Johnson* ^^.., STANDING RULES FOR TUB CONSTITUTION and GOVERNMENT or TH8 NEWfOaNDLAND CllORClI SOCIETT. I.— This Society shall be called " The Newfoundland Church Soc.«Tir." II.— The Officers of this Society shall consist of a Patron, a President, and Vice-Presidents, a Treasurer, and a Secretary, or Secretaries, with a Conunittee of Management of Sixteen Members, of whom the foar senior shall retire every year. Five members shall constitute a quorum. No person shall b« ie-e1ected to serve on the Committee until the expiration of a year from the date of bis retirement. III.— His Excellency the Governor, for the time bein^, shall be requested to accept the office of Patron ; tho Lord Bisltop shall be the Pk-esrdent ; the Rural Deaa«, Vice-Plresidcnts ; and all the Officers of tho Society, with the Ckrgy of the Church resident in St. John's, ex-offic%o members of the Committee ;— the rest of the Clergy of the Church throughout the Colony honorary members of the same. IV. — All persons paying the annual sum of Ten Shillings currency shall be members of this Society, with power to vote at the annual and other general meetings. v.— -It shall be the duty of the Committee to determine fiom time to time on the appropriation of the funds to the further- ance of the Gospel in this Island, under the recommendation and sanction of the Lord Bishop of the Diocese ; — the objects to which such appropriation shall be made being the following :, 1st, the maintenance of the Clergy ; 2d, the erection or enlarge- ment ot Churches, Parsonages, and School-rooms ; 3d, the suf/- J « J ply of Bibles, Prayer Bouki, School Books, and Religious Works and Tracts. VJ. — The Committee shall meet on the first Monday In every month. VII. — The Committoe shall appoint each year three of their roemhers to audit the Tre«?urer'a accounts. VIII. — A Monthly Meeting of the Society shall beheld o« the second Wedrpsday in every month, at 7 o'clock ; and a General Annual Meeting on the second Wednesday after Trinity Sunday, or as soon after as the Bishop may appoint. IX. — No existingf law shall be repealed or altered, nor any new Uule established except nta rovpd by the President. X. — All Meetings shall be opened and closed with the Prayers recomnicnded to be used at the meetings of the Society for the Propagation of the Gospel in Foreijjn Parts. XI. — Thensenjbcrs of the Church in every part of the Island shall be invited to co-operate, by fornnng Local Comniittees, Under the direction of the Clergy, in each Mission or Parish. REP OUT. • • The Committee of the Newfoundland Church Society thankfully commence thcii' Report for the post vear with the expression of their belief that b)* tlio blesamg of God it has been instrumental, during that period, as before, in promoting the sacred ends for vrhicn it was formed ; and an humble hope is entertained that, with the continuance of the Divine favour and the hearty co-operation of all Churchmen, it will become en-r <5reasingly useful in and to this colony. By such co- operation one chief aim of the Church Society will bo realized; which is, to relieve the Venerable " Society lor the Propagation of the Gospel in Foreign Parts" from the burden it has borne so long, of supporting, wlicdly or chiefly, the old established missions in the colony, and 80 to enable it to accomplish its benevolent designs of extending its fostering aid to missions more vct-cnlly established and more ni need of foreign assistance, and of entering upon hitherto neglected portions of the wide missionary-field which this Island presents. The Committee have satisfaction in reporting, that there is again an increase in the payments made in St. Jolm's and its suburbs over those of 1848, — the icceipts i\,. 1848 and 1849 exhibiting respectively the following amoimts— for 1848, £566; for 1849, £716; thoso of the whole Central District, including Petty Har- bour, Torhay, Pouch Cove, Portugal Cove, Broad Cove St. Piiiiip, and Bell Isle, for the year 1849, ex- ceeding those of 18-18 by £150. Kobinhox, Buooking & Co.) — a co-operation which, the Committee ^would observe, is everywliere of the last importance — nay, es- sential, — to the ])ros|)erou8'working of the Society. 1 ho Itcv. Mr. AVooD, of Trinity, in accordance with tho JMbhop';) instructions to him, as one of his liural Deani<, held a District meeting of tho Society. It was attend-* ed by all the principal members of tho Churcli in tho settlenicnt, and by many of all classes ; and tiie proceed- ings imparted a very favourable impetus to the Society. Similar meetings, and with like results, have also been held by the Hev. J. G. Mountain, tho Ilural Denu ol' Fortune Bay, — in Harbour Britain in the autumn of 1849, and in Burgeo in tho spring of the present year. A remark which tho Committee would offer here is, that the Church Society would be both more generally and more liberally supported, were its objects belter known. They require to b3 more prominently and fre- quently brought iKiforc the members of the Church : and the best means of doing this seems l<» be by periodical Dis- trict and Parochial meetings. (Meetings of this latter class «re held during the winter months by the Kev. \V. K. White, at Harbour Buftctt, and he reports favourably of their eflects.) The lletum from the mission of liar* hour Grace exhibits a gratifyingjjroof of a desire to fur- ther the objects of the Church Society. The collection in that mission for 1848 was £20;— for 1849, £110 Is. Qd. With the view of sustaining the interest taken in tho Society, as well as of extending a knowledge of its ob- jects and its usefulness, the Coiiinjittec, afrer much deli- beration, have adopted a Resolution to publish a Quar- terly Paper or Missionary Hecord, and it is hoped that it may be soon acted upon. From the estimates they have obtained from the proprietors of several printing mmm 10 establUhments, the Committee will be enabled to issue' such a publication at a trifling charge, and with but small cost to the Society. In the last Report of the Society grateful reference was made to the Lord Bishop's two Visitations of the Labrador during the summers of 1848 and 1849. The Committee have now the satisfaction of stating that a Clergyman has been stationed for the past twelve months at Forteau, whence he has visited the opposite shores of Newfoundland, as well as the various settlements on the Continent within his ap[)ointed Pastoral charge ; and that a second Clergyman, who has willingly ofl'ered himself to the work, at the sacrifice of many advantages and comforts in his native country, has during the past sum- mer been labouring zealously among the more northern harbours of that hitherto neglected coast. A reference to the lists in the appendix will shew that there is no backwardness on the part of the people of Labrador and the western coast cf this Island to assist in securing for themselves the Ministers and means of gnice. The pay- ments there reported were made in 1849, quite at the commencement of the Rev. Mr. Gifford's residence and labours. The Consecration of the Nave of the Cathedral Church is an event in itself of too deep interest, and of too im-^ portant bearing upon the welfare of the Church in this Diocese, to be passed over in a Report devoted to its ecclesiastical affairs. The character of the sacred edifice, and, as far as any work of human hands can effect it, its suitableness for its Holy use will, it is hoped, produce their designed and due effect on the minds and hearts of Churchmen ; whilst they will take from ns, as members of the English branch of the Church, a reproach, which by some has been injuriously and unjustly thrown upon us, of not regarding the honour of Almighty God in the style of our Houses of Prayer. The Committee cannot but reiterate their earnest hope that the liberality of Churchmen in Newfoundland will speedily justify th^ Bishop in resuming the sacred work ; and it is with some satisfaction that they invite attention to a list in the ap" {wndix of contributioni made by many of the Staleri ia f- .. '^-^ r n tilt past spring towards th« Church. Their amount is small, bui valuable as an earnest of future and more general assistance. From the statements made to them by the Parochial Clergy, the Committee deem it right again to call the attention of the members of the Church to the objects of the Society, as set forth in the 7th Standing Rule : — viz., that the " Newfoundland Church Society" is not only a Missionary Society, desiring to assist in the maintenance oi Clergymen ; but an institution, which furthers by its grants local exertions for the erection of Churches and School-rooms, — a School Society, for the establishment and support of Daily and Sunday Schools, — and a Bible, Prayer Book and lleligious Tract Society. In this lat- ter capacity it has been the instrument of circulating since August, 1846, 2,365 Bibles, Testamentsand Prayer Books, and 4,111 Bound Books and Tracts, of which 749 Bibles, Prayer Books, and New Testaments, and 955 Bound Books and Tracts have been sold during the past 10 months. In connection with one of the foregoing objects, the Committee refer with pleasure and thankfulness to the general and energetic movement made last winter in fur- therance of Church education ; and they anticipate, with confidence, the extension to the Church of the privileges long since conferred on other religious communities, — the means of educating her children in her own Divine prin- -ciples. By the amendment of " the Act for the esta- blishing an Academy in St. John's," during the lost Session of the Legislature, a Church School of a higher class has been secured. In looking to the future, the Committee feel that the aid which the Venerable Society for the Propagation of the Gospel has so long and so largely extended to the Church in Newfoundland, by undertaking the chief sup- port of her Ministers, cannot, as in many places, it ought not, to be permanent. When this aid, which has been already reduced in some cases, may be wholly withdrawn, the Committee ars not able to state; but timely prepara- tion for such an event seems a duty ; and the best nn*! most effectual means of making this is by securing at one* 12 An endowmont, however small in the heghimng, in evci^' Parish and Mission; and by all in the meanwhile 6ui)-' poriing the Church Society to the utmost of their power, that the works whicli it is necespary to prosecute now may notl)e left to be completed at a period when all the resources of the Colonial Church will he inadequate to meet the most pressing demands. And if prudence and j)olicv suggest and counsel such a course, purely gratitude' for the benefits avc have so long enjoyed, through tho charitv of others, recommend it still more forclhlv. How can we so well (if at all otherwise) evince that we appreciate the religious blessings their liberality has been the means of conferring upon ns, as by declaring by our acts that we are ready to do something ourselves to secure their continuance for ourselves and our children after us ?
