PREFATORY REMARKS. The lateness of the appearance of the jviesent work, which was unavoidable, is the author's apology for the shortaess of the general remarks he has to oiler. In a political sense, matters being now sor.uwhat settled, the Colony of British Columbia seems to require for its prosperity : — 1. — A revision of the tariff, whereby articles capable of being produced here shall pay such a duty as shall encourage home production, while other things shall be admitted with almost nominal duty. 2. — The setting aside of a comparatively large sum for public works, of which the collateral advantage would be the offering of employment to new arrivals. 3. — The execution of public works at periods when a dearth of other employment is most likely to occur. 4. — The setting aside yearly of a certain sum for the purpose of assisting population to these shores, paid agents in Europe and a line of vessels to form part of tiie scheme. This is the more necessary when the inmates of English poor-houses are compelled by law to emigrate, and we find num- bers of skilled workmen co-operating to settle up the lands ot the States. 5. — The forming of good trunk roads, if in this island, say from this port to every available harbor on its shores ; by which is meant a good summer road completely cleared, say from five to six yards wide ; and the tall timber cut down eay, 100 feet wide. It is a fact that many men will travel along a main track and explore right and left ; but who, naturally, will not travel through the unbroken forest or over the pathless waste. These roads would offer immediate employment to new arrivals at a certain small figure of remuneration, and could be paid for half in land. 12 PREFATORY REMARKS. 6. — The initiation of a liberal land system ; the suggestion is to fix upon enough (or ten to twenty holdings, say 50 to lUO acres each, as free grjn,nts, say 10 miles apart, on these trunk roads. Actual residence and improvements, on pain vi forfeiture, to be a sine qua non. These fixed stations would invite sett'.ementi around and facilitate the sale of adjoining lands. 7.— An int elligible and fixed Indian policy by which the na- tives would know what would be done with and to them. Let certain allotment!) on a liberal scale be made to them as near as possible to their present camp?. Let them be com- pelled 'o reside there. Let a certain yearly sum be cxpoudeJ to provide them with a resident agent and assistants if no33i3ary. Let them be improved first by being taught how to secure comfortable shelter, t!if n shown how to g»'Ow or procure abun- dant food and cloUiing. Having a friend at hand to advise and assist they will gradually improve ; possibly acquire some useful trade. After this will be time enough to teach reading and writing and the improvement of the mental and moral powers. It is to be regretted that the very reverse of this has been the system hitherto followed. To recapitulate, we want then : 1. — A revision of the tariff to exclude goods that can here be produced, and vice versa. 2. — A liberal and regular outlay on public works ; and •). — The execution of these when labor is chct!pcst, 4. — A thoughtful and economical immigration sclicme ; 5. — The forming of numerous trunk roads; 6. — A liberal land system and free grants ; 7. — An intelligible Indian policy ; and to add 8. — A grant of public money for the establishment of any new line of industry, such as the opening of a new coal or copper mine or a fishery, to be paid after, say, five years, existence of the latter. "With these eight suggestions, carried out in their integrity (and many others crowd on the mind such as the revision of our mining laws &c., with a view to facilitate t'le investing of for- eign capital) we can afford to let stand such weightier matters as Confederation and Reciprocity with the States. One thing may be taken as quite certain : without Confedera* tion the transcontinental railway will never be built ; and in the author's opinion, without the railway (for a waggon road would be simply nowhere) the results of Confederation, if not prejudicial, would be simply nil. But with t!ie railway, we can- not help adding, a future worth calling one is before this Colony, Its vast mineral we.lth of the regular English type, its exceed- ing harbor facilities, and its position relatively to China, the Sand- wich Jslandis, India or i\u3tralia, all point to wealth and great- ness. Even Free Port, which again has its advocate,8 would fade into insignificance. But when will English statesmen learn to treat public questions with a view to Imperial interests ? ani not in a spirit of pander- ing to popularity and economical views ! It will only be necessary, shortly, to allude to tne sudden de- mise of our late Governor. His absence in the North at the time of the celebration of the Queen's birthday was felt by all. Fire Assurance Co.'s to make yearly returns of assurances effected, and pay a tax of ^ of one per cent. The total tax not lo exceed $3,0UU in one year, and to be paid over to the Fire Companies in the city. By the Health Ordinance, 1869, the Corporation of Vic* toria and the Municipal Council of New Westminster are Local Boards of Health.
