Colonel Wyer, it was Resolved, That a renewed and urgent application be made both to the Lord Bishop of Nova-Scotia, and the Society for the Propagation of the Gosoel, stating the deep anxiety which is still felt by this Society on the subject of Travelling Missionaries, as expressed in the Resolutions moved last year by Mr. End — the sum of £500 in the aggregate having been appropriated to that object. On motion of the Rev. Dr. Jarvis, it was Resolved, That the thanks of the Society be given to the Rev. F. Coster for his Sermon preached yesterday, and that he be requested to furnish the Archdeacon with a copy of it, that the same may be piinted. On motion of the Hon. From an unwillingness to tako up timo which I thought might be more profitably employed, I abstaiuoJ last year from addros- Blng you. But having since felt doubtful of the propriety of Dmitting that customary mode of opening such proceedings as ours, I shall not do so on this occasion, but request your atten- kion for a short time, although what I have to say may not appear |o you very important. The doings of this Society in the past year have not, I fear, been equal to the expectations you had formed. But you will koon bo satisfied that on this account no blame can attach to the peers of the Society, who have done all in their power to carry bromptly and fully into effect all the instructions you had given |hem. To the Secretaries in particular we are indebted for tho [lOBt strenuous and praiseworthy exertions. Tho Books and Tracts imported from tho Society for Promoting Christian Know- edge unfortunately did not ai'rivo till the winter was setting in, kut even at that most unfavourable season, they wore rapidly listributed. The travelling Missionaries whom we are all so [esirous to see employed have not yot been procured ; but those whom that business was entrusted have done their utmost for [s accomplishment. In a new design like ours, some disappointments must Ihvays be expected ; and I do not apprehend that you will con- ider that which we have suffered as being of sufBcient magnitude I damp any one's ardour in tho cause, or to shake his confidence i the benefit to be derived from perseverance in the course wo pve adopted. Nor are we without considerable encouragement the other hand. It speaks of the Church Society in New-Bruns- wick as an auxiliary to themselves, which " they deeply feel the '• importance of encouraging and supporting,^* and promisoa " li- " heral grants of money both for the supjiort of a travelling Mis- " aionary should we be able to engage &nc in the Colony, and for " any of the other excelle?U purposes for which the Church Society " has been instituted." Two years ago I stated that the need of such a Society as this was not less evident then, than it had been at its first foima- lion. I can now say that the events of the past year have rendered the need of such a Society 7nore evident than it then was. The Church in this Archdeaconry has sustained a very serious loss within that period. One of her chief and most va- lued Pastors has been removed from us by a calamity worse than death. I need not tell you that I allude to Dr. Somerville; and I am persuaded that no member of this Society would wish that I should forbear, on such an occasion as the present, from uttering the feelings with which my heart is full, when I think of the most melancholy close of his useful and honourable career —for closed I fear it is, so far at least as we are concerned. On the contrary, I feel that y()u would blame me, were I to let slip such an opportunity as this for commemorating his virtues and his services. His very long residence in this place, occupying all the while situations of high responsibility, must indeed have made his worth well known to most of those who hear me ; and I can fear no contradiction when I affirm that by all those who knewi Lim he was beloved. My own acquaintance with him was of more recent date than that of many among you ; but there vverel circumstances, as you know, that rendered it particularly inti' mate. I was constantly associated with him in the transaction! of business, as well as the intercourse of private life ; and ever did I find in him a constant friend, a prudent and a faithful! counsellor. His eminence as a Scholar and a Divine all of you will acknowledge — the best judges equally with the rest. His inti grity and benevolence were, I believe, equal to his learning] His discourses from the pulpit abounded always with valuabli instruction. Happy expressions were on all occasions at hi: command ; and when he had to speak of matters with regard which he felt strongly — of the College for instance which ci several occasions he came forward to defend — I need not remim you of the powerful eloquence he sometimes displayed. Of the part he took in the formation of this Society, ami his zealous exertions in its support, you all were witnesses ; am you must all agree with me in lamenting the discontinuance those exertions, from so unhappy a cause, as a serious misfortum to it. Our loss, however, is exceeded by that which has been sustained by the neighbouring parish, of which he had the spi- ritual charge. I know not whether there be among us to day any representative of that parish. But, if there be, I am confi- dent he will be ready to testify, that in the execution of his saci'ed charge, ho did for it whatever could be done by a non- resident pastor, cheerfully undergoing labours "ot suited to his years, and often encountering hardships which a much younger man might have shrunk from. Unhappily, his place there is unsupplied ; nor is there at present any candidate for it. This vacancy was in my thought just now, when I said that the events of the past year had still further manifested the necessity of such a Society as this. For such events are always to be expected ; and when va- cancies do occur in country parishes we must always look for similar difficulty and delay in filling them up, while the number of the clergy continues to be too small for the work they have to do, and while theie is such an absence of sufficient inducement to men in Holy Orders to come to us from other parts. Altho' great and successful exertions have been made to induce the Churchmen of England to come forward to our help — yet, such is the demand for Clergymen on the spot, that we are assured none can be found, who are well calculated for this service and willing to engage in it. Let mo then beg your attention for a moment longer to the case of the parish of Douglas. Nearly a year ago I was requested by members of that congregation to exert myself in its behalf. I did what I could — but that was only to report the case. It is easy to conceive what must have been the effect of the long suspension of religious services which has unhappily taken place. Many have probably already joined themselves to other religious bodies; and those who remain stedfast are probably discouraged by their defection from taking those steps which would be the best adapt- ed for obtaining a Clergyman of their own Church — so that when the means of supplying them shall present themselves, they will, it is to be feared, be found unprepared to comply with the rea- I fionable requisition, which will of course be made upon them, for [assistance towards the clergyman's support. And there is nothing I in all this, but what is likely to occur on every similar occasion that may arise. Nor can I conceive of any remedy, except through the vigorous operation of such a Society as this, whose plan, if it were fully carried into effect, seems to be the very thing re- quired in such cases. That plan provides for occasional clerical visits to places destitute of regular religious superintendance. — It proposes to give encouragement to Catechists by whom part of the Clergyman's duty might be regularly done, and possibly the congregation kept together. And it supplies Books by which n church principles may be kopt alive. I would a' vvhat better means could bo adopted for meeting such an e; goncy ; and what better thing the members of the ProvinciaJ Church could possibly undertake, than to support, and render fully efficient tlie Society I now address. Depend upon it, other cases of the same kind will be occurring from time to time, even in places where perhaps they are now the least expected ; and I would most ! earnestly exhort you to labour to keep up and to extend the means of providing for them. If any one can produce a Plan ] better calculated for the purpose I have mentioned, 1 heartily] wish he would bring it forward for your consideration. That the Parochial system of the Church of England is 5 admirably calculated for the maintenance of sound religious prin- ciples, none of us can doubt ; and we must all agree that a greatt thing would bo accomplished, if this Society could acquire the| means of preventing any of our Parishes, after they have beeii| once properly settled, from being again thrown into confusion bjj the death or removal of a clergyman. But to be thoroughly effiT cient for this purpose, we must have at our disposal a sufficientj number of catechists well qualified for the work they would havel to perform ; and that I fear, we never shall have, unless we caul devise the means of training men for the employment — which ail you know is one of the Society's objects, and one that I woulj strongly recommend to your especial patronage. There is also another of the Society's objects which appeani to me to deserve more attention than it has yet received, viz. thl establishment of Divinity Scholarships in the College. We sureljj ought to bethink ourselves of some means of inducing nativel young men to fit themselves for the Ministry, seeing as we M such a difficulty of obtaining a supply elsewhere, and that diflij culty one which is likely to be of some duration. We strove to define with accuracy the several objects to which the efforts of the Society were to be directed ; and wo flattered ourselves there was not one among them to which any Churchman could possibly object. And it was so arranged that, if any one, contrary to expectation, did object to either of them, he might avoid being considered a contributor to that object which he disliked, without infringing the right of others to do as they pleased in the business. The design at leas': of this regu- lation was one of which no man need be ashamed. I myself leflect upon it with pleasure. Nor while endeavouring to form a Constitution that would work easily and efficiently, did we omit to guard against the danger of running into any kind of excess. I cannot but think, after a trial of several years, that we succeeded in both of these respects. If however there be any who think that we need other safeguards — more especially if the Bishop should be of that opinion — I am not, I never was, averse to any reasonable ones being introduced. The principles which ought always to be kepc in view in the formation of voluntary societies have lately been laid down by an eminent writer in one of the United States — a country in which such associations are constantly being formed for purposes of every sort, and multiplied to an injurious excess. He requires — 1. That' the object for which men associate should be capable of so exact and palpable a definition, that it may be always clearly distinguished from every other that might from time to time be amalgamated with it. 2. That the manner in which it is proposed to carry such objects into effect be clearly and accu- rately set forth. 3. That the object itself, and the manner in which it is to be promoted be perfectly and entirely innocent — i. e. such as ure incapable of violating the rights of any human being. I am content to have our Constitution judgevl cf by these strict rules ; and if there be any thing therein which stands con- m u clemned by them, I for one shall be happy to see that particular struck out or amended. Most sincerely do I rejoice that we formed this Society as we did antecedently to that great movement in favour of the Colonial Church, which is now making such happy progress in England ; and that the support it has hitherto met with in the Province is such as to furnish our friends there with an incon- trovertible proof, that the Churchmen of the Province are not indifferent to the success of their endeavours ; but that they love the Church, and are prepared to do their part in supporting and extending it. We have put our hand in earnest to that holy work ; and I trust you all feel with me that in so doing we have given a pledge to our Church and Country, that we carry it on, from which we cannot recede without dishonour. I shall not detain you longer from the business of the day, upon which I humbly implore a blessing from the Most High. fi! Resolved, That Books suitable for Parochial Lending Libra- ries to the value of jE25 sterling be imported from England from the Society for Promoting Christian Knowledge. Resolved, That the residue of the sum set apart at the last General Meeting for providing a supply of Books, be applied, to the printing, in the Province, of Books suitable for Schools. 27 Resolved, That the Secretary and Members of the Execative Committee residing in St. John, be a Committee to carry the three foregoing Resolutions into effect, the Lists being previously submitted to the Archdeacon for his approval.
