For the purpose of efiecting as much uniformity as possible in the administration of the privileges, honors and benefits of the Order within this juris- diction, the Grand Lodge of the Province of Ca- nada, the Supreme Tribunal of Odd Fellowship within its limits, and without whose sanction and control no Lodge can exist, ordains the following Articles, as the conatituHon of the subordinate Lodges. ARTICLE I. This Lodge shall be constituted m at least five members of the Scarlet Degree, including one quali- fied to preside at its meetings, and shall be hailed and entitled the ^^ Albion Lodge, No. 4, I. 0. of O. F., of the Province of Canada," and ishall possess the full powers and privileges of a eubordinate Lodge, holding a legal, unreclaimed and valid Charter, duly granted and formally pre- sented by the Grand Lodge of the Province of Ca- nada. ARTICLE n. Of Membership — Section 1. ADMISSIONS. Clause 4M — A brother of the Order wishing to become a Member, shall present his card from the Lodge of which he was formerly a Member, which shall be referred to a Committee of three, and in other respects disposed of as provided by Clause 2nd for other applicants, and on being ad- mitted shall pay a sum of not less than fifleen shil- lings. Clause bth, — An Ancient Odd Fellow, whose card is out of date, or which may have been lost, can be admitted by referring his application to a Committee, and disposing ofit in other respects, as is provided for other applicants in the foregoing Clauses, and on his paying into the Lodge funds a sum of not less than one pound five shillings. Clause oM. — This Lodge shall not admit to Membership, either by initiation or otherwise, any person who has been rejected by any other Lodge, until at least six months afler the date of said re. jection ; nor shall this Lodge receive in Member- ship any person who has previously been a Mem- 6 ber of this Order, by new initiation or otherwise, unless it is satiofactoriiy shewn, by iiis card or otherwise, of his having honorably withdrawn from the Lodge of which he was last a Member, and that he is not an expelled or suspended Member, without the consent of the Grand Lodge. Section 2. CONTRIBUTIONS AND BENEFITS. Clause \sL — The regular contributions to the Lodge fund shall not be at a less rate than five shillings per quarter, to be determined by the By- Laws— one-third of whatever be the quarterly contributions shall go to the widows' and orphans' fund ; and the Lodge shall suspend all Members who neglect or refuse payment of the sums so de- termined, for twelve months. Clause 2nd. — Every bona fide Member who shall be qualified, as required by the By-Laws, shall, in case of sickness or disability, be entitled to and receive such weekly benefit as may be fixed by law, from the funds of the Lodge. CiauseUh, — On the demise of the wife of a brother, qualified by Clause 2, he shall be entitled to a sum of not less than three pounds fifteen shil- fings, for the purpose of assisting to defray the fu- neral expenses. Section 3. PENALTIES AND TRIAL. Clause \$L — Any Member who shall violate any of the principles of the Order, or offend against theoe Articles or By-Laws, shall be subject to be fined, reprimanded, suspended, or e:q)elled, as the By-Laws may direct, ancient usage require, or the Lodge determine. Clause 2nd. — Every Member shall be entitled to a fair trial for any offence involving reprimand, sus- pension, or expulsion ; but no Member shall be put on trial, unless charges duly specifying his offence be submitted to the Lodge in writing, by brothers of the Order, except when made liable by non- payment to the Lodge. Clause Srd, — When charges have been preferred against a brother in a proper manner, or any mat- 8 ter of grievance between brothcra be brought be- fore the Lodge, they shall be referred to a Special Committee of five Members, ^nd they riiall, withl as little delay as the case will admit, summon the parties, and examine and determine the matter in question, and if not involving the expulsion or sus- pension of a Member, or no appeal be taken fromj their decision to the Lodge, it shall be final, with out other action from the Lod^. Should the' Committee be convinced of the necessity of sus- pending or expelling a Member, they^shall submit a motion for the purpose to the Lodge fot action. Clause 4>(h. — ^When a motion for the expulsion or suspension of a Member shall have been sub- mitted in due form, it shall be announced at two regular meetings previous to action being taken, and the accused shall be summoned to be in at- tendance at the Lodge, on the time when it may have been determined to consider the question, at which time, whether the implicated brother be present or not, the Lodge may proceed to consider and determine it — ^two-thirds of all the qualified Members present voting in favor of the motion, it shall be carried ; and the Lodge shall be fully competent, while such motion is under considera- tion, to vary the penalty from the original motion. Clause 6th. — Any brother feeling aggrieved by the decision of the Lodge against him, is en- titled to an appeal to the Grand Lodge foj a new- trial, if informality or want of fairness be shown on the former trial, and on the command of the Grand Lodge, the brother may be tried anew for the same oflfence. ' • ' ARTICLE in. Of Officers — Section 1. ELECTIVE AND APPOINTED OFFICERS. Clause 1st. — The elective Officers of the Lodge shall consist of N.G., V.G.,- Secretary, and Trea- surer, who shall serve a i^egularterm each. How- <^ver, when deemed necessary, the Lodge may B 10 elect a permanent Secretary in addition, to serve at least six months. Ciause 2nd. — Tlie appointed Officers shall con- sist of a W., C, O. G., I. Qm R. H. S. N. G., L. H. S. N. G., R. H. S. V. G.,L. H.S. V. G., and R. and L. H. S. S.) who shall serve a regular term each^ and the Lodge may appoint at its op- tion a Chaplam for a similar term. Section 2. DUTIES OF OFFICERS. ; Clause Ist.—^The duties of the various Officers shall be as laid down in the charges of their office, and as specified by these Articles, and by the By-Laws of the Lodge. Clause 2n«?.-— A permanent Secretary, when one has been chosen by the Lodge, shall take charge of the accounts between the Lodge and its Members ; but the Secretary shall record the pro- ceedings, and perform all the other duties of che office. Section 3. ELECTIONS, &C. Clause lst» — No brother shall be eligible to the chair of the N. G. unless he has served a regular term as V. G. shall have attained to the Scarlet de> gree previous to installation. Ctauie 3rd, — Nominations for the elective Offi- cers shall be made only on the two meetings im- mediately preceding that of the elections, except when the nominees for an office all decline. Clause Uh. — No Past Officer shall be qualified to be a candidate for the office past when other nominations are before the Lodge, unless he has been two full terms out of such office, except the Treasurer and permanent Secretary. Clause 5th. — Officers shall be elected at the last regular meeting in each term ; and shall be installed at the first meeting in the succeeding one. Clause Glh, — Any Officer absentinp^ himself for more than four successive meetings, his seat may be declared vacant by a vote of the Lodge ; and all vacancies shall be filled in the manner of the former selection to serve the residue of the tenn ; and Officers so serving shall be entitled to the full honors of the term. 13 ARTICLE IV. Terms and Returns. — Section 1. TERMS. Regular.quarterly terms shall commence on the first meetings in July, October, January, and April ; and regular semi-annual terms shall com- mence on the first regular meetings in July and January only ; and all terms shall end on the day on which the succeeding ones commence. Section^, RETURNS. Clause 1st. — It shall be the duty of the last Past Officers to prepare and forward to the Grand Lodge, immediately, a regular report of the work of the term? including the names of those initiated, admitted by card, rejected, withdrawn by card, suspended or expelled, and the cause thereof, re- instated, and deceased ; together with the number of certificates for degrees granted, the whole num- ber in Membership, the amount of receipts, and the result of the election of Officers, accompanied by whatever amount may be due to the Grand Lodge. Section 3. FORFEITURE OF CHARTER. Should this Lodge fail to make its returns, as required by the 2nd Section of this Article, for four successive terms, it shall thereby lorfeit its Charter, and become extinct ; and it shall become the duty of the last installed Officers, to transmit or surren- der, within three months, to the Grand Secretary, (or such other brother as may be appointed by the Grand Lodge to receive them,) the Charter, books, papers, furniture, and funds of the Lodge. ARTICLE V. Degrees. — Section 1. ELIGIBILITY FOR DEGREES. Brothers who have been in Membership one month, shall be eligible for Degrees ; and not more 14 than tliree degrees shall be conferred on a brotheiV^l on the same meeting, unless the most uiigent ne-|^M cessity be proved. Sedion 2. RATES OF DEGREES. No certificate for degrees shall be granted until ailer the candidate has paid the amount required therefor, which shall not be less than the following rates, viz. :— For the White, Pink, Royal Blue, Green, and Scarlet, five shillings each for the Lodge fund ; and one shilling and three-pence each degree, for the Degree Lodge fees ; which fees shall be paid over to the Degree Lodge on the return of the certifi- cate. ARTICLE VL 0/ Amendments, Sfc, — Section 1. AMENDMENT. Clause ls(, — When doubts arise as to the true meaning of any part of these Articles, it shall be determined by the Grand Lodge. G. and V. G. a bond in a sufficient penalty, with sureties to be ap' proved by the Lodge for the faithful perform- ance of his duties ; he shal receive and safely keep the monies and funds^ of the Lodge, and make such investments thereof from time to time as the Lodge may direct ; he shall keep the ac- counts in a fair and legible manner, exhibiting the sources and amounts of receipts, as well as the purposes and amounts of disbursements ; his books shall be open for inspection of the bro- thers at every regular meeting, and at the end of each quarter he shall have his accounts closed, and submit a full statement thereof to the Lodge ; and, finally, he shall deliver up all mo- nies, securities for money, books, papers, or other property belonging to his office or the Lodge, to his successor in office, or to any Committee ap- pointed by the Lodge to receive the same. 32 6{/t. — The Warden shall take charge of the property of the Lodge, and report to the N. G. any damage done to the same ; he shall place the regalia for the use of the Members at the opening of the Lodge, and at its close he shall collect and preserve them in a careful manner ; he shall canvass all votes on motions and resolu^ tions, and when any candidate is balloted for, he shall carry the ballot-box to the N. G., and thence to the V. Srd, — On the death of any brother entitled to benefits as above, the sum of seven pounds ten shillings shall be allotted as a funeral benefit, to be disposed of as provided for by the Srd Clause of the 2nd Section of the 2nd Article of this Con* stitution ; and the Secretary shall give notice in the newspapers, or if that is impracticable, shall notify every Member of this Lodge of the death of a worthy brother, in order that they may at- tend the funeral. 4^^.«-If such deceased brother leave a family unprovided for, without a protector or guardian, it shall be the duty of the Visiting Committee to place them in a situation where they may be made comfortable, and be preserved from vice. 5th, — Every child of such deceased brother nhall be sent to school at the expense of the Lodge, at least three quarters in each and every year from seven to thirteen years of age ; pro- vided such schooling can be paid for without re- ducing the Widow and Orphan fund below seven poun'ds ten shillings. Qtk,^ — On the death of the wife of a brother entitled to benefits as above, he shall receive five pounds as a funeral benefit.
