OBJECT OF THE RESERVE: To form » register of those who have served in any of the Military or Naval Forces of the Empire, and being nnder no obligt.tion for further voluntary service, are willirflc to come up for service if called on, in the event o/Naitonfil Emergency. 2. DUTIES OF THE RESERVE: (a) On NatimiAl Ein«rf«ncy. To form or Join a combatant imit for service in the field, to carry out combatant duty in garrisons or other fixed positions, or perform administrative work. (b) la Peae* Ium. Members of the National Reserve having shown their willingness to come up for service once more if called on, in the event of National Emerg- ency, can do much to bring home to the youth of the Dominion the fact that every man owes a duty to his country, the duty of personal service. To assist in the organization and training of recognized cadet units and to encourage younsr men to join the active Militia, is to perform nationu service of much importance. REGISTRATION t The registration of an officer or man in the Canadian National Reserve shall be carried ootby the orgiinlsing officer of the Division under the sopervision of the National Reserve Divisional Staff of the Divisional area in which he resides. Officers and Non-Commls- sluned Officers joining the Reserve are registered in the rank they held on leaving the service. 5. TRANSFERt A National Reservist who wishes to traosfer to another Divisional area will apply to his organising officer, who will send the Reservists card to the organizing of^ er of the Divisional area to which he transfers. This principle may apply also to Cavalry, Artillery, BngiMers, Sections of Artificers, Army Service Corps and Army Medical Corps. Officers registered in ?. Division but not posted to a unit win be placed on the supemumary list. The Commanders of Divisions and Brigades and their staffs will be selected for meritv^rious or distmguished service wbHe on the Active List. The Offlcei commanding a National Reserve Division will correspond direct with the Secretary of the Militia Council. 7. PRIVILEGES ATTACHED TO: (a) Officers, Non-Commissioned Officers and men of the National Reserve to be entitled to all the .privileges enjoyed by the Active Militia in all Provincial and Donfinion Rifle Matches, and shall, if they win a place, be eligible for the Bisley Team. (The above subiectto the regulations of the National, Dominion and Pro- vincial Rifle Associations). (b) Masketoy. City Battalions of the National Reserve shall be privil- eged to form Battalion Rifle Associations ; and rural ifaittaUons, to form half Battalion or Company Rifle Asso- ciations, and will receive an issue of one nfle for every four members, and two hundred rounds of free ammu- nition ->erLannum for each Officer, Non-Commissioned Officer or man. These Associations shall be governed bv the regulations for Rifle Associations issued by the Militia Council, and shall be known as Military Rifle Associations of the National Reserve. It is hoped that this badge will entitle the SS5S to all the pSvUeges at public Wcjions. both of a civil and miUtary character, accorded to men m uniform, and may be wpm by members »* any time, but always on the Kind's Birthday and similar occa- sions. In no case will ribands be worn with these badges. Badges will not be worn in uniform, (e) Local mUitary authorities should do all inj^heir power to give the National Reserve a privileged position in the pablic life of the country. Its members should be officially recognized on National ceremonial occasions and at local military functions, and it is hop^ that similar privileges will be accorded to them by Provin- cial, City and County authorities at public functions under their control. (/) In the event of National Reservists being employed on ^ mobilization, they will receive Militia rates of pay and allowances according to the ranks and appointments in which they are employed. . ^ . The Canadian National Reserve shall be recognized as forming part of the Military Organization of the country, and it is hoped that throng it a real bond of union will be created between those still serving, an"" those who have served, and that the Militia CouncU shall issue instructions to the Military Authorities in each Division to do all in their power to develop and en- courage this feeling of comradeship. In Toronto, the City authorities might give permission for the Buildings in the old Fort to be used as the Head- quarters for the 2nd Division National Reserve, and could probably be persuaded to build miniature Rifle Ranges which womd furnish a certain amount of recreation and useful instruction.
