The Corporation may hold Real Estate not exceeding the value of Eight thousand dollars. 3. Every Subordinate Temple or Lodge now instituted or whicb may hereafter be instituted within the Province may in the manner hereafter specified become a body corporate, by the name, number, and place of location, by which it is or may be designated in the order, but no Subordinate Temple or Lodge shall hold real estate c^ a greater value than the sum of four thousand dollars. 4. If the Lodge fail to elect at the regular time, or if vacancies occur, or a Lodge is entitled to additional Representatives previous to any session, an election may be had at any regular meeting before such session. He shall keep the financial accounts of this Grand Lodge, receive its moneys, and pass the same over to the Grand Treasurer, taking his receipt; but may, when it becomes necessary to make immediate use of the money, pay it upon the order of the Grand Worthy Chief Templar, and place the order in the hands ot the Grand Treasurer. At the end of his tenn, and also at every session, he shall present a full written report of the business of his office, with all the information in his possession relative to the condition of the Order. He shall prepare and publish the "Journal of Proceedings," Blank Returns, Creden- tials, Certificates, Circulars, Pass-Words and such other matter as the Grand Lodge shall direct, or the interests of the Order reciuire. Sue. 5. — The Grand Treasurer shall receive all moneys, securi- ties, and vouchers of the Grand Lodge, and pay all orders drawn on him by the Grand Worthy Chief Templar and Grand Secretary, and shall keep an accurate account of his receipts and expendi- tures, and make a full report in writing at each regular session. Skc. G,~The Grand Messenger shall act as Janitor to the Hall, keep the room and regalia in order, and convej' inessages. Sec. 7. — All Grand Officers shall discharge such duties as may be required by the Ritual or usages of the Order, or by the Grand Lodge. Sec. 8. — On the night of meeting, previous to the meeting of the Grand Lodge, in each year, each Subordinate Lodge shall elect one of its members for Lodge Deputy, and forward a certificate of said election at once to the Grand Secretary. Sec. 9. — Each Lodge Deputy shall instruct the Lodge under his charge in the work, and enforce obedience to the rules and usages of the Order, collect all taxes, assessments, bills and returns due the Grand Lodge, and immediately forward them to the Grand Secretary, install officers, and impart the Pass- Words when the quarterly reiurns and Grand Lodge tax are placed in his hands, and not otherwise ; he shall grant such dispensations as may be au- thorized by the laws of the Order, and at the close of each quarter furnish the Grand Worthy Chief Templar with a report of his pro- ceedings and the condition of the Lodge. He shall perform such other duties as are specified in his Commission. Sec lO.— The Executive Committee shall be composed of the Grand Worthy Chief Templar, Grand Worthy Counsellor, G. W. V. ARTICLE V. COMMITTERS. Sec. 1.— Tlie Grnnd Worthy Chief Templar shall appoint at each annual seswion of the Grand Lodqfe the followinj; C<»mniittees, to consist of five each, viz :— Committee on Appeals, Committee on Finance, Committee on Credentials and Returns, Committee on State of the Order, Committee on Constitutions, and Committee on Correspondence. Sec. 2. — The Committee on Credentials and Returns shall ex- amine and report ujion all Returns, Credentials, and claims for seats submitted to them. Sec. 3. — The Committee on Appeals shall receive all appeals that may be presented to the Grand Lodge, and report thereon in writing. They shall receive the testimony adduced by the Deputy, and no other. Sec. 4. — The Committee on the State of the Order shall, at each session of the Grand Lodge, submit a report containing such infor- mation as they may deem interesting or instructive. They shall take charge of such reports of officers, resolutious, petitions, etc., as may be referred to them, and recommend such measures as in their judgment will best promote the interests of the Order. Sec. 5. — The Committee on Finance shall examine, audit, and report upon all bills and claims presented, and the books and ac- counts of the officersj;^at each session report inwriting the «tate of the finances, and at each annual session recommend such measures of finance as they may deem necessary. Sec. 6. — The Committee on Constitutions shall examine and re- port upon all amendments to the standing Rules and By-Laws of this Grand Lodge ; also examine and report upon all By-Laws and standing Rules of Subordinate Lodges, and upon all amendments thereto. Sec. 7. — The Committee on Correspondence shall examine and report on the correspondence of the G. W. C. Templar and G. W. Secretary. ARTICLE VI. REVENUE. Sec. 1.— The revenue of this body shall be derived from Charter fees, and supplies required by Subordinate Lodges, and such per capita tax upon the membership of subordinate Lodges as may bo determined and voted at the annual session of the Grand Lodge, and such special assessments as may be imposed by a two-thirda vote of the Grand Lodge at a regular session. Sec. 2.— Charter Fees. W. C. T. for the time beinfjj, subject to the approval of the Grand Lod(je in annual session. 2. — A member of a certain Lod^e, at one of its refrular meetings, tendered his resignation, and he being free from all charges and clear on the books, his resignation was received, and, subject to Sec. 1, Art. ix., Sub. Lodge Constitution, was ordered to lie on the table one week. Between that and the next meeting night, he was known to have broken his obligation, and the Lodge at its next meeting, instead of ordering his name erased, proceedeil to charge, try and expel him. The question was submitted to me, " Did the Lodge do right." I decided they did not. When a member legally qualified to do so, tenders his resignation in due form, and it is received by the Lodge, that moment he ceases to be a member of the Lodge, unless withm one week he countermands his order. Should he fail to do this, Iris resignation dates from the night he tendered it, and the Lodge can take no cognizance of any subsequent act. — G. W C. T.Forman, 1S71. 3. — A Lodge that has been resuscitated after having lain dormant over a year is at liberty to make a By-Law requiring all its old members to be reobligated, even though they allege that they have never broken their previous obligation. 4. — Appeals lie direct from Subordinate Lodges to the G. ^. 'QUESTIONS AND ANSWERS. 1. — Can a person residing in a community where a Lodge already exists join a neighboring Lodge without the consent of the Lodge in his own District, and, if so, Clin he claim the right to visit the Lodge in his own neighborhood. 2. — Can a Lodge member claim the right to visit a sister Lodge if said Lodge does not wish to admit. Answer to No. 1. — A person residing in the imme- diate neighborhood of a Lodge cannot join any other Lodge without the consent in writing of the Lodge in his own neighborhood, and if, in violation of law, he is received into another Lodge, the Lodge in his own neighbor- hood may refuse him admittance. ' Answer to No. 2. — The admittance of visitors oy Lodges is an act of courtesy, and cannot be clainied as a right ; and each Lodge is to be the judge of the propriety of admitting visitors. Four black balls shall be sufficient to reject a candidate, but a vote of rejection may be re-considered on motion of any member, at the same or next meeting, but at no other. The Grand Worthy Chief Templar, or his Deputy, when requested, by a vote of tivo-thirds of the members present, may grant a dispensation to ballot for a candidate on the same evening he is proposed. In their absence, the ballot may be taken by unanimous consent of the Lodge. Sec 3. — Withdrauxd of Proposition. A proposition for membership having been referred to a committee, shall not be withdrawn without unanimous consent. Sec. 4. — Postponement. Should the Committee of Investigation find cause, or any member desire it, the report and proposition may be indefinitely postponed (which shall not be considered a rejection, but a new proposition may be made at any time.) Sec. 5. — Deposit of Card. A candidate for membership by card shall deposit it with the proposition, or furnish satisfactory evidence that it has been lost ; and he shall be subject in all cases to the provisions of the second section of this Article. Sec. 6. — Expelled and suspended members. No person who has been expelled from this or any other Lodge, of the Order, shall be again proposed within three months Irom the date of his expulsion, and no member who has been suspended, shall be proposed for membership in any other Lodge, until he has been re-instated in the Lodge suspending him. Sec. 7. — Signing the Constitution. Every person, on becoming a member, shall sign the Constitution. Sec. 8. — Charter Members must be initiated within three months of the institution of the Lodge. Sec. 4. — Vacancies. Vacancies may be filled at any time, and the member holding an office at the close of the term shall receive the honors of that terra. T. 1. It shall be the duty of the Worthy Chief Templar to preserve order, and endeavor to conduct all business before the Lodfje to a speedy and proper result. 2. He shall state every question properly presented to the Lodge; and before puttinpf it to vote, shall ask, '* Is the Lodo^e ready for the question V Should no member offer to speak, he shall rise to put it, and after he has risen, nu member shall be permitted to speak upon it. 3. The Worthy Chiet Templar shall have a casting vote in case of a tie ; but in ordinary cases he shall not vote. He shall announce all votes and decisions. His decisions on points of order shall notbc debateable, unless, entertaining doubts on the subject, he shall inrite discus- sion. 4. He may speak to points of order, in preference to other members of the Lodge, rising from his seat for that purpose; and shall decide questions of older, subject to an appeal to the Lodge by any member. On such an appeal, no member shall speak more than once. 5. When an appeal is rp'ade from the decission of the AVorthy Chief Templar, he shall put the question thus : " Shall the decision of the Chair be sustained ?" 6. It shall be the duty of the presiding ofiicer, and the privileges of any members of the Lodae, to ca.l a member to order who violates an established rule of order. MOTIONS. 7. A motion must be seconded, and afterwards repeated from the Chair, or read aloud, before it is debated. On a call for a division of the question, the ma- jority shall decide. The call can only be granted when the division called for will leave distinct and entire proposi- tions. DEBATE. 14. When a member speaks or ofters a motion, he or she shall rise in their place, and respectfully address the Worthy Chief Templar, confining themselves to the ques- tion under consideration, and avoiding personalities or unbecoming language. 15. When a member is called to order, he shall take his seat until the point is determined. 16. When two or more members rise to speak at the same time, the presiding officer shall decide who is en- titled to the floor. 17. No member shall speak more than twice, nor longer than five minutes each time, on any question, without leave of the Lodge ; which leave shall be granted or re- fused without debate. 18. While a member is speaking, no one shall inter- rupt, except for the purpose of calling to order, or asking of the presiding officer leave to explain, or to call the previous question. A member allowed " to explain," shall only have the right to explain an actual misunder- standing of language, and shall be strictly prohibited from going into debate on the merits of the case. 19. PRIVILEDGED QUESTIONS. 22. When a question is before the Lodge, the only motions in order shall be: 1st, to adjourn ; 2nd, the pre- vious question ; 3rd, to lay on the table ; 4th, to postpone indefinitely ; 5th to postpone to a definite period ; 6th, to refer; 7th, to divide, if the sense will admit of it; 8th, to amend — to take precedence as herein arranged, and the first three to be decided without debate. 23. When the previous question is moved and seconded, it shall be put in this form : " Shall the main question be now put V* If this is carried, all further amendments and debate shall be excluded, and the question be put without delay. If the question has been amended, the question shall be taken on the amendment first. If more than one amendment has been made, the last made amendment in order shall take precedence in the vote. It shall not be in order to reconsider the agreement to take the previous question. 24. When a motion is postponed indifinit«ly, it shall not come up again during the session. ADJOURKMENT. 25. ORIGIN AND GROWTH. A multitude of organizations have attempted, at varioui) times, to unite all the virtues of society as a barrier against the spread of the evil of intemperance Many of these, after a short period of success, have failed through Bome defect in their organization. Still, mankind felt the need of a stronger power to cope with the traffic, and in 1851 the Order of Good Templars sprang up in central New York. Profiting by the errors of the past, and crys- talizing the best features of former organizations, it was welcomed for its systematic effort and thorough discipline, and thousands rapidly fell into its ranks. It held its membership of 50,000 during the American Civil war, and, after its close, people rapidly gathered around this nucleus. In 1867 its membership was nearly a quarter of a million, and a year later it was a full half million. Since tnac date it has spread over Great Britain, the isles of the Pacific, and the continent of Europe, audits pioneer flag is constantly being planted in fresh fields, until to-day MORE THAN THREE QUARTERS OF A MILLION men and women banded together in twelve thousand Subordinate Lodges, meeting weekly in almost every part of the civil- ized world, are engaged heart and soul in " rescuing those, who have sunk low in the scale of human degradation, and restoring them to family friends, and society, as well a3;'t,i\ving the young, pure and virtuous from ever falling into the snares of the Tempter." The Grand Lodge of Nova Scotia was organized in 1867, and the present membership under its jurisdiction exceeds 6000. In short, it is an or^^anization having those elements which eminently qualify it to cope successfully with the evil of Inteniperance in all its phases. All it needs to make it practically successful is the active co-operation and support of all who love humanity. MODE OF ORGANIZATION. Lodges of the order of Good Templars are instituted only by the authority of the Grand Worthy Chief Tem- plar. This authority is conferred upon I)e])uties by commission. A liberal policy has always been pursued in granting commissions to those who desire to engage in the work. Members of the Order only eligible to commis- sions. All communications not marked private, are to be read aloud in open Lodge, and it is the imperative duty of the Deputy to see that the Lodge takes the required action. We know for a fact that during the past year many De- puties did not even read the circular attached to the pass word, — and hence many Lodges are in the dark in refer- ence to the work, aims and wishes of the Grand Lodge. It is the duty of every Deputy to send a Report of the condition of his Lodge, together with the (quarterly Re- turns Properly Filled in, and the per capita tax to the O. W. S. the morning after he installs the Officers of his Lodge. Unless Deputies attend to this it is impossible for the business of the Grand Lodge to be conducted in a proper manner. Near the close of each quarter, every Deputy whose Lodge has made returns and is clear on the Grand Lodge books, will receive a copy of the quarterly pass-word for the coming quarter, and also blank return sheets, which are to be properly filled up.
