 I. That any Pilot who shall stop or anchor any merchant 
 ship alongside the moorings of Her Majesty's ships (except in 
 case of extreme necessity), shall incur a penalty not exceeding 
 Ten Pounds Currency. 
 
 II. That any Pilot who shall take charge of any ship or 
 vessel, as a Pilot, otherwise than his Branch empowers him, 
 shall incur a penalty not exceeding Ten Pounds Currency. 
 
 III. That any Pilot who shall lend his Branch to any one, 
 on any account whatsoever, shall incur a penalty not exceeding 
 Ten Pounds Currency. 
 
 IV. That any Pilot who engages to pilot any ship, or vessel, 
 outward bound, shall give notice thereof, jtersonally or in 
 writing, to one or other of the Superintendents of Pilots, or, in 
 their absence, to the Harbor Master of Quebec, before his 
 departure ; and shall give like notice of his return to Quebec, 
 under a penalty not exceeding Ten Pounds Currency, for each 
 and every neglect so to do. 
 
 V. That every Pilot who observes any alterations in Sand 
 Banks or Channels, or that any buoys or beacons or any float- 
 ing light are driven away, broken down, or out of place, shall 
 forthwith report the same to one or other of the Superintend- 
 ents of Pilots, or, in their absence, to the Harbor Master of 
 Quebec under a Penalty not exceeding Ten Poimds Currency, 
 for erery neglect so to do.

 I. Que le pilote qui arretora ou ancrera un bStiraent inarchand

 IV. Que le pilote qui s'engagera a piloter un batiment partant 
 pour la mer en donnera avis avant son ddpart, personnellement 
 ou par dcrit, ill'un des Burinteudants des pilotes, ou, en leur absence, 
 au maitre du havre de Qudbec ; et donnera dgalement avis de son

 VII. That any Pilot who shall behave himself uncivilly or 
 not be strictly temperate and sober, whilst in the exercLse of 
 the duties of his office, or who shall not use Iiis utmost care 
 and diligence for the safe conduct of every ship or vessel, while 
 under his charge, or who shall not use his utmost care to 
 prevent her from doing damage to others, shall for each and 
 every such offence incur and pay a penalty not exceeding Ten 
 Pounds Currency. 
 
 VIII. That every Pilot having charge of any ship or vessel 
 navigating the Iliver St. Lawrence, and seeing any other ship 
 or vessel a{)proaching shoals or other cause of danger, shall 
 immediately inform the officer commanding the vessel iinder 
 his charge of the same, who is required immediately to make 
 the necessary signals to such other shij) or vessel, and every 
 Pilot having charge of, or officer commanding any ship or 
 vessel, who shall contravene this Eegulation, shall iucui- each 
 a penalty not exceeding Ten Pounds Currency. 
 
 IX. That each and every Pilot cruizing below Quebec, shall 
 obey such orders in writing or otherwise as he or they shall 
 from time to time receive from the Superintendents of Pilots, 
 or from either of them, under a penalty not exceeding Ten 
 Pounds Currency, for each and every instance of disobedience. 
 
 X. That every Pilot having the charge of any ship or vessel 
 from which Ballast shall be thrown overboard, in any part of 
 the River St. Lawrence, within the Harbor of Quebec, with- 
 out the limits of the Ballast Ground, fixed and determined by 
 this present By-Law, as hereinafter described in the tv,renty- 
 fourth Article of the same, shall report the fact to the Harbor 
 Master of Quebec, within twenty-four hours after such Pilot 
 shall have given up the charge of such ship, or vessel, under a 
 penalty not exceeding Ten Pounds Currency, for every neglect 
 to make such report withiii the period aforesaid. 
 
 XI. That if any Pilot, arriving with any vessel in the Har- 
 bor of Quebec, who has been required by the Master thereof, 
 to remain in charge of such vetssel during the forty-eight hours 
 next after such arrival, shall abandon such . essel, and give up 
 the charge thereof before the expiration of such forty- eight 
 hours, and before such vessel shall have been made fast to a 
 wharf, or shall have commenced discharging her ballast, or 
 unloading, such Pilot shall for every such offence, incur and 
 pay a penalty not exceeding Ten Pounds Currency. 
 
 XII. That no Pilot, Master, or other per.son in charge of

 XI. Que si un pilote, arrivant avcc un batiment dans le havre 
 de Qudbec, qui a dtd roquis par le capitaine du dit batiment d'en 
 conserver la charge duiant les quarante-huit heures qui suivront 
 son arrivde, le laisse et en abandonne la charge avant rexniration 
 des dits quarante-huit heures, et avant qucle dit batiment ait dtd 
 amarrd a un quai ou ait commence a jcter son lest ou t\ ddcharo-er 
 tel pilotc cucourra, pour toute telle faute, une amcude n'excdd'ant

 anchoring, shall have received permission, in writing, from the 
 Harbour Master, therefor. 
 
 Xril. That no Pilot, Master, or oLhcr pci-.son in chai-go of 
 any ship or vessel, shall anchor any such ship or vessel, 
 at tho entrance of, or in the channel extending betweoii 
 the Bank and th(3 C.'oves at V Amc-drs-Mh-cs and upw;a,. . 
 in tho liarbour of (^uel)ec, except in cases of emergency, 
 or for the purpose of inmiediately hauling alongside the 
 wharves or piers of tho said Coves, under a penalty of Ten 
 Pounds currency, to bo recoverable from any such I'ilot, Master, 
 or other person who shall contravcno this regulation. 
 
 XIV. That no Pilot, Master, or other pcr.son, in charge of 
 any Ship or Vessel, shall anchor any sucii Ship or Vessel 
 within tliat part of the Channel of the said River St. Lawrence 
 running betsveen the North side of B(>aujeu bank and 
 Crano Island, which is situated opposite to the space designated 
 by the beacons placed on Crane Island aforesaid, inarked 
 Numbers I and II to tho Westward, and Numl>ers III and IV 
 to the Eastward, respectively ; the said prohibited space to be 
 reckoned from Avhero the said beacons. Numbers I and II, 
 become in a straight lino with each other, when passing down 
 the saiil Ptiver from the Westward to where tho said beacons, 
 Numbers III and IV, in like manner, Ijecome in a straight line 
 with each other in passing down the said River to the East- 
 ward, and vice versd when passing up the said River, under a 
 penalty not exceeding Ten Pounds Currency, to be recoverable 
 for any such Pilot, Master, or other person, who sliall con- 
 travene this regulation. 
 
 XV. That every Pilot for the River St. Lawrence, for and 
 below the Harbor of Quebec, shall take a Number from tiie 
 Clerk of the Trinity House of Quebec, who shall enter in n 
 Register the name of such Pilot, with his distinguishing uunihcr 
 opposite ; and any Pilot who sliall neglect to comply with this 
 regulation, shall incur a jjenalty not exceeding Ten Pounds, 
 currency ; and any Pilot who shall take a Number other than

 mander of any ship or vessel on board of which such gun or 
 other fii-e arms shall be lired. 
 
 XXXVI. That any Master of a ship or vessel, or any other 
 person or persons whntsoevor, who shall heat or boil, or cause 
 boil tar," pitch, to be heated or l)oiled, tar, pitch, turjjentine, rosin or grease, 
 &c.. in the for the purpose of graving or breaming vessels, or for any other 
 puri)ose Avhatsoever, in the Harbor of Quebec, at a less 
 distance than twenty feet from tho vessel to bo graved or 
 breamed, and from all other vessels, buildings and wharves, shall 
 for each and every such offence incur a penalty of Teia Pounds 
 Currency, and also the like peniilty if a pro{)er person does not 
 attend the pitchpot, or kettle, \\hile heating or boiling, pi-epared 
 with a shovel and a sufficient cover for instantly extinguishing 
 the same in case the combustible matter takes fire, and for 
 completely putting out the original fire when the purpose for 
 which it was kindled is accomplished : and no ship or A^essel 
 shall be breamed in any i)art of tho Harbor of Quebec, from 
 Oliver's wharf at Pointe-ii-Carcis, to Diamond Harbor, both 
 places inclusive (unless in a floating dock or on gridirons), 
 imder a like penalty not exoeeding Ten Pounds Currency for 
 every contravention of this regulation. 
 Kn Wcl''^ XXXVIT. That any Master or other person having the 
 their vessels chai'ge of any vessel lying at any place in the Harbor of 
 within certain Quebec, from Oliver's wlnirf at Pointe-it-Cavcis to Diamond 
 the^close^and ^^'^"^^iN ^^"^^^ places included, who at any time after the close 
 before the ^^^^ before the opening of the navigation, shall, without the 
 opening of the express permission of the Trinity House of Quebec, make or 
 navigation. suffer to be made on board such vessel so lying, a fire for any

 XL. That the Master or person having the charge of any 
 ship or vessel lying in a tier or singly alongside of any wharf 
 in the Ifarbor of Quebec, shall cause the hatchways of such 
 ship or vessel to be secured and completely coveied over with 
 hatchings and gratings, immediately after the work of loading 
 or discharging, as the case may be, shall be finished for the 
 day, and the same to continue so covered until the time when 
 the work may recommence in the morning, under a penalfrv for 
 every neglect so to do, not exceeding Ten Pounds Currency 
 
 ALL lliat all Masters and Pilots, or persons in charge of 
 vessels, bemg within the Poi-t or Harbor of Quebec, which 
 may drop or lose anchors or chain or other cables, shall forth- 
 with report the same to the Harbor Master in writing 
 describing as nearly as jjossible the situation and place where 
 such anchors, or chain or other cables may be dropped or lost 
 under a penalty not exceeding Ten Pounds Currency for everv

 hereby exclusively appro] iriated for the use and accommodation 
 of steamboats and steam vessels employed and used for carry- 
 ing passengers, and that any master or other person having the 
 charge of any shij) or vessel, (other than a steamboat or steam 
 vessel employed and used for carrying passengers), who .shall 
 make such ship or vessel fast to, or shall place such ship or 
 vessel along the front or fronts next the River St. Lawrence, 
 of any or either of the said wharves, without a permission in 
 writing signed by the Harbor Master, shall incur and pay a 
 penalty not exceeding Ten Pounds Currency. 
 
 LVII. Tiiat the whoh^ front, next the River St. Lawrence, 
 of the wharf commonly called the " East India Wharf," on the 
 North shore of the River St. Lawrenc;', within the Harbor of 
 Quebec, shall 1)e and the same is hereby exclusively appropri- 
 for the use and accommodation of steam vessels navio-atint^ 
 between the Harbor of Quebec and the Ports and Harboi^ 
 within the Gulf of St. L:iwrence ; and that anv Master or other 
 person having charge of any Ship or Vessel, (other than a SteaM 
 Vessel so navigating between the Harbor of Quebec and the 
 said Ports and Harbors within the Gulf of St. Lawrence,) who 
 shall make such Ship or Vessel fast to, or shall place such Ship 
 or Vessel along any part of the front, next the River St. Law- 
 rence, of the said Wharf, without the permission, in writincr 
 signed by the Harbor IVIaster of Quebec, shall incur a penalty 
 not exceeding Ten Pounds Currency, for each and every contra- 
 vention of the foregoing Rule. 
 
 LVIII. That every steamboat or steam vessel employed in 
 the conveyance of passengers, resorting to anv of the wharves 
 in the Harbor of Quebec, shall be provided Anth a good and 
 sulKcient stage or gangway exclusively tor the use of the pass- 
 engers or persons coming from or going on board such steamboats 
 or vessels, and every Mich stage or gangway shall be made of four 
 inch plank and be three feet broad, with ridge ropes on both

 Victoire, at Point Levi atbresaiil, belonging to tlio .said Grand 
 Trunk Railway Conijiauy of Canada, and having a frontage 
 altogetl er of two lumdred and ninety feet, English measure, or 
 thereabouts, together with the whole of the two side slips of the 
 said wharves, running on the South- Eastern and South -West- 
 ei-n extremities of such frontage in towards the land; as also 
 the whole front next the River St. Tjawrence of those two cer- 
 tain other wharves, and iif the landing stage erected Ijetween 
 them, also belonging to the Grand Trunk Railway Com[)any of 
 Canada, situated on the North Shore of the River St. Lawrence, 
 in the irarlK)ur of Quebec, having a frontage altogether of 
 one hundred and ninety-four feet, Jilnglish measure, or there- 
 abouts, and Itounded on one side by the Queen's Wharf, and on 
 the other side by other property belonging to Her Majesty, 
 occupied by one Reynar, shall be, and the same are hereby 
 respeetivoly and exclusively appropriated for the use and 
 accommodation of steamboats and other vessels and craft 
 belonging to or employed by the Grand Trunk Railway Com- 
 l)any of Canada, in tlie transportation of i>assengers, timber, 
 deals, firewood, life stock, goods, wares and merchandizes and 
 other produce and effects across the said River St. Lawrence, 
 from and to the stations of the saitl Company at Point Levi 
 and Quebec aforesaid, and of such other vessels and craf^ of 
 every description, as may, from tirao to time, be engaged in 
 the loading or uidoading of iron, timber, rails, raihvay stock, 
 machinery, or any other materials or eti'ects required for the 
 I'se of the s ud Company ; and that any master or other person 
 luiving the charge of any steamboat, vessel, or other craft (other 
 than a steamboat, vessel, or other craft belonging to or emjdoyed

 shall be made fast at both extremities by ropes or chains 
 fastened to iron rings or wooden blocks, whether such Steam-

 Vessels; and the the master or person having charge of any 
 such Steamboat or Steam Vessel, who shall neglect !,fter this 
 Order shall take effect, to have such (langway made fast in the 
 manner above-mentioned, each and every time after such

 of the wlmrf, now the ])roperty of 1). D. Young, and formerly 
 known as ;Munn's Wliarf, situated at the ])lace"called Pr6s-de- 
 A'ille, on tlie North sliore of the Itiver St. Lawrence, within 
 the^ Harljor of Quebec, and bounded on the East side bv 
 Sraitli's Lane, and on the A7est by the Government property 
 commonly known as the Gunboat' Wharf, shall be, and the 
 same is hei'el)y exclusively approi)riate(l for the use and 
 accommodation of Transatlantic Ocean Steamboats and Steam 
 Vessels resorting to the Tfarbor of Quebec, and the whole 
 front, next the ] fiver St. Lawrence, of the wharf, the property 
 of the Quebec Harbor Commissioners, called " Pointe a Carey 
 Wharf," on the North Shore of the River St. Lawrence, within 
 the Hai'boi- of Qne])ec, shall be, and the same is hereby 
 exclusively a])prop)-iated for the use and accommodation oV 
 Transatlantic Ocean Steaml)oats and Steam Yes,sels resortini'to 
 the Harbor of Quebec, and that any master, or other person, 
 having the charge of any Slnp or Vessel (other than a Trans- 
 atlantie Ocean Steamboat or Steam Vessel), who shall make 
 such Ship or Vessel fast to, or sliall place such Ship or Vessel 
 along any ])art of tlie front, next the Pviver St. Lawrence, of 
 the said Wharf oi- Wharves, without a permission in Avi-itino' 
 signed by the Harbor .AEaster, shall incur and pay a penalty not 
 exceeding Ten Pounds Currency, for each and every contraven- 
 tion of the foregoing Rule. 
 
 WiiKREAs, it has l)ecomo necessary to define the limits of that 
 part of the Port of Quoljec, known as the lUarbor of Gas2)e, 
 and to make Rules and llegulations for the said Harbor of

 what instances it is the duty of Masters and other persons 
 havingcharge of such ships oi- vessels, to accommodate each 
 other in their respective situations, and shall regulate all 
 disputes which may arise touching or concerning the premises, 
 or any or either of them ; and any Master or other person,' 
 having charge of any ship or vessel, who shall refuse or neglect 
 to obey the directions of the said Harbor Master in° the 
 premises, or in any or either of tliem, and any wharfinger or 
 other person who shall resist or oppose such Harbor Master 
 in the execution of the duties hereby required of him, or of any 
 or either of tliem, shall for each and every such offence incur 
 and pay a penalty not exceeding Ten Pounds Currency. 
 
 LXX. That the Master or person liaving the charge of any 
 ship or vessel lying in a tier or singly alongside of any wharf #in 
 the said Harbor of ^raspe, shall cause the liatchwaj^s of such 
 ship or vessel to be secured and completely covered "^ over with 
 hatchings and gratings, immediately after the work of loading 
 or discharging, as the case may by, shall be finished for the day 
 and the same to continue so covered until the time when the 
 work may recommence in the morning, under a penalty, for every 
 neglect so to do, not exceeding Ten Pounds Currency. 
 
 LXXI. That all Masters and Pilots, or persons in charge of 
 vessels, being within the said Harbor of Gaspe, which may 
 drop or lose anchors or chain or other cables, shall forthwith 
 report the same to the Harbor Master, in writing, describing 
 as nearly as possible the situation and place where such anchoys 
 or chain or other cables may be dropped or lost, under a penalty 
 not exceeding Ten Pounds Currency, for cvevy neglect so to do. 
 LXXII. That all Masters or persons having charge of vessels 
 within the said Harbor of Gaspe, which sliali ])ick °up anchors 
 or chain or other cables, or any other thing, shall give notice 
 thereof within a reasonable time to the Harbour Master, and 
 shall give him a description of such anchors, chain or other 
 cables, or things so i)icked up, under a penalty not exceeding 
 Ten Pounds Currency. 
 
 LXXIII. That any person or persons who shall throw dirt, 
 filth, stones or rubbish, of any description whatsoever, over 
 any of the Avharves Trithin the said Harbor of Gaspe, or into 
 any of the docks between the said wharves, or upon any of the 
 Landing ])laces or Inlets, or on any part of the beaches between 
 high and low wiier marks, or in any other ])lace within the said 
 Harbour that may in any way impede, injure or obstruct the 
 Navigation, shall, for each and every such offence, incur and pay

 LXXV. That every steamboat or steam vessel employed in 
 the conveyaace of passengers, resorting to any of the wharves 
 in the said Harbor of (hispe, shall be provided with a good and 
 sufficient stage or gangway exclusively foi

 be made of four inch plank and be three feet broad, with ridge 
 ropes on both sides, from the boat or vessel to the wharf, 
 supported by wood or iron stanchions not less than three feet 
 high ; and at night a light shall be placed at either end or any 
 otlier part of the said stage or gangway, so that the same may 
 be seen clearly from the wharf and the boat or vessel: And the 
 master or person having charge of any sucli steamboat or vessel, 
 who shall neglect, after this order shall take effect, to have a 
 stage or gangway of the before mentioned description placed 
 from such boat or vessel, of which he may have the charge, to 
 sucii Avharf, each and every time after such arrival, and 
 immediately after sucli arrival, shall, for every such nnglect 
 incur a penalty not exceeding Ten Pounds Currency; an 1 any 
 such master or person having charge of such steamboat or 
 vessel, who shall neglect to liave the said gangway liglited at 
 night as heretofore directetl, shall, for every such neglect, incur 
 a ])enalty not exceeding Ten Pounds Currency. 
 
 LXXVI. That every vessel shall, within forty-eight hours 
 after its ari-ival in tlie said Harbor of Gaspc, have its Jib-boom 
 and flying jib-boom rigged in so as not to exceed the length 
 of three feet outside of the cap of her bowsprit, and the same 
 shall be kept so rigged in until she may be about to sail ; and 
 that no vessel shall be allowed to have her jib-boom or flyinof 
 jib-boom run out within the said Harbor of Gaspe until after 
 she shall be loaded and at anchor in the stream, under a 
 ])enalty not exceeding T'en Pounds Currency, to be recoverable 
 from the Master or persons in charge of any such vessel, for 
 every contravention of any of these regulations. 
 
 LXXVII. That it sliall be the duty of the Harbor Master 
 to enforce the execution as well of the provisions of the said 
 Act of the Parliament of the Province of Canada, passed in the
