'**yl 1 . — That the present Meeting of Medical Students do hereby constitute themselves into a permanent Society, to be hereafter designated by the title of " The Quebec Medical Students' Society," whose sole object shall be to impart reciprocally, for the pur- pose of general improvement, the knowledge of the various branches of the Medical Science. 2. — ^That this Society shall hold its meeting on Saturday, every w^eek, at which all Members shall regularly attend, except on urgent business ; in case it be a holyday, the meeting will be held on the follow- ing Monday. 3. — That a Medical Gentleman may be a Member of this Society for one year, (or as long afterw^ards as the Society may think fit,) after having obtained his license, provided he has been a Member previously. He may enjoy all the privileges of a permanent Member except that of being elected one of its Officers. 4. — ^That no person except the Members and Ho- norary Members shall attend the Meetings of this Society. 5.— From and after the first day of January next, the entrance fee will be half a Guinea, on payment of which the Member will receive from the Secretary a printed copy of the Rules of the Society. 6. — Each Member of the Society will be required to pay, in addition to the entrance fee, five shillings yearly, in advance, for contingent expences, which shall be lodged in the hands of the Treasurer. -..mtm ^^:^ 4 7. — When a Student is desirous of becoming a Member, he will signify his wish in a written com- munication addressed to the Secretary, who will pro** pose him at the next meeting of the Society, and he will be admitted by a majority of the Members present. 8. — At each meeting of the Society, as soon as the President takes the Chair, and the meeting is consti- tuted, ihe following shall be the order of proceeding : — 1 St.— The Roll shall be called. 2d.^-The minutes of the last meeting shall be rend. Sd.— 'ilie Election of Officers, and o^ Candid dates shall take place. 4th. — The Report of the Treasurer shall be read. 5th.-^ Reports of Cotnmittees shall be laid before the meeting. 6th.— The corfespohdence of the Sect-etary shall be read. 7th.*— -The discussions shall take place, 8th.-^The questions shall be proposed. 9th." — Motions to be brought forward, and ex- traordinary subjects for any subsequent meeting to be proposed. 10th. — The subjects for discussion to bfe brought before the next meeting shall be proposed. 9.-^StudeQts who have been le^s than six months at the profession will not be required to bring forward any medical subjects for discussion, or propose medi- cal questions, unless they voluntarily dffer to do so. 10. — Any Member may make whatever motion he thinks will tend to the benefit of the Society ; hia proposal or motion must be given to the President in writing, and it shall be immediately voted or bdllotted iot, unless a majority of the Members present wish it to lie over for consideration. In either case it shall be recorded on the minutes of the Society. ?^* i^m ♦ \ 1 i .-^No Member shall interrupt the f'resident or any other Member while speaking : every Member shall stand while speaking, and address himself to the President, 12. — No ""vlember present at any Meeting of the Society shall be permitted to leave the room previous to the meeting being adjourned, without leave from the President. 13. — The order of voting on any Resolution shall be the signal voting and the balloting. The signal voting shall be dictated by the President, and used only with the unanimous consent of all the Members ; and the balloting shall be had recourse to on the call of one of the Members, who shall not be bound to give any explanation for so doing. The balloting shall be in such a manner that each Member may give his vote in secresy. 14. — Any Member who shall be absent fot* two successive meetings, without assigninga just cause, shall be fined in a sum t:ot exceeding two shillings and sixpence. 15.-— Any Member remaining absent for three successive weekly meetings, without assigning a just cause, in writing, to the Secretary, who shall submit the same to the Society, shall be considered as ex- pelled from the Society. 16. — ^That a President be elected monthly, at the first meeting in every month, by a majority of the votes present. 17. — His duty shall be to preside at each meeting, and to maintain order and decorum. He shall be allowed to take a part in the proceedings like all other Members, and may fine any Member acting disorderly, in a sum not exceeding half a dollar :— from his decision on any fine, the Member im irring Ihe line, niay appeal to the Society. ! W >*■ 'arjiUMIIttatlu !: i li * 18.— No individual shall hold the office of Presi- dent for four successive months. 19. — In the absence of the President, the Senior Member shall preside ad interim, endowed with the game privileges, and subject to the same observance as the President. 20. — That a Secretary be named, whose appoint- ment shall be perpetual,* and in case of his resignation or death, his successor shall be appointed by a majo- rity of all the Members of the Society. His duty shall be to preserve all Records, Minutes of the pro- ceedings of the Society ; and to correspond on the part of the Society, whenever such correspondence may appear useful to its object. 21. — ^The Office of Secretary sLall be filled by two Members, one of whom must speak and write the EngUsh language, and the other the French, they shall be recognized officially for the space of twelve months, alternately — the Secretary who is not recog- nized officially shall fill the office of Treasurer. 22.— It shall be the duty of the Secretary to notify to the Member whose turn it is to propose a subject for discussion, at least three weeks previously, and in case such Member be absent, the next in succession will be ready with his subject. 23.— All communications, presents, or other objects which may be forwarded or presented to the Society, by or in behalf of any Society or individual, which may not be presented personally, shall be addressed to the Secretary, who will submit them to the Society in due form. 24.— Neither the Secretary nor Treasurer will be required to contribute the yearly sum paid by the other Members of the Society. 25.— The duty of the Treasurer shall be to arrange all pecuniary matters connected with the Society, and [ • t • I ' to place before them quarterly, a statemei.c of the same. 26.— Seven Members, including a President and Secielai y, shall constitute a quorum, competent to transact all affairs and business of the Society. 27.— Every Member shall alternately propose and expatiate on some medical subject, extempore, or in writing, and also prepare a number of medical ques- tions. The senior Member shall begin, and at every subsequent meeting, each other Member shall follow his example, from his seniority, and thus in rotation. Provided always that whenever any question shall arise relative to any pre- rogative or to the interpretation of any of these rules, they shall call an extraordinary meeting of the Society, and lay before it the question at issue, upon which the S^Dciety shall determine according to the literal and true meaning of these rules. 31. — Extraordinary meetings may at any time be called by the President, on application being made in writing by three of the Members. 32. Any Member who may desire to leave the Society, will give a written notice thereof to the Secretary. ^ , <-. • ^ ^ 33._That it shall be competent for the Society to make and adopt, at any future period, such Rules and Regulations, or appoint such additional officers, as may be considered useful, and all resolutions once adopted, shall not be liable to be altered or repealecj before the lapse of twelve months from the date of their adoption.
