 Sir,— I beg to hand you a report upon 213 samples of Baking Powders, purcha«cd 
 by our inspectors during the period, Juno to August of last year. 
 
 This important food material has been made the subject of systematic inspection 
 on five different occasions before the present; and was last reported in March 1916.

 The main reason for the present report is the desire to establish a standard for 
 available gas, below which amount the article shall be held illegal Apart from con- 
 siderations of the wholcsomeness of the ingredients and the narmlessness of the 
 residues left in the bread, it is evident that the gas-producing power of baking powd«r 
 is its most important character. An article which has been so badly made, or whicn 
 has 6o much deteriorated through prolonged keeping, as to be incapable of y»eWmg a 
 reasonable volume of gas, is necessarily disappointing to the baker, and, beyond fixed 
 limits, which should be legally defined, must be regarded as fraudulent. 
 
 The generally accepted and what may be regarded as the normal baking pow^ 
 is expected to yield from 12 to 13 per cent of gas (weight) when f wshly made. Ihe 
 nature of Cream Tartar, which was the original acid ingredient of baking POwders, 
 doubtless determined thi^ figure, which has been so long, and so widely accepted that 
 any considerable departure from it would be confusing to the baker. (Bull. 308, p. *.) 
 Although burnt alum and other acid components which have more recently come into 
 use in baking powders, are capable of producing a much higher percentage of «^, 
 they have usually been reduced in strength by addition of starch or other nelutpal 
 material so as to conform to the strength of Cream of Tartar. • «». 
 
 The nature of a mixture of bicarbonate of soda with any acid subetance is iu<* 
 that gradual interaction of the components must occur on prolong^ kee^irig; and 
 unless kept very dry and cool, this interaction may be quite rap.^ .ind mi«t result in

 limit, and show continuous improvement in the quality of baking powder, from the 
 lioiut of view of gas production.

 It will be neon that 82 per cent of the coUection of 1915 and 88 per cent, of that 
 of 1916, yielded more than 10 per cent, of gas. I am of opinion that 10 per c«»t- « 
 available gaa is a reasonable limit, below which a baking powder should be regarctod 
 
 "' ' It is however to bo noted as important that a well defined method of woAing 
 should be employed in estimating available gas. This is necessary becauw of t^ very 
 difficult solubility of burnt olun., and because of the slow decomposition of bi-oartonate 
 of soda at a boiliag temperature, quite apart from the reaction of this sa-t with the 
 noid -ngredient of the powder. Bi-carbonate of soda is ueually present in slight excen 
 of the amount required to neutralize the free acid of the sample. Macara (Analyst, 
 1916 p. 272) has shown that this reaction, on sufficiently prolonged boiling, may go on 
 until the sesqui-carbouate is formed; in other words, until 25 per cent, of the carbonio 
 
 acid in bi-carbonate is driven off. , , . • ,i *. j- j j „•„» tVo 
 
 As already stated, the Question of method has been especially studied, during the 
 
 progreee of the work herein reported. Three ^en.^ral types may be noted: 
 
 Ist Methods involving the absorption of liberated gas by soda-bme or by solution 
 
 of potash (gravimetric) . . ^ 
 
 2nd. Methods involving the absorption of the gas in measured excess of soda or 
 
 barium hydrate solutions, and subsequent ti" ition of the excess of absorbent (Tolume- 
 
 """"srd. Collection of the evolved gas over saturated solution of common salt, and 
 measurement at definite temperature and prwsure (-.wmetne.) 
 
 The effect of prolonged boiling; ratio of weight of sample to vo.ume of solvent.

 As the result of our investigations the following method of determining arailaWe

 suction may then be turned on full, and the rate of the air currunt regulated by the 
 pinch cock.) 
 
 n tubes 3, 4, 5 and 6 are weighed. Number 8 should not muterially gain weight, 
 and servos to protect 4 nnd &. The inoreasc in weight should be almoat entirely cou- 
 iined to No. 4. tVhen No. 5 beg^ins tu show notable increase in weight, No. 4 should 
 bo freshly charged. 
 
 After 10 mii.utos boiling the heat is turned off, but aspiration is continued for 
 20 minutes longer. 
 
 The decomposition flask may bo charsod with the aamp-e and the water added 
 through a funnel tube reaching nearly to tin' bottom of the flask; or, more conveniently 
 by first charging with water, and dropping in the sample, wrapped in tissue paper 
 immediately replacing the rubber cork which carries the funnel tube and the exit tube. 
 
 The air aspirated through the apparatus may be freed from carbonic acid by a 
 soda lime tube, above the funnel tube. This precaution is not usually necessary, the 
 error due to atmospheric CO, being so small as to be negligible. It ia also desirable 
 to have an absorption bottle immediately before the suction tube in order to observe 
 (conveniently the rate of the air current. A negative pressure must be maintained 
 during the whole operation ; but the rate of flow of air should not exceed three bubb'ea 
 per second. 
 
 The source of the leavening gas, i» always bi-carbonate of soda. The acid com- 
 ponent, by which the gas is liberated, ia Tartaric acid, either free or as Cream of 
 Tartar; Sulphuric aeid, ns one or other of the dessicatcd alums, (usually soda alum) 
 or Phosphoric acid, employ .<! as Acid phosphate of lime, or as acid i^osphate of soda. 
 Sometimes mixtures of these nre found, and, very commonly, alum and acid phosphate 
 of lime are found together. 
 
 I think it dmirable that manufacturers of Baking Powder should be required to 
 state, on the label, the acid comijonent used. The consumer has a right to this inform- 
 ation, as also has the physician. Although investigation by a Board of experts of 
 recognized competency (see Bull. No. 103, Department of Agriculture, Washington; 
 or. Bulletin No. 308 of the Inland Revenue Department, Ottawa, p. 6) has shovra that 
 "When aluminium compounds are mixed or packed with a food, the quality or 
 strength of said food, has not been found to be thereby reduced, lowered, or injuriously 
 affected," many physicians, and a very large number of laymen are far from convinced 
 that the continuous use of nlum ia without harmful effect upon the health. Indeed 
 the report above referred to contains the following: "Aluminium compounds when 
 added to foods in the form of baking powders, usually provoke catharais. This action 
 of aluminium bakinpr powders is due to the sodium sulphate which results from the 
 reaction." The inhibitive effect of alum upon gastric digestion is well eatabMshed 
 (Bulletin No. 68, Inland Revenue Department) and the great insolubility of deseicated

 The addition of albumon to a baking powder wou'.d evidently iuoreaae ita valua^

 fact, albumen to the amount of about *%m of 1 per oeut. of the weight of tiie powder

 tended that the tme reaaon for thia addition of albumen ia found m the fact that, on 
 adding water to luch a powder, the increaaed riacoaity eauaea a peraistent froth to be 
 formed, and thua fumiihea the vendor v Uh a meana of demonatrating ^>parent anper- 
 iority, in oompariaon with other powdera, which do not oontaia albumen. Of oourae 
 •uch a uaa of the article ia plainly for purpoaea of fraud; and several Statea of ihe 
 American Union have forUdden the addition of albumen to baking powdera, becavaa 
 of the fraudulent uaa of what ia called the " Cold Water teat " or " Water gimt teat " 
 and the fact that the amount of albumen ia -« r .^1 aa to poaaeaa no tangibla valiia 
 It ia acareely neceaaary to add that, a!bumen being in ita^ a deairable food prodnot, 
 we cannot under the Adulteration Act, forbid iU addition to Baking Powdm No 
 intelligent buyer will permit himaelf to be deceived by the water gleaa teat; and ahould 
 actual deception be practiced, anyone haa reoourae under the common law.

 Theae are, for the most part, merely baking powdera, to which haa been added 
 wheat flour rich in glulfn; caaein, or other proteid matter, and a yellow dya Thia 
 last ia need to aimulate egg-yolk; and poaaibly to deceive 'the pnrohaaer into a belief 
 that egg ia preaent in the article. 
 
 The Oovemment of Western Australia haa legislated as followa : " The vrord 
 'egg' and expreasiona or devicea which imply or suggest the praaenoe of egg, or "i 
 equivalent of egg, ahall not be written on-, or attached to any package whidi oon( 
 baking powder." Gasette, 17 July, 1914. 
 
 I regard this action aa right and proper. The high ptioe of egga tami U the ba.er 
 to purehaae anything that promiaea to be a substitute; and in thia way, x>i iitude of 
 litde cost and of leaa value, is able to aeoure sale at an exort-itant price. Tue artifi- 
 cial colouring of a so-called egg powder, so aa to make it tf 'ble egg-yo. ^^honld be 
 forbidden by law. 
 
 Another class of egg-substitutee, not containing gaa pru«.ucing components is 
 found on the market For the most part, these articlea consist of casein, with flour, 
 some fat and a little sugar, coloured with a yellow dye. Fancj namea like Egg-o-let, 
 Hub-egg-o, etc., have been coined for some of them. In all such articlea, a plain state- 
 ment of composition should be required on the label ; and the «nployment of a dye 
 should be forbidden. 
 
 It is hoped that this report will supply data upon which to eetablish standards for 
 Baking Powder under the aanction of Section 26 of the Adulteration Act.
