The Law of Assessment. (1.) Moved by Mr. W. F. Burton, of Hamilton, seconded by Mr. Savage, of Kingston, , "That this association recommend that the Government be re- quested to submit a measure having in view the change of the law of assessment, so as to admit of the party actually paying the taxes (at any time before the same are paid), directing the ap- plication of same, so far as the same relate to school purposes."— Carried. . But inasmuch as there appears to be some I ubt as . to the meaning of the regulation regarding its use. Therefore this Association requests the Hon. the Minister of Education so to amend said regulation as shall make the use of the text book compulsory m all the Public Schools of the Province. Further that said work shall also be made a text book in the Model schools of the Province, and that all Model school candidates shall be required to pass an examination on the subject of tem- perance."— Carried. II. The object of this Association shall be (a) to provide a mediuiii of communicating to the Department of Education the views of the people of this Province on Educational questions, and pressing the same on the attention of the Department • (b) to consider all matters having a practical bearing on Education and the School System. III. This Association shall consist of Representatives from School Boards as follows :--One Representative from each Col- legiate Institute and High School Board, and two from each United Board ; one from each Public School Board in cities towns and incorporated villages, one from each township, and one additional Representative for each 20,000 inhabitants or fraction thereot, in cities having , jjulation of over 20,000. ^y* ^f ^J^P^-es^ntftti^es or Delegates to the regular annual meeting of this Association shall be selected on or before the First rtay ot October in each year, and the names thereof sent in to the Secretary of tins Association, on or before the Fifteenth day of the same month. The selection of the township representatives shall be made by meetings of Trustees for Townships called for that purpose. ^ T^» Officers shall be a President, First Vice-President, hecond Vice-President, Secretary, Treasurer, and an Executive Committee, to consist of the above named officers and twelve members, who shall be elected annually, and seven of whom shalJ form a quorum.
