My Lord, In obedience to the instruction contained in the concluding paragraph of Your Lordship's Despatch, of the 4th April last, No. 116, I have the honor to transmit to Your Lordship herewith, a Statement of the charges on the Civil List, for the year 1841. Your Lordship will observe that the salaries of the Civil Officers are put down at their annual amount, but the Contingencies are the sums actually paid for the period between the 10th February, the day of the Union, and the close of the year. I have the honor to submit an Address from the Legislative Assembly of Canada to Her Majesty, relating to the Civil List. C. Lord Stanley, Secretary of State for the Colonies, to The Right Han. Sir Charles Metcalfe, Bart., G, C. B., 8fc. cj-c. ^^^^^' Downing Street, 1st February, 1844. » n u ^ ^^l^ receiyed and laid before the Queen, your Despatch of the 1 1th l)ecember, and the Address to Her Majesty therein enclosed, from the Legisla- tive Assembly of Canada, on the subject of the Civil List. The Queen has been pleased to receive that Address very graciously, and has commanded me to acquaint you in reply that Her Majesty learns with regret that any portion of ^ the enactment by which a free Constitution was restored to a part of Her „ iJpminions, should appear to the Legislative Assembly of the United Province ot Canada, to furnish matter of reasonable complaint. Her Majesty is well assured that the only objects sought by Her Parliament in making, by that enactment, provision for a Civil List, were to give stability and security to the great Civ, Institutions of the Province; to provide for the adequate remuneration of able and eflicient Officers in the various Public Departments; and to enable Her Majesty to make moderate provision for the declining years ot those whose best days had been devoted lo a laithfnl discharge of public cluties, or who.byemmont services, might have merited the favour of the Crown. Her Majesty IS hilly persuaded of the concurrence of Her faithful subjects in Lanaila m elFecling these objects. Her Majesty would gladly owe the means of attamuig them to the spontaneous liberality of Her Canadian people ; and when- ever due and adeciuate provision shall have been made for them by the Legislature 01 Caiiaila, Her Majesty will be prepared to recommend to Parliament the Re- pea ol so much of the Act of Union as relates to this subject. Until Parliament shall have asssented to such a recommendation, Her Majesty, equally with all Her subjects, is bound by the provisions of an enactment "to which Her sanction has been given. f } 4 \ / \ -J Q a: '^ . ■n S- 41 « -r 3 - h» tu > S s' •Ii5^ ■w ^ 1;; ^.i — ™^»;=;=;--^i=t3t- -?
