. Sec. 2. The hour of meeting shall be, from the 1st September until the 12th October, at half-past 7 o'clock ; from the 12th October until 1st March, T^o'clock ; and from the 1st March until the 12th April at half-past 7 o'clock ; and from the 12th April until l&t September at 8 o'clock. Sec. 3. Ths Section shall be opened within ten mhiutes of the appointed time. In case of the absence of the W. A., the V. A. or a P. W. A. shall preside in his place pro tern. No Brother shall be permitted to speak or vote unless in Regalia. Sec 4. Six members shall constitute a quorum for the transaction of Business. Sec. u. When the Usher retires to ascertain who are in waiting to be initiated; it tihall be the 14 BY-LAWS. duty of the Treasurer to retire with him, and obtain the initiation tees of all Candidates previous to their being introduced. Sec. 6. The W. P. and the two A. P.'s shall be a Committee of Finance, of which the first A. P. shall be Chairman, whose duty it shall be to audit the accounts of the T» and A. T. of the quarter last past, and report in writing to the Section at its next regular meeting. Also, to audit all bills payable and report as above stated. ^. Sec. 7. Every member shall pay to the funds of the Section Id. per week. 1 Sec. 8. In case of the death of a Brother the W. A. shall direct the S. to call a special meeting of the Section to attend the funeral, if in the town. Sec 9. The members shall assemble one hour previous to the time appointed for the funeral, and proceed to the house of the deceased, in full regalia, and with crape on the left arm above the elbow, which shall constitute the mourning badge of the Section, and shall be worn at its funeral processions* Sec. 10. The W. P. shall only pay orders drawn on him by the Secretary and endorsed by the Treasurer* Sec 11. Any Officer being absent from the Section for three successive evenings, shall forfeit his Office, except in case of sickness or other necessary absence. ' Sec 12. The W. A., V. A., T., A. T., A. S., G., and W., shall constitute a Committee of Visitation of this Section, one of whom shall visit a 3ick brother every day, of which Committee %e W. A. shall be Chairman. I iBY-LAWS. 15 Sec. 13. It shall be the duly of the W. A., with the adviccj and consent of the W. P., to appoint a Committee of three on all propositions for membership. It shall be the duty of such Committee to call upon the Candidates, and fully and fairly investigate their characters, and report in writing at the next meetings Sec 14. All Committees shall be appointed by the W. A., with the advice and consent of the W. P., unless otherwise directed by the Section ; and all reports of Committees shall be in writing and signed by the majority thereof. No absent brother shall be appointed on a Committee with- out his consent. Sec. 15. All elections for Officers of this Section shall be by ballot. At the time of holding any election for Officers required by these Laws, the W. P. shall appoint three Inspectors, who shall be Inspectors of such election, and shall announce the result to the W. A. ; a plurality of votes, in all cases, being decisive of an election. Sec 16. The A. T. shall keep a book in which lie shall enter all fines and dues against members, and credit all monies received. Sec. 17. All notices required to be served by this Section shall be served by the A. S. ARTICLE II. Sec 1. Any Cadet who is over one month in. arrears for dues, shall not be privileged to vote or speak on any question before the Section, except by permission of the Section. Sec 2. If any member neglect to pay his dues for two months> he and his Parents or Guardians shall be notified by the A. T», if practicable> airi t» BY-LAWS. if after imt weeks his account remains unsettled, he shall be suspended or expelled, at the pleasure ot the Section, Sec. 3. Every member on being initiated shall Bign the Constitution and By-Laws of the Section, and thereby agree to support the same, and to pay all dues, tines, or other demands which may accrue against him. ARTICLE HI. Sec. 1. If any Cadet be convicted upon the charge of using profane or indecent language, or refusing to obey the commands of the W. A. when called to order, or use disrespectful language towards the Officers or members, shall for the first offence be subject to a reprimand from the W. P. ; tor the second offence, reprimand and suspension from the Section, not to exceed cne month ; and for the third offence, expulsion. In all cases of expulsion, notice shall be sent to all Sections within thirty miles. Sec. 2. Any member who shall wantonly injure, waste, or destroy any Books, Cards, or other property belonging to the Section, shall be fined, reprimanded, suspended, or expelled, as the Section may determine. ARTICLE IV. Sec 1. Any brother may withdraw from this Section and demand his Certificate after he has paid all his dues or demands against him on the Books, unless there are harges against him under investigation by the Section at the time of his application; t^rovided that his application bo n^ed by bi« Parents or Guardians].- < BY-LAWS. 17 I Sec. 2. The adjoining fee for a brother in thia Section shall be half the charge of initiation. Src. 3. Any brother withdrawing from this Section may rejoin by paying up his back dues ; provided his application be made in writing, within one month after his withdrawal ; other- wise he shall pay the regular initiation fee. Sec. 4. Every brother withdrawing shall pay to the Section 6d. for his withdrawalCard. ARTICLE v» Sec. 1. The dues of suspended members shall continue to accrue, and shall be paid as though they were members in regular standing. Sec. 2. Each Officer must be free on the Books at his installation. Sec. 3. Any brother who shall maliciously bring charges agamst another, which he 18 unable to prove, or shall knowingly propose unworthy persons for membership, shall be subject to iSne, suspension, or expulsion^ according to the enor^ mity of the offence. Sec. 4. It is particularly enjoined upon the Cadets that they cultivate at all times a habitual politeness towards all around them, and that at all times they treat the W.P. , and his Associates, and all visitors, with marked deference and respect. Sec. 5. It shall be the duty of the W.A. when a brother is reported sick, to see that he is visited daily, and to render such assistance as may be in the power of the Section to perform. 18 BY-LAWS. ARTICLE VI. No additions, alterations, or amendments shall be made to these By-Laws, nor shall any part oi them be repealed or suspended, unless a proposi- tion for that purpose be presented in writing to the Section, at least two regular meetings previous to the discussion, when, if two- thirds of the members agree thereto, it shall be adopted. No brother shall speak to another, or other- wise interrupt the business of the Section, while the minutes or other papeis are being read, at when a brother is speaking in debate. 5. No brother shall interrupt another in his speech, unless to call him to order, nor stand up to interrupt him ; nor, while speaking, pass between him and the W. A. 6. Every brother, when he speaks, shall stand up uncovered, and respectfully address the W. A., and when he has finished shall sit down. 7. If two or more brothers shall rise to speak at the same time, the W. A. shall decide which is entitled to the floor. 8. No brother shall speak more than once oit the same subject or question, until all the brothers wishing to speak shall have an opportunity to do so, nor more than Iwico without the permission of the W. A. or a vole of the Section, which shall be given without debate ; and no Cadet while speaking, shall name another by his proper name, but shall use the word "brother," with the appropriate designation belonging to his standing in the Order. 9. If a brother, while speaking, be called to order by the W. A., he shall cease speaking and take his seat, until the question of order is deter- mined by the W. P., and permission given him to proceed. 10. No motion shall be subject to debate until it shall have been seconded, and stated bv th« I . RULES OF ORDER. 21 <.. 1 W. When the reading of a paper or other matter is called for, and the same is objected to by three brothers, it shall be determined by a vote of the Section without debate. 12. A . shall ask, *(ion shall be acted on without debate ; and if a question be carried for adjourn- ment, the Section shall not be considered as adjourned until closed in due form. 16. When a question is indefinitely postponed it shall not be acted on during that or the next succeeding meeting. 17. No motion for reconsideration shall be received unless made and seconded by members who voted in the majority in the first instance. 18.
