W. J. Gbkalu, Esq., Deputy Mini.ster of Inland Revenue. Sir,— I have the honour to enclose herewith a report by Mr. A. McGill, Assistant Analyst to ihe Chief Analyst, concerning the last collection of fruit preserves, and also a tc -*ement giving the results of examining 190 samples of these and Mr. I^IiGill . each. In this statement I have found myself obliged to insert a column the conclusions I have reached regarding the various samples and esi^iftllv . nv .ked by Mr. McGill a^ ' not analysed.' There was of course nothing to lie gained by examining these, their adulteration having been declared by the use of the word ' compound ' or ' mixture ' on the labels. In many cases, however, this declara- tion was not made in the manner required by the Adulteration Act, which states that fixKl shall be deemed to be adulterated within the meaning of the Act 'if any inferior or cheaper substance has been substituted, wholly or in part for the article,' provided that this definition shall not apply ' if any articles of food not injurious to the health of the person consuming them are mixed together and sold, or offered for sale, as a compound, and if each package, roll, parcel or vessel containing such articles is distinctly labelled as a mixture in towpieumia characters forming an inseparable part of the general label, which shall also bear the i.ame and address of the manufacturer.' '-"\": In applying this clause for the purpose of ascertaining whether any sample of these fruit preserves was adulterated ' according to the Act,' I have not used that term in it'ference to any sample upon which the word 'compound ' or 'mixture' was to be found in dose proximity to the name of the article, in distinct, although smaller characters, and f<'niiin{;j>art of the original label. The l)epartroent of Agriculture at Washington, D.C., has recently (March, ISKMJ) adopted a ratio of not lewi than forty-Ave (45) > oumJa of fruit for ftfty-flve (55) [loundii of HUgar. Whether or not this Ktitndard would suit Canada is matter for iiiveMtigHtion, and it reiiiainx to be seen what degre<- of accuracy can lie attained in determining tiie ratio. MeHcrs. Tolman and Muraon (Hull. 66, Bureau of ChemiatrT, Washington) have done >«>me valuable research work in this reganl, but there is need of a great deal more research work before a reliable method of prtx-edore can be outlined. I may merely add that when no remark is made concerning the fruit found in janin of the present collection, it is to be undenttiod that, so far as regartls quantity and quality, nothing calling for npecial notice hax been found. In a few eases the fruit has been *M> abnormally Nmall in amount, that I have thought it right to call attention to the fact. It is UHually in gluctme jamx that thiM |>aucity of fruit tisHue is found ; the coi .iittency of the Hnishe the vImcous character of the glucotte, while in a genuine jam, the fruit pulp plays an important part in giving normal consistency U> the jam. It will be evident from what I have said, that for the present, the decision of the genuineness in n jam rents mainly u|Mm the absence of glucose. In a few eases (eight samples) I have found traces only of dextrine, and a polarimeter number indicating cer- tainly less than ten (10) per cent of glucone, and probably less than five per cent. It is claimeear evidence of having been taken from very old stock, the labels being fly-specked, discoloureed uroper marking rather than as uttered with any fraudulent intent. To what extent this consideration may aflect the decision of the Department regarding the vendors is another matter, but I think it only right that I should point out the facts.
