Vincent, Esq., K.C., Deputy Minister of Inland Revenue, Sir,— I beg to hand you a report upon 213 samples of Baking Powders, purcha«cd by our inspectors during the period, Juno to August of last year. This important food material has been made the subject of systematic inspection on five different occasions before the present; and was last reported in March 1916. (Bulletin No. 308.) , ^,. , , j _, / . The main reason for the present report is the desire to establish a standard for available gas, below which amount the article shall be held illegal Apart from con- siderations of the wholcsomeness of the ingredients and the narmlessness of the residues left in the bread, it is evident that the gas-producing power of baking powd«r is its most important character. An article which has been so badly made, or whicn has 6o much deteriorated through prolonged keeping, as to be incapable of y»eWmg a reasonable volume of gas, is necessarily disappointing to the baker, and, beyond fixed limits, which should be legally defined, must be regarded as fraudulent. The generally accepted and what may be regarded as the normal baking pow^ is expected to yield from 12 to 13 per cent of gas (weight) when f wshly made. Ihe nature of Cream Tartar, which was the original acid ingredient of baking POwders, doubtless determined thi^ figure, which has been so long, and so widely accepted that any considerable departure from it would be confusing to the baker. (Bull. 308, p. *.) Although burnt alum and other acid components which have more recently come into use in baking powders, are capable of producing a much higher percentage of «^, they have usually been reduced in strength by addition of starch or other nelutpal material so as to conform to the strength of Cream of Tartar. • «». I am of opinion that 10 per c«»t- « available gaa is a reasonable limit, below which a baking powder should be regarctod "' ' It is however to bo noted as important that a well defined method of woAing should be employed in estimating available gas. This is necessary becauw of t^ very difficult solubility of burnt olun., and because of the slow decomposition of bi-oartonate of soda at a boiliag temperature, quite apart from the reaction of this sa-t with the noid -ngredient of the powder. Bi-carbonate of soda is ueually present in slight excen of the amount required to neutralize the free acid of the sample. Macara (Analyst, 1916 p. 272) has shown that this reaction, on sufficiently prolonged boiling, may go on until the sesqui-carbouate is formed; in other words, until 25 per cent, of the carbonio acid in bi-carbonate is driven off. , , . • ,i *. j- j j „•„» tVo As already stated, the Question of method has been especially studied, during the progreee of the work herein reported. The Oovemment of Western Australia haa legislated as followa : " The vrord 'egg' and expreasiona or devicea which imply or suggest the praaenoe of egg, or "i equivalent of egg, ahall not be written on-, or attached to any package whidi oon( baking powder." Gasette, 17 July, 1914. I regard this action aa right and proper. Another class of egg-substitutee, not containing gaa pru«.ucing components is found on the market For the most part, these articlea consist of casein, with flour, some fat and a little sugar, coloured with a yellow dye. Fancj namea like Egg-o-let, Hub-egg-o, etc., have been coined for some of them. In all such articlea, a plain state- ment of composition should be required on the label ; and the «nployment of a dye should be forbidden. It is hoped that this report will supply data upon which to eetablish standards for Baking Powder under the aanction of Section 26 of the Adulteration Act.
