Gentlemen : — In compliance with the Rules and Reticulations governing the Victoria Fire Department we have the honor to submit the Second Annual Report showing the number and namef»of Officers and Men in the Fire De})artmeut with their occupations and salaries ; tiie number of fires during the past year ; an inventory of property in the difierent houses, and a few recommenda- tions which should receive the earnest attention of the in- coming Council. The fire record during the past year has been very small. The officers and members have been most assiduous, and are deserving of great praise for their prompt and energetic work. A large number of new buildings have been erected in varioas portions of the city very distant from the engine houses. It is not generally known that no means of reach- ing these sections of the city with fira hose has been pro- vided excepting with hose carts drawn by the men belong- ing to the companies. The engine is drawn by horses and reaches a fire far in advance of the hose carts. The City Council passed a resolution some time ago to purchase a horse and hoae cart. Your Fire Wardens earnestly recom- mend that these necessary adjuncts be purchased as soon as possible. 12 A largo number of buildings were recently erected in the central or business portion of this city, many of them reach- ing three, four, and five storys in height. These buildings jire out of the firemen's reach with the ladders at present in use. The incoming Council should procure an extension truck. The water supply is altogether inadequate, and as a good supply of water is one of the main factors in suppressing fires, your Fire Wardens hope to find this city provided with a good water supply during the present year. Daring the past summer a serious conflagration occurred in the Vimcouver Coal Mine at Nanaimo. At the request of the manager we sent 2000 feet of fire hose to that city. Shortly afterwards the Vancouver Coal Company ordered 2000 feet of new carbolized ftose from Toronto, and replaced the hose furnished by this city with the new hose. The fire alarm system is very defective, causing consider- ab-.e delay and confusion. A proper alarm system is urgently needed. During the past year the Fire Department received 1500 feet of new hose. One thousand feet from Messrs. T. Mclllroy <& Sen, Toronto, and five hundred feet from Messrs. Merryweather & Sons, London. The department is well equipped in this respect, as will be seen by referring to the inventory. To His Worship the Mayor and Municipal Counci'- : Gentlemen — In compliance witli your roqueat I liave to report that during tlic year a Steam Pump, having a pumping capacity of 10,000 gallons per hour, has heen connected to the diytrihuting mains in the City for the purpose of supplying the high levels and I believe that all buildings in that })art of the City are now able to get a hiir supply of water, although the cost of running the pump as compared with tho revenue derived from the same is not so satisfactory. During the summei' montlis tlie cost of running the pump was ^2.00 per month. The revenue derived from the same being only $3'). The cost of pumj) and connecting same have amounted to |i700. There have been 109 new services connected to the mains during the year. These drain should not be ventilated on the streets, but at the adjacent buildings, and also the outlets of the vents should be up to the roof clear of the cornices, chimneys and windows.
