CONSTITUTION OP THE SOCIETY. I. Tho Society shall be called the Diocbsax OuuRon SocitCTT or Nxw Brunswick. n. Ko alteration shall be made in the Constitution of this Society, nor shall any Bve-Law, Rule or Rcjgalation of the Society be re- pealed, annulled or altered, except at a Meeting of the General Committee, by the vote of at least two-thirds of tho members pre- sent, nor until it shall have received the sanction of the Lord Bishop of the Diocese, which sanction must be given in writing, and delivered ib the Secretary within six months of the snid Meeting. • iiiJ" ■ * No alteratioii or amendment fn the Constitution, nor any repeal, cancellation, sberation or amendment of any Bye-Law, ftule or Regulation of the Society, shall be proposed or made it any Meet- ing, unless notice shall have ^en given in writing %\ the next Erevions Anniversary Meeting of snon proposed repeal or oanceK iition, nor unless the terms of su■ ' 'Offieeri. 1. And twenty-four Lay Members of the So<)iety, being Life Mem- bers, or Annual Subscribers of at least One Pound ; to be annually elected at the Anniversary Meeting, provided that no annual Sub- Horiber shall be qualified to be elected, unless he shall, during the year preceding each Meeting, have paid his su^criptiou of at least One Pound. 2. Five Members of iho Executive Commiitoe, three of whom to be Laymen, shall form a quorum. 8. The. Executive Committee shall meet either at Frcderict^n or Saint John, on the first 1. Each Local Committee shall hold an Annual Meeting on some convenient day^ previous to the Anniversary "Meeting, whcu the recommendations to the General Committee uf special objcct« shall be determined on. * 3. Each Local Committee shall bo ejppoworcd to depute two , Lay Members^f the Society^ to be elected at the Annual Meeting of the Committee, to assist the Missionary in submittihglhe rccoro- mcndations of the Committee to the consideration of. the General Committee. '■> ' 4. It shall be competent to each Committee to recommend any of the above recited objects to the spebial consideration of the General Committee, in the appropriation of the funds of the Society. XII. 1, The Society shall hold its Anniversary Meeting at Fredericton and Saint John alternately, on the first Thursday in July in each year. Tin 2. A Special General Meeting may be called at any time by the Prcsidontt or in his i^bsence, by any two or more of the Yicc-Prc- .ftidentiy fonr weeks notice being first given thereof by adTertisement in one or more newspapers, {mbUshed in Frodericton and Saint John respectively. * JUII. {The General Committee.) 1. The General Committee of the Society shall be composed of the following Members, tIz. : The Lord Bishop of the Diocese, who shall be the Chairman ; but in the absence of the I ord Bishop, the Committee may elect a Chairman, the Secretary or Secretaries who bhall also serve in that capacity at the Meeting of the General Committee, the Treasurer and the Auditors, the Rector or Mission- ary of each Parish, or of a Mission comprising two or more Parishes, and the Clergyman of any separate District of a Parish ^provided that in the absence or sickness of the Rector of any Parish, the duly licensed Curate or Assistant Minister shall be considered p'o kac vice a Member of the General Committee,) and the Lay Depu- ties elected by the Local Committees as before provided ; all such persons being Si{|j[>scriber8 to the Society. Proof of the election of such Deputies br each Local Committee, to be the Certificate of the Cbairnian or l^crctary thereof. 2. The General Committee shall meet on tlie two days next pre- vious to the Anniversary Meeting,. to make the Annual appropria- tion of the funds pf the Society ; and a report of the proceedings 9f such Meeting shall be maae at ibe Anniversary Meeting. 3. The Order of Basiiiess in General Committee shall be a» follows; Firstly. Production of Certificate of Lay X)cputies. Seetntdly. Secretary's Report to be read, and also a Report of the proceeding^ of the Sxecutive Committee for the past year. Aiiirdly. Report of the Auditon to be^ jj^ad and laid before the General Committee. That the title to all Cliurchrs, towards the erection or completion of which any grant is made from the funds of this Society, be vested either in tbe Church CorporaUon of the Parish in which such Church is situated, or in sowie party or parties in trust to convey the site, as soon as practicable, of such Church ^ the Church Corporation as soon as the same may be legally cou> stituted. (14th Report, page 24.) That no grants from this Committee, subject to conditions, be paid until an ord?r is issued from the Executive Committee, who will previously ascertain that the conditions of tiie grants have been fulfilled. (lHh Report, psgo 21.) That in iViture no application for grants shall be considered which are not made on the first day of the meeting of the General Committee, or prev{> ously. (IStfa Report, page 24.) That each Missionary receiving a salary ftom this Sodety, be requested t6 make an innual return to the Secretary, to be handed in by him at the first meeting of the General Committee, as follows, viz. : ' The number of Churches under his charge. The number of weekly or oUier stated services held in such Churches or stations. The number o(./7ommunicants. The average number of attendants. The amount contribute^Mn each Parish towards the support of sach Mis* rionary. (19th Report, page 24.) That when a Missionary is absent from hia Mission on account a(f ill health, with leave from the Lord Bishop, his Lordship be authorized, in his discretion, to pay to him the whole, or any part of tbe sum granted for such Mission. (28rd Report, page 83.) That if any alterations shall be found necessary tn the Schedule of Missionary Salaries, granted by this Committee, by reason of the death, absence, ar re- moval of any Missionary named therein, the same shall be made by the Lord Bishop, with the concurrence of the Executive Committee. ^ That all grants by this Committee for Miarionary salaries, and all sums placed at the dieposal of the Lord Bishop, shall be for the service of the fiscal year iu which the grants are made, and shall expire with it (26tb Report, page 80.) ThA all vouchers for the payment of any sums of money whatever, must bear on the face of them, tbe authority under whidi they are paid, and the I>eriod for which they are claimed, together with the services performed. Thtt the Treasurer be directed not to pay any monies after the 1st day of Blay in each year, until authorized to do so by the General Committee at their meeting in July. That the following be the form of draft for a Missionary's salary, to come into effect on the Ist October, 1861, and that no draft be paid by the Troa* surer, unless presented in person, or endorsed by the person to whom it is made payable, the Treasurer to take a receipt from the party to whom the payment is made on the same. Many persons who nate been con* firmed are yet to be led to become nartakers of the Lord's Supper ; many pn^udices are to be overcome, and much spiritual sloth to oe removed " The attendance in the Churches at Prince William and Dumfries is small, and the buildings themselves require much outlsy for repairs and •Iterations. ** At the Maguadavio Settlement, Divine Service has been hitherto performed in a school bouse, although there is always a large and atten- tive congregation. It is necessary that means should be obtained to build a enurch in this place. ** In Dumfries a Sundav School has lately been established, in which,- when the Missionary is absent, valuable aid is sflbrded by the Teacher of the Government School. The Sunday School is held in the Parish School room, and parei^ts of all denominations seem inclined to enoour* age it ** The visitation of the sick has been constantly required durine th« last two months, within which period I have officiated at ten funerus." There are good and sumitantial re^pns why this is so desirable. Ther^ are a large number of Church families re.siding in that Parish^ very many of whom are setttbdllh femote/partsiof it, ind too far from th6 Church to enatile them to attend at ihe stated services ; but if a Mis* sionary were in charge of that Parish alone, those remote districts coula be more i^gularly attended to, and a Sunday .'service afforded them.- But if they continue to be nagieoUd, 'it will necessarily fdllow that thoso who are now attached to t^ Cburcti will become estranged, and ulti- mately unite with the Dissenting congregations which are continually assembling stound them. They have a residence for a clergyman erected, and the exterior partly completed, and they would at once pro- ceed to its completion if a pi||l6pect were afforded them of the Parish being shortly Snade a separate Mission. They would also readily con- tribute to the utmost of their ability towards the support of a Mission- ary. There is ample work for the Curate of Woodstock, independently of Richmond. But while that Parish continues a part of the Mission of Woodstock, it is impossible that the whole work can be effectually or satisfactorily performed, and many portions are necessarily altogother neglected, or so partially attended to that but little good can be effected. And believing as I do that there are few Parishes in the Diocese that stand more in need of a resident clergyman, I trust tlie Society wilt therefore take the matter into serious consideration, and make the ne- cessary provision towards carrying out this most desirable object ** 1 regret much that the amount contributed this year towards the funds of the Society from this Mission will fall so mucn short of that of I Jmiiiiiiiiiili'^n I 34 former years ; but I beg to assure the Society that this arises from no lack of interest in the welfare of the Society, but solely on account of the utter impossibility on the part of many to obtain the means of con- tinuing their contributions, and it bas been by great labor and perseve- rance that even the amount reported has been obtained. Never, since my residence here, have T known such an absolute scarcity of money. Many have expressed their regret at not giving as they would wish, and live in hopes of being in circumstances another year to enable them to make up for the present deficiency. A large amount has been expended for local purposes during the past year ; and I have succeeded, after much trouble, in accomplishing a great improvement to St Luke's Church, by the addition of a good sized chancel, which affords accommodation for the choir and organ ; and by this change and addition, fifty free sittings have been added to the body of the* Church, which were much needed. The work of the Mission continues to be performed as heretofore with the aid of the Rev. Robert C. Nelson, who now fills the situation of > Curate of Woodstock, in the place of the Rev. George Rogers, removed >to another Mission. I am happy to say that Mr. Nelson seems in ear- ' nest in the-work, and I hope will provo an able and useful assistant." ' The substance of the Resolutions passed by tKe Local Committee is embodied in the foregoing letter. The yearly increase is sadly out of proportion to the wealth with which God .has entrusted the members of the Church in this Province, and to thftt portion of it which He Him- self has so plainly declared should, be devoted to objects like those contemplated by this Society. The population of the country goes on gradually increasing — there is also a certain amount of emigration — children are bprn, they are growing into men, vice i| constantly extending itself, most rapidly where, in so many places, alas! ilia unchecked by any ministrations of religion ; meanwhile the income of this Society does not increase with any thing like the same ratio. Then there is that long threatened reduction in the support of Missionai-ies by the venerable Society for the Propagation of the Gospel ; this reduction has already begun, and may increase too. rapidly. It has taken place this year in the case of the extensive and important Missions of Maugerville, Lancas- ter, and Sackville. Tlie Church in the Province loses thereby the sum of £50 sterling annually. This, it is to bo / y ■ V ^ \^ % if / 25 expected, is only the prelude to further reductions. Unless, therefore, means are otherwise provided, or the income of this Society at once largely increased, it is evident that difficulty will soon bo found in providing the very limited stipends for the present staff of Missionai'ies, and all hope of extending the ministrations of the Church must be abandoned. This is the plain state of the case. Startling indeed and sad it must be to every thoughtful mind. It should, how- ever, come up before every member of the Church in the Diocese. To them God has given the means of doing His work, if they only ask of Him to give them a "^ willing mind." Let all support from without be witlidrawn, and there is sufficient in the hands of Churokmen in the Pro- vince to maintain not only the present « establishment of clergy, but also to provide for the additional number which is required, were they to give that proportion of their goods ttf God which his express c<|mmand ehjoins. This is the right way to do, according to the revealed will of Heaven — the way ill which an ab]}^ndapt blessing may be looked for, botl^ upon the. work its^f and upon all those who earnestly and^ heartily engage theroin. Thomson writes as follows : ** I have to report for the present year, baptisms, 7 adults, 88 infants ; inarriap;e8, S ; burials, 27 ; mjr communicants number, as usual, nearly 70, losmg many by death and remoTal, but still by new additions keep- ing up the number. We were much favoured by the vinit of the Lord Bishop in June last, when the new Church was consecrated at St. Patrick, and fourteen confirmed — the Bishop and other clergy being much pleosed with the devout behaviour of the candidates and of tbo largo congregation assembled. " We were unfortunate in having a wet and most unpleasant day for the Bishop's visit to St. David. Nevertheless, a large and attentive eoncregation assembled, and hearkened with delight to his Lordship's giodly counsel and instruction. Eleven candidates were conflrmea— cnieny adults ; about half the number 'on my list, the remainder being detained by the weather, and the long distance they had to travel. ANNIVERSARY MEETING OP THE DIOCESAN CHURCH SOCIETY. Last Thunday cToning (July 2d), the Annual Meeting of tbe Diocenan. Church Society was held in the LegiNlative Council Chamber. The Lieutenant OoTcrnor presided. There was a fuller attendance than usual on such dc-, casions of those interested in the welfare of the Church. Amoiig the' strangers present, was Bishop Burgess, of Maine, who had, as was stated, travelled out of his way to be present at the meeting. We are biippy to sny • that we are enabled to give a verbatim report of the BishL p's very pleasing* and eloquent address, which was listened to with much interest :by the au- dience, and are sure it will be read with equal profit and delight by 'those who were not so fortunate as tohear it, thou h they will lose much— the impres- sive delivery. This spcech-^if we may so speak — was the main featftve of. the evening ; and with duo respect for the other speakers, we have taken the liberty of condensing their . remarks very considerably, giving merely the principal heads as briefly (and we hop|i>,icorrectly) as,^^ible. They were there to promote their own objects, free from all political feeling, or thought of political strife. Ex'« pericnce had shown them that they bad been too sanguine. They had been wrong in saying that they could easily raise £40,000 amongst themseivea for an Endowment Fund. People seemingly withheld their contributions because they could not give much, or because the wealthy amongst them did not con* tribute according to their means, or at all. But why should any one, if he could only nfford a sixpence or a shilling, not give it ? Or why, because the rich man did not contribute according to his wealth, should the poor man do nothing ? It was not the wealthy noblemen and persons in high position in England who contribute to the missionary fund, from which their Church waa endowed— it was the poor people. Let them imitate the example set them ut home ; let the poor people here take Iiold of the scheme heartily, and there was no fear of it. At the present time, it was utterly impossible that all the Parishes could be made self-supporting. His Lordship then read a statement {tut we understood), to show that several Parishes were in a way, in a short time, to become self-supporting, such as St. Stephen ; that several more in St. John and Portland were partly self-supporting, and others entirely ; that Fredcricton was now on its own resources. It had been said that an En- dowment Fund would make the clergyman independent- Some people ac- tually harbored the thought that it would be well, for fear the clergyman might do or say something disagreeable to them, to keep them dependent. Was it not absurd to talk of a clergypaan, with perhaps a family of seyen or eight children, aud a salary of £160, as independent. How would au'v man in any situation or ofl^e like to be dependent on the c»^ce or whims of any number of people? How would he like to undertake iton the couflition th&t he should please every one in the performance of its dtities— would such a state be tolerated? If subjected to it, would he not soon be heart*hroken ? And yet they would bind the clergyman so that he should not roceivft^ his miserable pittance unless he pleased et(»ry man, woman, and child in the Parish. The voluntary Byste|p, without some pormaiicnt endowment, could not be maintaihed ; And he fras convinced that an Endowment Fund would be a permanent benefit to the Chur/Sh aud to the people. The Hon. J. A. Street, in seconding the rosolution^-briefly excused himself ttovn speaking at length, as he was laboring under a severe cold. ' The Bishop of Maine thei^ on being introduced by His ExccUeincy, rose, and addressed the meeting as follows : The very cordial manner in which the Bishop of \Fredericton has alluded to my presence, and in which Your Excellency has been pleased to . mention me, demands from me an equally cordial acknowledgment. In commencing my remarks, I must say that I thought his Lordship Was mi^ken on one point, when he said that I had' no interest in this meeting, tilt he made an e.xception of the sympathy which I might carry awuy, and the benefit which might be conveyed to my own heart and my own charge from what I might witness here.' That, ladies atid gentlemen, is a benefit I so deeply appreciate,' that I would conceive myself more than abundantly recompensed for va^ly greater exertions than any I have made. New Brunswick and Maine lie. side by side. The Church in Xew Brunswick cannot grow in strength, sta* bility,' and piety without communicating to the eastern part of iMaine a - blessed influence. We are largely indebted to the Diocese of Fredericton ^ for the introduction of the Church into that portion of my diocese; and I'. am sure that if you prosper here, we shall feel the benefit of your prosperity, ' and on that account I am exceedingly glad to be here. One more motive prompted me, which ought to have its efl'eot upon every thinking christian. I reflected, as I often do, when sonic public duty draws me from my special path, when asked to preach on this or that subject, for objects here or there, / y )l^ 81 \ with which I have no very direct conucution, that the time will soon come, even if my life is spared, when no man will care for my presence. The days are hastening away for any man like nic to expend his efforts in this work of God. If any one should think, at any time, that any assistance of mine can have any effect, I feel that now is the time, and that it is my duty to be there to render it. The Beport which has been read by my valued friend, the Secretary, has set forth, without any special terras of praise, the labors of the clergy during the past year, which attracted my attention and admiration ; and, I believe, were they more widely known, not only here, but elsewhere, in the United States and in England, they would be found to furnish a stimulus to exertion such as has been thought not likely to proceed from this quarter. The number of stiitions, the distances travelled, the labors undergone, the positive toil thus expended, with the hardships endured — a'l this presents, as I verily believe, such a scene as is presented in no other portion of the Church on this Continent or in Great Britain. It is a peculiar kind of labor, carried on through a long ccld winter, in so many places, at such distances that nobody but he who has tried it cua appreciate it. Consider that the sympathy is often very slight, the response feeble, the services conducted with very little to aid the imagination or kindle the feelings, where the man comes to his work cold, tired, I might almost say, hardly welcome, and goes away with nothing but the conscious- ness that he has done his duty. This is a spectacle, I say, that excites my admiration ; and I am glad to carry iway its influence, and make it tell, if I can, upon those committed to my supervision. But to hasten to the subject. My attention has been called to the special aid giyen by this Society to supply the deficiency occasioned by the with- drawal of the assistance that has been heretofore granted by the Society for the Propagation of "tlie Gospel, and particularly to the effort for rmsing an Endowment Fund. But though this may be done with reference to objects of meie benevolence, charity, kind- ness, and generosity, you cannot pursue the same course when you come to those who are within the sphere of conscience as connected with the claims upon us for the support of the institutions of religion. Then you come to matters in which all have an equal interest, au'l the case is entirely changed. Th^re the inquiry ought to be pushed — is this excuse, you arc not able, ex- actly enough? You, sir, have had some experience Rich as we now have in our Republic. An inquiry is made, and an answer is required, with regard to our income. We must say what ouf income is, and must give to the State what it requires for its great purposies in proportion to what our i ighbors are ^ving. And, therefore, we come to this point. It is a mean and das- tardly thing, utterly contemptible, for any man to withhold from the State that which it requires from his neighbors, "because this compels his neighbors to do that which is his part. So with respect to religion. It is not an act of benevolence or charity to pay a minister who gives his services to you. They may not be able to give much in some of the Parishes ; but in many others you have the ability to contribute more largely. The establishment of a minister in a Parish is a matter that concerns the whole comnmnity. When he is .onoe settled among you, your temporal, nay, your everlasting interests, all, are connected with the presence and work of that clergyman. It is not fair and honorable for men to say that they are not able to do their proportion of . that which must be done in order that he may remain, that is, without ne- cessity to refuse their contributions. It is right and fair that men should pay in proportion to that which is required of their neighbors. It is not possible that they should be able to sustain an edu- cated, inteliigeut, faithful minister among themselves, for tlio simple reason, tliey are scattered, and their resources small. One, however, cannot * onflno bin spiritual necessities to the different communities. Than clergymen must be sustained — and if sustained at all, by funds either from a parochial endow- ment, or which are collected in a missionary way, or, as the Endowment Fund provided, from the conibuied resources of the whole body. My own experience has completely proved tiiis; and if you desire further evidence, you may go through the length and l)readth of our States, and the Provinces, and sec what kind of services they have where there is no efficient body of clergy- men ; sec how precarious every thing is— how one religious body and another is going down under the intluence of such neglect, and you will be satisfied that there needs to be a broad system to supply "lo religious wants of the whole land. The IVishop of Fredoricton has adverted to the mischief of the too great dependence of the minister upon the prejudices and caprices of his people. I am free to say, that in large cities I do not much fear the influence of the laity over the minister, but in little communities. The right feeling of a large body of Christian men, will support and sustain him honorably ; but when we go outside of place.B where there is a great abimdance of wealth, then we come to the difhculty. It is in our small, struggling Parishes, where a man takes offence at his minister, and I am sure he often does not know for what, perhaps he does not like his looks, or wants somebody else. Ho finds no fault with his doctrine, but he does not like him. He, therefore, cuts off his subscription, or stays away from Church, and there ends the matter. This must be so until a certain amount of independence is secured. I would gladly have every where, except in the largest and wealthiest Parishes, some- thing of the nature of an endowment, not sufficient to entirely sustain the clergyman without cny sympathy from his Parish, but euflScient to place him above this miserable annoyance and this exposure of his independOnce to temptation. With regard to the responsibility of raising an Endowment Fun(J, I would observe that time is one of thb" most important elements to be taken into con- sideration. Begin your fund as well as you can, and tiiue will do a marvellous deal towards its progress and increase. Rich men are dying every year. We read of men who have given away large estates to purposes which they knew would do some good ; and it ia not unfrequont, as they go down the vale of years, that they wish an object suggested to them, towards which their wealth unquestionably might be beneficially appropriated when they aro gone. The sum required, large as it may seem, to create an endowment for this diocese, is not really beyond the possibilities and probabilitiea of con- tingencies like those referred to, united with the faithful and combined efforts of the present generation. Wc thick the mere endowment of a single Parish is not so great a difficulty. A Church is often built which costs a third more than is absolutely necessary. If the whole sum be raised, and the Church built with the remaining two-thirds, the interest of the people is increased through the nature of the effort, and the Church in due time becomes beau- tified and improved, and the fund allowed to grow, also places the Parish in a state of comparative ease and independence. But I dwell too much on these matters of detail. Now let me say a few words as to the right use of wealth. "My Christian friends, what is the value of wealth at all? If it had been appointed in God's wondrous providence, that no good could be done with wealth— that it could not contribute directly or indirectly in the slightest degree to the ever- lasting benefit of souls, what would have been our natural oxclamation ? We know wealth is a dangerous thing. We are told how hard it is for a rich man to enter into the kingdom of God, because he is so likely to grasp his riches, and trust in them. Each of U8 would have exclaimed, how gladly would I liavc given one- half, three-fourths, nine-tenths, or all I possessed for my own and the salva- tion of my fellow men, for the spiritual and everlasting benefit of my family and those who come after me. iNow the Lord //a« provided that wealth may contribute to the spiritual and everlasting benefit of men, so provided and promised that they may " lay up in store for themselves a good foundation against the time to come." We know perfectly well that he wlio makes pro- \ vision for the present generation, for the support of religion, does of necessity confer the greatest spiritual benefit upon multitudes to come ; and here is the very thing we have been supposing we should have prayed for with such in- terest. I should like to have this feeling rest upon the minds not only of the rich, but of all, because the same blessing rests upon all ; and they who give according to their ability, be it less or more, have all their part in that im- mense store-bouse of promises comprised in that one blessing of treasure laid up in heaven. May it please Your Excellency, before closing, I wish to draw the attention of the meeting to another point to which it is natural that a citizen, and es- pecially of New England, and most especially of the State of Maine, should be led to draw the attention of Churchmen in a Trovince like this. Your work would seem to consist very largely in keeping what has been placed in your.hands. Here has been an endowment hitherto, and you are now not to suffer it to slip away, but to hold it fast. You Ii.ive a large body of Church- men. His Lord.sbip the Bishop, in spciiking of tiie estimates, treated thirty two, or even forty-two thousand, as a small proportion of the inhabitants. Oh, if / could say that there were thirty or forty thousand Churchmen in my diocese,, with its population of two or three times that of New Brunswick, how should I rejoice for such a record. You have the Churchmen, and you have rather to keep ihem than to increase their number. We in the United States have the work of making Churchmen to begin with. Our labors run in th'at direction, and not unsuccessfully. We have such s\iccoss as constrains ' »^ us t,o glorify God ; for, believing as we do, the cause of the Church to be the cause of flie blessed Saviour, and the salvation of sonls, and knowing the re- sult of not having thC; Church, we think when we lead a man to the Church, . and bring him truly, heartily, and devoutly into its communion, we have con- * ferred upon him the greatest of human und eternal benefits. Why, sir, half the clergy of Maine, and more, during my Episcopate, have been persons not educated as Churchmen. I apprehend half of our Bishops in the United States were not brought up in the Episcopal Church, and I dare say half of tlic whole body of our clergy. Gur work is different from yours. Youn is easier than ours ; if not easier, it ought to have been, and there must be something or other \yanting in the present generation of Churchmen here, or wanting in the Church itself (which God forbid), if you do not le;rve the Church in the Province stronger than you found it, if yon allow it to lose any ground. But 1 have found tliat many who liave been brought up hi the Church, and never dreamed of any other state, but have enjoyed its privileges from their birth, and expect to enjoy them to their dei'th, are the very persons who leafct ap- preciate the necessity of missionary efforts for the Church; that these a* ■ precisely the perso'is who are mosi indifferent to this work, and even Bishop.\ 'N loo, very excellent men, who have gloried in the fact that they and their famiiies, for generations, never knew any thing else, wcr.? the persons who ; looked with coolness upon the whole suliject of making accessions to the ' . • .. Church. I hope the Churchmen of this rroviucc will not be so indifferent to the practical work given them to do. If we believe the Church of which we arc merabcrs to be the Church of God, the best and truest way, we owe it to the praise of tlie religion of the Saviour to make every exertion for the extension of tliat Church, to contri- bute freely and labor diligently for its support, to employ every effort in its cause, and to preserve its unity, harmony and love. We of the Church of England (for it is all one) as members of the great Protestant and Episcopal community, whether of England or America, must, if we would please God, do the work of the Church in our generation, endeavor honestly und strive faithfully that the. blessings which we so deeply appreciate should be given to all around us, and sustained to the utmost extent of our power. For, in doing this we sustain the soundest Christian doctiincs, the true faith once delivered to the saints, the old creeds come down from the Apostles, the simplest and purest belief to be found upon the earth, and we sustain and give in connection with it the noblest form of worship, the holiest words of chris- tian piety employed in public devotion. We give and sustain the regiJar transmission of all the authority belonging to the ministry of Christ. All these we sustain and bestow, when we uphold the Church we love, and which we love, I trust, not merely because we were brought up in it, not because we delighi In its services as a matter of taste, not because, of its beautiful struc- tures or its graceful and refined or oven able and vigorous preachers, but we love it, I trust, because it is the Church and cause of our blessed Redeemer, and because we hope by it to come to His Eternal Kingdom. Let us not be Churchmen of that class who simply desire to maintain things aswe found them, or even as they always h|tve been before us, but of that class who desire to make the moat of these ththgs, who believe the Kingdom of God is like leaven or the mustard seed, like everything which grows and expands, and becomes more and more perfect. Let us go forth not only in faith, but in charity and love for all men, and offer to them, as freely as wc huve received, whatever our Lord has bestowed upon us. We regret that we are obliged to oOiit the speech on the second resolution, by the Rev. Mr. Armstrong, on the power and duty of prayer ; as well as the remarks of the Hon. Mr. Justice Parker on the Endowment Fund and the Presentation difficulty. With i-egard to the latter, he observed that the only thing in the way of a settlement, was the mode by which the people should act. They were all perfectly agreed that no clerjjyman should be inducted into a Church without the voice or consent of the people. Mr. Fairweather (St John) proposed a resolution recording an acknowledg- ment of the munificence of the Hte Stephen Wiggins, Esquire, to the Church, which was carried. W. The following report, which was unintentionally omitted in the Annual Report of 1862, is now given in accordance with a resolution of the Executive Committee, page 28. •REPORT OF THB SUB-COMHITTKR TO THE COVMITTEB 0/ THE DIOCKSAN CHURCH SOCIETV. Whereas nt a Meeting of the Committee appointed at the last Annual Meeting of the Diocesan Church Society, held at Saint John, on the twenty- eighth day of August, 1860, it was resolved as follows, viz. :—'• That all monies which may be collected for the purpose of an Endowment Fund be held by the Diocesan Church Society in trtul, in accordance with a prospectus to be prepared and reported to the Society by this Committee, and that a Sub-Committee be now appointed to prepare such scheme, and report to this Committee at a future day ;" and Mr. Justice Parker, Rev, Dr. Gray, Rev. Frederick Coster, and Messrs. F. A. Wiggins, William Wright, and John M. Robinson, were appointed the members of such Sub-Committee ; They the said members whose names are subscribed hereto, having taken the matter into consideration, have prepared a prospectus or scheme by way of constitu- tion for the Endowment Fund, and contained in the following Rules, which they recommend to the adoption of the Committee, to be reported to the Diocesan Church .Society. Ist. It being resolve|^ that the capital of the Endowment Fund shall be Twenty. Thousand Pounds, Currency; the Fund when raised is not to be re- duced below that sum. 2nd. The Fund is to be held by the Diocesan Church Society, separate and distinct from its other Funds, in trust, to be invested, managed and applied as provided for by these regulations. Srd. The receipt and investment of the monies collected for the Fund, and the management of the Fund, to be by a Committee of five persons, members of the Diocesan Church Society, to be styled 7%« Clergn Endomnent Trust Committee, to be annually elected by the General Committee of the Diocesan Church Society, 4;hree of whom shall be a quoru;n for the transaction of business. 4th. It shall be a general instruction to the Clergy Endowment Trust Com- mittee, 'to invest the Fund in public securities or in securities of a public nature, in preference to mere private securities ; and in case coupons are attached to any of the securities whereby the interest is made payable to bearer, the said Committee shall in order to avoid all risk of the payment of such interest \mnt, made to a person not duly accredited, take measures to have the securities enrolled and the payment of interest limited to an autho- rized person. 5th. Subscriptions for annual payments, as well as for contributions to the capital shall be received ; and the Clergy throughout the Diocese shall be reciuested to make one annual collection in aid of the Fund, in each of the Churches, on such Sunday preceding the first of May as shall be deemed most cor vcnient for that purpose. 6th. After the annual sum to be paid out of the income of the Fund to any incumbent shall have been so fixed, it shall not be withdrawn or reduced during the incumbency of such Clergyman : but it shall be competent, on the death, resignation or removal of any Clergyman, for the General Committee to suspend the making any allowance to Ida aucccsnor out of this Fund until ■ all arrears of salary due to such Clergyman from the Parish shall have been 8uti»ifuctorily paid. 8th. The subscriptions and contributions to the Endowment Fund are to be considered as bearing interest from the time stipulated for payment if then in arrcnr ; and where no time is specified the contributions are to be considered payable in three months, nnd subject to interest thereafter if not then paid. The annual subscription to be deemed payable in like manner for the first year, and for subsequent years at a corresponding period in each year. An- nual subscriptions unless expressed to be in aid of the capital of the Fund, to be considered aa part of the annual income. 9th. The accounts of the Clergy Endowment Trust Committee shall bo made up every year to the first day of May; aiwl an Annual Report Rhall be made by the Committee of their proceeding.^!, with details of th^-ir invest- ments and payments, nnd of expenses incurred, &c., made up to the firnt of May, nnd sent to the Auditors of tlie Diocesan Church Society, who shall re- port on the same to the General Committee ; and the Sub-Committeo shall produce and exhibit to the Auditors the several securities nnd vouchers, and other papers relative to the Fund, and give such information and explanations as may be reqnired by the Auditors. 1 1th. The Clergy Endowment Trust Committee shall deposit in such one of the Banks of the City of Saint John as may be selected, with the approval of the Executive Committee of the Diocesan Church Society, any monies re- ceived by them, until the same shall be invested or paid. And for that pur- pose an account shall be opened with such Bank, in the name of the (Mcrgy Endowment Trust Committee, under the distinct undcrstnn'fling with such Bank, that the cheques to be drawn against such Fund shall be signed bv nt least two members of the Committee. ' The aforegoing is a Copy of the Report adopted by a large majority at a meeting of a number of members of the Committee, held at Saint John, on the 28th uit. The Committee will meet again on the last Tuesday in May next, at 10 o'clock, A. M., at the School House of Trinity Church, in thia City, for the purpose of further considering the Report and determining on the best' mode of bringing it before the Diocesan Church Society. H. W.
