Sec. 3. On the day selected if one club only put in an appear- ance, it shall be entitled to claim a victory by default. If at the time of the reception of the challenge a club has on hand any other regular challenge undisposed of, the time for its acceptance shall be extended within a period not exceeding six weeks ; aiid should it have more than one regular challenge undisposed of, then within a period not exceeding an additional three we?ks for every such challenge. Challenges shall not lapse with the end of the season, but shall continue in force until played off. No competitor shall cross the track of another competitor to take it, until he shall be six feet in advance of that com- petitor. In races round a course, a competitor must pass on the outside, but if a competitor in advance deliberately draws out of his track and leaves his successor room to pass him on the inside, that successor may do so. ARTICLE VI. — OF Disqualifications. The judges may disqualify a competitor for persistent false starts, for disobedience to their orders, or to those of the starter, or for deliberately jostling or impeding any other competitor. Competitors may dismount during a race at their pleasure, and may run with their bicycles if they wish to, but they must keep to the extreme tmtside of the path whenever dismounted. In H race withont hands, the start shall be made as usual. Ten seconds from the time of starting, the starter shall ring his bell, and this shall be the signal for the riders to take their hands off. The competitors must then ride with tlie arms folded, or the hands and arms otherwise kept quite off t)ie machine. Any competit(3r touching any part of his machine with his hands or arms shall be out of the race. • 26. In slow race, a straightaway course not less than three nor more than five feet in width should be marked out for each competitor. Any competitor who rides outside of these lines — to be judged by the centre of the driving wheel — or who comes to a stand-still, or who is dismounted 9r who fails to sttirt at the signal, shall be out of the race. 27. In a lap race, the position of each rider must be taken at tht! finish of ev: .7 lap. The contestants in a run-jind-ride race shall be started on foot in the usual manner, and umpires shall be stjitioned on the track at the mounting and dismounting stations, who shall take account of the fairness of mounting and dismount- ing. A ScKiMMAOK takes place when the holder of the ball, being in the field of play, puts it dcr.n on the ground in front of him, and all who have closed round on their res- pective sides endeavour to push their opponents back, and drive the l>all with their feet in the direction of the opposite goal line. (See Law 51.) A scrimmage ceases to be a scrim- mage when the ball is in touch or goal. Passing back through the scrimmage shall not be allowed, but shall count as an of-skle play. - • v 15. A player may take up the liall whenever it is rolling or bounding, except in a scrimmage. ' . * 16. It is not lawful to take up the V)all when (/far/ (See Law 7) (except in order to bring it out after it has been touched down in touch or in goal) for any purpose whatever; whenever the ball shall have been so unlawfully taken up it shall at once be brought back to where it was so taken up and there put down. , - 17. In a scrimmage it is not lawful to t^>uch the Itall with the hand under anv circumstances whatever. — 120 — 18. It is lawful for any player who has the ball to run with it, and if he does so it is called a run. If a player runs with the ball until he gets behind his opponents' goal line and there touches it down, it is called a run in. 19. It is lawful to run in anywhere across the goal line. 20. The goal line is in goal, and the touch line is in touch. 21. In the event af any player holding or running with the ball, being tackled, and the ball fairly heldy he must at once cry dovm, and immediately put it down. The ball is fairly held., (1) when the holder cries down, (2) when it is not moving, (3) when more than two hands of the opposite side are on the ball. In any of these cases the ball shall be at once scrimmaged at the place where it was so held. 22. If when a player is holding or running with the ball, the ball is held inside his opponents' goal line before he touches it down, he shall score a try ; if inside his own goal line it shall count a safety touch. A goal cannot be kicktjd from a try so scored, and the liall shall be returned into play, as provided by law 42. 23. Touch in Goal. Immediately the ball, whether in the hands of a player or not, goes into touch in goal, it is at once dead and out of the game, and must be brought out as pro- vided by laws 41 and 42. 24. Every player is on side, but is put of side if he enters a scrimmage from his opponents' side, or being in a scrimmage gets in front of the ball ; or when the ball has been kickwi, touched, or is being run with by any of his own side behind him, t. e., between himself and his own goal line. If the ball goen into touch, a player on the aide other than that whose player last touduHl it in the field of play must bring it to the spot where it crossed the touch line ; or if a player, when rur m^ with the ball cross or j>ut any part of either foot across the touch line, he m st return with the ball to the spot where tlie line was so crossed, and thence return it into the field of play in one of the me kicked off (1) at the commencement of the game, (2) after a goal has been obtained, (:i) after change of gualH at hali' time. 38. The winner of the to8H shall have the option of the choice of goals, or the kick off. 40. Whenev(!r a goal shall have been obtained, the side which hjis lost the goal shall then kick off. When goals have been changed at half time, the side which did not kick off at the commencement of the game shall then kick off. 41. Kkjk out is a drofj-kicic by one of the players of the side which has luui to toucli the ball down in their own goal or into whose touch in goal the ball has gone, (Law 23) and is the mode of bringing the ball again into play, and cannot count as a goal. , , 42. Kick out must V)e a drop-kick, and from not more than twentij-fiv yardH outside the kicker s goal line; if the ball when kicked out pitch in toucli, the captain of the opposite side may claim to have it kicked out again. A phkver may touch the hall down in his own goal at any time. 4(). A side having touched the bull down in their opponents' goal, shall trjf at goal in the following manner.
