II. — The Officers of thia Society shall consist of a Patron, a President, Vice-Presidents, a Trea- surer and Secretai'y. The Committe of Manaf^ement shall consist of the Officers of the Society, and of Seventeen Lay Members, of whom four shall be elected by Members of the Society resident in the Deanery of Avalon ; three by Members resident in the Deanery of Conception Bay ; three by Members resi- dent in the Deanery of Trinity Bay ; three by Mem- bers resident in the Deanery of Notre-Dame Bay; two by Members resident in the Deanery of Placentia Bay; and two by Members resident in the Deanery of Fortune Bay, of whom seven sliall be quorum. As often as it shall become necessary, from the death, absence from the Colony, resignation, or refusal to serve, of any of the said Lay members, to appoint others or another in his or their place or places, a special meeting of Members of the Society, in such Deanery where tlie vacancy shall arise, shall be convened in like manner as the Easter Meeting ; and the like notice shall be given of such special meeting, when the necessary number of Mem- bers, to replace those retired, shall be in like manner e^ jcted. IV. — His Excellency the Governor for the time being shall be requested to accept the office of Patron : The Lord Bishop shall be President, and the Rural Deans Vice-Presidents of the Society. IX. — A monthly Meeting of the Members of the So- ciety shall be held on the second Wednesday in every Month, at 7 o'clock : and a General Annual Meeting on the 2nd Wednesday after Trinity Sunday, or aa soon thereafter as the Bishop may appoint. X. — No existing law shall be repealed or altered, nor any new rule established, except at a General Meeting of the Society, the proposed change having been first recommended by the President, or the Com- mittee, and in the latter case approved by the Presi- dent. A Special General Meeting of the Society may be convened by the President at any time on his own authority, or by the Committee, or by any twelve Members of the Society by a written requisition ad- addressed to the Secretary. XI. — All Meetings shall be opened and closed with the Prayers recommended to be used at the Meetings of the Society tor the Propagation of the Gospel in Foreign Parts. XII.— The Members of the Church in every part of the Island, shall be invited to co-operate by form- f » nil. ing Local Committees, uiuler the direction of the Clergy, in each Mission or Parish. XIII. — No Mission nor Clergyman of any Mission shall receive any allowance or assistance from the Society unless at least a list of the contributions made in such Mission to the funds of the Society in the preceeding year, shall have been duly forwarded to the President or to the Secretary, to^^ether with a return of all payments or offerings of money, not be- ing fees for occasional services. Wood :— 7. — That the thanks of the meeting be offered to the Lord Bishop for his kindness in presiding on this occasion. \ . \]il \-^ rr Iv \l ■'f :; i-al 'V -VJ»» .^ 1 vl' r4 .7 REPORT. v« In presenting? their Report for the year 1857, the Committee of the Newfoundland Church Society de- sire in the first place to offer their humble thanks to Almighty God that they have so far been permitted to continue their labours, and that they have been enabled to a certain extent to assist in the exten- sion and maintenance of the worship of God and the interests of true religion. One most important object of the Church Society is to provide the funds for the support of the Clergy throughout the Diocese ; and, after this, to assist local efforts in the erection and repairs of Churches, Parsonage-houses, and Schools; the circulation of Bibles, Prayer-books, and Manuals of Devotion. The first and second of these objects have received as large a share of support as the funds of the Society would safely warrant j but it is hoped that the annual payments of the members of the Church will in future be such as to justify the Committee in offering assis- tance to the Bishop in dividing some of the more ex- tensive mission?, so that the ministrations of Religion may be more regularly and frequently brought home to the inhabitants of the scattered shores of this island. The net income received by the Treasurer for 1857 was .£1357 12 7 — a slight increase upon that of ihe previous year. Your Committee feel that the So- ciety rest cannot satisfied with this result, and they sincerely hope that progress will continue to be made towards self-support, and that this most important object will be steadily kept in view by all who have I I 12 an}' regard for the honor of God and the welfare of His Church. — The Committee cannot help saying that the principle of self-support is the only true and safe foundation upon which the temporal interests of Reli- gion can be placed. This is the system which ever has been acted upon with success, and by which alone the worship of God can bo permanently maintain- ed. The following extracts from a letter written by the zealous Missionary at Greenspond so entirely co-incide with the opinions frequently expressed by the Committee, that they cannot refrain from quoting them for the instruction of the Diocese at large : " I beg to offer you a few remarks on the part my flock has hitherto taken, and might take, in supporting the Church in Newfoundland, The Mission or Greenspond never has done its duty in this respect, according to the means of the people. In the many out-lying settle - ments of the Mission, only one man here and another there is to be found who honoqrably makes a point of giving every year his offering to the Church. The great majority of jieople seem content to live on without sanctifying their worldly gains by making any offering to GoD who gave them their substance. In Greenspond proper, during the past two years, while the Church has been building, the contributions have been larger than ever before, and some persons, I do not doubt, have given to this purpose as largely as their means would allow. Almost all have given more than they ever gave before, and many of them often say that they " do not miss one shilling of it," that they " hardly know that they have given it." Indeed, while the Church has been building, Greenspond has been more prosperous than it was for a long course of years before, and during the past winter there was scarcely a poor person needing relief. We have truly found the fulfilment of God's promise to His people of old (Haggai II. 18, 19.) ; *' From the day that the foundation of the Lord's Temple was laid, ev*^n from that day He hath blessed us." Would that every one in the flock would " consider it," and prove it in his own case ! " I am sure that Greenspond might continue to give in years to come as it has given for the past two years, and the other places in the Mission might well give as largely as Greenspond has now done; and not only would they " never miss a shilling of it," but GoD would honour them for honouring Him, and would increase their substance. " I offer these remarks to you for insertion in the Report, because I do not doubt that they will apply to other Missions as well as my own. " I am asked every year bv the venerable Society which 8U})ports me, " what prospects do I see ol^ this Mission becoming endowed ?" and I am obliged to answer that I see none. But there ought to be some prospect of it, for there are many |)ersons in the Mission who not only carry on the Fishery prosperously, but have also mu h money Ijing at interest, — in some instances several hundreds of Pounds. I cannot but think that if the Church Society would propose and urge that a fund should be raised by the people lo endow the Missions of the Church in Newfoundland, nt least one here and another there of the wealthy Planters would be found to believe, that by giving part of his money lo provide a certain maintenance for spiritual Pus- tors lo teach his children, and their children's children, after him, he would be placing it in a safe Hank, and securing a far greater Interest than he would get by investing it for worldly gain." The present crisis, the transition from a state of de- pendence to that of self-support, through wiiich the Church of Newfoundland is undoubtedly beginning to pass, must be the excuse of the Committee when they respectfully urge upon the Reverend Clergy the necessi- ty of impressing all under their care with this fact, that if the Church of England is to be supported at all in this country it must be by the exertions of its own members in the Island. Already two of the Clergy in St. John's are very properly thrown upon their flocks. And this will go on. The Society for Pro- pagating the (rospel is acting and will undoubtedly continue to act upon the oft expressed intention, to leave the old established Missions to maintain them- selves. And of this we cannot complain. The funds of the Society for Propagating the Gospel, as every one acquainted with its working and management is well aware, are obtained by contributions from per- sons who are, to a great extent, far poorer than the inhabitants of Newfoundland. One great difficulty which presents itself, painful and humiliating though it be to place such a statement upon record, is the lukewarmness and indifterencc of tiie laity generally. There are, thank God, some few examples of men who support tlreir religion liberally 14 i i and according to their means ; but with the great majority it must be confessed this is not the case. Compare, for example, the Church population ot this Island with the revenues of the Church, and can we say that they in any degree correspond with each other ? By the last census the members of the Church of Eng- land number upwards of 42,000, while the money an- nually paid for the support of the thirty-eight parochial Clergy, all actively engaged in the duties of their sacred calling, does not exceed .£2,000 I Supposing each family to consist of six persons, then there are 7,000 families who on the average contribute less than 6s. annually 1 But bearing in mind that there are many persons throughout the island who give a much larger sum, we are forced to conclude that there must be a great number of our people who do not in any way make a return to Almighty God by contributing to the support of religion. At the same time it is admitted with thankfulness that there are many large sums raised for various local purposes, in connexion with the Church. But still, your Committee would not wish to take a desponding view of this subject. They trust that its importance will be felt more and more ; and that from year to year they may be privileged to bear witness to the increased appreciation of the great scriptural truth that the spiritual" labourer is worthy of his hire," and that " they who sow to us spiritual things should reap of our worldly things." It is a matter of unfeigned satisfaction to the Com- mittee that the Visitation now being held by His Lordship the Bishop has brought together so many of the Clergy of the Diocese. The Right Rev. the Pre- sident of the Society has availed himself of this cir- cumstance to ascertain the difficulties which have hitherto prevented several of the Clergy from for- warding tho collections made in their missions to the Treasurer. A r 15 cusjiiou have taken place, and the result will be embo- died in certain Rules, which the Lord Bishop intends at an early opportunity to submit to a General Meet- ing of members of the Church Society. These altera- tions are such as, it is hoped, will induce all the mis- sions to avail themselves of the opportunity afforded them of united action. Such of the new rules as shall be passed will be printed and circulated generally in the Diocese. Your Committee cannot but express their hope that the time they have so long desired will speedily arrive, when the whole Diocese will be incorporated with the Church Society. It will ever be their desire to cherish a feeling of unanimity; knowing that as the Church is necessarily, in her temporal concerns, sub- ject to changes and fluctuations, there is the greater need for all who are joined together in the reception of " one Lord, one Faith, and one Baptism," to act and feel as one man, and to show thafc the richer por- tions of our flock are prepared of their abundance to contribute to the spiritual wants of the poorer bre- thren, and not only to maintain, but to extend, the mi- nistrations of the Church of their fathers. In the Report presented last year you were infor- med that it was in comtemplation to create a fund for the permanent relief of the Widows and Orphans of the Clergy. The want of such a fund had been long felt ; and several painful cases in this Diocese had caused the Church to think seriously of helping the poorly paid Clergy to make some small provison for those whom in the Providence of God they might at their death leave behind them. An Institution of this kind has for several years past been in existence in the other North American Dioceses, and it will this evening be submitted to this Society to adopt such a fund as one of its objects, and to assist in its formation by the appropriation of .£500, part of the balance late in the hands of the Treasurer, but at 16 present at interest for the p^encral purposes of the Society. This appropriation it is hoped the meeting will sanction, and enable such a provision to be made as will not only relieve the anxious minds of the C!cr£tv while livinj^, but be a comfort and blessing to their fanulies after their death. If it should be the pleasure of the Society to concur in these objects, steps will be taken to bring such a scheme into im- mediate operation as will, it is hoped, commend itself to the whole body of Clergy and Laity in this Island. It would be wrong were your Committee to omit mentioning that there is evidence of an increased and increasing appreciation ot the services of the Church in the Diocese. There is much to discou- rage ; but amid all, much to encourage. The follow- ing extracts speak cheeringly of the feeling in three Missions on the Western Sliore, and justify the hope that the earnest labours of true-hearted, earnest, and self-denying men, will not be without their results in the spiritual improvement and advancement of the peopld committed to their charge. The Rev. W. K. White, of Harbor Briton thiuS writes — ^ " Herewith you will receive a list of subscribers to tt e Church Society with the total amount subscribed. It is satisfacto/y to find that so far as subscriptions are concerned, this Mission has not fallen away. Last year I had 82 subscribers, and £47 13s. Od. I hope, however, that it affords an evidence that the principle of the Church Society is taking root among the people — and of the willing- ness of the people to acknowledge the duty and expendiency in making payments for the maintenance and continuance among them of the worship of Almighty GoD. I can scarcely take much credit to myself for the increase, inasmuch as in this particular part of my duty my services have not been more frequent. "Thus (without reckoning labour and' material) "about £147 have been raised in the Mission lor various ('lunch purposes during the year ; a satisfactory evidence, I hoj)e, of a growing attachment on the part of the peoj)le of this district to their Church and her life-giving ordinances; and I have no doubt thai much greater and more gratify- ing results would be apparent if the means of grace could be more frequently and regularly extended. "The services l;oth at Harbour BulFott ami at the other settlements continue to be well attended, and the numi)er of Communicants has increased during the past year. I lia\e just returned from my spring cruize which has occupied five weeks. During this jjcriod thirteen settlements have been visited and services performed in each." The Rev, W. Elder thus writes : — " I beg to forward you a list of the contributions to the Church Society, collected in this Mission last fall ; and 1 have no doubt your Committee will be glad to find that the amount is more than double the Collection of any preceding year, though still less than they may expect from such an extensive Mission. It should however be borne in mind that beside this amount other sums have been raised by each congregation in this Mission, viz., £.54 in Fogo; £30 of which is paid to the Missionary ; £42 at Baird Island towards eiUarging ihe Church j and £6 18s. 6d. at C/hange Island ; making in all nearly £103. Still, I hope for very much more than this when the people generally shall bet- ter understand their obligations and duty in this respect — when they have learned to devote a portion of their earnings as a thauk-oifering to the Lord ; and when they shall have learned from their experience that the sums so devoted are repaid them ten-fold in Cod's blessing.
