' WJlERiOAS it has Ijccn represented to tlio Legislature of ' tliis Province, that certain persnong hereinafter named, and ' divers others inhabitants of New Brunswick, Members of the < Church of England, have associated tliemselvcs together as ' a Society under the following Constitution, Bye Laws, Rulcri ' and Rogulationf», that is to saj- : — < Ist. The Society shall bo called the Diocesan Cliurch < Society of Now Brtmswick : 2d. No Constitution, Bye Law, < Rule or Regulation of the Society, or any abrogation, rc- ' peal, change or alteration of the same, shall be of any force ' until it shall have been sanctioned and confirmed by the ' Bishop of and administering the Diocese for the time being, ' by writing under his hand : 3d. The payment at any one ' time of a sum not less than ten pounds shall constitute a life ' Member ; and the payment annually of any sum however ' small, shall constitute the person paying the same a Member < of the Society : 4t]i. The Society shall have a President, ' who shall be the - «'d Bishop of the Diocese ; two or moro ' Vice Presidents, ot ;hom the Archdeacon shall bo the first ; ' one or more Treasurers ; one or moro Secretaries ; two ' Auditors of Accounts ; and an Executive Committee of ' twenty-four Lay Members of the Society, being life Members ' thereof, or subscribers of at least one pound to the Funds of < the Society, who, with the exception of the President and ' Vice Presidents shall be annually elected at the Anniversary * Meeting : 5th. The establishment of Divinity Scholarships at King's * College, Fredericton; and assistance where necessary to ' those who may be under preparation for the Ministry, espe- < cially sons of Clergymen ; ' 3. Aid to Sunday and other Schools in which Church ' principles arc taught ; and the training and encoui'agiug of ' Schoolmasters and Catechists ; < 4. The Annual Meeting of this Committee was held iu St. Mary's Chapel ou the Festival of St. Andrew, whcu the following Resolutions were passed. 1. That this Committee view with inesprcssible satisfaction the increased and increasing prosperity of the Diocesan Church Society, and arc more than ever convinced of the paramount importance of the institution for the pro- motion of the various benevolent objccta it embraces. 2. That this Committee return thanks for the last grant of books, and ti-ust they may receive an eq,ual share in the next appropriation. 3. That this Committee strongly recommend to the favourable consideration of the Society, Mr. John Smith, Teacher of the Madi'as School, in consequence of his having for mary years superintended a Sunday School under the aus- pices of the Rector, for which this Committee deem him justly entitled to reward. MoNCTON.— Rev. W. N. Boyer reports, £6 13 2 as the amount of cou- tributions for general purposes, and reports that he can make no retiums of Semi -Annual Collections, owing to increased expenses necessarily incurred in the Church. ''The progress of the Church,'' he writes, "is in every sense onward ; the communicants are on the increase. My own position, as Pastor, is made comfortable ; the people of their substance, which is not always large, giving cheerfully and kindly." Gheenwich and Pbteksville. — Rev. J. Bartholomew writes thus : This Lo- cal Committee desire to express their deep sense of obligation to the Society for its continued aid to their Mission, and earnestly pray, that it may long con- tinue a blessing to this and other portions of the Diocese which ore recipients of its bounty. They regret that they cannot report the completion of the Chtirch at Douglas Valley, but they trust as their funds have lately been increased by an appeal to New York Churchmen, to finish the edifice early in the summer. They need not say how much their gratitude would be increased by a further grant to this object, if not contrary to the custom of the Society. The contributions are a little in advance of those of last year, which though small compared with the extent of the Mission, give good evidence of continued attachment to the Chiirch ; especially wheu regarded in connection with tho general payment of the &ce will ofierings and the other dues of the Clergyman. UrHAM. — Mr. J. A. Dodge, as Trcas\irer of this Ix)cal Committee, writes that at the Annual Meeting, held in the Parish Church on the Slst January, Resolutions wwe passed thanking the Society for its donations to their paro- chial library and aid to church building in the Mission. They request a renewal of the grant for finishing the Church at Londonderry, which owing to vorioiu circumstances, yet remains unfit for Divine Service. They desire also to be remembered. in .the distribution of Books. Contributions arc in all, £25. SiMOKDs. — Rev. J. W. Disbrow \\Tites that at the meeting of this Com- mittee, on the 19th February, the principnl object recommended was an ad- ditional grant to the New Church at Black River. " Neither pains nor expense has been spared" ho says, « in making this building a creditable place of Wor- ship and an ornament to the settlement; and for my own part," he continues, " I desire to oifer up my grateful thanks, that God, the Giver and Bestower of all good things, has enabled me to see its completion and to witness the conse- cration of it to His service alone." At the time the Committee met, the debt on the Church was £177 5 11, which the inliabitants of Black River have since from their very limited re- sources reduced to the extent of £50, which together with contributions from a few kind friends in Saint John, and the collection on the day of consecration has reduced the amount expended to about £100. Though it is expected that every effort will be made by the residents in the settlement to relieve the wxi- ter from BO great a responsibility, yet owing to' the high price of provisions, not much more may be looked for from them. It is therefore, with many thanks for the former grant, that a further appeal is made. to the Society. The contiibutions, notwithstanding ithc urgent call made upon the people for the erection of this Church, are £ 10 1 6, St. James. — H. W. Thomas Hartin, in forwarding the Contributions from this Mission which amounts in all to £10 11 6^, thanks jhe HiTciety lor the grnut of Books which he found exceedingly useful. Early in June last, he began his visits as Missionary to the labourers on the St. Andrews and Quebec Raih-oad, to whom he has since devoted one half of his time. He states that he M-as most kindly received by the labourers as well as the residents on the line ; and met with much encouragement from the Rev, Dr. AUey, the Board of Directors, and the Superintendents of the Works. He found about four hundred men employed on the line, many with largt families, and for the most part members of the Church of England. Many more are expected early in the spring. He earnestly solicits a grant of Prayer Books and Tracts for distribution. The distance from the Howard Settlement to the place on the Railroad where Divine Service is performed is about one hundred miles. Andoveb and Oaand Falls.— Rev. S. J. Honford in forwarding the return* from this Mission, which shews an increase over the past year, thanks the So- ciety for the last grant of Books, which he hopes will be repeated at the next appropriation. J. Hudson reports that a protracted sickness and a succession of severe snow storms prevented him and his people from holding their Local Meeting at the \isual season. These causes, and the duties he had to discharge to the other widely scattered Settlements in this still extensive Mission, obliged him to defer that Meeting until the 30th uH., when a Resolution was passed « expressive of the people's sense of the great importance of the objeett provided for in the Society's Constitution, and their determination to us<^ their oest endeavours to promote the same La this Parish." A similar Resolution was also carried at a Meeting of Churchmen in the Nelson Settlement, on tihA I3th ult. ; but the day appointed was unfavourable and not many were pi^esent. It is, however, pleasant to add that the offerings to the Society from this Parish alone amount to £7 10 8. Although the pronpects of the Church in this District have not materially changed during the pout year, still the Mission is by no means in sucii a con- dition as the writer co\ild wish, and as he thinks it might be, if there were employed in it other and more earnest minded labourers ; men of the right stamp ; men, who for a while would be contented with food and raiment, and who would count not their lives dear unto themselves for the sake of Christ and the Church. May such labourers soon be sent forth into this portion of the lord's Vineyard ! But notwithstanding all his difficulties and discouragements the Missionary is not yet cast down ; he intends to take courage and go on, and concludes his report with an expression of liis grateful acknowledgements for the uniform kindness, sympathy and support which he has hitherto received from the Diocesan Church Society ; and humbly asks the prayers of all its Members, that he may be enabled to fulfil the duties of his office to the glory of God, the honour of the Church, and the good of his fellow men. That in the opinion of this Committee each succeeding year demonstrates inost clearly the value and importance of this Society's operations in connection miOk the wants of the Church in this Diocese. 2. That bearing in mind the Apostle's words : " Be ye all of one mind," we irveognise in the Society one element of Christian unity, which under God and by the influence of whose Spirit, " the whole body of the Church is governed and sanctified," must eventually tend to the i: rcosc of the Church amongst us, by making us all " of one heart and of on" oiil." 3. That thanking the Society for the last year's grant to their Mission, an equal amount of Books be requested for the present year. The amount of contributions is as follows: Saint George, £22 6 6; Peun- fteld, £3 12 9 ; Total, £26 19 3. In transmitting the foregoing resolutions, Mr. McGivem begs to express the Iiearty good- will and ready co-operation of the people of this Mission iu behalf of the Society. This will appear by the increase of nearly seven pounds in their contributions on the last year. Scovil writes that this Committee met on the I9th of December, at which the following Resolutions were passed : " That in the more than usual prosperity with which a kind Providence has of late blessed the inhabitants of otir Province in temporal concerns, there is a call upon Chiurchmen lor corresponding exertions in order to forward the spiritual in- terests of their fellow men ; and we therefore recognise the obligation to con> tribute, in proportion to our ability, to promote the Missionary and other religious objects of our Diocesan Chuixh Society." " It is satisfactory," Mr. Scovil continues, •• to be able to add that the Con- tributions from this Parish exceed those of any former year, being £31, of which £1 is limited to Missionary pm-poses." Woodstock. — Rev. S. D. Lee Street wTites, that at a meeting of this Local Committee, held at Saint Luke's Church on the 15th January, sincere thanks were returned for the grant of Books to the Lending Libraries at Woodstock, Richmond, and Jacksoutown, which it was hoped would be repeated this year; and it was unanimously resolved — 1. That this Conunittee cannot but feel a deep sense of gratitude to the Almighty Dispenser of events, in that it hath pleased him, of his goodness, mercifully to bless the labours of the Church Society in making it the instrument of disseminating more widely the means of grace, and that this Committee earnestly pray that God may continue to bless it with increasing usefulness. 2. That this Committee return their sincere thanks to the Society for its resfdy response to their application tor further ud towards the support of the Cnrate- in this extensive Mission, by whose unwearied zeal and ready co-operation the Rector has been enabled to accomplish five Sunday Services, whereby the Churches in the adjoining Parishes are regularly served, while at the same time, the instruction of the young members of the Church have been greatly piroiiK>ted by Mr. WiUams' valuable assistance. t 3. Whereas the Glebe house is in a very decayed state, ond quite unfit for a place of residence, many repairs and additions being requisite ; and whereas the many calls upon the united means of the Churchmen in this Parish will render it almost impossible, to raise the amount required. Marks, Esquire, has remitted £19, the amount of contri- butions and collections from this Mission. ,St. Dwid. — Rev. J. S. Thomson reports unabated interest in the prosperity of the Society. He repets that the amount contributed falls short of last year, but he is not surprised as the members of the Church throughout the Parish have with but a solitary exception contributed most liberally towards the erec- tion of a new Church, which they have found to be absolutely necessary ; the old building not only being almost unfit for Service in the Winter, but its position renders it at that season most difficult of approach. Whilst the Mis- sionary and his people are most grateful for past grants, they crave an addition to that of last year, in aid of the contemplated Church, which they feel con- fident will be required the ensuing summer, and all hope that when the dif- ficulties and expenses of erecting a sanctuary more worthy of the worship of Almighty Ood shall have been surmounted, they may be enabled again to re- sume their former contributions, which amount this year to £6 2 6. Mr. Bisbrow's Station being the most tt(»therly in this portion of the Diocese, there remains a large Distriot without' a resident Cler- gyman of the Church of England, comprising the whole County of Restigouohe. From Bathurst to Upsalquitch, (the farthest point to which I traTeUra), the distance is about ninety six miles, and the whole Country along this line tS road, besides many Settlments which lie oS the maiii line^ is without toy clerical supervision in connection with the Church of Ensluidt except that in an occasional visit like my own, or from iit. Disbrow or the HatiH Dean. I mrformed Divine Service twice or thrice on Sundays, and on Wednesdays and Fridays at the following Stations : Dalhousie, Eel River, Campbleton, and at the School House near Flatlands, and found the attendance good, and every where a desire evinced for a resident Clergyman. It would not perhaps be possible to compute the number of Churchmen in the different localities ; but if the attendance at the Services I held is any indication of their number, there is even how work enough for more than one Missionary. In a District so neglected, it will not be a matter of surprise that the state of moral and re- ligious feeling should be very low ; this fiiot I learned as well from some of the more serious pwsons there, as from my own experience. To show that the desire for a resident Clergyman is more than in word only, I may mention that previous to leaving Dalhousie, a Meeting was held for the purpose of considering the propriety of building A Church in that place, and Chat upwards of £130 was subscribed for the purpose. I have therefore procured a model of a simple Church in the early English style to accommodate one hundred and fifty par- sons, and have obtained a few subscriptions, I regret very few — to aid in carrying out this desirable object. The County of Kestigouche is a thriving and beautiful portion of the Diocese, and will not, I trust, be long without the advantages of a resident Clergyman. . It may not be out of place to say that I was most hospitably entertained during my stay, by A. Barbarie, Esquire, and received in every part of the District, most kind and cordial hospitality. From the foregoing returns, it appears that the following sums have been contributed to the various objects of the So- ciety for the current year, viz. : — Missionary Visits, XI ; Schools, 5s. ; Books and Tracts, £1 10 ; Aged Clergy Fund, £2 15 ; Widows and Orphans' Fun^, £29 5 J General Purposes, £1131 14 5^ ; Total, £1166 9 5 J. It is often remarked as a matter of regret that more mis- sionary intelligence is not furnished to the Society. In the field of labour which it assists in occupying, there must often occur much that would render the Annual Report more useful and interesting, and either encourage the members of the Society to more activity and zeal, or enlist their sympathies in cases of spiritual destitution which ought to be relieved. But whether reported to us or not, the work goes on. The Word of God is preached. The Sacraments are administered. This is done in many places where but for this Society, the sound of the blessed gospel would be unheard. Some, we may hope, are now with Christ, others becoming fitted for his Heavenly Kingdom who, else might have perished forever. Cast a glance at the map on which our Churches and Stations are marked, and see how Tast the field lying waste and unoccupied. There, year by year, our fellow-beings are going on through life more es- tranged from God, more unfit for eternity. If, into this por- tion of the Lord's vineyard, now « white for the harvest," labourers are to be sent forth, this Society must supply the means. W^ need not, and we ought not to look elsewhere for help. The heathendom of China, Africa, India, and the distant Islands of the Sea are appealing to our fellow- churchmen in England, with the call " come over and help VLB," and that call is being answered with a liberality which seems untiring. On motion of Mr. W. Wright— Resolved, That the Ho- norable Charles Simonds be elected Vice President of the Society. The Secretary reported that the retui-ns of Churches, ' . « who are poor." In Article iii. to strike out the words " however small," and substitute therefor " not less than five shillings." That the first part of Article iv. to " Auditors of Accounts" inclusive, be rescinded, and that the following be adopted in lieu thereof, viz. : — " The Officers of the Society shall be a President, two or " more Vice Presidents, one or more Treasurers, one or mord " Secretaries, and two Auditors of Accounts." " The Lord Bishop of the Diocese shall be the President " of the Society, and the Archdeacon the Senior Vice Pre- " sident ; and any person being a Life Member may at any " Anniversary Meeting be elected a Vice President of the "Society." That the remainder of Article iv. and also Article T. be rescinded, and that the following be adopted in lieu thereof, viz. : — "The Executive Committee shall be composed of the " Officers of the Society, the Rector or resident Missionary " of each Parish, and twenty four Lay Members of the Society, " being Life Members, or Annual Subscribers of at least one "pound to the funds of the Society, which Lay Members, "together with the Treasurers, Secretaries and Auditors, " shall be annually elected at the Anniversai'y Meeting. Five "of the Executive Committee to be a quorum, and* three f " those five to be Laymen." That Article xvi. be rescinded, tnd the following substituted therefor. ^< The Executive Committee shall meet on the day after the " Anniversary Meeting, and alternately at Frcdericton and " Saint John, on the first AVednesday in March, the first "Wed- " nesday jn Jmie, on the "Wednesday after the first Tuesday "in October, and on the first Wednesday in January." That Article ix. and x. be rescinded, and the following adopted in lieu thereof, viz. : — " Subscribers of any sum, however small, to the funds of '' the Society in each Mission, or in each Parish of any Mis- " sion, consisting of two or more Parishes, at the discretion " of the Missionary of such Mission, shall constitute a Local " Committee, and it shall be competent to any subscriber to ^' limit his subscription to any one or more of the objects of " the Society, which he may be most anxious to promote." That Article- XIII. and XIV. be rescinded, and that the follow- ing be adopted in lieu thereof, viz. : — " Each Local Committee shall hold an Annual Meeting on " some convenient day, previous to the first day of December, " when they shall elect two Lay Members of the Society as " their Deputies in General Committee, and when a return of " the amount collected and the names of the subscribers shall ." be laid before the Meeting, which return after being signed "by the -Chairman and Secretary, shall be sent to the Trea- " surer of the Society with the money, on or before the twenty (' fourth day of December," That Article xv. be rescinded, and that the following be jidopted in Ucu thereof, viz. :- — 1st. "The General Committee shall be composed of the " Lord Bisliop of the Diocese, who shall be the Chairman, ^' (but in the absence of the Lord Bishop the Committee may " elect a Chairman), the Secretaries, who shall act as the Se» ^' cretaries to the General Committee, the Treasurers, the " Auditors, the Rector or Missionary of each Parish, and such " Lay Deputies as may be elected by the Local Committees, (' Proof of the election of such Deputies by each Local Com- " mittee to be the certificate of the Chairman or Secretary " thereof." 2d. " The General Committee shall meet on the two days " previous to the Anniversary Meeting, to make the annual " appropriation of the funds of the Society ; and a report of I u ive tod Ithe md Fed- lay « " the proceedings at such meeting uhall be made at the An- " niversary Meeting." 3d. " The, order of business in General Committee shall be " as follows, viz. : — " 1. Production of Certificates of Lay Deputies. " 2. Secretary's Report. " 3. Auditor's report on the Treasurer's Accounts. " 4. Such appropriation or disposition of the funds to the " objects of the Society as a majority of those present may " determine." That Articles ii. and xviii. be rescinded, and that the fol- " lowing be adopted in lieu thereof, viz. : — 1st. "No Bye Law of this Society shall be repealed, al- " tered or amended, except at the Anniversary Meeting, and " with the concurrence of two thirds of the members present ; " and such repeal, alteration or amendment shall not be in " force, without the sanction of the Lord Bishop, by writing " under his hand." 2d. " Notice of any repeal, alteration or amendment, must " be given at the meeting previous to the one at which such " repeal, alteration or amendment is to be proposed." That Articles i., vii.> viii., xi. and xviii. be rescinded. That the Bye Laws of the Society be arranged under the following heads, viz. : — "1. Objects; 2. Membership; 3. Officers; 4. Executive " Committee ; 5. Local Committees ; 6. General Committee ; " 7. Anniversary Meeting ; 8. Alterations." The Rev. G. M. Armstrong gives notice that he will at the next Anniversary Meeting move, that the fourth object of Article iv. of the Constitution be rescinded, and that the fol- lowing be adopted in lieu thereof, viz. : — " The circulation by sale and free distribution of Bibles and Testaments, Prayer Books, and Homilies of the Estab- lished Church." The Hon. the Master of the Rolls gives notice that ho will at the next Anniversary Meeting, move the following addi- tional Article of the Constitution of the Society, viz. : — " That such amounnt as shall be duly certified to the Ge- neral Committee by any Local Committee for the travelling and attendance of the Missionary attending the Annual Meet- ings of the General Committee and of the Society, may in any case, when desired by the Missionary, be deducted and al- lowed out of the funds collected for the general purposes of the Society, from the amoimt to be paid into the hands of th© Trefttourer." i; •0 The Rev.
