For the better opportunity of putting wisely into operation each individuaPs power of doing good, this Order has lieen instituted ; and It needs only to be more widely disseminated to hold in its ranks the wisest and best men of our country .** In the formation of a new Order, it will naturally be expected that an explanation be made of the motives which induced us to take such a step, as also what objects we have in view, and the means by which we intend to accomplish our ends. Without assuming to ourselves a character for superlative excellence, we pledge ourselves to the cause of Total Abstinence from intoxicating beve- rages, as well as to array ourselves against their attendant vices ; to assist such worthy Con^nious in sickness and distress as are faithful to the pledge, and to make that assistance the e^cial subject for our united and individual consideration,— making the modes of doing sq optional with each Encamp- ment ; to conduct our internal affairs in private, believing that they can be better managed in that way than by exposing^ them to the criticism of those who have no sympathy in the cause we espouse ; but holding at convenient periods public meetings INTRODUOTION. for propa(B;atiiig our principles, and believing snch Institntions need no further aathority or charter for their foundation than the good we hope to achieve, and the evils which have called them forth. The effort is native in its conception, and has been made with the view of inducing all our eountrymm, as well denizens as natives, both rich and poor, of all ages, to avail themselves of the opportunity of participating in its aims as well as its benefits. The friends of Total Abstinence are daily increasing in all part&of the globe : their principles have carried too firm a conviction to the minds of thousands to require any apology for a desire to increase its votaries. The evils of Intemperance are too well known, and their devastations have been too widely spread to demand reasons for almost any combination to suppress them. Many persons who wished well for the cause of total abstinence were convinced that outward display and parading ensures only ephemeral success, and that certain and lasting results might be more safely reckoned upon by a secret combination, conducted in a quiet way, and by precept and example, firmly, but mildly, to resist and discountenance all tempta- tion and intemperance. In giving all due praise to other Societies for the good they have accomplished, we entertain great hopes of strengthening their hands by enlisting in our ranks hondreds of those who have not yet, and possibly never wonld have taken the pledge but for our Association. Our title is rather belligerent in the idea it conveys, but it must be remembered that all men who set their faces against the follies or vices of their fellows must enter upon a species of warfare, and fight the enemies of their Order as good soldiers ; not, however, in wielding deadly weapons, and destroying their enemies, but by endeavouring to vanquish them with the weapons of Truth, Sobriety and Reason. So that whatever idea the term "Knight^' may convey, in applying it to our As- sociation, it must be always considered with its qualifying term, " Temperance,'' and with the principles inculcated said objects aimed at, as set forth in the Pledge, Constitution and Laws of the Order. Arhglb I. — ^This Order shall be called "The KNiairrB of Temperance/' whose objects shall be : 1st. To farther the cause of Total Abstinence firom the use, as a beverage, of all intoxicating liqaors — to suppress tippling and drunkenness, irreligion and immorality, and to enjoin temperance, in its most extended signification, upon all mankind; 2ndl7. To assist all worthy Companions in sickness or distress, i^ they be faithful to. the Order. Article II. — ^The Order shall be governed by a Grand Encampment, consisting of all the past K. Ors. of the Order ; and the said Grand Encampment , only shall have power to enact^ alter, amend, or add to the General Laws of the Order, and they shall exercise the like powers for their own government ; and all Knights in good standing shall have a right of admittance to the Assemblies of the Grand En- campment on furnishing the Q. P. W., * but they shall neither speak nor vote thereat. Article III.. — ^The Grand Encampment shall meet on the last Thursday in May, in each year, and at its Annual Meeting, after the disposal of all the other business, elect four principal officers, (being P. K. Crs.) viz. : a G. K. R.'t.,, a G. V. K. R't.„ a G, K. R.'r., and a G. K.. T'r., for the ensuing year, and immediately after the election of those officers appoint a Board of Five Directors,, out of the P. K. Article IY. — ^The Grand Encampment may at pleasure grant P. K't. Cr's. Diplomas to any Knights of the Order who shall have distinguished themselves, or may be in a position to distinguish themselves in the temperance cause. Arhcle V. — Every Encampment shall be gov- erned by a K. C'r., K. R't., V. K. R't., K. C'n^ K. T'r., K. R'r., K. C% K. Fr., K. M., S. K, M., K. J'r., and four Lts., who shall be elected or ap- pointed for three months. Article VI. — No person shall be admitted into the Order under 16 years of age, nor for a less fee than 5s. currency, nor any person whose mode of living or occupation shall be inconsistent with the pledge required of him, nor unless there be an una- nimouB ballot favorable to his admission. Article YII. — In balloting for candidates, should there be but one dissentient vote, the dissentient K't. shall be called upon to state his objections ; and after those objections are stated, the ballot shall be renewed, but such dissentient K't. shall not be allowed to vote in the second ballot. Should jthere be still one dissentient vote,, the candidate shall not bo admitted, and a vote that has resulted in a rejection or admission shall not be re-considered the same evening. Article VIII.— Any Knight may propose a candidate for ntembership, but it is enjoined on all that they shall not from any motive of favor, affec- tion or interest whatever, propose any person wha they have reason to beb'eve will not make useful and respectable members of the Order. Article IX. — All applieatiens for membership must be in writing, stating the age, residence, and occupation of the applicant, asd recommended by twa Knights of the Order, enclosing the required s CONSTITUTION, fee ; if elected, he shall hold himself in readiness at any time within six weeks after his election ; other- wise the money shall be forfeited to the Encampment ; bat in case the applicant shall be rejected, the fee shall be returned to him by one of the recommending Knights. Article X. — All Knights of the Order shall sign the Constitntion and pledge, which shall be kept in a book by the Knight Wr. for that purpose. Article XI. — ^Every Encampment shall have power to regulate its financial and internal affairs in such a manner as the majority shall deem expe- dient ; provided such regulations do not interfere with the Constitution or Pledge, or General Laws of the Order. Article XII. — All Encampments of the Order shall have power to pass such By-Laws and Boles of Order as they may choose, which are not incon- sistent with the Constitution and General Laws, and the principles contained in the Pledge and Charge, and to rescind, alter or amend the same at pleasure, but that a copy of all such By-Laws shall be deposited with the G. K. R'r. Article .XIII. — Any Encampment of the Order may, if a majority think fit, form a Benefit Asso- ciation on a more extended scale than was contem- plated by the By-Laws of the first Encampment. . Article XIV. — Any twelve persons who shall apply in writing to the Grand Encampment for a Charter may procure the same by pa;^ng a fee of £1 currency, and all reasonable expenses incurred by an Officer in installing their Encampment : provided such persons are eittier Knights of Tem- perance, or are competent persons for initiation, . according to the Constitution and principles of the Order. GENERAL LAWS. 1st. — ^The K. Cr. shall see the Constitution and Laws maintained, hear and decide all questions of Order which may be appealed to him from the K. Rt., or shall in his discretion refer the same to a vote of the whole Encampment, which shall in all cases be final ; he shall take no part in or during a debate, but may vote when a vote is taken ; he shall deliver the charge to all members at initiation, and assist and advise the K. Rt. in all matters concerning the well being and government of the Encampment and of the Order generally. 2nd. The K. Rt. shall preside at all meetings, and conduct the active business of the Encampment —uphold the Constitution and Laws — ^preserve de- corum — decide all questions of Order, subject to au appeal to the K. Cr. — ^inspect all ballots for candi- dates for membership, and report thereon to the Encampment ; he shall submit all subjects for discussion, (taking no part in the debates until the close, when he may express his opinion thereon,) and in a case of an equality, give the casting vote ; he shall sign all orders on the. K. Tr., for the pay- ment of such sums of money as may be ordered or voted by the Encampment, and such certificates or documents as requure his signature to authenticate \ 10 GENERAL LAWS. them, and appoint his own Lieutenants ; he shall also call special meetings of the Encampment when requisite or required in writing to. do so by six of the members thereof. 3rd.— The V. K. Rt. shall assist the K. Rt., appoint his own Lieutenants, preside at all meet- ings, and discharge the duties of E. Rt. during his absence or illness, and perform such other services as are enjoined by the Constitution and regulations of the Order, and By-Laws of the Encampment. 4th. — The K. Cn. shall open and close all assem- blies of the Encampment, and take the K. Cr.'s chair in his absence, if there be no P. K. Cr. present. 5th. — ^The K. Rr. shall keep an accurate account of the proceedings of the Encampment — ^make out and furnish Quarterly Reports, and perform such other duties as may be enjoined on him by the Constitution or Laws, and deliver all books, papers and keys belonging to his office to his successor. 6th. — ^The K. Ct. shall write all communications and notices — ^notify meetings when ordered by the K. Rt., and assist the K. Rr. in the discharge of his duties. nh.— The K.Tr. shall keep a Debit and Credit account with the K. Tr., receive all monies due the Encampment, and pay the same to the K. Tr., taking his receipt for the same, and sign all orders on the K. Tr. 8th.^The K. Tr. shall receive from the K. Fr. all monies for the use of the Encampment, and give his receipt therefor ; pay all orders drawn on him by the K. Rt. and K. Fr. attested by the E. M. shall take the ballot in the voting for candidates, and snbmit it to the inspection of the K. Bt.— introduce all persons for initiation who have been daly elected — examine all visitmg Knights of the Order, and by and with the aid of the S. K. M. examine all persons present at the opening of the Assemblies, see that none are present bat Knights of the Order, and take care that order and harmony are duly observed, and that all Knights enter the Assemblies in due form before taking their B6ats * 10th.— The S. K. M. shall assist the K. M. in discharging the duties of his office,— take his place during his absence, and perform such services as the K. Rt. may require of him. llth.^ — ^The K. Jr. shall attend the door, keeping off all intruders ; permitting none to enter without the E. P. W., or by leave from the K. Rt. ; pass all candidates for initiation, and suffer no Kt. to leave the Assembly without liberty from the K. Rt. 12th. — ^The Lts. shall act as the supporters of the K. Rt. and V. K. Rt. respectively, and perform such duties for them within the Encampment as they shall require. 13th. — A Managing Committee of nine shall be appointed every quarter, (of which the K. Rr., K. Ct. and the K. Fr. shall be ex officio members,) whose duty it shall be to make all internal arrange- ments of the Encampments, to examine all accounts, investigate all characters proposed for initiation, and complaints preferred, and to report their pro- ceedings at every regular Assembly, and to perform such other duties as may be enjoined. General meetings of the Committee shall be fixed by a By-Law of each Encampment. 14th. — A Visiting Committee shall be appointed at every quarterly Assembly, and remain in office three months, to visit sick Companion^ ; each to visit the sick on a separate day, and at least once a week, or be subject to a fine of one shilling and threepence for each default. 15th. — All bills to be brought before an Encamp- ment shall be first submitted to, and approved by, the Managing Committee ; and no such bills shall be read or discharged, excepting at an ordinary Assembly of such Encampment, during the regular business thereof. • 16th. — ^The Officers of each Encampment shall be selected every three months. The pasit K. Rt. shall take the K. Cr.'s station ; the past Y. E. Bt. shall take the Knight Rt.'s station ; and all the other Officers, excepting the Lts., shall be appointed by a majority of those present at the qufurterly Assem- bly of the Encampment, who are not in default of their duties, but the Lts. shall be appointed by the Officers whom they respectively support, and no one shall be competent for the office of Y. E. Bt. who has not faithfully served in some minor office for the previous three months. Itth. — All Assemblies shall be held at such time and place as may be agreed upon by a majority of the Encampment, or settled by By-Law for that purpose ; but in no case shall they be held at an hotel or tavern, where intoxicating liquors are sold, unless necessity requires it ; nor shall Special As- semblies take place without due notice being given. i 18th. — ^The application of ^very person for Com- pamonship shall be referred to the Managing Committee for investigation^ who shall report at the ne^.t regular Assembly, and the candidate shall be then baUptted for, unless in cases of emergency, or «lNratAL lAWB. 18 by consent of a majority that the Ballot Box shall immediately pass, in which cases the application may be forthwith disposed of. 19th.— Any Knight who shall misbehave in the Encampment, or break the pledge, or refuse to obey the presiding officer, betray or divnlge any of the secrets of the Order, or be gnilty of immoral con- dnct, shall, upon satisfactory proof thereof, be fined, suspended or expelled, at the option of the En- campment ; and it shall be the duty of any Kt., on lus receiving reliable infotmation of any such breach of duty, to report the same to the-Hflicamp- ment or the Managing Committee for investigation. Any Kt. who shall wantonly persist in disturbing the peace and harmony of the Encampment, or refuse to obey the presiding officer after being twice called to order, shtill leave the Assembly for the evening. 20th. — ^Whenever a Kt. shall offend against the next preceding article of these Laws, the charges against him shall be presented in writing and read in open Assembly, and referred to a Committee of six Knights, three of whom shall be appointed by the Kt. Et., and three by the accused, if he be present ; and if not, they shall be appointed by the Kt. Cr., and it shall be their duty, at a time and place when the accused shall be duly notified to i^pear, first to appoint a Chairman^ and then fairly and impartially to investigate the circumstances of the case, and report to the Encampment, who shall finally dispose thereof ; but the name of a candidate or Kt. constitutionally suspended, rejected or ex- pelled, shall not be made known in any other manner than to other Encampments, unless he has been guilty of some disgraceful conduct or crime beyond violating the principles of the Order. 2l8t. — ^If any Kt. of the Order shall prefer a charge against a Companion, and the same shall be u OENEBAL LAW9. proTon false, malicious, and nnfonnded, he shall suffer such penalty by fine, reprimand or expulsion, as the Encampment may determine. 22nd.— It shall be the dnty of the K. Kt., at the time of his taking office, to appoint a committee of three to audit and examine the books and accounts of the K. Tr. and K. Fr. for the past quarter, who shall report to the Encampment at the next assem- bly. The K. Tr. and K. Fr. shall have the books and accounts posted up, and shall attend the said committee with the same at such time and place as they may require, and the newly elected K. Tr. and K. Fr. shall attend the said audit and examination for information. 23rd. — ^The ordinary Assemblies of Encampments shall be held at such times and places as they shall fix, but not seldomer than once a fortnight, of which they shall notify the G. K. Rr. ; and they shall not make changes in this respect without such notice : but any meeting may be open to the public for the purpose of disseminating and explaining the princi- ples of the Order, during which none of the. usu^ business shall be transacted ; and the K. Bt. may appoint a Committee of three Knights to prepare subjects and appoint persons to sustain the objects of the public assemblies. 24th. — ^No Companion shall be permitted to speak more than once upon the same subject, nor longer than ten minutes (unless to explain), without per- mission from the K. Bt. The Companion speaking shall always stand up and address the K. Bt. or presiding officer with due respect, and avoid all personal remarks and indecorous language ; and if called to order, shall wait until the question of order be decided and permission given by the K. Any Companion having a knowledge of a violation of this Article must report the same inftnediately to the K. Rt. or be snl)ject to a like fine. 2tth. — Should any elected officer not attend to his duties for three successive ordmary assemblies of his Encampment, or have left the town or place where its meetings are held, such office shall be declared vacated, and the Encampment shall elect or appoint another Companion to fill such vacated office on the fourth night, unless some cause or reason shall appear whereby it may be deemed reasonable or expedient to postpone or forbear declaring such office vacated. 28th.— The K. Rt., V. K. Rt., K. Rr. and K. Tr., immediately on their installation into office, shall post up their names and places of residence in some conspicuous place, so as to enable any Com- panion, on an emergency, to find the said officers, or be fined for neglect, t^d. each officer, for each week. 29th. — On the death of any Companion of the Order, the K.
