BYE-LAWS 
 
 OF THE 
 
 NOVA SCOTIAN INSTITUTE OF NATURAL SCIENCE. 
 
 Confirmed at a General Meeting of the Institute, held on the thirty-first day of 
 
 December, 1862. 
 
 
 That a Society be formed under the name of " The Nova 
 ScoTiAN Institute of Natural Science." 
 
 That the Institute be governed by a Coimcil, composed of a 
 President, two Vice-Presidents, a Treasurer, two Secretaries, 
 and eight members, to be elected annually at a general meet- 
 ing of the Institute. 
 
 That monthly meetings be held for the purpose of reading 
 papers upon, and discussing matters relating to Natural Science. 
 
 That during the year the Institute hold four field meetings, 
 at such places as may be. determined on. 
 
 That the Institute undertake the publication of lists of the 
 various natural prodiictions of the Province, with such obser- 
 vations as their respective authors may deem necessary. 
 
 That as far as the funds of the Institute will permit, the 
 President's address, the list of native productions, and a selec- 
 tion of the papers read at the meetings by members, be pub- 
 lished as the "■Transactions of the Nova Scotian Institute of 
 Natural Science." and distributed gratuitously to the members. 
 
 OF THE ELECTION AND ADMISSION OF MEMBERS. 
 
 I. — Every candidate for admission as a member shall be pro- 
 posed and recommended by two or more members, who shall, 
 at a general mooting of the Institute, cause to be delivered 
 to the Secretary a paper, signed by themselves, specifying the 
 Christian name, surname, and the usual place of I'esidence of 
 such person. 
 
 II. — That members be elected bv the Council.

 ni. — Every person chosen a member shall have immediate 
 notice of his election given to him by the Secretary. 
 
 rV. — No person elected shall be admitted a member of the 
 Institute until he shall have paid his admission fee. 
 
 OF THE PAYMENTS TO BE MADE BY THE MEMBERS. 
 
 I. — Every member elected shall, before he be admitted, pay 
 to the use of the Institute the sum of Twenty Shillings for 
 his admission fee, and a further sum of Ten Shillings per 
 annum, to be due and payable at each anniversary meeting 
 for the year preceding. 
 
 II. — If any member's admission fee or annual payment re- 
 main unpaid three months after becoming due, and after notice 
 of the same has been given him by the Secretary, it will be 
 presumed that he no longer desires to be a member, and his 
 name will be erased from the list of the members of the In- 
 stitute. 
 
 OF THE ELECTION OF THE COUNCIL AND OFFICERS. 
 
 I. — Every member of the Institute residing within the Pro- 
 vince, and whose residence may be known to the Secretary, 
 sliall be summoned to the anniversary meetings for electing 
 the Council and Officers for the year ensuing, by a letter signed 
 by the Secretary, and such summons shall be sent to the place 
 of residence of every such member a fortnight at the least 
 before the election, which is directed to take place on the second 
 Wednesday of October in each year. The anniversary meet- 
 ing shall also be advertised in two or more of the public news- 
 papers at least a fortnight before the same take place. 
 
 II. — The election of the Coimcil and Officers of the Institute 
 shall be made by ballot, each member present placing in the 
 ballot-box a paper on wliicli shall be written the names of the

President in the chair shall read the lists so given in, and 
 declare the names of the gentlemen for whom there shall be a 
 majority of votes, and the same shall be declared duly elected. 
 
 III. — The duties of the Council and Officers of the preceding 
 year shall terminate at the conclusion of the anniversary meeting. 
 
 OF THE PATRON. 
 
 I. — That His Excellency the Lieutenant Governor of the Pro- 
 vince, for the time being, be requested to become the Patron 
 of the Institute. 
 
 OF THE PRESIDENT AND VICE-PRESIDKNTS. 
 
 I. — The business of the President or Vice-Presidents shall 
 be to preside in all the meetings, and regulate all the <lebates 
 of the Institute, Council, and Committees ; to state and put 
 questions, whicr shall have been moved and seconded, both in 
 the affirmative and negative, according to the sense and inten- 
 tion of the meetings ; to call for reports and accounts from 
 Committees and others ; to check irregularities, and to keep al^ 
 persons in the meetings to order ; to cause all extraordinary 
 meetings of the Council and Committee to be sunmioned when 
 necessary, and, generally, to execute, or see to the execution 
 of the statutes and bye-laws of the Institute. 
 
 II. — That at the clode of each year, and upon, or imme- 
 diately before the day of the anniversary meeting, the President 
 be requested to favor the Institute with an audress, contairing 
 a written summary of its proceedings at the several field and 
 other meetings, with such observations as he may deem (con- 
 ducive to the welfare of the Institute and the promotion of its 
 objects.

 OF THE TREASURER AND HTS ACCOITNTS. 
 
 I. — The Treasurer shall receive for the use of the Institute 
 all sums of money due or payable to the Institute, and out

 II. — Every sum of money payable on account of the Insti-

 III. — The accounts of the Treasurer shall be audited annually, 
 a sliort time preceding the ainiiversary meeting, by a Com-

 one shall be a member of the Council. The report of the said 
 auditors shall be laid before the Institute upon the day of the 
 anuiversarv nieetinjr, statin<r not oidy the balance in the Trea- 
 surer's hands, but also the general state of the funds of the 
 Institute.

 I. — The Secretaries shall, subject to the direction of the Coun- 
 cil, have the ;ieneral management of the business of the Institute. 
 
 OF I'lIK (iFNElJAL AND OUDINAHY MKI:TINGS OF THE 
 
 LNSTITUTE. 
 
 I. — The general or ordinary meetings of the Institute shall 
 be held on the first Monday in each month, to begin at eight 
 o'clock in the i-vening. 
 
 TI. — In case of the absence of the President, one of the Vice- 
 Presidents shall preside at every general meeting ; and if neither 
 the President nor either of the Vice-Presidents be present, then 
 the chair shall be taken by some member of the Council who 
 may be present. 
 
 III. — The business of the Institute in the meetings shall be, 
 to read and hear letters, reports, and other papers on subjects 
 of Natural Scietx-e. and also to view such specimens of the pro- 
 ductions of nature as shall be presented.

 IV. — Members notifyinjj; the discovery of new species shall be 
 requested to deposit a typical specimen with the Institute. 
 
 V. — Whenever, at a fi;encral meetinfr, the votes for or afjainst a 
 question proposed shall be found to be equal, in case the question 
 do not relate to an election, the President, Vice-President, or 
 member of Council in the chair, shall have a double vote. 
 
 OF THE MEETINGS OF THE COUNCIL. 
 
 I. — The Council shall meet at such times as shall be appointed 
 by the President, or in his absence by one of the Vice-l'residcnts ; 
 due and suflficient notice of each meeting being previously sent to 
 every member of the Council. 
 
 II. — The President, or one of the Vice-Presidents, shall preside 
 at every meeting of the Council. 
 
 III. — The papers read at the meetings of the Institute shall be 
 referred to the Council, who shall determine respecting their p'.b- 
 lication ; and the Council shall have power to refer them to be 
 reported upon, to any competent person, although he may not be 
 a member of Council. 
 
 OF THE FIELD MEETINGS. 
 
 I. — ^The Institute shall during the year hold four Field meetings, 
 at such places and at such times as may be determined by a Com- 
 mittee appointed at the anniversary meeting. Timely notice of 
 such meetings Avill be given to the members by circular from the 
 Secretary. Members shall defray their own expenses. 
 
 OF THE MANNER OF TUBLICATION OF THE PAPEI5S LAID 
 BEFORE THE INSTITUTE. 
 
 I. — The transactions and other publications of the Institute shall 
 be printed, at such times and in such manner as the Council for 
 the time being shall direct.

 OF TIIK BOOKS AND TAPERS OF THE INSTITUTE. ;*4^ • 
 
 I. — There shall be kept a book, called the Bye-Law Book, in 
 which shall be fairly written tlie copy of the Bye-Laws of the In- 
 stitute. 
 
 IL — There .shall be kept a book containing the register of the 
 tnembers of the Institute, with the times of tiieir election and ad- 
 mission, atid each member on adinission shall be required to sub- 
 scribe his name therein.

 III. — Tliere shall bo kept Minute Books for tlie Institute and 
 Council at their respective meetings. 
 
 IV. — Any member of the Institute may, at proper tipties., have 
 the liberty of inspecting the Minute or other books of the Institute ; 
 but no member shall take any copy or transcript of any matter 
 contained therein, without leave obtained of the Council. 
 
 V. — The original copy of every paper, after having been read 
 before tlic Institute, shall be considered as the property of the In- 
 stitute, if there shoidd be no previous engagement with its author 
 to the contrary.
