WHEREAS We have judged it expedient, in the view of diminishing the number of the Departments of Government by the consolida- tion of them, whenever the same appears practi- cable, without injury to the Public Service, to alter and amend Our Warrant, granted in the name, and on the behalf of His late Majesty, bearing date the 25th day of December, One Thousand Eight Hundred and Sixteen, vesting in the Comptroller of the Barrack Department certain powers as described therein, for the better Management and Regulation of Bar- racks ; and to revoke a Warrant granted by the Lord Lieutenant-General, and General Go- vernor of Ireland, bearing date the 25th of July, One Thousand Eight Hundred and Fourteen, vesting in one of the Commissioners of the Bar- rack Board, and Board of Works, certain powers as described therein for the Regulation of the A Barracks 9 Barracks in Irclaiitl ; and also to annul the various powers wliich have been granted from time to time for the Management and Regula- tion of Barracks in all Our Colonies and Gar- risons Abroad (New South Wales and the Island of Ceylon excepted) ; and to transfer the Charge and Management of all Barracks erected, or to be erected, for the general service of tlie Army in Great Britain and Ireland, the Ciiannel Islands, and the Isle of Man, and in all Our Colonies and Garrisons Abroad (except New South Wales and the Island of Ceylon, at the former of which the Ordnance have not at pre- sent any Establishment, and at the latter the Barracks have heretofore been under the Ma- nagement of the Colonial Government,) from the said Comptroller of Barracks ; the Commis- sioner of the Harrack Board and Board of Works, and all other persons in whom the same were vested — to You and Our Board of Ord- nance, or to Our Master-General and Board of Ordnance for the time being, who shall in future imdertake the entire superintendance of all matters relative to the Barracks of Our Army witliin 3 within tlie limits aforesaid, the re-erection and re- pairs of the same, and the Building of new Bar- racks, Quarters, or Hospitals, where required ; and who shall take care that the several Barrack- Masters do diligently fulfil the duties of their offices, and that Our Troops be regularly sup- plied with the different Articles of Furniture, Fuel, Candles, and other Stores to which they are, or may be .entitled by the Regulations of Our Service : and You and Our Board of Ordnance are hereby vested with full powers, rights, and authorities for the same. The Sums from time to time necessary for the service of the Barrack Department shall be pro- vided for by Estimate, to be approved by the Commissioners of our Treasury, f i" the time being, and Annually submitted to Paiiiament. Whenever there shall be a necessity for mak-» ing Alterations or Repairs in Barracks, where siich Alterations or Repairs shall exceed the sum of Five Hundred Pounds, you are, previously to carrying the same into execution, to cause an A 2 Estimate of the Expence to be prepared, accom- panied by a Plan, in cases where it may be prac- ticable to have one, which Plan and Estimate, or Estimate only, as the case may be, shall be submitted to tlic Commissioners of Our Trea- sury, whose ap])robation of such Plan and Esti- mate, or Estimate only, as the case may be, shall be Your Authority for undertaking such Alterations or Repairs. And whereas We have judged it expedient that, as far as may be practicable, one regular and uniform system be established in all mat- ters relating to the Government of Barracks within the limits aforesaid. ' Our Will and Pleasure therefore is, that the following Kules, Orders, and Directions, shew- ing the reciprocal duties of the Barrack-Masters and the Troops, be observed as the Regulations of our Barracks within the limits aforesaid. First. — The Officer commanding in any of Our Barracks, and the Barrack-Masters shall, in t le V- rs of in all matters relative to the accommodation, dis- ])osition, and supply of the Troops stationed therein, conform to the Regulations of the said Master-General and Board of Ordnance, to whom all Applications and Requisitions re- specting the same are to be made by or through the respective Barrack- Masters ; and all Officers and Barrack Masters are hereby directed and enjoined to obey such Orders and Directions as the said Master-General and Board of Ordnance shall find necessary to be given thereon. Second. — Every Barrack-Master shall, upon notice from the said Master- General and Board of Ordnance, or on production of the Route by which Troops are ordered to March, attend the arrival of such Regiment or Detachment as shall be ordered to Quarter in any Barrack under his charge, in Great Britain and Ireland, the Ch.innel Islands, and the Isle of Man, and in our Colonies and Garrisons Abroad ; and having received from the Commanding Officer, or such Officer as he shall appoint, a Return specifying the Number of Officers, Non com- missioned 6 nu8sioncd OfTicers and Soldiers, Horses, &c. &c., for which Barrack accommodation is required, the said Barrack Master sliall allot the same according to Our Ilegulations ; and having, with the Commanding Oflicer, or with such Officer as he shall appoint, viewed the condition of the said Barrack and Hospital (if any,) and (if every Room and part thereof, and of the Bedding, Furniture, and Utensils belonging thereto, shall deliver the same to such Officer, with an Inventory under his hand, stating the particular condition thereof, two copies of which Inventory shall be signed by the Com- manding OiScer and Barrack-Master; one of which shall remain with the Commanding Officer, and the other with the Barrack-Master ; and from the time of such delivery the Com- manding Officer shall stand charged with the said Barracks, Hospitals, Bedding, Furniture, and Utensils, according to the Inventory, until such Regiment, or Detachment, shall be re- lieved or ordered away ; and the like method shall be observed by both Officers and Barrack- Masters upon every reliefer removal ; and after delivery • delivery made, and receipts taken, tbe Barrack- Master shall not exchange any articles unless it be certified by the Commanding Officer, that the said articles have been rendered unser- viceable — such certificates to remain with the Barrack-Master. Third. — Each Barrack-Blaster shall make frequent inspections of the Barracks and Hos- pitals under his care, and of the appurtenances, and report the state thereof to the Master- General and Board of Ordnance ; and the said Barrack-Master shall, in conjunction with the Commanding Officer of each Regiment, or Detachment, or such Commissioned Officer as he shall appoint, once in every Month make a minute inspection of the several Biiildings, and also of the Bedding, Furniture, and Utensik in charge of each ; and a like inspection at the time when any Regiment or l>etachment, shall be removed ; and if, upon such inspection, it shall be found that, after every tillowance is made for wear and tear, further damage has been done to the Buiklings, or any part thereof. I or or that any of the Bedding, Furniture, or Utensils have been injured, destroyed, lost, or embezzled, the Barrack- Master shall then form a just estimate of the expence of making good the damage of such articles as may be injured, but shall charge the full amount of the first cost of such as shall have been destroyed or embez- zled, an account whereof he shall transmit to the said Master-General and Board of Ordnance, and for the amount of which he shall make immediate application to the Commanding Officer; and if his demand be not paid within seven days, it shall be verified by the affidavit of the said Barrack-Master, and forwarded to the said Master-General and Board of Ordnance, who shall transmit a copy thereof to the Officer concerned, and shall require his immediate answer thereto ; and if, upon such answer re- ceived, it shall appear that injury has been done to the Buildings or Furniture, and that the charge made by the Barrack- Master is just and reasonable, ihe said Master-General and Board of Ordnance shall certify the amount to our Secretary at War, in order that he may direct the ii 1 R 9 the same to be charged against the Regiment, or Detachment, concerned. But in case it shall appear that the inspection has not been made in due time, or tlie demand has not been brought by the Barrack- Master as soon as pos- sible after inspection, the damage shall be made good by himself. The Commanding Officer shall take care, on the removal of the Troops, that the Rooms, Staircases, Galleries, and other parts, be left properly swept and clean, and delivered in that state to the Relieving Officer, or Barrack-Master; for which purpose, and for ascertaining the amount of any charges which may be brought against the Regiment, or De- tachment, by the Barrack-Master, a Commis- sioned Officer is to be left behind until the same is done. In the event of such Commissioned Officer not being left behind, the Barrack- Master shall immediately verify the charges by Affidavit, and for\\'ard the same, as before directed, to the said Master-General and Board of Ordnance, who shall transmit a C opy thereof to the Commanding Officer of the Regiment, or Detachment, concerned, and shall require his 10 his immediate answer thereto; and if, upon such answer being received, it shall still appear that the charge made by the Barrack- Master is just and reasonable, and no sufficient reason be also assigned why such Commissioned Officer was not left behind as hereby required, or the Damages accounted for prior to the Regiment, or Detachment leaving the Barrack, the said Master-General, and Board of Ordnance, shall certify the amount to Our Secretary at War, in order that he may direct the same to be charged against the Regiment, or Detachment, concerned. Fourth. — And We do hereby direct and require the Commanding Officer of each Regi-. ment, or Detachment, to give strict orders to the Officers and Soldiers under liis command to be particularly careful that the Barracks and Hospital Yards, Parades, Passages, Rooms, Staircases, Galleries, Beds, Bedding, Furniture, and Utensils, and all the Buildings, &c., de- livered over to them, be kept sweet and clean, and not to permit or suffer any of the Non- commissioned 11 Commissioned Officers or Soldiers to make use o any of the Sheeting for Table Linen, Towels, &c., &:c., or any of the Blankets or Rugs for ironing on ; or to apply any of the Bedding, Furni- ture, or Utensils, to any other purpose than they were originally intended for ; and on no account to suffer Coals to be wetted on the Floors of Boarded or other Rooms, or allow the Soldiers to wash their Arms tlierein, or permit any alterations whatever to be made in the premises under their charge, or in the Bar- racksj or Hospital Rooms, by removing the Bedsteads therefrom, or by nailing posts to them, or otherwise, whereby they may be injured or loosened in the joints ; or by fixing up shelves, racks, hooks, boards, or driving nails in the walls, whereby the plastering may be destroyed ; and for the better preventing such abuses, the Commanding Officer shall appoint a Subaltern Officer to visit each Room every day, and to report whether any infringe- ment of this Order shall have taken place. Nor shall any Officer, under any pretence what- soever, make, or attempt to make, any alteration in 12 V ill any part of the Buildings, Tlooms, or Offices, or convert them to any purpose except such as they were intended for in the original plan of the Officers' Quarters, Barracks, or Hospitals ; and to the end that there may not be any mis- take hereafter in a matter so material to the preservation of good order of the said Officers' Quarters and Barracks, the Master-General and Board of Ordnance are hereby directed to have the use for which each Room is intended lettered on the Door ; and if any Officer shall make, or attempt to make, any alteration in any part of the Buildings, Rooms, or Offices, or convert them to any purposes other than is so specified ; or remove any of the Furniture belonging thereto; the Barrack-Master (who shall always be permitted to visit the Rooms at seasonable hours whenever he desires so to do)shall represent the same to the Commanding Officer; and in case immediate attention be not paid thereto, the Barrack-Master is hereby commanded immediately to report it to the Master-General and Board of Ordnance. And M'hcn any Room shall not be occupied, the same shall shall be locked up, and no part of tlie Furni- ture be removed tlierefroin. Fifth. — The said Master General and Board of Ordnance, may if they think fit, and when it in no shape interferes with, or straighten? the accommodation of the Men (permit, as an oc- casional indulgence, and as tending to promote cleanliness, and the convenience of the Soldiers,) Four Married Women per Troop or Company of Sixty Men, and Six per Troop or Company of One Hundred Men to be resident within the Barracks, but no Article on this Account shall be furnished by the Barrack- Master, except Bed and Bedding for the regulated number of Women. — And if the Barrack-Masters perceive that any mischief or damage arises from such Indulgence, the Commanding Officer shall, on their representation, displace such Women — nor shall any Dogs be suffered to be kept in the Rooms of any Barrack or Hospital. Sixth. Where Kitchens are provided for the Soldiers, they shall not be allowed to dress their provisions in any other places. . - Seventh. 14 Seventh. — No Officer or Barrack Master? shall Upon any Account make any a iterations or repairs, at any Quarter, Barrack, or Hospital, or cause any expence to be incurred in providing any Article relative thereto, except under the directions of the said Master General and Board of Ordnance, and to the amount only, and on the occasions to be specified in such directions. Eighth. — Officers commanding in Barracks shall not suffer any ashes, horse-dung, or litter to be put in any other places than those allotted for the purpose, and they are hereby strictly enjoined to keep the Yards and Parades free from filth and rubbish, and have them pro^ perly swept and rolled by the Soldiers. As the forming and keeping in repair the Foot-parades^ Streets, and Walks, in the several Cavalry and Infantry Barracks is attended with great labour and consequent expence, no mounted Officer or Soldier is to be permitted to ride on such Foot-parades or Streets as are covered with gravel, and any damage done to such Parades and Streets contrarj^ to the provisions of this article, 15 article, shall be charged to the Kegiment of Detachment in charge of the same, as for damage done by the wantonness of the Troops. Ninth. — Non-Commissioned Officers or Sol- diers shall not be absent from the Barracks after svm set, without Tickets from the Com- manding Officer, and no Fires or Lights shall be suffered in the Soldiers Rooms, or in the Galleries or Stables after Nine o'Clock at night, at which time an Officer shall visit them to see that this Order is strictly obeyed. And we do hereby direct and enjoin the Commanding Officers to use every precaution in their power to prevent accidents by Fire, and not to suffer that Candles be on any account carried about incautiously or into the Stables except;in proper Lanthorns. Tenth.— Wherever there is a Fire Engine attached to the Barracks, the Barrack- Master shall see that the same be properly taken care of, so as to be at all times fit for use, and shall observe such directions thereon, as yoii or the Master 16 Master General and Board of Ordnance for the time being shall give to him, and subject thereto, shall request at proper seasons, such party of men as may be necessary to work the Engine, of the Commanding Officer of the Garrison who shall giant the same accordingly. • . Eleventh. — The Barrack JNIasters shall re- gularly, or when required by the Commanding Officer, cause the Chimnies of the Barracks^ Infirmaries, Guard-Houses and Offices to be carefully swept, and shall charge the expence thereof in their Quarterly Accounts, producing therewith the proper Vouchers and Receipts. Twelfth. — Whenever any Barrack Stores or other articles shall be reported by any Barrack Master to be unfit for the Public service, ap- plication shall be made by a person duly autho- rized by the Master General and Board of Ordnance, to the Officer commanding the Troops on the spot, to cause a Survey to be taken of them, who will for that purpose, take care that a Commissioned Officer of our Forces, not 17 ■J not below the rank of a Captain, or the Quarter-Master of the Regiment, together with the person duly authorized above alluded to> and the Barrack- Master, be constituted the Surveyors duly authorized to proceed to exa- mine the state of the Stores so reported to be unfit for public service. And all such Barrack Stores or other Articles as shall be condemned by a report in writing, signed by the said Surveyors, as totally ui}ftt for the service, are to be sold, and disposed of under the direction of Our said Master-General and Board of Ord- nance for the time being, to the best advantage; and all such as may be found serviceable by Repairs, shall be reported to the said Master General and Board of Ordnance, as such for their directions thereon. Thirteenth.— The said Master-General and Board of Ordnance shall take care that a proper quantity of good and sufficient Firing and Candles, and other Stores, be provided for each Barrack and Hospital ; and the same shall be duly delivered out to the Troops by the B respective 18 respective BaiTack-Masters, at such times, and in such proportions as are hereinafter men- tioned. I ' The deliveries shall be made by the Barrack- Master, on the receipt of accurate Keturns» stating the numbers in each Regiment, or Detachment, present on the day of each weekly delivery, and the quantity required, signed by the Commanding Officer of each Corps, Troop, Company, or Detachment, in the Barracks* which Returns shall be immediately transmitted to the Board of Ordnance. Fourteenth. — Non-Commissioned Officers and Private Men, on their arrival at any Bar- rack, shall be supplied by the Barrack-Master with one pair of clean Sheets to each Bed, on the Receipt of which they shall pay to the Bar- rack-Master three-pence per pair for a double Bed, and two pence per pair for a single Bed, who shall change them once in every month, and receive the same sums for washing on each delivery. He shall also deliver round Towel^ to 19 to each Room occupied by Non-Commissioned Officers and Private Men in the proportion of one round Towel per week to every eight Non- commissioned Officers and Men of the Cavahy* and every twelve Non-Commissioned Officers and Men of the Infantry, to be fixed on rollers, for which he shall receive one penny per Towel for washing on each delivery. Hospitals are to be supplied with these articles as often as neces- sary, free of expence, thenecessity being certified by the Commanding Officer and senior Medical Officer. Fifteenth. — The arrangement of the Troops in Barracks and Hospitals, and the issue of Barrack Stores, shall be made in Great Britain and Ireland, and in our Colonies and Garrisons abroad, in conformity to the Sche- dules and Regulations hereunto annexed. The delivery of Coals and Candles in Great Britain and Ireland shall be made in proportions not exceeding the Regulations hereunto annexed, marked No. 1, for Troops in Barracks ; No. 2, for Haspitals ; and No. 3, for tlie supplies of B 2 Bedding, r li 20 Bedding, Furniture, and Utensils ; and the allotment and issues for llegi mental School Rooms shall be made according to the Schedule No. 4. The deliveries to our Colo- nies and Garrisons abroad shall be made in proportions not exceeding the Schedules here- unto annexed, marked Nos. 4, 5, 6, 7, 8, 9, 10, and 11. . A Commissioned Officers'Guard, sevenBushels of Coals, and four pounds of Candles, from 1st September to 1st May. A Non-Commissioned -- . Officers' 2e Officers' Guard, half those quantities of Coal* and Candles for the same time, but in both cases, an issue of Coals in severe weather, not exceeding double the Winter allowance may be granted on the requisition of the Commanding Officer. . Issues of Candles during the Summer months,, viz. two pounds per week to a Commissioned Officers' Guard, and one pound per week to a Non-Commissioned Officers' Guard. Wherever there is an Orderly Room at a Barrack, and the Barrack shall be occupied by one hundred men and upwards, one Room's issue of Coals and Candles may be made for it, provided the Room is actually used for that purpose. Wood may also be issued for lighting the Fires in such proportions as the Master-General and Board of Ordnance may find it necessary, not exceeding three pounds per week for each Fire. . AVhcn 27 When any Troops shall be placed in Barracks or Hospitals, which from their construction may not require the whole of the several articles of Furniture, Fuel and other Stores allowed by these Regulations, the Master-General and Board of Ordnance shall direct the issue of such articles, or such proportions thereof as shall appear to them to be sufficient for the comfort and convenience of the Troops. Officers having Brevet Rank, can only re- ceive allowances in Barracks for their Regi- mental Commissions, and Officers holding two Commissions can onJy receive allowances for one of them. Barrack Stores are only allowed from the day on which the issue shall take place, and no arrears are to be made up, and all Barrack Masters are strictly enjoined not to give or allow to be given, any commutation either in money or otherwise for the same. N. B. When Sea Coal is not used, one hun- dred dred pounds net weight of Coal is considered as equal to a Bushel, and in Ireland where Turf is issued in some places in lieu of Coals, the Turf Kish is to be considered equal to a Bushel of Coals, the Turf Kish measures four feel long, two and a half feet deep, and two feet wide in the clear, being twenty cubical feet. When it is found necessary to have Lights in the Passages and Galleries in the several Barracks, one pound of Candles will be fllnwed per week for each Lcnthorn, from 1st September to 1st May. The Barrack Master is to supply the Non- commissioned Officers and Private Men in Barracks, with Straw for each Paillasse every sixty days, and the same for the Paillasses of the Officers Servants to whom the samc^ quantity of bedding is allowed as to a Private Soldier, but in the exchange of Corps, if thei Straw has been in use thirty days by the pre- ceding Corps, fresh Straw is to be issued to the Corps marching into Barracks. In each Barrack constructed for 1,000 Men, and not exceeding 2,000, such Barrack Room, Building or other Apartment, as may be con^ sidered most eligible, by ths General or other Officer Commanding in the District or at the Station, and by the Assistant Inspector General of Barracks, or in his absence, by an Officer of the Barrack Department, shall be given up for the purpose of a Regimental School, to be kept open during the day time only, and to be marked *♦ The Schod Room." The Room shall be pro- vided, uader the Orders of the Master-General and Board of Ordnance, with such moveable Desks, Tables, and Forms, as may be necessary, care being taken to disturb as little as possible the Barrack Fixtures.. Furniture, and Accom- modation. The ' I 42 Tlie School Room so set apart, is to be for the accommodation of Young Soldiers, and of the Children of those Soldiers, whose Wives (to the extent of the number limited by the King's llegulation in this behalf,) shall be allowed to accompany their Husbands. One Room's allowance of Coals shall be issued for the School Room, by the Barrack Depart- ment, from the Isi day of October, to the 30th day of April, both days inclusive, to be regulated by the issue to the Troops during the same period, according to the number of Fire Plai:es and size of the Room. Rut when the School Room is used by the Young Soldiers, and Children of more than one Regiment, they are to apportion the fuel themselves; the Barrack Master being held responsible, no further, than in making the issues by the day or the week, as may be considered most convenient. In Barracks constructed for 2,000 Men, but not exceeding 4,000, Two School Rooms, if necessary, shall be fitted up in the same manner as Jhvrr^*** 43 as before mentioned ; and two Rooms allowancx; of Coals and Candles be issued for them, and in Barracks still more extended, such additional Rooms as may be found necessary, shall be appropriated with the likci Furniture and allowances of Coals. In Barracks where the construction is for the accommodation of less than 1,000 Men, a Room for the School is in like manner to be appro- priated, but without dismantling it, the Tables and Forms belonging to the Barrack Room to be used, and such other articles and moveable Desks as may be wanted to be supplied ; and on the Requisition of the Officer Commanding the District or at the Station, the necessaiy issue of Coals is to be made, not exceeding what would be issued for the Room, if occupied as a Barrack. In all cases, where sufficient Room for the whole number of the Scholars at one time cannot be appropriated, without infringing on the space necessary for the Troops, a proportion of 44 of the Scholars shall attend the School in the forenoon, and the remainder in the afternoon. Each Serjeant Schoolmaster is to he responsible, that all wilful damages and deficiencies occe^* sioned to the School Iioom» are immediately reported to the Officer Commanding at the Station, together with the names of the Parties ,occasipning the same; and such Commanding Ofhcer is to cause the damages or deficiencies to be made good by the young Soldiers, or jby the Parents of the Children, as the case may be, or take such other steps as shall be necessary to prevent a repetition of the injury or Joss.
