Towards niidni>,rlit many families who were scattered, missed dear ones and numerous deaths were rejiorted. With the morning however the missing were restored, and it was found that the death list was confined to seven. Had the fire occurred during the night the numher of deaths would undoubtedly have been nuich larger. Fifteen thousand homeless men, women and children, naturally entail a great amount of suffering and privation, and after the ex- citement of fighting the fire became subdued, the citizens com- menced to realize that there was a relief work of tremendous mag- nitude to accomplish. In Ottawa, the Dominion Oovernment. the charitable institu- tions and others opened the doors of jniblic buildings, and a rest- ing jilace was found for c\er\-oue. In Hull no such relief was possible. With the single excep- tion of the Roman Catholic Church, all the large public buildings were destroyed. This was thrown open, as was the Matthews Pork Packing establishment, and gave shelter to scores, but many more, in only the scant garb with which they escaped the flames, hud- dled together and spent the night in the open air. Fortunately the weather was excei)tionally balmy, and no great additional suf- fering was incurred. With the morning came the demand for food. Manx had not had a bite to eat since the morning previous and the call for relief was urgent. Thanks to the generous impulse of the people, thousarids of dollars in numey, food and clothing were ])ouring in before the embers of the i)ig fire had died out, and the prompt contributions saved nuich suffering and possible death. Not until the (la\- following could anything like an adequate idea of the great loss be obtained. City Clerk Henderson, Secretar3\ The vSecretary read the report of the proceedings ot the General Committee at the meeting held in the afternoon, Yiz.— Gentlemen : The Connnittee appointed by the City Council at its meetuiK this lorenoon, for relief of the sufferers from the disastrous fire in this City and in the City of Hull yesterday, begs to report that it met this afternoon for organization and other purposes. The following proceedings took place : Mr. vSheriff Sweetland was elected Chairman, and Mr. J. C. Browne Manager or Administrator of the fund. On motion of Mr. Belcourt, seconded b\- Mr. W. C. Kdwards, the following resolution was adopted viz.— That this Com- mittee approves heartily of the suggestion made, that the Municipal Council of the City of Ottawa petition th.e Ontario Legislature to be authorized to issue debentures for an amount not exceeding $150,000, to provide assistance to the i^ersons who have suffered by the recent conflagration, and that Mr. Lumsden ])e requested to communicate with the Attorney General to secure the necessary legislative authority. IS VViiHRKAs it has been represented that on the twenty-sixth day of April last a great conflagration took place beginning in the city of Hull, ])rovince of (Juebec, and extending into the city ot Ottawa, anil also several smaller fires in and about the said cities, causing a gre.it loss of property and much distress in ami about the said cities; that as the result of steps taken to obtain and distribute relief to the sutVerers by the said fires the persons hereinafter nanu'd were appointed an Ivxecutive Committee to receive contributions and distribute relief; that a large amount of supplies and money has been contributed from diflerent parts of the world ; that the said supplies have been for the most part distributed, but that ouIn- a small por- tion of the money has been expended ; that as (pieslions have been raised and doubts expressed as to the jjowers, respon- sibilities and discretion of the said committee with respect to the said relief fund, the said committee desires to be con- stituted a corporation with the powers necessary or proper to enable them to carry out the objects in view and to protect them in so doing ; and whereas the work of distribution has to be done with respect to persons in the provinces of Ontario and Quebec, and the work of the said corporation will have to be done in each of the said provinces, and the creation of the I're.imblc. George H. Perley, John C. Browne, John Sweetland, Fred. Cook, H. K. Kgan, Dennis Murphy, William Hutchison, M. P., N. A. Belcourt, M.P., C. Berkeley Powell, M.L.A., Alexander Lumsden, M.L.A., His Worship Mayor Payment, Alderman Enright, Alderman James Davidson, Alderman Foster and Alderman Champagne, all of the city of Ottawa, L. N. Champagne, M.P., C. B. Major, M.L.A., His Worship Mayor Barrette and Alderman Helmer, of the city of Hull, now constituting the said Executive Committee, are incorpor- ated under the name of "The Ottawa and Hull Fire Relief Fund," hereinafter called " the Corporation," with all powers incident to a corporation which are necessary for the carrying out of the objects of this Act. 2 . There shall vest in the Corporation the following pro- perty , that is to say : — (- or a^lvisable to ascertain who the sufferers have been by the said fires, ami in what way or to what extent they should be given relief by the Corj^oralion. 4. When the distribution of the said sujiplies and money has been substantially completed, the Corjioralion shall have an audit made of its accounts by some ct)mpetent auditor, whose appointfiient shall be ap]:)roved of b\- the Governor in Council, and it shall publish the report of the said auditor, with such further statement as it thinks proi)er, in some one or more newspapers published in the cities of Ottawa and Huh for one or more issues thereol', as it tleems proper, and may also publish the said report and statement in such other way as it thinks advisable. 5. There shall be a chairman, a vice-chairman and an officer to be called the administrator and treasurer of the Cor- poration, and such other officers and employees as the Corpor- ation thinks proper. 2. The said George H. Perley shall be the first chairman ; the said John Sweetland, the first vice-chairman ; and the said John C. Browne, the first administrator and treasurer of the Corporation. 7. In the event of the death or resignation from office of any ot the said officers, the Corporation shall appoint a successor from among the members of the Corporation, and such suc- cessor shall have the same powers and duties as if he had been named as such officer in this Act. 8. The head office of the Corporation shall be in the city of Ottawa. 9. The first meeting of the Corporation shall be held in the city of Ottawa within ten days after the passing of this Act, and shall be called by the chairman or vice-chairman by notice mailed postage prepaid to each member ot the Corpor- ation at least twenty- four hours before the time fixed for the meeting, and the notice shall state the hour and place of meeting. 10. At the said first meeting fi\'e memliers shall be a quorum, and the chairman, or in his "absence the vice-chairman, shall preside. In the event of neither the chairman nor vice-chair- man being present, the meeting may elect any other member of the Corporation present to preside. 2. During the afternoon and evening of April 26th, 1900, even before the fire was under control, steps were taken by prominent citizens (both ladies and gentlemen) to provide food and shelter for those sufferers by the fire who had no friends in a position to help them. In Ottawa, the Drill Shed and the Exhibition Grounds were used for that purpose, and were found admirably adapted for housing large numbers of people. The Amateur Athletic Club threw open its doors to as many as it could accommodate and others found refuge in the Salvation Army barracks. In Hull no public buildings were left standing, suitable for taking care of the homeless, but large numbers were provided for in the Presbytery of the Roman Catholic Church, and many were sheltered in Ottawa. This accommodation, when supplemented by the kindness of many private families, was sufficient to take care of the fire sufferers and although many were unable to get shelter the first two nights on account of the general excitement, the weather was fortunately very mild so that there was no serious suffering, and within forty -eight hours every one was provided for. Such was the condition of affairs when the Committee was appointed on the evening of April 27th. On the following day a clerical staff was engaged and an office opened in the Union Bank building on Wellington Street. The first thing to be done was to provide for immediate " necessities. This was comparatively simple in Ottawa, but, as the bridges at the Chaudiere slides had been destroyed, food for the Hull sufferers had to be sent across the river. The Ottawa Transportation Company kindly furnished a steamer and barge for that purpose whenever required. The Clergymen of Hull undertook the distribution of the food and gave the Committee much assistance. In this way between five and six thousand people were fed in Hull for three weeks and a half. In Ottawa the work at the Drill Shed, the Exhibition Grounds, and the Athletic building was fortunately under the charge of an excellent committee of ladies with the following officers : I04 The Ottawa and Hmx Fire Relief Fund President, Her Excellency the Countess of Minto. For the first week after the fire all contributions of clothing, food, etc., were .sent to the Drill Shed, and the ladies spared neither time nor pains in seeing that the unfortunate sufferers were properly looked after and that the clothing, etc., was divided anong the needy as fast as pos- sible. They also made arrangements to distribute food daily to those who had found shelter among friends. About the 19th of May this was di.scontinued as work was then to be had by every one, but up to that time over three thousand people were given provi.sions in Ottawa daily. The assistatice of the ladies was nuich appreciated. Had it not been for them, the suffering during the first few days after the fire would have been much greater, and the Conunittee takes this opportunity of heartily thanking those who took part in the good work, and al.so the gentlemen who assisted. The day after the fire it was evident the gifts in kind were going to be so numerous that it would be impossible to make a proper distribu- tion from the Drill Shed. The largest building in Ottawa which could be used for that purpo.se was the Rideau Rink, and fortunately the direc- tors of that institution kindly granted the use of it for storing food and supplies. The distribution of clothing to the sufferers of both Ottawa and Hull was made at the Drill Shed and afterwards at the Rideau Rink, on the recommeff'r^i v. of the viirious Clergymen in both cities. Ivventually every one was supplied nnd tlu- Rink was ejosid about two months after the fire. A few days after commencinj^ its work, the Committee found it ad visable to provide shelter in one i)lace for those who were homeless. With this object in view, all were moved as .soon as i)ossil)le from the .Athletic Club, the vSalvation Army barracks and the Drill vShed. Systematic ar- ranjjfcments were made to care for them at the Ivxhibition buildinjr.s, and to enable them to go to their work each day if offered suitable employ- ment. The acconunodation at the Exhibition buildings made comfort- able temporary homes for the sufferers, but it was considered advisable in their own interest that this .should not be continued longer than abso- lutely necessary, and inducements were held out to them to .seek perman- ent homes as .soon as possible, which the>- all ultimately did, and the Exhibition buildings were finally closed before the middle of June. Ill Hull the work was carried on in the same wa\-. Those who at first had no place of shelter were well looked after, and the distribution of food, which was attended to l)y the Clergymen, was gradually stopped. The last ca.se was dispo.sed of about the same time that the last family left the Exhibition buildings in Ottawa. After .satisfying immediate want, the Committee turned its attention to the proper method of distributing the cash donations which were pour- ing in from all sides. A .strict .scrutiny of all the claims presented was the first duty, and their verification a necessity, in order that fraudulent .statements .should be detected, and that the money should go where the generous subscribers intended it to. For that purpose the form of claim sheet hereto annexed was adopted and was sent to the sufferers for them to fill in, giving details of their various losses, number in famil_\-, etc., etc. When returned to the office, the.se sheets were carefully ex- amined by expert clerks, for the purpose of verifying the claims and making a rea.sonable estimate of the actual loss. The assessment lists of both Ottawa and Hull were u.sed in arriving at the values of the buildings burnt, and the various insurance companies kindly furnished lists of their losses, which were of .service in checking over the insurance received by sufferers. A mercantile agency was u.sed in the case of business los.ses, and in a great many instances claimants were asked to go to the ofBce and were there carefully questioned as to their statements. When it was found impossible to otherwi.se determine the accuracy of any claim, a clerk was sent to investigate the case by personal enquiry. In this way fraud- ulent and duplicate claims were detected, although fortunately there were I 1 06 TiiK Ottawa and Hvuu Firr Rkmkf Fund not many such, and the Committee has much pleasure in testifying? that on the whole the facts and figures put in were carefully and honestly made. As quickly as a loss was determined approximately, temporary as. sistance was given where needed. The Connnittee felt that, for the good of the cities of Ottawa and Hull, it should give the first help in such a way that the .sufferers would settle down and not think of moving away. With that object in view orders were at first issued for house furnishings, building material, tools, etc., and, as a conse(iuence of this, the number that moved away (.so far as the knowledge of the Committee goes) has been exceedingly small. When the claims and losses had been verified, a careful system of cla.ssification was adopted and special consideration was given to those who were injured in the fire, to widows with large families and to any suffering from old age, infirmity, etc. There were in all 3,225 claims which were distributed among the various cla.sses as follows : A 130 G 370 N 30 B 322 H 256 20 C 271 I 137 P 25 D 42S K 79 Q 5 B 656 h 67 s 4 F 396 M 39 Total 3,225 The Committee gave notice that after July 1 8th no further claims would be received, and then adopted a scheme for distributing the cash subscriptions among the various cla.sses according to a well digested plan which took into account not only the losses of the various claimants, but also the amount of their insurance, the number in their families, and their actual necessities. According to this scheme the poor were given special l-c isideration, in many instances receiving fully as much as they had lost. The Matthews Company and others in Hull rendered much service by housing sufferers immediately after the fire, and the Committee tenders its special thanks to the clergymen of Hull for their valuable assistance, and for providing accommodation for a large number of people during many days. The directors of the Ottawa Amateur Athletic Club and the members of the Salvation Army put their premises at the disposal of the homeless and did much good work . The late Mr. Alexander Ferguson, Q. C. kindly prepared the Bill of Incorporation to be submitted to Parliament, and attended to its passage through both Houses without any charge. The Ottawa Free Press sup- plied the plates for the latter part of the report. The City of St. John N. B., which had a disastrous fire many years ago, showed its interest and kindness by sending Mr. Reynolds and Mr. Everett to Ottawa immediately after the fire to give the Committee the benefit of their experience in solving the large problem committed to its care. It is impossible to name all those kind friends who should be specially mentioned, but the most sincere thanks are tendered to all con- tributors to the good cause, whether in money, provisions, clothing or other articles. The work necessitated by the distribution of the gifts in money and in kind has been enormous. There were 3,421 orders for clothing issued to supply 14,799 people, which at $15 per head, would represent a money value of $221,985. The number of cheques issued was 5929 and the cash received was paid out entirely in that way. The total cost of taking the enumeration of the burnt district, and of distributing the money, clothing and other goods contributed, amounts to less than one and one half per cent of the actual total value of the help distributed. No memlier of the Committee received anything for all the time and labor expended on this work. By the Act of Incorporation the auditor had to be approved of by the Dominion Government, and in accordance therewith, Mr. Maitland Young, of Hamilton, was appointed auditor. The Order in Council authorizing his appointment and his official report will be found in another place. While the contributions have been extraordinarily large and more than could have been anticipated, the Committee feels that it Las been The Ottawa and Hull Firk Rri.ikk Fund 1 1 1 able to make good use of the whole amount, and that there is no foun- dation for the report, which has been circulated in some quarters, that too much money has been subscribed to this fund. The burnt district in both Ottawa and Hull has been built up very rapidly and before long hardly any traces of the great fire will remain. The large works of the E. B. Eddy Company have started again, and very many shops, houses and factories are now,building or have already been finished since the fire, as shown on the following pages. While there may have been .some cases ot loss and privation that such sympathy as this could not reach, the donors to the fund have the satis- faction of having ameliorated a vast amount of suffering at the time, and prevented subsequent distress, which only those immediately connected with the administration of the fund can adequately estimate. On a Report dated 19th of September, 1900, from the Minister of Finance stating that by Section 4 of the Act 175 passed during the last Session of Parliament entitled "An Act respecting the Ottawa and Hull Fire Relief Fund," it is directed that when the distribution of supplies and money has been substantially completed the Corporation shall have an audit made of its accounts by some com^jetent auditor, whose appoint- ment shall be approved of by the Governor in Council. The Minister further states that he has been advised by the adminis- trator of the funds that the distribution of suppHes and money has been substantially completed, and the name of Maitland Young, Esquire, of Hamilton, has been submitted as a competent auditor to audit the ac- counts. As the contributors to the Fire Relief Fund are scattered all over the civilized world, Ottawa and Hull can be but names to many of them ; and doubtless thej^ would like to be more fully informed as to these cities, their situation, ])opulatiou and environment. Hull, where the fire originated, lies in the Province of Quebec and is separated from Ottawa, in the Province of Ontario, by the Ottawa River, a mighty stream which stretches 450 miles to the west and north and which after passing the Capital flows eastward 100 miles and joins the St. Lawrence near the Island of Montreal. At Ottawa the river tumbles over a ledge of rock forming the Chaudiere Falls which not only furnish a picturesque feature to the landscape but provide water jiower of i ; :iiense extent which has already been utilized for manufacturing pur- j.),-ses but is capable of still further development. At this point a bridge cro.s.ses the Ottawa River and unites the two cities which form practically one community, having a population of about eighty thousand, including the suburbs. The surrounding country offers many attractions to the sportsman and the miner, the tourist and the agriculturist. It is a land of fertile plains, forests and moinitains, with many rivers and lakes. Running south from the Capital over a hundred miles to Kingston on Lake On- tario is the Rideau Canal, a waterway expanding at places into little lakes, which the late Dr. Holland, a noted American writer, has declared to afford the canoeist or the yachtsman a trip not easily excelled in picturesque beauty. To the north is the country the Gatineau and the Lievre, a famous hunting and fishing region vith reference to which one of Her Majesty's physicians, who was accustomed annually to get as far from the "madding crowd" as possible, and who had travelled on every continent, said that, of the three spots upon the world's surface having the most beautiful scenery, one was the territory lying northerly from the city of Ottawa. Iron, mica, graphite, feldspar and phosphate are extracted ni large quantities, although the indu.stry is only in its infancy. The Ottawa River forms part of the natural highwa^• from the St Uwrence and the seaboard to the northwest. For centuries travel has ollowed this direction. Even in Champlain's tin.e the Indians journeyed to and fro along the Ottawa, passing thus from Stadacona, now Quebec to lakes Huron and Superior, and Champlain him.self in the earlv part of Uie .seventeenth century made his way by the .same route to Georgian Bay. Explorers looking for new worlds, missionaries carrying their hves in their hands, traders in search of pelts and pelf, and .soldiers in the service of France or England, all i,i turn pa.ssed westward along the Ottawa. Today, although the i.nportance of the river as a trade and travel route has been les.sened by the superior facilities afforded by railways, a great scheme for restoring its bu.sine.ss has bee.i inaugurated by a company of English capitalists who propose improving the navigation of the upper stretches and constructing canals where necessary, .so as to permit laden vessels to proceed without interruption from Port Arthur and Duluth to Liverpool. An idea of the extent of the opportunities which this district offers manufacturers may be gathered from the fact that a hydraulic engineer's examinationof the water falls at and around Ottawa .shows something like a million available horse power. Lines of railway run into Ottawa and Hull from nine different direc- tions providing excellent shipping facilities. At the Chaudiere Falls on both sides of the river, are many important indu.stries -lumber, flour pulp and paper mills, match, axe and carbide factories, foundries' and machine shops, etc. One of the saw mills cuts over one hundred millions of feet of lumber annually, and the Hull works for the manu- ^ facture of pulp and paper are among the largest in Canada. The cities of Ottawa and Hull owe their growth and importance chiefly to natural advantages. Manx- years ago men like »Sir John Franklin, the Arctic exjilorer, who 1)\- the way laid the corner stone of tlie Rideau Canal, Philonien Wright and others predicted that the then "vac;iul lot" would l)e the site of a jjjreat city. To the east and west lie two departmental blocks, and a third of a different style faces Parliament Hill, on the south. A superl) library, a polygon, with sixteen sides, is situated north of the Parliament House. It contains many thousands of books and a marble statue of Her Majesty occupies the centre. Taken as a whole these buildings are probably the finest on this continent and their situation on a bluff overlooking the Ottawa River is admiral)le.
