VL Or THi OnrrBAL Boabd There ahall be a Central Board for the management of the general boai- aeaa of the Society, conaiatiug of the Preaident, the Vice-Preaidenta, and other Offlcera of the Society, all Clergymen licenaed within the DIoceae, and the Wardena of everv Church or Chapel of the United Ohurch of Ensland and Ireland within the aame, being Membera of the CorporaUon, anof of auch othera aa ahall be ohoaen annually at the general meeting of the Society from among the Membera of the dorporation. The Central Board ahall meet eight timea a year : via. On the Tharaday next after the Annual Meeting ; the aecond Thuraday in February and March ; the aecond Wedneaday after Eaater and Aacenaion Day ; tha aecond Wedneaday in September and November; and the laat Wedneaday in December, except when that day ahall be Chrtatmaa-Day, in which caae the meeting ahall be held upon the preceding day. At tnia laat meeting the diacuauon of the Annual Report ahall be the firat order of the day. Special meetinga may be called by the Preaident, or in hie abaencefrom the Dioceae, or in the event of a vacancy in the See, by two of the Viee* Preeidenta, and four Membera of the Board ; and not leaa than aeven Membera preaent at any meeting ahall form a quorum. The Annual MMtlng of the Church Society of the Diocese ef Quebec^ being its Sixteenth Annirersary, was held on the evening of Wednesday, January 18th, 1868, in the Lecture Hall, Anne Street, at 7 o'clock. In their Report, presented to the Society last year, the Central Board referred to the impoi*tance of making provision for an extension of the Missionary operationi of the Society, as an ohject standing prominently forth, occupying indeed the foremost place, among those for which it was originally incorporated. Influenced by the same convictions, they have during the past year devoted much consideration to the subject. And it is with deep regret that they are compelled to acknow- ledge that they hav9 as yet, from various causes, been enabled to efiect but little towards the accomplishment of an end at once so desirable and important. With a view to alleviate the pressure, which must necessarily follow the withdrawal of assistance by the S. P. G., and which would be felt more heavily, per- haps, by the Diocese of Quebec than by any other, your Board have forwarded a memorial to the Venera- ble Society upon the subject, setting forth the true condition and resources of the Church in this Diocese, and respectfully soliciting its sanction to the establish- ment of a commutation of her present claims upon the Society, on a basis similar to that adopted by the Pro- vincial Government in the case of the Clergy Reserves : an arrangement which, if acceded to, would have the eflect of securing in permanence to the Church at least a moiety of her present income. To four Missions, viz : Pointe Levi, Frampton, New Ireland, and Stoneham, which, having fallen under the operation of the Society's Rule, have experienced dif- ferent rates of reduction in respect of income, your Board have made temporary grants, equivalent to the existing deficiencies : in order that the Clergymen so 14 J circumstanced might not be involved in difflculties hy the sudden withdrawal of a considerable portion of their salaries; and in the hope that their respective congregations, understanding even af the eleventh hour the necessity of greater and more sustained exertions on their parts, might be led to render a more efficient sup- port to the Church, which thej profess to venerate and love, than hitherto they have been found to do. In this hope, your Board state, with deep regret, that they have been disappointed. Their liberality has not been met in a kindred spirit by the people. Their earnest appeals have failed to elicit any sufficiently encouraging response. The great difficulty — ^however painful it may be, and even humiliating, to place such a statement upon re- cord — ^the great difficulty which your Board have to contend with, not merely in the instances referred to, but throughout the Diocese at large, is the lukewarm- ness and indifference of the people themselves. They are willing enough, nay, apparently most desirous to have Clergymen resident amongst them, and to have Churches built, and Schools establidied : but they are not, as a body, found equally willing to assist in the accomplishment of such objects, either out of their abundance, or, like the Churches of Macedonia, out of " their deep poverty." An idea has been entertained by some, (which your Board consider it fight to submit to you), that many of the difficulties which they have to contend with, might be met by the employment of a Travelling Agent, whose time could be devoted wholly to the ad- vancement of the various objects of the Sodety : whose duty it should be to visit the several Missions periodi- cally ; to ascertain, as far as practicable, their resources ; to organize local Associations ; and, submitting to tiM people a plain unvarnished statement of the actual condition of the Church in this Diocese, the depend- ence of her very existence, humanly speaking, upon the zealous and sustained exertions of her children, to urge upon them, in God's name, the duty of placing in a poution at least above that of actual privation and want, those who ** minister to them in holy things," of furthering the cause of Education, as the handmaid of Beligion, and of building up and maintaining the houses of God in the land. Amidst the coldness and indifference on the part of many, which your Board have referred to, in language strong perhaps, but, in their estimation, amply justified by circumstances, it is cheering to have it in their power to report the following instances of timely liberality on the part of members of the Church. And they would add their humble and earnest prayer that many others, influenced by such examples, may. be led to minister thus to her necessities— -that, their devout affections being stirred up, they may by the Spirit of ' the Lord be moved to " go and do likewise." Mr. Pozer, Seigneur of Aubert Galleon, County of Beauce, has lately made a free gift of 120 Acres of land ; for the purpose of constituting a Glebe for the Clergyman, and of affording a site for a Church, and a Burial-ground. hi The Rev. S. S. Wood, Reotor of Three Rivon, hae addressed a letter to the Bishop of the Diocese, dated September Srd, 1867, from which the following is an extract: — "Having purchased a Farm, I have deter- *' mined, if it please Qod to allow me so to do, to devote " a full tenth, or 18 aores, of cleared land to His service, " and in aid of the endowment and establishment of " the Church and Parish in Upper Durham." Although, perhaps, a matter not strictly o^nming un- der the cognizance of your Board, yet as being one of importance in itself, and of interest to the Diocese, they beg leave to express the sentiments of satisfaction which they entertain, at being enabled to state that a Clergyman, the Rev. W. L. Thompson, has recently been sent from England, under the auspices of the <* Colonial Church and School Society ;*' a Society which has already rendered much valuable assistance to the cause of Education in this Diocese : and that that gentleman has been licensed to the charge of Stanstoad, a station of much importance, and which has long been unavoidably left destitute of the regular ministrations of the Church. Ross, of Riviere du Loup, proceeded by direction of the Lord Bishop, on a Missionary visit to the Saguenay and Chi- coutimi Districts. At Qrande Bale, which he reached on the morning of the 10th, he remained as the guest of Mr. Blair for six days: during which period he held four public Services, and visited the various families in the neigh- bourhood, catechizing the junior members of the little flock, and distributing approved religious publications. The largest congregation that Mr Ross was privileged to address here consisted of twenty persons : with reference to which he remarks, that the number of Protestants at Grande Baie has diminished by five, in ieonsequence of removal to other localities, sinoe his visit to the Settlement last year. On the 16th, Mr. Ross proceeded to Riviere da Mou- lin, fifteen miles higher np the Saguenay ; where, as usuaU he was hospitably received by David Price, Esq., M.P.P. Here he employed himself in visiting the various Protestant families, French and English, in the vicinity, distributing Tracts, &c., as opportunity of- fered. On the 18th, he visited CLicoutimi and Gladfield Fam. Having passed the night at the place last men- tioned, he proceeded next morning, at an early hour, by boat three miles farther up the Saguenay, to Terre- rompue, the residence of Mr. McLeod, the oldest Pro- testant settler in the District. On the 26th, Mr. Ross sailed from Rivi6re da Monlic, and on the evening of the same day arrived at Rivi6re du Loup, having omitted touching at L'Anse-a-rEau, as the only Protestants resident there were then absent. There are not at present any Protestants in residence at Rividre aux Canards ; and only one at Petit Saguenay, whom Mr. Ross had seen some time previously at Rividre uu Loup. " In conclusion,*' the Sessionary writes, " the Pro- " testants in the Saguenay and Chicoutimi Districts are " so few and far between, that there seems to be but " little probability, at present, of their being able to " build a place of worship^ or to have a resident Cler- ** gyman. However, it is gratifying to find that they '* are in general very attentive to the ministrations of '* any Protestant Clergyman who may visit them* " May the incorruptible seed of the Word of God; " DOW sown, sink deep in all our hearts, and bring forth " fruit an hundred>fold, to the praise and glory of God, " our Creator, and Sanctifier, and Redeemer!" HEREFORD. During the Spring and Summer several visits hi^ve been paid, by direction of the Lord Bishop, to Here- ford and some of the parts adjacent, by the Rev. H. G. Burrage, of Hatley, acting as Travelling Missionary of the Society. Hereford lies upon the frontier, and is distant from Hatley about 35 miles. From the journal kept by Mr. Burrage the following extracts aire presented : — " Sunday, March 99th. — ^Performed Service in the " School-House. Found a congregation assembled, from 40 to 50 persons^ After service I was requested (( so <( ** by manj to repeat my viiitn. It was very ploaiing to " see the strong desiro manifested by the people to " obtain the ministrations of the Charch among them. *' On this occasion, and on my former visit, the con- " gregation was very attentive during the whole of the *' service, and showed much willingness to conform in " every respect to our mode of worship. Evidently " they feci the want of religious instruction very " keenly : being, as they themselves remarked, sheep '* without a shepHnrd. The Travelling Missionaries of *' the Church seem to have made a favorable impression upon the minds of the people. I believe this to be *' the reason why they preferred to make an effort to '* obtain the services of a Church of England Minis- " ter before looking elsewhere." Under the date of Sunday, July 26th, Mr. Burrage thus writes :— *' Started in good time for Hall's Stream, distant " about eight miles from Hereford. On my arrival *' found a large number of persons within the School- " house : probably 80 individuals. There were a few " who made the responses, and the Psalms were very " well sung. After dinner, retraced our steps, and «• reached the School-house, near Mr. Workman's, in *• good time. At the appointed hour there was a very *' large congregation, more than could conveniently find *< room within the building : fully one hundred persons '^ were present. After the 2nd Lesson, I baptized three " children, brought in from the State of Vermont for " that purpose. The Township of Hereford borders " immediately on Vermont, in the United States ; and " the School-house, in which I held service, was scarcely " a mile from the Province Line. With reference to the Mission at River David, the Secretary has reeeived the following communication from Rev. J. DeMouilpied, employed by the Society to perform occasional Sunday Services at that Station : " I have performed Divine Service there once a month, ** since my appointment at Sorel in June last. The " distance from Sorel is 18 miles ; and had it not been " for that distance, I should have had much pleasure in ** attending there more frequently. The service ia held " in Mrs. Wnrtele's house, where the few surrounding '* Protestant families meet me regularly every first ** Sunday in the month. <* My knowledge of French has given me several opportunities, without travelling out of my way, of ** addressing many Roman Catholics in their own lan- " guage. On one occasion, at a funeral, the child of a " Canadian mother was attended to the cemetery by " about sixty Canadians, who seemed to be surprised, " and well pleased, at hearing me read iu their own " tongue, the beautiful Burial Service of our Church. " On another occasion, I officiated at a marriage, the " bride bein^ a Roman Catholic, and a large number of " French Canadians were present. At the particular " request of the friends, I performed the Service in «< French, much to their subsequently expressed satis- " faction. In this way I trust that, openings being it St «t *i " aflbrded by Divine Providence, my knowledge of the French language may be turned to profitable account, and the Scriptural services of our Apostolic Church " become well and favourably known to the surround- " ing French Boman Catholic population." DANVILLE, &0. This field of labour, occupied last year by the Rev. Mr. Lloyd, under the auspices Oi" the Church Society, has been transferred to the charge of another Clergy- man, whose salary is provided for from a different source. In consequence of this circumstance, your Board may perhaps be considered as stepping somewhat beyond their proper province, in making any reference to this particular locality. Yet, as considerable prominence was given in last Keport to the subject of Missionary labour in Danville and its neighbourhood, they are unwilling to omit all mention of a district, which they are dispotited, for various reasons, to look upon as one of much importance, and oi' very encouraging promise. Upon this subject, then, your Board beg leave to report that, in the Autumn of 1856, the Rev, A. Balfour, Missionary at Kingsey, was directed by the Lord Bishop to transfer his pastoral attention from Upper Durham, (now in charge of Rev. S. S. Wood) to the village of Danville, and the parts adjacent. Besides Kingsey and Danville, which are about 14 miles apart, and which were served every Sunday, Mr. Balfour had services also in tjbe Sproul Settlement, Warwick, Tin wick, and occasionally at a station in the rear of Shiptoa.-"** These duties," the Missionary states, •* commonly occupied five days,. The Sproul Settlement, (sometimes called " Cassi- dy's") is distant from Kingsey about nine miles. " This Settlement," the Missionary observes, ** has always " received more or less attention from the Mission of *' Kingsey; and most of the rising generation have ** been baptized by our Ministers. Still there exists " here but little spnpathy with the Church. ♦♦ The Missionary of Kingsey had here regular services ** for some time, on alternate Sundays, in the afternoon. " But, judging from the genius of the people that " nothing permanent could be effected here, he trans- " ferred his Sunday Services to the village of Danville : " but has not entirely abandoned the post, as he has <* found the people generally willing at least to hear " him." Danville is a rapidly increasing village, near the Rail- road Station, about 14 miles from Kingsey. The inha- bitants of it, and of the neighbourhood, are chiefly Americans, belonging to the Congregational denomina- tion. There are also.several individuals of the Methodist persuasion, and some Roman Catholics. The Adventists also have here a Chapel, where regular Sabbath service! are held. In the village itself there are resident but few members of the Church of England ; but many scattered families of our communion dwell within a distance of five miles around. " . X first," Mr. Balfour writes, " our congregations were small, and our pros- " pects discouraging. Be/pnning with only six, our " congregation has, however, extended to over seventy. " It has assumed a sort of steadiness ; and, as a general " rule, in favorable weather numbers about fifty fami- " liar countenances. " A pleasing instance of this people's humanity and •• liberality was shown to the Missionary, by their •• sympathizing with him in his journeying on horse- " back, while the Thermometer ranged 90 ® , and their " consequent eflforts to ease - his labour by purchasing " for him a waggon at a cost of JGIO." Of Tinwick Station, which is about nine miles from Danville, and twenty-three from Kingsey, Mr. Balfour says : — " This is a most interesting little community of " Protestants, and well attached Church people. Did " space permit, the Missionary could plead earnestly, " if not eloquently, for these neglected members of our " household. He does for them what he can, at the " expense of much exposure and toil." As illustrative of the spirit actuating the inhabitants of Tinwick generally, he relates that on one occa- sion, having met with unex^^ected cause of delay, he did not reach the settlement till after darkness had set in : " He called at the first house in the Settlement, ** the inmates not yet having retired to rest ; and " informed them that it was his intention to have " prayers at the School-house, at 7 o'clock on the fol- *' lowing morning ; requesting them to do what they '* could to make it known. He rode on a few miles " further to the house of Mr. Ewing. All the lights in *■* the Settlement were now extinguished. Soon, how- ** ever, this hospitable family were all up again, minis- " tering to his wants : and, having assigned to him the " best bed in the house, all was soon quiet again. It was his intention to have repeated his visits in the course of the ensuing summer : but, from a combination of various circumstances, he was unable to carry his de- sign into effect; and felt reluctantly compelled to defer its execution until the return of winter. Mr. Balfour directs especial attention to this wide field of labour, in which he has been employed ; which he represents as calling for the immediate exertions of the friends of the Church. With reference to the Settlement in the Township of Shipton, he thus writes : " This Settlement, (or rather, '* two : lying contiguous, without any communication *' by road) is about six miles from the Parsonage, and '* has received the occasional attentioo^of the Mission- ** ary at Kingsey. There are several families belonging " to the Church here ; and sometimes the School-house " presents a large and attentive congregation.'* Mr. Balfour's concluding observations are these : — ** The Missionary has presented this detailed Report of " his Mission, hoping that it may excite the exertions ** of the Church Society in this direction: and that a *' work, in which he is 'zealously affected,' but physically " unable to bear, may be adequately provided for as " soon as possible." The Rev. M. M. Fothergill, of St. Augustine's College, Canterbury, recently ordained at Lennoxville, has been appointed by the Lord Bishop as Travelling Missionary : and for the present winter has had his sphere of labor assigned him in the Eastern Townships. From an early period in September until November 15th, the date of his admission to Holy .Orders, Mr. Fothergill had acted as Lay-reader . and Catechist, in the employment of the Society, in the Mission of Bury and the adjoining one of Dudswell. 2(> Mr. Magill, late Student of Bishop^a College, Len- noxville, was also employed, temporarily, during the summer months, as Lay-reader in the St. Francis Dis- trict, under the superintendence of the Rev. Dr. Falloon, of Melbourne. Before proceeding to enlarge on other topics, your Board deem it not inappropriate to mention here that, in addition to the four Missions which, as already stated, have received a very considerable amount of aid towards making good the ileficiencies of income, caused by reductions which have taken place in the salaries of their respective Ministers, they have also contributed largely fmore largely than perhaps could justly have been expected from them^, to the support of the Missionaiy in charge of Bourg-Louis and Portneuf. In this they have been actuated by the deep reluctance which they felt towards leaving a district, so extensive, destitute both of pastoral supervision and of public ordinances ; as must have been the case, had they withheld their aid : and influenced by the hope that the inhabitants, however backward hitherto, may yet be led to entertain a higher appreciation of their Christian privileges, and to exhibit a more willing spirit in giving of their worldly substance for the maintenance of the services of the sanctuary. EDUCATION. On the subject of Education the Rev. Mr. Kemp, of Bury, thus writes : •' A School has been established at " Robinson, under the ' Colonial Church and School " Society.' Mr. Best took charge on the 1st of June, " and commenced with twenty scholars : which have " since increased to nearly sixty. The subjects taught " are, Reading, Writing, Arithmetic, History, Geogra- " phy, and Linear Drawing. The School is opened by «♦ singing and prayer, and a Scripture Lesson : and the " whole of the instruction is based upon Religion. The ff 27 " Church Catechism is taught once a week to allf •' (Roman Catholics excepted) whose parents do not •« formally object. «• The Church Society gives JfilS 10s. towards the •• support of the School." The Rev. Mr. Emery, of New Ireland, states : " There *' are three Government Schools in my Mission, with '* Churchmen for School-masters : and I hope, before ** long, to have two more in the same position. We " have established a Mechanics' Institute and Library " at Maple-Grove, from which I look for my people to «• derive great benefit. Government has made us a " grant of £50.'* The Rev. Mr. Woolrich, of Stoneham, after referring to other matters of parochial interest, thus forcibly expresses himself on the subject of the necessity of Schools, as indispensable auxiliaries to the labours of the Clergyman : " I cannot, however, forget that, in •• common with most of our Country Missions, mine " labours under the most serious disadvantage, the evil " of which it would be almost impossible to exagge- " rate — the want of good Day-schools. It is hopeless " to expect that one Clergyman, in a large and scat- " tered district, will ever be able to effect much per- '* manent good amongst his people, until some measures " be taken to provide their children with a thoroughly " good and useful education. And this can only be " accomplished by placing in our country schools ** teachers of approved character and attainments. I " rejoice therefore to be enabled to state, that my '* representations on thia important subject have been ** met in a spirit of much liberality and courtesy by the •* « Colonial Church and School Society,' who have " intimated to me their intention of doubling the an- '* nual grant, thai has now been made for some yeaia ta '* thia Mis^on. 98 '< I have also to mention that through the aid of your *< Society, and of the Society for Promoting Christian ** Knowledge, I have recently laid the foundation of a ** Parish Library : and from the short time that it has ** been in operation, I have reason to anticipate the " happiest results." With reference to the Schools in the Portneuf and Bourg-Louis Mission, the following Report has been received from the Rev. S. Briggs :— " My Schools at Bourg-Louis appear to have pro- '< duced good effects upon the parents as well as upon " tlie children. I do not regret the labour and expense *' which they have caused me ; for I feel more and " more convinced that I have taken the right step in " the right v'rection. ^ I have made provision for the " instruction of 160 children ; and we have not far " from that number in daily attendance. There was " one School-room already built, I have finished a " second, and a third is in progress. •• I take the opportunity of thanking the Church " Society, for the aid afforded me ; for without such " assistance I could have effected little. I have also to <* 'hank the Colonial Church and School Society for a *' grant of £7 10s. per annum, made to each of the ** three Schools. And I trust that, ere long, the Soci- <* eties will have the satisfaction of learning that their " grants have been laid out to good purpose." With regard to the School at Pine River, in the Mission of Valcartier, it is stated that it had suffered some interruption in the course of its operations during the autumn, but that it was re-opened on the 1st Novem- ber, and has been regularly attended by 24 children. In addition to the usual branches of instruction, " the «♦ Church Catechism is taught on every Fridry aven- «♦ ing, and Scripture lessons are given on Hcndays, " Wednesdays, and Thursdays." In a letter to the Rev. E. C. Parkin, the Incumbent, |he Teacher states S9 that it is his intention to open, on the first Monday of the new year, an adult evening class, 'which promises to be well attended. While referring to the subject of Education, it afllbrds the Central Board much gratification to be enabled to state, that a communication has been received by them from the Principal of Bishop's Col- lege, inviting their co-operation in a proposed plan for the admission of the Sons' of the Clergy, officiating in this Diocese, at a rate reduced considerably below the ordinary scale of charges, into the Grammar School recently opened at Lennoxville : an Institution estab- lished under circumstances which, they are led to believe, are highly favorable, and afford a promise of extended tisefulness. The substance of this communication has received the most serious consideration of your Board : con- vinced as they are, that there is scarcely a privation which presses more heavily upon the Clergy in this country, than that ('which is so lamentably common^, of being unable, through deficiency of means, to afford their children an education suitable to the position, which they may naturally expect to occupy in after life. (for 1856) has, as in previous years, been paid to such Clergymen as, under the reso- lution of the Board, became entitled to it; and a similar gratuity for the present year is now in process of pay- ment on the same conditions. But it is to be regretted that, in several Missions, the Congregations have not met in a liberal spirit the desire of the Board to aid them in increasing the scanty incomes of their Clergy- men ; inasmuch as, instead of providing the sum of JCIO, stipulated for in addition to all other just deritnds upon them, they have made the necessity of so dciit^T an excuse for diminishing, and in some instances altogether virithholdicg, their contributions towards that Parent Society, whose cause should be looked upon as their own. If, therefore, the gratuity is to be continued, it is evi- dent that there exists on absolute necessity for such a modification of the conditions on whicb it is granted, as will insure a compliance with the spirit, as well as the letter, of the intentions, which gave rise to this effort on the part of the Board to place the. rural Clergy upon a somewhat improved footing in respect of income. DBPOSITORT. During the twelve months ending December 31st, 1857, the Sales at the Depository have amounted to the sum of JC37 7s. l^d. Among the Books sold have been, Bibles, 47 ; New Testaments, 25 ; and Books of Common Prayer, 100. The following grants of Bibles, &«., for gratuitous distribution, have been made during the year : Bibles, 26 ; 38 New Tettameiiti, 6 ; Booki of Common Prayer, 66 ; and Tracts to amount of £16 Ss. The Committee have alio granted to varioui Clergy- men in the rural districts, for sale at ordinary, or reduced rates, the following: Bibles, 48; Books of Common Prayer, 66. A large, and valuable, assortment of Books lias, as usual, been received from ^he Society for Promoting Christian Knowledge. But your Board are still obliged reluctantly to report that the Institution languishes : and to express their regret that such continued apathy respecting it should be found to exist among the coun- try Missions ; notwithstanding that, fas stated in last year's Report^ it is the Country Missions that share beyond comparison most largely in the benefits which it affords. The Institution is, in fact, sustained by the City of Quebec alone. Tour Board may here be permitted to mention that they have purchased, and received from England, a large number of copies of ar publication entitled, ** The duty of giving away a stated proportion of our Income ;" which they propose transmitting to the several Clergy- men, for distribution in the various Parishes and Missions of the Diocese. They have adopted this course in the hope that the members of the Church , weighing well and honestly the convincing arguments put forward in that little workf may, by God*s grace, be led to take a wider and more Christian view of the obligations and responsibilities attaching to their condition here below ; may, by the same, power be enabled to prove themselves faithful and just stewards of the things committed to their charge ; and may know it to be, not their duty only, but their high privilege, to be permitted of the Lord to " honour him with their substance, and with the first-fruits of all their increase !" 31 ST. Although the services of the Church are fairly attended, (that is, the congregations are not less than nsnal), and the people generally attentive and devout during the celebration of Divine Service, yet when it comes to giving, and especially giving to the Church Society, there is a sad want of the practically carrying out of one of the most important principles of the Gospel, namely, the solemn obligation on the part of those who hear the Word, to give of their worldly sub stance for the purpose of either directly, or indirectly, sustaining those who minister in holy things. There seems to be a sort of feeling, that when they have been tolerably regular in their attendance upon the services of the Chnrcfa, they have done pretty much aU that is required of them ; and as for giving any thing, or at most but the merest trifle, it is altogether out of the queetion. After enumerating the various Sunday services held in the Mission, viz : — at the village of Robinson every Sunday morning, at St. Thomas Church, on the Vic- toria Road, once a fortnight, at St. John's Church, on the Dudswell Road, once a month, and at Lingwick, and another station, also monthly, Mr. Kemp proceeds to say : — " Mr. W. R. Best, the Master of the Colonial Church " and School Society's School at Bury, has been *< licensed as a Catechist and Lay-Reader : who, with " Mr. J. Martin, has rendered good service in supply- " ing my place, when at Lingwick, and holding " service occasionally at one or other of the outer " Churches. " Another service or two which I have held, will be " regarded doubtless with some special attention. A '* number of Norwegian settlers have come in this sum- " mer, who were temporarily located near the village. " I called upon them ; and invited them to a special " service, in which I endeavoured to shew them the " interest I felt in their spiritual welfare, and that I " wished to do them good. I found that the Epistlea *' and Gospels for the several Sundays in the year were *' the same as our own. And from this I endeavored " to shew them the similarity of the two Churches in " all essential points: which seemed to give them much " pleasure. I have endeavoured to pick up a little of " the Norsque language : at least sufficient to enable " me to read the Lord's Prayer, the Collect, Epistle, " and Gospel, in their own tongue : which appeared to ** afford them much gratification. Mr. Tambs, a native " Norwegian, who speaks good English, acted as inter* '* preter of my address. Ohapman, Missionary at Dudswell, after referring to various difficulties in the way of rais- ing contributions in aid of the Society, writes to the Secretary as follows : — " I am still diligently, in person, circulating the So- " ciety's Subscription List, and urging its claims to the " utmost of my ability." From the Rev. W. L. There is in this locality, and in the neigh- " bouvhood around, a mass <^ mind, as yet unformed in '* spiritual matters, that I have good reason to hope " may be moulded so as to become conformed to our *' Soriptural Church." MEGANTIC DISTRICT ASSOCIATION. The annual meeting of the Megantio District Associ- ation was held at Pointe Levi on Thursday, January 22nd. The chair was taken by the Rev. W. King, of St. Sylvester, Chairman of the District. The Report having been read by the Rev. C. P. Emery, of New Ireland, Secretary of the Association, the meeting, whiob was tolerably well attended, wm addressed by the Rey. Messrs. Mountain, Robertson, Roe, Jones, Flees, Carry, and the Secretary of the Church Society : and by Messrs. Sample, Amiraux, and Chapman. Mr. Ross, of Rivi6re-du-Loup, en has ex- presses his grateful feelings for two donations, received by him : one from the summer visitors to Cacouna, and the other from the Protestant residents at Grande Bale, District of Saguenay ; the former amounting to j£31 15s., and the latter to £4= 2s. 6d. He reports that an excellent melodeon was presented last summer by Miss Mountain, Miss Walker, and other ladies, to the Church at Rivi6re-du-Loup. For which he states that the congregation are very thankful, and desire that their grateful acknowledgments should find a place in the Society's Report. The Rev. Mr. Emery, of New Ireland, writes thus in a communication to the Secretary : — " I am happy to inforin you that the amount, (in- " eluding collections after Sermons), raised in behalf *' of the Society, somewhat exceeds JC17 this year ; " being more than double the amount contributed last " year. •••••• " During the past year I have presented to the Bishop " for confirmation 59 persons, varpng in age from 14 " to 53 years. The Rev. B. C. Parkin, in reference to the new Church in process of erection in his Mission, thus writes : — " Our neat Gothic Church, after the model kindly ** provided for me by the Bishop of Fredericton, has " progressed favorably : and would have been roofed <* in, had the mason fulfilled his contract, by complet- " ing the stone-work in time. The erection of such an t' edifice has been a great undertaking for Valoartier. " Yet notwithstanding the constant call upon my people " to aid that object, they have subscribed j£l2 for the '< erection of a good substantial fenco for the Burying- " ground, and more than £5 for the Church Society.'' From Portneuf, the Rev. S. Briggs reports as fol- lows : — <( My congregations have been numerous and steady, " at all the three Churches in the Portneuf and Bourg- <* Louis Mission, during the last year. And I am glad " to say that I have not had occasion to disappoint any ** one of them at any time, either on account of ill '* health or bad weather. January S2nd.— The SooretAry attended the Annual Mooting of the Megantio District ^ .ociation, held at Pointe Levi. Tlie ohnir was taken, after the celebration of Divine Service, by the Rev. W. King, of St. Sylves- ter, Chairman of the District : who having opened the proceedings at considerable length, by an able and lucid exposition of the important objects of the meeting, Afterwards called upon the Rev. C. P. Emery, District Secretary, to read the Report. Upon the conclusion of which, the meeting, which proved one of no ordinary interest, was addressed by several speakers, clerical and lay. March 10th.— The Secretary proceeded by appoint- ment to St. Giles : whore ho found a goodly number assembled. After Diviro Service, (which was celebrated previous to every meeting) a meeting of a highly inte- resting description was held. In the afternoon a meeting, well attended, was held at St. Sylvester. Morch 11th.— -A meeting was held at Leeds. Some error had occurred with regard to this appointment : in consequence of which there was but a thin attend- ance. , March ISth. — Proceeded to the Church at Inverness. But few present : from same cause as at Leeds. March 13th. — ^Meeting at New Ireland. A large attendance. And many fair promises of greater exer- tions in the Church's cause were made. March 26th. — ^The Secretary left Quebec, accompa- nied by the Rev. A. J. Woolrioh, for Frampton West : where they were hospitably received by Mr. Ross. On the following day a meeting was held in the Church : the Lord Bishop, (who was on a tour of con- firmation, accompanied by his Chaplain, the Rev. A. W. Mountair), took the chair.— Meeting well attended 46 •HincI AddresseB were delivered by Rev. J. Carry, Rev. A. W. Mountain, Rev. J. H. Jenkin i, and the Secretary. In the afternoon a meeting was held in the Church of Frampton East. This meeting, although a mistake had occurred with regard to the hour at which it was to be held, was also very well attended. The chair was taken by the Rev. J. H. Jenkins, the Bishop having been obliged to return to Quebec immediately after the meeting at West Frampton. • The speakers on this occasion were ably reinforced by the Rev. A. J. Woolrich, of Stoneham, and Wra. Hen- derson, Esq. of Frampton. At the hospitable mansion of which latter gentleman the Secretary and his travel- ling companion were most cordially and kindly enter- tained. At each of these meetings a considerable amount of interest in the Church's cause appeared to be experienced on the part of the people. And that it was no mere passing, impulsive feeling, easily lighted up, and as easily extinguished, seems in some measure to be estab- lished by the fact, that the subscription lists for 1857 very largely exceed those for the preceding year. Sept. 29. — The Annual Meeting of the St. Francis District Association, held at Sherbrooke, was attended by the Secretary of the Society, as already mentioned in a previous portion of the Report. Certain alterations in, and additioiiH to, dratib of Annual Report agreed to. The Lord Bishop having stated that the preparation of the necessary Documents, for effecting transfer to Church Society of Quebec Bishopric Endowment Fund, was still delayed, it was Resolved : That his Lordship be requested to urge upon the legal Advisers of the S. P. G. the necessity of completing the iustruments in -question without any further delay. Stated Meeting, — January 15th. The Treasurer was authorized to pay to the Mission- ary at Pointe Levi, £50 Stg. ; and to the Missionaries at Frampton, New Ireland, and Stoneham, £20 Stg., each ; in quarterly payments, for one year : to be com- puted from October Lst, 1856. The Report of the Finance Coramittee havir;; been presented, the following grants were made : — jE20, towards Outfit for Missionary at Portneuf. £10, to each of the two Schools at Bourg-Louis, for year ending December 31, 1857. Resolved: That the gratuity for 1855 be paid to Rev. F. Boyle, Magdalen Islands. Committee appointed to prepare Memorial to S.P.G. on projected withdrawal of pecuniary aid from the Diocese — Commutation, on like basis to that adopted in the case of Clergy Reserves, suggested. f8 'P.O. the 3d in Standing Gomraittees for tho year appointed. Secretary reported that in pursuance of Resolution of Board (September 9th) he had given instructions for preparation of Deed for transfer of Glebe lot in Upper Ireland. But that certain difficulties had arisen, which would probably retard for a time the accomplishment of the object. Treasurer of Clergy Trust Fund reported that he had visited Montreal, and received from T. B. Anderson, Esq., all monies, &c., belonging to Quebec Bishopric Endowment Fund. The Report of the Finance Committee having been presented, the following grants were made : — £10, towards completion of Church at Upper Dur- ham ; provided Article IX. of By-laws, having reference to annual Sermons, has been complied with.
