It may, perhaps, be well to inquire if it woold not be wise to increase the Capitation fax to such an extent aa would pi J larj^cr means at the disposal of the Kxncutive Ollicers of tlie Institution. lam persuaded that the success of the order in the last twelve months L y be attributed in a large measure to the introduction of the social feature in our work. Several complaints have reached me throunfh my deputies and other officers of the Institution, in relation to the restrictions which seem' to exist in subor- dinate Divisions, in re^uiatiuj^ the uinuunt of dues payable by members. I re- commend an earnest enquiry into the propriety of placing the subject of dues more entirely within the control of Divisions. The success which has attended the labors of the Sons of Temperance up to this time .promises that with ancnuul industry, energy, self-denial and devo- tion to our principles, we shall finally succeed in our great and arduous under- taking. In Ist'.i, when the order of the Sons of Temperance was introduced into tnia country, there were not perhaps one hundred men in Canada who had conceived the ittea, or who would have listened with patience to the suggestion of a " Maine Law. In Is;")!, fite short years, and some Hi),000 of our adult population teatilied their conviction, not only of the feasibility, but of the ne- cessity of such a law ; andtliis class of theconiiuunity are daily on the increase. Great reforms yielding great blessings are not appreciated and measured 80 much by their real intrinsic worth, as by the labor and pains and disappoint- ments which have attended their promotion; we may therefore gather encour- agement and hope for the future, from the very circumstances which now damp our ardour, and discourage our eftbrts. Apart from this consideration, how- ever, we must not forget our duty to ourselves, to society, to our country and to our God; having been persuaded that our cause is just, and our principles sound, we must persevere amid all dilliculties and discouragements, until our freat end is fully and satisfactorily accomijlished. No doubt many have been iscouraged, and have believed that the reward sought was inferior to the la- bour of acquiring it. This is natural, and was to be expected, but the more energetic and courageous will continue the war, remembering that the greater the labor the greater the reward. Refer to the great who have suffered and even died in the cause of humanity in times past, and imitate and emulate their glorious example. Let us not forget the past in the immediate department of our labors, filled with so much misery and liorror — compare it with the present, and behold how much has been done; and although, alas! too much misery remains to make the pictn ,» of the present tolerable to look upon, yet as com- pared with the past, who shall say that no reward has passed into the sympa- thizing heart of the laborer. On these considerations let us build a hope of a glorious future. The time has now arrived when we must again prepare for the contest in the Legislature. Itnniediately after the a". proceedings were prepared for the press, iirinicdand distributed within one month, A Circular ("Xplauatory or the manner in which subscripnons were solici- ted in aid of the C. 1*. L. L. Lcapuc was distribtited to the various Subordinate Divisions, which mode of Assessment did not meet the approval of the Execu- tive Committee of the League, and that body re.^pectfully submitted to the O. D., that the following plan would better meet the object desired, viz. : — " That the subscriptions be Annual, and continue for five years." The Secretary of the League favored this otiice with a copy of said resolution, which will be submitted to this O. D. A Circular was also prepared, and 10!)0 distributed without delay to sev- eral Ministers of Religion, to all Religious Conferences, S.ynods, and Congre- gationalUnions, to the Subordinate Divisions under this jurisdiction, and of 5. D., Canada East, to Lodges of G. Templars, and to all known Temperance organiaitions in Canada, inviting them to appear by Delegate, or otherwise, at the Provincial Coceution now about to be neld in this city. Subsequently a response to the euli issued by this G. D., has been advertised in several lead- ing newspapers, signed by the heads of Temperance Orffunizations, which an- nouncement and respectful invitation was deemed desirable ; and we trust that the deliberations of this Convocation may prove signally successful, and that thereby new zeal, and enligbtcued oIltllu.^iam may pervade uU the departments of our Order. In respect to the influence of tbe Order upon community, we are able to report, that it maintains its impulsive power ; and judging from the large acces- sion to our rauks of new members of a, superior class, that its influence is evi- dently widening and deepening.
