 second meeting of this body was held in Dalhousie Col- 
 lege, Halifax, on Thursday 25lh September, 1862, and 
 the two following days. On Thursday evening the 
 Rev. Dr. Fokrestkh. Superintendent <jf Education, by 
 invitation delivered an address, portraying the advan- 
 ta«'es oi' union iiud co-operation among Teachers, in 
 order to promote the great cause of Education. Ihe 
 address, which was eloquent and impressive, was listened 
 to with the deepest interest by a large and intelligent 
 auditory ; and, at its close, teachers and several citizens 
 of Halifax expressed their warm approval of the senti- 
 ments expressed by Dr. Fokrestek, and the objects con- 
 templated l»y the formation of the Provincial AssociMtiou. 
 The presence of so many teachers and friends of Educa- 
 tion indicated, it was hoped, the dawn of a nv\v era in 
 the edm;ation of the Province. 
 
 Constitution. — On Fri<lay morning, after the minutes 
 ot the last meeting had been read and approved, the As- 
 sociation proceeded to take up the draft of Constitution, 
 which was submitted by a. Provisional Committcjc ap- 
 pointed at the previous meeting. xVfier uuich considera- 
 tion and discussion it was adopted in substance, with the

 exception of the system of dcleoration, which, from the 
 facilities now afforded for travelling, it was believed, it 
 is not necessary to resort to. 
 
 Text-Books.— This important subject was discussed 
 on Friday at ^reat length. On motion the Superintend- 
 ent of Education addressed the Association on the topic, 
 stating what had been done by Dr. Dawson, and himself, 
 with a view to promote uniformity. Dr. Dawson en- 
 deavoured to introdu(;e Ciiambeks's Series, but the at- 
 tempt was a failure, to a large extent. Their unparal- 
 leled cheapness and popularity, as well as general excel- 
 lence, had led him (Dr. F.) to recoii^mend the series of 
 the Irish National Board, which the Provincial Legisla- 
 ture had sanctioned. Still this series was not equal to 
 McCulloch's, far less to Nelson's, which was pro- 
 nounced by those who had examined it, to be admirable. 
 The Rev. Dr. was followed by many members, who gave 
 their own experience and generally confirmed the above 
 statement. After an interesting discussion, the Associa- 
 tion appointed Messrs. W. Garvie, F. W. George, and 
 J. R. Miller, a Committee to examine various series of 
 text-books, and prepare a report on the subject for next 
 annual meeting. 
 
 Literary and Professional qualifications of 
 Teachers.— The Rev. Professor Ross, of the Presby- 
 terian College, Truro, delivered an excellent and compre- 
 hensive lecture on this subject, on Friday evening, to a 
 crowded audience. The most valuable counsels were 
 given to teachers for the improvement of their own 
 minds, and for training the intellects of the young. On 
 motion the cordial thanks of the Association were ten- 
 dered to Prof. Ross for his admirable lecture.

 EDrcATiONAL JOURNAL.— There seems to be a general 
 and strong opinion among Teachers, regarding the neces- 
 sity of having a Journal of Education to advocate the 
 claims of Education and of educators. After discussion 
 u was unanimously resolved to appoint a committee, 
 consisting of Messrs. Garvie, IIutton, Rand, Willis 
 and Thompson, to take whatever steps may be requisite 
 to issue a periodical. In the course of discussion it waa 
 stated that 1000 copies of a monthly Journal would cost 
 £125 ; and it was suggested that application might be 
 made to the Legislature for aid to the work.

 McCaLLAGH and Hemmeon, a Committee of Manage- 
 ment. 
 
 Local Associations. — It was resolved unanimously 
 that " this Association earnestly recommend the forma- 
 tion of local Associations, and urge upon all the Teach- 
 ers of this Province the propriety of using all proper 
 means of establishing such Associations where they are 
 not, and of strengthening them wliere they are." 
 
 Thanks. — The thanks of the Association v/ere cor- 
 dially voted to the Railway authorities for conveying 
 Teachers free on the lines of Railway, and to Messrs. 
 Hyde and Archibald, of Truro, for their conveyance at 
 
 half fare. 
 
 It was unanimously agreed that the Association shoidd 
 hold its next meeting at Windsor, in September, 1863.

 The primary objects of this Association shall be, the 
 '"(uieral advaiiceuient of Education, the elevation of the 
 professional and social status of the teacher, and the 
 Toiination of Local Associations in every county of the 
 Province. 
 
 III. 
 
 For the accomplishment of these objects, the Associa- 
 tion shall employ all legitimate means that may appear 
 likely to prove elfective, such as the publication of papers 
 read before the Association by members or correspondents; 
 public lectures delivered by friends of education ; the dis- 
 semination of sound educational views by means of the 
 press and otherwise : and application to the Government 
 anil Legislature.

 All hona fide teachers within the Provinre. and all

 The office-bearers of the Association shall bt-. a Presi- 
 dent, two Vice-Presidents, a Secretary and Treasurer, and 
 a Committee of five, to be chosen annually.

 The annual mcetinjrs of this Association shall be held 
 towards the end of September, at such places ihrougluMit 
 the Province in rotation, as the Association at its )yrevious 
 meeting shall appoint. 
 
 VII. 
 
 The meetings shall be convened by circular to the 
 members, and intimation in the ncAvspapers.
