That in the selection of berths or moorings in any part of the Harbour, a ship or vessel, loaded fully or in part, shall take the preference to a vessel light or in bal- last ; and river crafts, not loading or unloading, shall yield the preference to vessels from sea, or river ciaft arriving in the Harbour ; and when two or more vessels arrive in the Harbour, in tow of any steamboat, the preference shall be given to the vessels according as theyare entered on the lists of the steamboat, and any person, in charge of any ves- sel, who shall disobey the directions of the ijarbour Master or bis Deputy, shall incur a penalty not exceeding ten pounds, currency, and a furiher penalty of ten pounds, cur- rency, for every twenty-four hours during which the per- son in charge shall neglect to comply with the said dircc tions.
