 UNION OF SAINT JOHN AND PORTLAND. 
 
 To the Common Council of the City of Saint John, and the City 
 Council of the City of Portland: 
 
 The Commissioners appointed under the Act of Assembly 51 
 Victoria, Chapter 52 — intituled ** An Act to provide for a Com- 
 mission to enquire and report with a view to the union of the Cities 
 of Saint John and of Portland, in the City and County of Saint 
 John," respectfully report: 
 
 That they have considered the suggestions made by the respec- 
 tive Councils, under Section 5 of the above recited Act, for amend- 
 ments to the Scheme prepared by them, and they now submit their 
 supplementary and final report. 
 
 Clause 2 — Ward divisions. The Ward divisions were carefully 
 considered by your Commissioners, who would respectfully direct 
 your attention to pages 37 and 38 in the printed copies of their 
 Report. 
 
 Your Commissioners were aware of the fact that the Wards 
 were not equal to each other, either in population or value of real 
 estate, but as the Saint John (east) Wards averaged about the same 
 population as four Wards in Portland in the year 1881, and as a 
 wide difference of opinion existed as to the present population of 
 the two Cities, your Commissioners deemed it wiser not to disturb 
 present boundaries, but to leave it for the new City to make such 
 changes, after the census of 1891, as the facts disclosed would 
 warrant. 
 
 Your Commissioners have added a clause to the scheme to 
 effect that purpose.

 Clause 10. Your Commissioners are aware of the existing 
 differences of opinion ralative to the appointment of civic officials. 
 In their judgment the administration of justice will be best served 
 by leaving the appointment of the Police Magistrate and the Chief 
 of Police in the hands of the executive. 
 
 Clause 14 — Departments. It was not " e intention of your 
 Commissioners to provide for the appointment of a salaried Chair- 
 man, whoEe powers should be equal to that of the members of the 
 Board, but rather of an officer to whom would be entrusted the 
 duty of superintending the departments in carrying out the instruc- 
 tions of its members or the Council. The Section has been 
 amended in that particular: 
 
 Your Commissioners hare accepted the suggest? ^ii to reduce 
 the number of departments to three. 
 
 Clause 20 — Assessors. Your Commissioners have no doubt 
 that the new Council will wisely select its Assessors, and, therefore, 
 do not deepi it necessary to make special provision in the Scheme 
 for Union. 
 
 Clause 23 — Road to Indiantown. Your Commissioners deem 
 it important that the work of paving the thoroughfare to Indian- 
 town should be completed at an early date, and, therefore, respect- 
 fully decline to amend that Section of their Beport. 
 
 Clause 24 — Carleton improvements. Believing that no un- 
 necessary time should be lost in putting the Streets and Sewers of 
 Carleton in good condition, and believing that the several reasons 
 set forth in their Report are a sufficient justification, your Commis- 
 sioners have decided not to alter the Section. 
 
 Portland Market. Your Commissioners have considered the 
 suggestion of the Portland City Council in reference to a Market 
 House. The Market law differs in the two Cities. Country 
 produce may be sold anywhere in Portland, but the sale is restricted 
 in St. John. To meet the possible difficulties which may arise, 
 your Commissioners have added a clause to their Scheme. 
 
 Bridging the Harbor. Your Commissioners have fully ex- 
 pressed their views in their Report, and regret, that owing to the 
 want of important information, they cannot make the construction 
 of a bridge a part of their Scheme. They have, however, thought

 proper to add a clause with a view of securing such information as 
 they trust will lead to an early construction of this important 
 connection between the two sections of the City. 
 
 Your Commissioners have this day filed in the office of the 
 Common Clerk of the City of Saint John, and in the office of the 
 City Clerk of the City of Portland, as required by Section 6 of the 
 before recited Act their completed Scheme, and have fixed Tuesday, 
 the 19th day of March, instant, as the day on which the vote shall 
 be taken in the respective Cities.

 COMPLETED SCHEME. 
 
 The Cities of St. John and of Portland to be united under the 
 name of the City of Saint John, and all assets and liabilities 
 merged. 
 
 The City to be divided into thirteen (13) Wards. The six (6) 
 Wards on the eastern side of the harbor of St. John and the five 
 (5) Wards in the City of Portland to remain as at present. 
 Carleton, on the western side of the harbor of St. John, to be 
 divided into two (2) Wards, as originally defined in the charter of 
 the City of St. John. As soon as possible, after the results of the 
 census of 1891 are known, the Council of the new City shall recon- 
 struct the Wards of the City on such a basis as to them may appear 
 to be equitable. 
 
 The Wards to be designated by numbers instead of names. 
 
 The administration of the fiscal, prudential and municipal 
 affairs, and the whole government of the City, to be vested in the 
 Council, which shall be composed of one principal officer who shall 
 be called the Mayor, and two aldermen elected for each Ward. 
 
 The Mayor and aldermen to be elected annually.

 The qualification for Mayor and aldermen, and the civic 
 franchise, shall be the same as now existing in the City of St. 
 John. 
 
 There shall be one Police Magistrate to preside over the Police 
 Oourt of the City, who, in addition to his duties as such Magistrate, 
 shall preside over the Civil Court of the City of St, John. 
 
 There shall be one Chief of Police. 
 
 There shall be one Common Clerk, one Recorder and one 
 Chamberlain, and such other officers as the Council shall find 
 necessary to carry on the business and affairs of the City. 
 
 The Police Magistrate and the Chief of Police shall be appointed 
 by the Governor-in-Council. 
 
 All other oflBcers and employees shall be appointed by the 
 Council. 
 
 There shall be a Police Court and a Civil Court. 
 
 The Civil Court shall have the same jurisdiction as is now 
 given to the City Court of the City of St. John, by Chapter 53 of 
 the Consolidated Statutes. It shall be presided over by the Police 
 Magistrate as hereinbefore mentioned, instead of by one alderman 
 and the Common Clerk as provided by law. 
 
 There shall be a ** Treasury Department," a ** Department of 
 Public Works," and a " Department of Public Safety," -each of 
 which departments sha!l consist of a board of not less than five or 
 more than thirteen members of the Council, to be presided over by one 
 of their number. A chief officer who shall devote his whole time ex- 
 clusively to the business of the City shall be appointed for each 
 department by the Council. 
 
 The Chamberlain of the City shall be the chief officer of the 
 Treasury Department. All taxes and other rates and all moneys 
 from whatever source on account of the revenies of the City shall 
 be paid into the department and disbursed by order of Council. 
 
 The Department of Public Works shall have control over 
 Streets, Sewerage, Water, Light and Harbors, and such other 
 services as may be determined by the Council. 
 
 The Department of Public Safety shall have control over the 
 Police, Fire Department (including Salvage Corps), the Market 
 and Health. 
 
ON UNION OF SAINT JOHN AND POBTLAND. 
 
 The Council shall appoint such standing committees as may 
 be necessary for the management of other civic matters. i ■;■ 
 
 There shall be a Board of Assessors of Taxes, consisting of not 
 less than three persons not being members of the Oouncil, one of 
 whom shall be Chairman, and shall, as well as the Chief Clerk to 
 the Board, hold office during the will and pleasure of the Council; 
 the other members of the Board shall be appointed annually. The 
 Board of Assessors of Taxes shall levy and assess all City rates and 
 taxes and such other assessments as the law directs. 
 
 The salaries and wages of all civic officers and employees shall 
 be fixed from time to time by the Council. 
 
 The real and personal estate in that portion of the present City 
 of Portland, known as the " Fifth Ward," and also income earned in 
 that Ward only, shall be rated on one-half of its assessed value (it 
 being principally an agricultural district and not receiving much 
 benefit from the Fire, Police, Light, Water and Sewerage services). 
 Income earned in any other portion of the City t" be assessed full 
 rates. The Council to have the right, however, to order the Board of 
 Assessors to assess from time to time any portion or portions of the 
 Ward, whenever the benefits of those services are extended to such 
 portion or portions. 
 
 The sum of sixty thousand dollars ($60,000.00) to be expended 
 for the purpose of grading and paving the thoroughfare from the 
 Market Square ^o Indiantown, the work to be commenced within 
 one year and completed within three years from the going into force 
 of the Act of Union. 
 
 The sum of sixty thousand dollars ($60,000.00) to be expended 
 on that part of the present City of St. John lying on the western side 
 of the harbor (called Carleton) for streets and sewerage purposes. 
 The surveys for such works to commence within one year from the 
 going into force of the act of union. Twenty thousand dollars ($20,- 
 000) of the above mentioned sum to be expended within three years, 
 and the balance, forty thousand dollars ($40,000) within five years 
 from the going into force of the said act. 
 
 For the purposes of the foregoing expenditures, debentures to 
 the amount of one hundred and twenty thousand dollars ($130,000) 
 bearing interest at a rate not exceeding four per cent., shall be 
 issued by the city from time to time as required.

 ( ' That anthority be given by the act of union to the council, to 
 issue debentures for the redemption of bonds already issued by the 
 two cities, as they fall due, at a rate of interest not greater than 
 they now bear. 
 
 That auth'rity be also given by the act of union foi the Oity to 
 issue debentures from time to time in their discretion as occasion 
 may arise for City works and other improvements, provided always 
 that thirty days' notice of motion to issue such debentures be first 
 given, and also that the consent by vote of at least two-thirds of 
 the members of the whole council be first had and obtained. 
 
 That in case the council of the new City should decide to 
 adopt the market regulations now in force in St. John, as to the 
 necessity for all country produce to be brought into the market and 
 pay tolls, it shall be the duty of the council to provide ample ac- 
 commodation for market purposes in that portion of the new city

 With a view to the early completion of a roadway con- 
 necting tHe two sides of the harbor it shall be th.e duty of the 
 mayor of the new City as soon as possible after the organiz- 
 ation of the council to appoint a special committee from the council 
 to inquire and report upon the best and mots', convenient site for a 
 bridge, to obtain plans and estimates of the cost of construction as 
 well as of all lands and properties necessary to be taken for site or 
 approaches. The committee to have full power to employ compe- 
 tent engineers to make necessary surveys, and to incur all expenses
