 Ui'i.K 3hi).— The care and maintenanci' of the Corridors, Pcssages, Vestibules., 
 Staircases, oniside (hiors, &.c., common to she several Departments, and the expenses f^ 
 resulting therefrom, are entrusted to the Provisional Superintendent. i 
 
 Rule Ith.— The expenses connected with the service entrusted to the Provisional 
 Supciiiit.iideul are to be defrayed out of the general contingencies, the Sui)erintendent 
 keeping regular and separate books of such expenditure. 
 
 Rui,K 5th.— The administration and accounts of the Superinlendent are subject to 
 examination by the Hoard of Deputy Heads and the details of both may be regulated 
 from time to time by rules adopted by the said Board. 
 
 Rule (jth. — The keeping ol the outsid.' Doors of the Deparlmenta! Buildings is 
 devolved on such resident DepmlmeniMl Building Keepers or .Janitors as may be 
 ap|)ointed for each Building, under the direction of the Provisional Superintendent. 
 
 RuLK 7th. — The admittance into the Buildings of mere visitors is prohibited, 
 unless permitted specifically by verbal, written or printed permit of Ministers, Deputy 
 Heads, or of the Provisional Superintendent. 
 
 Hulk 8th.— The admittance at nigh' or on Sundays of all others than Ministers or 
 Deputy Heads is prohibited c.xcep' on special orders from Ministers or Deputy Heads 
 lo allow employes in their re.spective Departments to have access to their office at such 
 exceptional tim'cs. 
 
 Rule 9th.— It is the duly of such resident Building Keepers as may be appointed 
 imder the control of th(^ Provisional SuperiuK^ndenl, to prevent strangers, luivin" no 
 business to transact, from w mdering about the Buildings and intruding in the different 
 rooms where the officers and employes are at their work. 
 
 RuLK 10th. — It is :ilso the duty of the resident Building Keepers to prevent 
 smoking and to see ihal dogs and other nuisances are kept out of Ihe Corridors of the 
 Buildings. 
 
 IIUI.KS FOl! AUDITORS CONTINGENT A(JCOUNTS. 
 
 (1.)— Sucl. petty expenses as cannot conveniently be paid by a special order 
 oti the Clerk of Contiugencies may be paid by each Department, and the Clerk '' 
 Contingencies may advance money for this purpo.se from lime lo time to the Deputv 
 Head, or such person as he may appoint. 
 
 (2.)— The accounts of such petty expenses shall be rendered monthly liy the Deputy 
 Head to the Clerk of Conlingeiieies, accompanied by receipts whcne- e expenditure 
 
 is of a character to admit of such vouchers. 
 
 (3.)— When labor is charged for, the names of the persons employed should be 
 given, supported by a voucher in the nature of a pay-list whenever there may have been 
 more than one person employed during the month.

 (5.)~If the certificate ol ili^' l)c|mly Head injplies that the article, ,',ave been fur- 
 nished, but that he does not certify to the correctness of ihe price charged, it shall be 
 the duty of the Clerk of Contingencies to ascertain the cornet |)rice before paViiig the 
 account. 
 
 (C.) — When an account is presented for payuieiit, if tin; Clerk ol Contingencies 
 perceives any material departure from the rules laid down, any inaccuracy of calcu- 
 lation or doubtful .rems, it shall be his duty before paying the same to call the aileiuion 
 of the I)e|)Uty Head from whom the accomit was received to the matter; but if the 
 Deputy Head is satisfied of the correctness of the charge, Ihe Clerk of Contingencies 
 shall pay tlit! accomit on liis certificate, but may append to the item his remarks, when 
 the account is sent in for audit. If the Auditor is not satisfied with any items in such 
 account, he may submit the matter to the Board of Deputy Heads, 
 
 (7.) The Clerk of Contingencies shall kec|) the contingent accounts of each Depart- 
 ment separately, and shall not pay any money for any Department in excess of the 
 amount assigned to such Department by Or^er in Council.
