The funds to be handled by the officers of that union, and a statement of expenses to be furnish- ed to all unions." G)ntract System. Under the second order of business, Devine, of Rossland, offered the following resolution, which was adopted: "Be it resolved, that the contract system is injurious to 'abor and should be abolished; and we advise that steps be taken by alt unions tending towards its abolition." District Association. Under the third order of business, Douglas, of Camp McKinney, of- fered the following resolution, which was adopted: •'Whereas, a very unsatisfactory state of affairs has existed among the diflerent unions of the W. F. F. M. District No. 6. Section i. This association shall be composed of one delegate from each local union in the District Association No. 6, W. F. M. who shall meet subject to the call of the president in any of the towns con- taining local unions. Sec. 2. A majority of the delegates from the local unions shall constitute a quorum. 1 ARTICLE 11. Sec. I. The officers of this association shall consist of a president, vice-president and secretary-treasurer, all of which shall be elected an- nually by a majority of the votes cast. Siic. 2. The election of officers shall be by ballot and shall be held at the first meeting in June of each year. ARTICLH III. Sfx. 1. It shall be the duty of the president to preside at all meet- ings of the association, to preserve order, enforce the constitution and watch vigilantly over the interests and affairs of the association. In this he shall be assisted by all the officers of the association. He shall decide all questions of order, subject to an appeal to the associa- tion. He shall have the right to vote at the election of officers and when the members are equally devided he shall have the deciding vote on any question. He shall sign all orders drawn by the secretary- treasurer in compliance with a vote of the majority at any meeting of the association. He shall, with the approval of the association, fill all vacancies occurring in the offices of vice-president or secretary-treasurer. He shall take no part in any debate while in the chair, but may call the vice-president or any qualified member to the chair when he wishes to discuss any question. Duties of Vice-President. Sec. 2. It shall be the duty of the vice-president to assist the president to preserve order at all meetings and assist him in the dis- charge of all his duties, preside during his absence, and perform all the duties devolving upon the president. Duties of Secretary-Treasurer. Sec. 3. The revenue of this association shall be derived from an annual per capita tax of 40 cents per member in good standing, to be paid from the general fund of each local union in advance quarterly; and in case of emergency such assessments as in the judgment of the association may be necessary. ARTICLE V. Sec. I. Whenever a strike shall be approved by the association and a local union, as authorized by Sec. i. Art. V of the constitution W. F. By Noble, of Lethbridger "Resolved, that we form in connection with the association a bu- reau of labor statistics, and provide for the election of an officer of each union to collect and forward a quarterly report to the executive board,, as to the number of men employed and unemployed, wages paid, etc., within the jurisdiction of this union.
