Resolved, — That tho brethren indebted to the Book Boom, they not being claimants on the Connexional Funds, be re- quired to scttlo all ovrdue accounts. Probationers. Resolved, — That any Probationei", assisted by the Educa- tional Fund, who, within the period of ten years after Ordination, may wish to withdraw from the Conference, shall be required to refund the amount of aid given him before receiving a Certificate of Standing, provided always that this requirement shall not apply to those who retire from ill health. Resolved, — That this Conference requires Candidates fo our Ministry to preach a Trial Sermon before the District Meeting by which they are recommended, or before a Com- mittee appointed by the District Meeting, who shall report their ojjinion of the sermon, and embody it in the recom- mendation of such Candidate to the Conference. 7 % SPECIAL RESOLUTIONS. RESOLUTIONS TwE-AFFIRMED. Sabbath Observance. 1. Resolved, — That believing in the univci'sal and per- petual obligation of the Sabbath, and rejxretting any laxity in opinion or practice which may prevail, we feel it our duty distinctly to avow our firm belief in its sanctity, in the necessity of its strict observance, and in the untold benefits resulting to the community fx'om its establishment. 2. Besolved, — That we strongly disapi)rovo of the practice of encouraging or allowing places to be openfed on the Sal>- bath, in the vicinity of our Camp-Meetings, for the sale of groceries or provisions of any kind ; and we would recom- mend ovir brethren to discountenance such places, and, if need be, to carry out, mildly b\it firmly, the existing enact- ments of the civil law against them. ;r f-r Union of Methodist Bodies. Resolved, — That the Conference re-alfirms its resolution of 1866 on Methodist Union, viz, :— ' 1. Tliat this Coufer\3nce cordially reiterates the expression of its conviction as to the desirableness and importance of a union of all the Methodist lx)dies in Canada, who believe A I d»- »i ti» « iiii- pointed to attend the Confei-ence. The Secretary read the following extract from the reply of the English Conference to the last Address of the Canada Conference : — " We cheerfully leave to the assembled brethren the choice of the President of your next. Tlie Conference proceetled accordingly to elect a Presi- dent, and the Rev. William Morley Punshon, M.A., was cliosen by an almost unanimous vote. The Rev. Alexander Sutherijvnd was elected Secretary. The President addressed the Conference, and afterwards appointed the Rev. Epiiraim Evans, D.D., (who hud been nominated by the Conference cf 18G9), Co Delegate for the present year. The Co-Delegate briefly addressed the Conference. It was then moved by the Rev. Dr. Ryerson, seconded by the Rev. James Elliott, Ex-President, supported by the Rev. Dr. Wood, and Jiesolved, — That the cordial thanks of the Members of this Con- ference, collectively and individually, bo hereby i^resented to the Rev William Morley Punshon, M.A., our honoured and beloved President, for his extensive and most efficient labours throughout Canada during the past year. We deem it our duty gratefully to place on record that while Mr. Punshon has largely promoted the Hiiancial, spiritual and general interests of the Church by his powerful ministrations and addresses, hia wise and affectionate counsels, he has jxirsonally contributed to our bciiv-Yoleut Institutions a much laiger sum than the salary and allowances provided for him by the Church — thus rendering gratuitously his laborious servic es to the great work of Cod in whieh we are engaged. We commend this unprecedented and uuparallelled liberality of our I'resident to the attention, and, as far as possible, to the imitation of every ministerial and lay member of our Church ; and we earnestly pray that Mr. Punshon may be long spared in health and vigour to bless mankind in the exercise of his eminent and sanctified gifts and acquirements. I 'J h^- Mr. Bishop's accurate acquaintance with the original languages in which the Scriptures were written, and his knowledge of other branches which illustrate the Holy Bible, joined to his constant and delighted study of tne sacred volume, mmle him an able expo- sitor of Scr'pture, and gave to his sermons a richness, variety, am depth that held the attention and edified the minds of all in hia congregations who could appreciate what is truly valuable in preaching. His ability in the pulpit, diligent pastoral habits, spot- less purity of character, and circumspect dei)ortment, led to his appointment to several of our most prominent circuits. He tra- velled successively Montreal, Toronto West, Picton, Cobourg, London, and Toronto N'.>rtli Circuits. Bro. Bishop died on Christmas-day, 1830, of disease of the heart, after a painful illness of six weeks' continuance. His last s'lflerings were borne with meekness atid patience ; while hope and conCdonce cheered him through the vale of death. Once, when very w^eary, he said, "I long to get home." A friend said, "Jesus will soon come." He iTjplied, "I am ready." Such expressions as the fol- lowing were often on his lips :- -" Patience is having her trial ; but there is rest in heaver. — sweet rest for rae — in my home in heavau." — "We shall soon 'gather at the river.'" Two days before hia death, iie attempted to sing the verses concluding with — ^ " Above the rest this note shall swell. My Jeaus hath done all things well." Bro. Bishop's last attempted utterance was the prayer of the martyred Stephen. He got as far as "Loi-d Jesus, receive " and his voice failed. A watchful friend expressed the rest for him, — " Receive my spirit." He spoke no more. Thus lived, and laboured, and suffered, and died, our amiable, unpretending, but accomplished ^id faithful Brother Bishop, of whom it may be said, — "Ho was without an enemy." Schoficld, Esq., of BrockvDle. lie was bom in Delta, Ontario, on the 1st Jnne, 1841. Ho was cariy dedicated to the Lonl, and began while young to give es'idence of the work of grace upon his heart. At the age of twelve years he ex[ioriencod tlie convicting power of truth umler the ministry of the Ilev. Bichard Whiting, and after se'jking the Lord a few days he waa enabled to rejoice in God his Saviour. The evidence of his a;cept- ance through (/hrist waa clear and distinct,, enabling him to rest on the atonement with comfort and satisfaciicm. He immediately united with the Weeleyaii Chnrch, and began to work foiT Jesus, by the exercise of his talents, in exhortation and prayer. H's devoted Chris>tian mouther early dedicated him to tlifc work of the ministry, and was often heard to say, " Therefore, also, I have Ivnt him to the Loixl : as long as he liveth he shiUl be lent k» the Lord." And now having been brought to Christ hiuself, he waa constrained to seek the wandering soids of men, and gav- himself fully to the work of the miniatrjf. Having formed a high estin^ate of ministerial duty and responsibility, he sought that qualitieation which a collegiate ctmrse usually secures, that by the Divine blessing he might be thoroughly furnished unto every good work. After having leceived hia degree in arts at our University, and completed Lis probation as a minister, he was publicly desig- nated to the fulness of the ministerial ofiGice in 1864. Ah a minister, though youtlxful, he had attained a maturity of -excellenoe in wisdom and gcodness, in piety and seal, in pulpit ability and pas- toral etiiciency, that, had hia lifo been »i)ared, gave pvoBiise of great future usefulness. He was much beloved by the people among whom ho laboretl, and was gonerally strocessful. His last Circuit was Lakefield, on the I'eterboro' DUtrict, where ho lab<»red for » year and a half with great acceptability ajid success. [See Standing Resolutions.] The r.ov. Alfred Andrews read the Report of the Sunday Sx/hool Committee. .. The Report was adopted. [See Appendix B] Several Resolutions from t'le same Committee were i"g- ferred to the Special Committee on Sunday School work. The following Recommendations from the Board of Di- rectors of the Wesleyan Sunday School Union were read : — 1. That as the present arrangements for a Sunday School Union are found to l)e impracticable, this Board recommends to the Confer- ence the appointment of a mixeectfully submit that ' it would be very injudicious in the Conference to render such an appointment jxJBsible. " The Toronto District Meeting recommends that a Committee be api>ointed to secure an amendment to the Law of our Church property in so far as to render it unnecessary to procure the consent of the Court of Chancery to the conveyance ot such property. " We recommend chat such a Committee be appointed. The part of the Report refemng to a Memorial of the Quarterly Meeting of the Toronto West Circuit, was amended by the substitution of the following Resolutions : — Resolved, — 1. That the Memorial from the Toronto West Circuit touching the mode of dropping or expelling of members from the Church, having received careful consideration, the Conference is of opinion that the existing provisions of the Discipline are sufficient for the purposes of wise and effective administration. 2. That the subject of inserting in the Discipline a form to be used on the admission of meml trs, be referred to a Committee for fuller consideration. * • 3. That a copy of the above Resolutions be forwarded to the Sui)erintendent of the Toronto West Circuit, to be laid before the Quarterly Meeting. Referring to a Recommendation of the Brock ville Dis- trict on the " Registration of Baptisraa," the Committoo re})orted : — • ■ ' . v "We are of the opinion that there is groat laxity on this subject on the part of some Supitrintondunts. We are further of the opinion that it is the duty of each Superintendent to make enquiry in each family on tho subject in order to bring the importance of the 8uV>ject befort the people ; and we are of tho opinion that it would greatly add to the mteretits of the Church to req^aire that a Record be kept on each Circuit. " — Adopted. Resolutions from the same District on tlie subject of Catechumen Classes, were referred to the S^>ecial Committee on Sunday School matters. ^ » Referring to a Memorial on th<' subject of Temperance, from the most worthy Gi"and Lodge of British Templars, the Committee recommended the republication of Clauses 2, 3 and 4 of their report on the same subject Itwt year. The clauses are the following : — v " 2. That while this Conference reiterates its frequently-expressed views on Total Abstinence, it would renew its earnest recom- mendation that every minister should preach at least one sermon in each year to each congregation under his charge, . enforcing Mr. Wesley's senti' lents against drunkenness and 1 drinking, as truly scriptural and tending to the moral and physical welfare of society. "8. Notwithstanding this consciousness of the paramount value of SaV>bath School operations, still your Committee are compelled to admit that, at the present time, we have not an organization which gives general satisfaction. The Conference has been pleased to submit to this Com- mittee several recommendations ]>roceeding from the Dis- trict Meetings which are designed to remedy existing evils. These resolutions have had the best attention which your Committee could give them, yet our available time has been much too limited to do ample justice to the very grave sub- jects embraced. VV^esleyan day-schools are multiplied, as well as Sunday-schools, notwithstanding that the question of primary education is in an unsettled sbite, and that important changes are deemed probable by thos'3 who, on this tuhjcct, watch closely the tendencies of the times. We have added wvthin the year a new Bmnch to our Theological Institution, by the opening imder favour- able auspices of the lleadingley College. Our Home Mis- sionary op(;rdtioiis iire i)roductiv9 of good fruit ; and, had we the me^ns, are capable of indefinite development. This is especially the case in our large towns, where wq have easy access to the masses of the people, and where truly " the fields are white unto the harvest." We have been greatly ghuldened during the present Ses- sion of Conference by many indications which show that the Methodism of the present is in harmony, in doctrines, spirit, and aims, with the Methodism of tue past. Our hearts are pained and our work somewhat embarrassed by the unusually large number of our astiniable co-laborers, who have felt themseives compelled, through the partial or total failure of their health, to seek a Superannuated or Supernumerary relation. "We dej)lore the practice, so long continued amongst us, on the plea of necessity, of crowding too many services into the Sabbath, causing so severe a strain on the whole system, and contributing largely, vi -^ are con- vinced, to the serious disability of our Miuistert and Preachers. We are satisfied, also, that by perpetuating this practice as one of the concomitants of our four or two weeks Circuits, we ha>'e been comi^elled to neglect unduly our centres of population, esi)ecially thriving villages, to our denominational injury, inasmuch as other denominations have reaped, but too largely, the harvest of our sowing, by giving the people preaching once or twice each Sabbath. The doctrine of the cross, with its immediately related themes, j«t still the burden of our preaching. In our Sabbath School work we are striving, like your- selves, to make advancement. Our Edi'-cational Institutions are sustained by our people, and are in a state of general efticiency. Our plans for the extension of the work of God within our borders have betu m )re than ordinarily successful dur- ing the year. This is evidenced by the sympathy and sup- port extended by our people generally to the Home Mission Fund of our Conference. Two young men, having crotlitably finished their term of probation, have been set apart to the full work of the min- istry, by the laying on of the hands of the Presbytery, and have been received into full connexior.. Three otliers have been received on trial We have had, as the result of the annual review of the wo.k copimittod to our care, to mourn over a small decrease in the returns of membership for the year. We have been cheered nevertheless by the fact, that on many a hill of our Zion the Lord has come down like rain upon the new mown grass, enabling us lo report 1353 on trial for church mem- bership. The Conference, now drawing to a close, in its various sessions and services, has been one of deep and hallowed in- terest, and as again we go forth to our appointed fields of labor, wo do so pledging ourselves, each to the other, and all to the Captain of our salvation, " not to know anything among men save Jesus Christ and him crucified." This is an age of catholicity. The little difterences in organization and in operation which exist among various bodies of Methodist disciples, to some of which you have alluded in a 'former letter, are of no ac- count whatever as occasions of antagonizing action, or ^ven of abated love. Indeed, we rejoice to witness that almost universally prevailing tendency to a closer union among all of Christian name, which is the answer to Christ's prayer that all his people might be one, and the assurance that men, more and more appreciating the divine solvent of all national hostilities, wil' admiringly believe that the Father hath sent him. Wo love all who love our Lord in sin- cerity. And yet, brethren, ye are spiritually, and by ecclesiastical genealogy, especially our kinsmen. We thank you for your kind expressions of sympathy with us in our recent national distresses. It has been pleasant to us even to recall the mournful days of dai-kness and of blood, wnen we are thus assured that brotherly re- gard is often, as is ever the " great Father's comfort," nearer and tenderer than we are aware. You remind us of our great peculiar duty as marked out bj vhe defining hand of Providence. We are not unmindful of the large demands upon us, and we shall hope, with God's blessing, to advance aggres- sively into the regions which are now so strangely re-opened to our effoi'ts, and to aid t-t lea.st in the spiritual disen- thralment of their people. These all died in the peace of salvation, while some of them felt rapturous exultation in thei-3ar prospect of Heaven, Some of them had filled up a lengthened period of ministerial service, while the sun of > others went down when it was yet day, and when the promise cf usefulness was brightept. Only Divine omniscience can know exactly when our earthly career may best terminate, whether the purpose of our pro- bation may be best fulfilled at an earlier or later stage of existence. We feel ourselves admonished to be always ready, and to be always abounding in the work of the Lord. . ; ... ,"■,...„ ., , .,;:/■.„ -.^ There has been an increase, for the paft year, ftfter mating up for losses by defection, removal and death, of over two thousand ii our church-membership. Even this increase is cause of gi-atitude and prfiise to God ; but, with all our various agencies, with our vast and inviting field, nnd with the unfailing promise of the Spirit, we ought to expect a larger iijci-easo. While it it our duty by all means, ordin- ary and special, to save some, the progress of the Gospel depends mainly upon the faithful employment of theordin- ary means of grace, and the continual and general useful- ness of individual Ciiristians. Special revival services are often found to be indispensable, and are often gloriously successful ; and yet it lemains generally true, that much more would be aciomplished if we looked for saving fruit from every sermon and every service, and if all our people, to the extent of their respective opportunities, were seeking to become the means of converting sinners from the error of their way. Could we biit secure this one thing, the uni- versal activity of Christians in zea,louH endeavours after individual usefulness, the progress of religion would be con- tinuous and gejieral, and accumulating influences would accelerate the extension of Christ's Kingdom. We are happy to inform you that there has been a hand- some increase in all our Connexional Funds. While finan- cial progress, in the work of the Cliurch, is manifestly only secondary to spiritual progiess, it may be made immensely conducive to spiritual progress ; and it is necessary to the niiiintenance of our various spiritual agencies. When faith- fully employed for God, the funds of the Church are spiritual and holy, and will bo liberally sustained by all true friends of the cause of Christ. We would, ill particular, recomvnend increased liberality at the time of the collections for the Contingent Fund, by which the poorer and weaker parts of our work are sustained, and many tljousands of the destitute supplied with the means of gro^e. Allow us, also, again affectionately to direct your attention to the circum- stances of our College at Cobourg. DefKjndent now entirely \xpon its friends, we doubt not that the intelligence and public s]>irit of the Wesleyan com- munity will adequately estimate the value — the necessity — of such aa institution, and will secure for it a position not m< rely fjee from danger, but of assured pros[>erity. We have not, in this young country, many of those wealthy friends of a Chnstian education who, as in Britain and the United States, have generously given princely endowments to colleges, and thus put the;a at ouce in possession of means for the large-^t efficiency. The Coij.'ge is maintained in tlie interest of Christianity itself, and may be made, in many respects^ a great blessing to us as a people. The wide-sproad enthusiasm of the present day, in the pursuit of athletic sport^, and game^, is not only dangerously excessive, but especially threatens to lead away r>any of the youth of the churches. While this " Muscular Christi- anity," as it is aosurdly miscalled, does not provide the best means for the healthy development of physical strength, it extensively causes the neglect of mental improvement, by occupying the whole leisure time of many ; and it not only loads to associations unfavorable to the religious feelings, but also is oi'ten connected with the odious and ruinous vice of gambling. While Christ's religion enjoins cheerful- ness, aad does not condeum innocent recreation, it impera- tively prohibits whatever is inconsistent with the spirit of prayer, or tends to alienate the aiind fron; serious subjects. There is alSo urgent need for all Christians io be on their guard against most of the novels and other fictitious litera- ture of the day. A passion for fictitious reading is always fatal to intellectual improvement, and destructive of healthfid and holy affections. The preseiit Conference has been greatly enlivened and edified by the visits and addresses of deputations from other Methodist bodies, and from other Christian denominations. We have had assurances of the contfnued fraternal affection of the great Methodist Episcopal Church of the United States, while fraternal tuldresses from other Methodist bodies in this country h^ve caused us to feel that there is a grow- ing spirit of kindness and brotherly love between them ^.nd us, and to hope that the day is not distant when the Meth- odists shall be " one people all over the world." It is in- deed one of the most hopeful of the signs of the times, that evangelical denominations are drawing nearer to each other, and feeling more and more that they are working in a com- mon cause. We know, dear ^>rethren, tliat you hail with delight the growing love between ChnstianH of different names, and that you will always manifest a catholicity of spirit towards all lovers of the Lord Jesus. Vital religion recommends the Gospel, puts s\iper- stilion to shame, and overthrows infidelity. It is* health and salvation for time and eternity. It blesses the indi- vidual, tne family, and the state, and multiplies all kinds of good to the sons of men. Christ's cause is the cause of causes. It affords the Treasurers much pleasure to be able to state that the attendance at the College in all the departments of learning, as may be seen by referring to the Calendar, has been such as to leave no room for any one to suppose that the College is no longer a *' necessity." The time has not yet come for us to relax our efforts in securing for our young men the advantnges of a thorough piactical training in all the deijartments of a superior education, and upon sound religious princi])le8. Every year's work produces additional evidence of the wisdom iind importance of the position taken by our lathers, in establishing an Institution which for nearly forty years lias been maintained by our people, through *•' evil and good report." The financial difficulties, however, from the beginning, during all those yrars, with but few exceptions, have often pressed so severely and painfully upon the Treasurers, and those more immediately connected with them, in devising ways and means to meet heavy liabilities, as to keep them in a state of suspense, and painful apprehension. For the last two years the feelings have been greatly intensified by the Givernment withdrawing the assistance which for more than quarter of a century the Institution had been receiving from the Provincial Treasury. This unexpected and sudden act of the Government, reduced at once the annual income of the College more than fifty per cent. This has rendered it necessary for the present Treasurei-s lieavily to tax their credit, and draw upon their private resources to keep the Institution alive. Had the success of the circuit meet- ings which wove to be held for raising the endowment been equal to that of the District Meetings, the work would have been done ; V>ut we regi-et to say that the arrangements for Circuit Meetings, and such a canvass for subscriptions as was to follow, are not as^ satisfactory as could be desired. In the Provinces of Ontario and Quebec, we have 370 Circuits and Missions, from each of which we ought to have receiven a good pro- perty near the town of Cobourg ; the acceptance of which makes his subscription $800 more than it at first was intended to be. Thesnhscriptions above mentioned, amounutig to ^70,000, have been received from 140 Circuits, of which 113 only have been cauvasse'', and some of the-e only y)artially. The whole number of Circuits, exclusive of those in the Ked River, Saskatchewan, and Britisli Columbia Districts, is 371) J leaving 2G6, or more than two-thirds, yet to be canvassed. A large part of the time cf your Agent has Xteen occu- pied in collecting due subscriptions. And the larger amount to full due in the couiing year will call for yet more attention. The arrang 'ments made through the Financial District Meeting, and District Collega Meetings, for the canvass of Circuits, have been currieil out to a very small extent ; und it does seem that special agency will have to be relied upon for the con)pletion of the canvass. From these and other considerations, there appears to be urgent necessity for the em})loyment of more agents ; and it is respectfully suggested that the services of at least two additional men be secured, so that both parts of the work may be pushed forward with vigor. Among the reasons for this couree are the following : — 1. It is desirable to reach the whole ground before the efi'ect of the earlier meetings shall bo lost. ' • 2. The money would be so much sooner invested, and yielding income. 4. The College is running into debt at a very serious rate ; and this plan appears to your agent to offer the only hope of preventing the creation of such a debt as it will 1mi impossible to licjuidate by mcome. And yet the honor of the connexion is phnlged to the carrying on of the institu- tion, both to Scholarship holdtirs and to those whose ^nonoy has been accepted for this Endowment. 5. It would cost no more.
