By a gift rf ten thousand dollars received by the corporation o^ St Luke's (ieneral Hospital on the loth day of April, 1899, from his widow, Marion V/right, the late Dr. Henry Pulteney Wright is constituted the first Founder of the Hospital. He was bom i^ Toronto on the nth day of January, 1851, but wa» educated chiefly at the High School in Quebec, where his boyhood was spent. Matriculating in Medicine at McGill University, Montreal, in 1867^ he graduated in 1871, with honors, obtaining the Faculty's prize that year for the best final examination. He began practice in Mooretown, Cnt., but in 1872 he removed to Ottawa, where he soon secured a large clientele, and until the day of hi» death was occupied actively with professional work. His large hearted sympathy as well as his high professional attainments and mature judg- ment endeared him to all classes of the community. In 187s he was elected to the attending staff of the County of Carle- ton General t rotestant Hospital and remained at active work there till he resigned with the entire staff in December, 1896, being chairman of the Medical Board at the time. Being desirous of establishing a modern hospital for the scientific care and trtatment of the sick and injured, he threw his whole influence towards attaining that object and St. Luke's General Hospital founded absolutely on a non-sectarian basis, is the outcome of his work, and in it he had the active support of his colleagues who had resigned with him. Dr. Wright was elected chairman of the Medical Board on the organ- iza ion of St. Luke's, a position he held at the time of his death, and by a donation of one thousand dollars to the funds of the institution he be- came a Life Governor. Deeply interested in society work of a professional character, he was one of the founders of the Ottawa Medico-Chirurgical Society in j 874, and was its President in 1878 and in 1891. He was elected President of the Canada Medical Association in 1888, and presided at the meeting in Banff, N.W.T., in 1889. The Bathurst and Rideau Medical Association knew him as an active member, and the Ontario Medical Association likewise Being a member of the British Medical Association he attended more than one meeting of that distinguished society in the motherland. On the disruption of the Ottawa Medico-Chirurgical Society he be- came actively associated in the formation of the Medical Society of Ottawa, and was elected President in 1896 and 1897. Dr. Wright died on the 29th day of October, 1898, soon after retiring having spent the previous day, as was his wont, in arduous professional work. No one shall ever, at any time, on account only of his nationality non sectarian; or of the religious creed or sect to which he belongs, be disqualified from being a Oovemor of, or from taking p&rt or having a voice in or a vote as to the government or manageiment of the said Corporation, or of the seid Hospital, or from being a member of the Medical Board hereinafter mentioned, or otherwise an officer or employee of, or connected professionally or otherwise with the said Corporation or the said Hospital, or from being admitted es a patient into, or from being treated in said hospital. At the beginning of every month, the treasurer shall pay to the Lady Suipt'rintendent a sum of money fixed by the Board of Governors for the pur- pose of defraying her petty purchases and ex,penditure. A detailed account ol this expenditure must be submitted to the Committee of Management at the end of the month. Purchase of Bupplics. Orders for oxtras. 60. The Lady Superintenden*', shall order from the regular contractors the fuel, groceries, provisions and laimdry suipplies needed for the Hospital; she may also, out of the petty cash .placed at her disposal, purchase provisions or laimdry sujiplies, or meet such other exipenses as she finds necessary. 51. Wines, liquors, medicines, soda water, surgical dressings or other articlcfi which are not always supplied free, shall not be delivered other- wise than upon a dated order, stating the article wanted, the name of the person for whom it is iHsued, and signed by a medical officer, nurse or other person competent therefor. The employee who delivers the article shall take up the order and forward it to the clerk, who, if the article is not to be supplied free, shall charge it in her books against the patient, employee or servant receiving it. CHAPTER I. THJi; MEDICAL BOARD. 1. The Medical Board shall be responsible to the Board of Governors for the proper management of the medical and surgical affairs of the Hospital, an t shall report in writing to each regular meeting of the Board of Governoi-a. 2. The Medical Board shall consist of the consulting staff and the attending staff, as provided for in Petition 25 of the Act of Incorporation. 3. No one shall be elig.ule for appointment to the consulting staff until he has been a member of the attending staff for a period of at leasit one year. 4. Any memlber of the attending staff desiring to be placed on the consulting slaff shall notify the chairmain of tlie Medical Boai-d in writing to that effect, and such communication shall he read at the next meeting of the Board, and the request sliall be granted if a majority of those pi^ent agree. 5. The Medical Board may appoint one or more of the attending staff <:o practise the special branches of Gynaecology, Ophthalmology, Otology and Laryn- gology, in the public wards and out-door department of the Hospital. Each of such members to confine himself in his practice to his specialty. 6. I 31. All operations upon public ward patients shall, when convenient, take place on Wednesdays and Siturdays, at tha hour of 12.33 p. m. Sur- gical operations on semi-private and iprivate ward patients shall not take place on these days, except in ea-ses of eniergeuicy. 32. He shall daily visit all public nw' s.-mi-private wards and all departments in the basement, ground and fiist i1ol>is, except the laundry and store room; inspect the heating, ventilation, disinfection, cleanliness and general condition of the Hospital, and it shall be his duty to report to the attending medical olficer any defect that may come to his no'tic^. 39. It shall be his duty to see every ea.-e applying for admission, and ho shall not upon receipt of application, keep the applicant \vaiting im- any length of t me. In cases of accident his imm diate attention shall be given. 40. He shall, subject to the approval of the attending medieal otticer, admit all patients to the Hospital, and shall assign each patient to the proper ward and bed. Any private or semi-private patient shall be assigned to a room or ward without exaimination, and any attendance by the House Surgeon or Assistant Houe Surgeon, shall only ibe made upon the request of the medical attendant, except in cases of emeiigency. When requestetl by the medical attendant of a private or semi-privato ]>atient, he shall prepare the clinical report and perform such other duties aa may be required of him. 42. He shall see that the admission card of all patients is properly filled, and upon the discharge or death of the patient he shall obtain a complete record of the case and file it away for safe keeping. 43. The House Surgeon shall have charge of the public medical wards for one monLh andof the public sargical wards for the following month under the direction of the attending medical officers. He shall as soon as possib'e after the admission of a patient make a thoi>ough examination and prepare the clinical lepoi-t, and shall thereafter, if requesteti. make such daily notes as the history of the case moy require. Complaints concerning faults of a minor character, committed by assist- ant nurg^, may be made to the hea^l nuree of the ward; but all complaints of any importance shall be made to the attending medical officer. 45. He shall send the proper notices of all operations upon public ward patients to the menibei>> of ttie Medical Board, and shall noiify the nurse in charge of the operating room of the character of the operation, the necessary requisites and tlie time of the operation, and shall be responsible for the carry- ing out of all such orders. In cases of a dangerous nature, they shall promptly report to the proper medical officer and pending his arrival shall take such means for the care and treatment of the patient as ma,y be n oessary. 48. Any patient coming to the Hospital for admission to piivaite or semi- private wards having no choice of a medical attendant, shall be assig-ned by the House Surgeon to the care of jne or other of the medical officers for the month. * 49. The House Surgeon shall have charge of the Ambulance service and shall see that all calls are pi-onnptly answered. 43 CHAPTER VII THE ASSISTANT HOUSK SURGKON. 62. The Asaiatant House Surgeon ahall be appointed by the Meflical Boaii for a period of one yeai-, aubject to removal at any time tor cause. 53. Ho shall dispense all medicines required in the Hospital and shall not allow any medicine or other article to be taken from the dispensary which nva not properly ordered. He shall estimate the cost of all medicines delivered to private and semi-pnivate wards. 54. He shall pronnptly make all urinalysis required in the Hospital, and fonvaid his report to the waixis before the visiting Jiour of the attending medical officers. 55. The Assistant House Surgeon shall have charge of the public suigical •wards for one month, and of the public medical wards for the following month, under direction of the attending medical of icer. He shall, as soon as pcssible after the admission of a patient, make a choroiiffh examination and prepare the clinioal report, and shall thereafter, if requested, make such daily notes as the history of the case may require. He shall visit his wards momino; and evening, and at such other times as the condition of the patients requires. Ha shall see that all directions of the attending medical officer are attended to that medicines are regularly administereil, that patients are given every care and attention by nurses, and that they receive their proper diet, etc. 56. He shall observe all directions given him by the House Surgeon and per- fcrm sucfh duties as may be ie<]uir(>d of him in connection with the medienl and smigical affairs of the Hospdital. 57. He shall not absent himself from the Hospital without the permission of the House Sui-geon except in oases of emergeiKy. 58. Neither the House Surgeon nor the Assistant House Surgeon is perniitle 1 to receive any gift from any otticial or employee of the Hospital. CHAPTER VIII THE PATHOLOGIST. 69. The Pathologist shall be appointed annually by the Medical Board, suH- jict to ren.oal from office at any time for cause. 44 UU. CHAPTER IX THE ANAESTHETIST. 64. The Anaesthetist shall be appointed annually by the Medical Board, sub- ject to removal from oflioe at any time for cause. 65. It shall be his duty to carefully administer the anaesthetic for surgical operations, free of charge, on puiblic Avard patients, and in all cases he shall aflminister the kind of anafsthetic selected by the operating surgeon. 66. He shall, when notified by the House Surgeon, attenl the Hospital promptly at the hour spedfied for the purpose of administering an anaesinetic to public ward patients. 67. THE LADY SUPEIUNTENDENT. 68. It shall be her duty to see that the nurses are attentive to the pat?orits and are kiml and gentle in their manner. 71. She shall be present as often as j^orsible in the general operating theatro during the hour of operations, and in the piiblic waixls during the visits of the Attending Medi«i.l Officers. 72. She i-hall supervise the charts irom ume to time and hold the head nurses responsible for the records of ca,=es kept by their junior nurses. 73. S^e siia'l have charge of the training school for nurses under the direc tion of the Medical Board, and in addition to the lectures delivered by the Medical Staff she shall conduct classes of instruction weekly during the teaching session. 74. She shall report to the Medical Board monthly, or oftener if desirable, as to the nursing" in the Hospital, and the condition of the training school, and make such suggestions as she may deem best to improve the erticiency of the liui-sing. 75. The Board of Governors shall select the probationers from the list of applicants, and when they have completed their period of probation, if acceipted by the Lady Superintendent, they shall h? examined by a committee of the medical B"Ard to ascertain iheir fitness for the work, and the committee shall decide as to the acceptance of each individual probationer. 76. The Lady Superintendent is not perniitterl to receive any gifts from the nurses, officials or employees of the Hospital. 46 CHAPfER XI AMENDMENTS. 77.
