That the said Clergy-Trust Committee shall be composed of the Lord Bishop of the Diocese for the time being, and Ten other numbers of the ■aid Society, five Lay and fire Clerical ; the Clergy being elected from the number of those directly interested in the contemplated Commutation ; and that the first members of the said Committee shall be chosen imme* diately after the passage of this By-Law, and shall continue to hold office as such Committee until the annual Meeting of the said Society in 1866 ; when, aqd also in every subsequent year, the members of the said Clergy- Trust Committee shall be elected from among the Incorporated Members of the said Society, at a Special General Meeting to be held on the morn- ing of the day appointed for the Annual Oeucral Meeting of the Society ; and Five of such Committee shall be a Quorum to transact the business of the said Committee. It shall be the duty of the said Committee to invest all monies received by the said Society for the purposes in the first Clause paentioned, from time to time, in good and sufficient Securities, of a description to be pre- viously sanctioned by the Church Society, or by the Central Board, and to keep distinct Mooo&ti of the Mm* and of the ohaoges m»d« from time to. time therein. 6 That the eaid Oommittee shall hard full poorer and authority to appoint all such Officers and Servants as they may consider necessary for the proper and efficient management of the said Trust Fund; to fix the amount of Salary they may receive, and direct payment thereof, and to take proper Security from them for the due performance of the duties 'with whicli they shall be charged. That the said Committee shall pay half-yearly, in the months of January and July, the Sums that may be convenanted "to be paid by the said Society to the several Clergymen who shall commute their Salaries from the Clergy Reserves Fund, and pay the amount thereof to the said Society, according to the provisions of the said Covenants entered into between the Society and the said Clergymen respectively for that purpose, and that such payments shall be made upon Warrants to bo signed by the Lord Bishop of the Diocese for such Clergymen respectively, and shall be the first Charge upon the Funds of the said Trust. That the said Committee shall lay before the Central Board at its perio- dical meetings a Statement of all monies invested and on hand belonging to tfie said Trust Fund, and shall also lay before the Society at its Annual Menting a full Statement of all Investments and changes in Investments, and all monies received and paid by or on account of the said Trust during the current year. That any Vacancy occurring in the said Committee from death, resigna- tion, refusal or inability to act, during any current year, shall be filled up by the appointment of a new member of the Committee by the Lord Bishop of the Diocese in writing, and such vacancy and appointment shall DC notified by the Lord Bishop to the Meeting of the Central Board next thereafter, and shall bo entered in the minutes thereof. The By-Law foregoing was proposed at a Special General Meeting of the Church Society held at Quebec on the Qth day of March, 1 856, and adopted at another Special Qenerol Meeting held on the lltb day of April following. f J*-- n^tnnmta»nM»M ANNUAI REPORT FOR 1855. \m ; In reTJlewing the proceedings of the past year, your Board can scarcely omit all notice of a measulre so fraught with interest to the Church as the eeeularizatioti of the Clergy Beserres. To i^ter upon a ctiscussion of the juiitice, or tht expediency, of the measure itself, were obviously as un- profitable as it would be unbecoming. Enough for ttid devout Churchman to feel that "the powers that im- ** are ordained of God," and that ihe Lord Most Bi^ «an rule and over-rule all things to the promoti(m of his own glory* With the effects of the measure, nevertheless, ^e iftre deeply and intimately concerned, fiow, under the altered circumstances of the Church, we may best awa- ken the zeal of Churchmen, or how best direct it, when awakened, are questions which ought to come home to our hearts with a thrilling interest. If, as your Boitirdare led to hope, an Investment has been effected by the Clergy-Trust Committee, of such a nature that vei^ few demands, if any, are likely to be made upon the Oeneral Fund of the Society, for tlie support of tho Missionaries, who were formerly paid out Of the Clergy Beserves Fund: still this evil remains, for which a remedy must be found,-~-the absence c^ all provision for the growing wants of the Church ; or for any increase to the slender Incomes of the Clergy, at all proportioned to the increased expenses, to which they are subjected by the operation of the very causes that tend to the |Kres- perity of almost all beside. Various plans have been discussed by your Board ifof raising a Missionary Fund ; and for augmenting tho Stipends of the rurtd Clergy, in such a way as«hall not diminish the interest felt by the people of their respec^ tive Charges iin the deeent^upport of iheirAwn Safittini B t. w v^- 10 and 80 prove a real injury to them, under the guise of a seeming benefit. One hindrance to the best concerted plans will always meet us in the habits of thought, and expectations, which members of an Established and richly endowed Body bring with them to this land of their adoption. Your Board would therefore venture to suggest, that means should be employed for making our people in general better acquainted with the condition of the Church in this Diocese, and the resources on which, un- der God, she must rely for the perpetuation and exten- sion of her influence for good. It is true Indeed, too true, that despite of fullest information and every the most constraining motive, many may be expected to persist still in hardening their hearts against the claims of those who "minister in holy things," — ^but surely it is at least the duty of the Society -to take care, as best it may, that to other pleas, this plea of ignorance be not added. It is a sad necessity, bound up with what is fondly termed the Voluntary System, that they who bear office in the Church must perforce be conversant with the niceties of Finance, and engage to a perilous extent in the duty of minding earthly things. The casualties arising from the war in the East have not been unfelt by your Board. We have to record, in connexion with it, the demise of three of the Life Mem- bers of the Society — ^Admiral Boxer, General Estcourt, and Major Mackie, 88th Begiment, — all of whom died in their Country's service : two in the Crimea, and one upon the march, at Varna. Many of us have mourned them, as friends dear and held in high esteem. All will regret their loss, as firm supporters of the interests of the Church in Canadar~ but, remembering that, in these times especially, England may well expect that every man shall do his duty, you indll bow, sadly it may be, but yet subnuanvely, unto ♦ u * i ^ d J ft » i» 11 : a ♦ >< ^ -t ft' » the orderings of God's mysterious providence, and wy, «• Thy will be done !" While tendering to the memory of these, our departed friends, the tribute of affectionate respect, your Board may be pardoned if it advert to one, of whom we hope that he may long be spared to prove, if a good soldier of an earthly Sovereign, so also of Jesus Christ. it^ Amid the din of arms, and dangers of no ordinary kind, ; amid the stem preparations for the final assault of the / Hedan, in which he bore so conspicuous a part, Major^ \ Ranke n yet found leisure and inclination to make inquiries / in a letter addressed to a friend in this country, whether \ a sum of money, collected by him in England towards the ( erection of a Church atJValcartier, and transmitted to ] Canada on the eve of his departure for the Crimea, had ' yet reached its destination : thus evincing, in a touch-' / ing manner, that the cause to which, when present here / amongst us, he had so frequently and so generously con- tributed, had not lost its hold upon the best affections cf his heart. Many indeed are the claims, which those who follow the Profession of Arms have established upon our grati- tude ; and we of the Church Society, at least, are forbid- den to doubt that among the soldiers of our Queen are numbered not few of the excellent of the earth. Your Board necessarily experience a measure of dis- appointment and regret at being obliged to state, that since the last Annual Report was presented, not more than three individuals have respectively subscribed amounts sufficient to render them eligible as Life Members of the Society. In that number it is, however, gratifying to be authorised to include His Excellency, the recent- ly appointed Governor General of Barbadoes * f^ho, when leaving Canada, testified to his app^ciation of the Society by this graceful token of interest in its welfare. Fiom. thence, Mr. Ross proceeded to Riyidre da Moulin, and remained there for the space <^ ten days, as the guest of Mr. D. Price. Here he celebrated Dirine Service and preached upon five occasions, to a Congregation of about twenty-five persons, distributed French and English Tracts, read portions of Scripture and the Service of the Church of England, in theFrendi language, to a few French-Canadian Protestants, and having visited Chicoutimi and its neighbourhood, return- ed on 17th September, to Orande ^e. Here, on the evening of his return, he lead Prayers and pre^i^l;^ $ ^nd next day went on board a Schooner, with the intention of visiting the Establishment at Petit Saguenay : but, in conBe<|uence of the roughness of the weather, the Schoon- er was unable to put in, and therefore proceeded direct to L'anse^a-VEau, at the mouth of the Saguenay. Mr. Ross celebrated Divine Service here, and preached to a small Congregation, consisting chiefly of the family of Mr. Rad- ford, the Chief Agent. Circumstances, over which he had no control, prevented Mr. Ross from visiting the Settle- ment at Riviere aux Canards onihe opposite shore of the Saguenay ; and on September 22nd, he sailed from L'anse- tk-l^au for Riviere-du-^oup, which he reached after a passage of six hours. The Rev. P. S. Williams, in his R,eport of mici8^ona,ry duties performed at River David, states that he celebra- ted Divine Service on Sundays at that Station upon ele- ven occasions during the past year : upon ten of which the Sacrament ovthe Lord's Supper was administered. With regard to the Fund for contributing to the sap- port of the iWidows and Orphans of the Otergyi your 14 Board are still enabled, through the blessing of a bene- ficent ProvidencOt thankfully to report a continued and steady increase ; and to state that, although one minis- tering Servant of the Lord has been called hence unto his rest, since the publication of the last Annual Report, no new demands have been made upon it during the last year. Additional Investments to the amount of £185 have been effected since the publication of last Report: making a total of £2,385 invested. There remains in hand, awaiting investment, a sum of £151 7s. 9d. DEPOSITOBT. Miss Fuller having resigned the charge of the Depo- sitory, the Stock was transferred in the moxxtb of April last to the care of Miss Wood, John Street. The Sales effected during the twelve months ending December 31, 1855, have amounted to the sum of £41 10s. Id. The following grants have been made by the Depo- sitory Committee: — ^Bibles, Prayer Books, Books and Tracts, for gratuitous distribution, and for the use of Schools, to the amount of £37 10s. Twelve Bibles, and fifby-six Prayer Books (amount not specified) for gratuitous distribution. Eleven Bibles and Prayer Books in the German language to Rev. Mr. Haensel, for the use of German Immigrants. Grants also, to a con- siderable extent, of Bibles and Prayer Books have been made to Clergymen in the rural districts, for sale, either at reduced rates, or at the ordinary Depository prices. The Depository received last year from the Society for Promoting Christian Knowledge a large, and valuable, assortment of Books. But, in consequence, it is believed, of the great difference between the prices of English and American Editions of Books, the sales have not been so extensive as might otherwise have been expected. w I : ♦ , 1(( le re 4 1 : # Your Board, while adverting to the subject of the De- pository, beg leave to express their unanimous convic- tion, that a larger and much more varied selection of Books is indispensable. Without this, it appears to your Board, that it is idle to expect that the Establishment should flourish, or be enabled on fair terms to compete with others. EDUCATION. The sum of £12 10s. has been granted in aid of the School at Portneuf, and a like amount to that at Bury. At the meeting of the Central Board, held May 16, 1855, a grant of £75 was made to the Colonial Church and School Society, in aid of their Schools, established in this Diocese, in the hope of at once advancing the cause of Religious Education, and of securing to this Diocese advantages similar to those that have been deri- ved from the extension of the educational efforts of that Society to the neighbouring Diocese of Montreal and elsewhere. This grant has not yet been called for: a cir- cumstance which may probably be traced to certain financial reasons, referred to in their last Beport, as having caused the Society to suspend, for a season, its organization in more than one Diocese of British North America. - . The Board are deeply impressed with a sense of the importance of endeavouring to diffiise the blessings of religious instruction amongst the generation rising up around them; and therefore cannot but lament that, however willing and desirous to respond, in every instance, to the demands that may be made upon them for the furtherance of such an object, they are enabled, comparatively speaking, to effect so little, in conse- quence of the limited nature of their resources. From the continued high prices of almost all the necessaries of life, your Board have deemed it incumbent upon them to recur to the system introduced last year, u of granting a moderate Sum to those of the Country Clergy, whose incomes do not exceed JGISS per annum. Tliey have, however, considered it expedient that this Grant should be accompanied by the condition, that a similar Sum shall in all cases be raised for the Clergy- man in the Parish, or Missionnary Station, in which he officiates. And though, in some few instances, this con- dition may perhaps be found to work unfavourably to the Clergyman, the Board are unwilling to believe that, even in the poorest portions of the Diocese, the small sum of jGIO cannot be raised by the people in acknow- ledgment of the advantages they receive : more espe- cially since provisions, forage, and fire-wood, &c., may be contributed instead of money. The limited Incomes of the Missionaries have hitherto been mainly provided by the benevolence of Churchmen in England. But that this should continue much longer to be the case cannot reasonably be expected, even by the most sanguine. And it is now manifestly high time that the people should begin, at least partially, to provide for the sup- port of their own Clergy. It is time that they should act up to their professed belief, that " The labourer is " worthy of his hire." It is time that they should learn practically to comprehend the meaning of the Apostle's language, when he says, that the Lord hath ordained that " they which preach the Gospel should live of the " Gospel :" and again, " If we have sown unto you spi- *' ritual things, is it a great thing if we shall reap your " carnal things :" and again, " Let him that is taught " in the word communicate unto him that teacheth in " all good things." In furtherance of this object, so justly to be desired, — the augmentation, in these times of difficulty, of the Incomes of the rural Clergy, — the Lord Bishop, at the request of the Central Board, addressed in the course of last Summer a Pastoral Letter to the members of the Church within the Diocese.
