Tho Society shall be called the Diocesan Church Society of New Huunhwiok. :' No alteration shall bo inado in the Constitution of this Society, nor shall any Bye-Law, Rule or Regulation of tho Society be re- ])caled, annulled or nltorod, except at a Meeting of tho General Committee, by the vote of at least two-thirds of tho members pre- sent, nor until it shall have received the sanction of tho Lord Bishop of the Diocese, which sanction must bo given in writings, and delivered to the Secretary within six months of the said fleeting. , . _ . ... ; No alteration or amendment in the Constitution, nor any repea]| cancellation, alteration or amendment of any Bye-Law, Rule or Regulation of the Society, shall be proposed or made at any Meet- ing, unless notice shall have been given in writing at the next previous Anniversary Meeting of such proposed repeal or cancel- lation, nor unless the terms of such proposed alteration or amend- ment shall have been stated in writing at such previous Meeting; from which, without the unanimous consent of the members present, no deviation, except of a mere formal nature, shall be permitted. The payment at any one time of a sum not less than Ten Pounds, shall constitute a Life Member ; and the payment annually of any sum, however small, shall constitute the person paying the same, a Member of the Society. Provided that no member shall be qualified to vote at any General Meeting of the Society, unless of the full age of twenty-one years, nor unless he be a Life Member, or shall have subscribed and paid at least five shillings during the year preceding such Meeting. , , . • i,,-.i Officers. I. The Officers of the Society shall be a President, two or more Vice-Presidents, a Treasurer, one or more Secretaries, and two Auditors of Accounts. 6" 2. The Lord Biel^p of the Diocese shall be the President of the Society, and the Archdeacon the Senun- Vice-President ; and any Life Member may, at any AnnivovHary Meeting, bo elected a Vice- President of the Society. 3. Tho Treasurer, Secretary, or Secretaries, and the Auditors, shall be annually elected at tho Annivcrsiiry Meeting; and in case of the death, resignation, or removal from the Province, of any such Officer, the vacancy shall be Hlled up by the Executive Com- mittee, at its next or any sxibsequcnt Meeting within the year ; and the Lord Bishop shall, if he sec tit, call a Special Meeting of the Executive Committee, for the purpose of tilling any such vacancy. i ■{' VII. (^Exccvtlvi' Committee.') 1. There shall be also an Executive Committee, to be composed of the following Members, viz : The Officers of the Society as provided for in the next preceding Article. AH Clergymen resident in tho Diocese, duly licensed by the Lord Bishop, and Subscribers to the Society. And twenty-four Lay Members of the Society, being Life Mem- bers, or Annual Subscribers of at least One Pound ; to be annually elected at the Anniversary Meeting, provided that no annual Sub- scriber shall be qualified to bo elected, unless he shall, during the year preceding each Meeting, have paid his subscription of at least One Pound. 2. Five Members of the Executive Committee, three of whom to be Laymen, shall form a quorum. 3. The Executive Committee shall meet either at Fredericton or Saint John, on tho first Wednesday in January, on the day next following the Annual Meeting, on tho first Wednesday in 5larch, on the first Wednesday in Juno, and on Wednesday after the first Tuesday in October. -'•;:, •■ 1 , ■ • ■ ' > VIII. The establishment of Divinity Scholarships at King's College, Fredericton ; and assistance, where necessary, to those who may be under preparation for the Ministry, especially Sons of Clergymen. 3. Aid to Sunday and other Schools in which Church principles arie taught, and the training and encouraging of Schoolmasters and Gii>techiats. 4. Aid to the building and enlarging of Churches and Chapels. 0. Aid to the building of Parsonage Houses. 7. The creation of a fund towards the augmentation of the stipends of Clergymen who are poor; and towards the education of the children of such Clergymen ; and towards the making a provision for those who may be incapacitated by age or infirmity. 8. The creation of a fund for the Widows and Orphans of the Clergy. 9. Aid to the Endowment Fund in Particular Parishes. IX. The Society will employ no Clergyman on Missionary services without the Bishop's license and appointment, and will submit its choice of Divinity Scholars to his Lordship's approbation. X. It shall be competent to any member of the Society to limit his subscription to any one or more of the objects above recited^ which he may be most anxious to promote. ;.'*>; i ,. .. . ,. The Members of the Society in each Parish, or in each Mis- sion, consisting of two or more Parishes, shall, at the discretion of the Missionary of such Mission, constitute a Local Committee; and so also the Members residing in any District of a Parish set off under the authority of the Lord Bishop, with the concurrence of the Rector and Church Corporation of such Parish, (there being in such District a Church duly consecrated, and a resident Clergy- man licensed thereto by the Lord Bishop,) may, at the desire of such Clergyman, and with the approval of the Bishop and the Hector of the Parish, form a separate Local Committee ; and in that case the District shall, for the purpose of the Society, be con- sidered as a separate Parish. 2. Each Local Committee shall hold an Annual Meeting on some convenient day, previous to the Anniversary Meeting, when the recommendations to the General Committee of special objects shall be determined on. 3. Each Local Committee shall be empowered to depute two Lay Members of the Society to be elected at the Annual Meeting of the Committee, to assist the Missionary in submitting the recom- mendations of the Committee to the consideration of the General Committee. 4. It shall be competent to each Committee to recommend any of the above recited objects to the special consideration of ihe General Committee, in the appropriation of the funds of the Society. 8 xn. 1. The Society shall hold its Anniversary Mooting at Frcdcrictou and Saint John alternately, on the tirnt Thuraday in J uly in each your. 2. A Special General Mooting may bo call«d at any time by the President, or in his absence, by any two or uioro of the Vico- Prosidents, four weeks notice being first given thereof by advertise- ment in one or more newspapers, published in Fredcricton aad Saint John respectively. ■r 't'p; XIIl. ( The (icnrral Committee.') 1. Tho (jlcneral Coiinnittee of the Society shall be composed of the following Members, viz : The Lord Bishop of the Dioceso,who shall be tho Chairman ; but in tho absence of the Lord Bishopi the Committee may elect a Chairman, the Secretary or Secretaries who shall also serve in that capacity at the Meeting of the General Committee, tho Treasurer and the Auditors, the Bootor or Misdioa- ary of each Parish, or of a Mission oomprising two or more Parishes^ and tho Clergyman of any separate District of a Parish (provided that in the absence or sickness of the Beotor of any Parish, tho duly licensed Curate or Assistant Minister shall be considered pro Jiac vice a Member of the General Committee,) and tho Lay Depu- ties elected by the Loeal Committees as before provided ; all such persons being Subscribers to the Society. Proof of the election of such Duputies by each Local Committee, to be the Certificate of tho Chairman or Secretary thereof. 2. The General Committee shall meet on the two days next pre- vious to the Anniversary Meeting, to make the Annual appropria- tion of the funds of the Society ; and a report of the proceedings of such Meeting shall be made at the Anniversary Meeting. 3. The^ Order of Business in General Committee shall be as follows: • Firstly. Production of Certificate of Lay Deputies. Secondly. Secretary's Report to be read, and also a Report of the proceedings of the Executive Committee for the past year. Thirdly. Report of the Auditors to be read and laid before the General Committee. Fourthly. Such appropriations or disposition of tho funds to the objects of the Society as a majority of those present may determine. XIV. The Clergy arc requested to preach annually two Sermons in their respective Churches, with a collection on each occasion for the General Purposes of the Society. . I i' RESOLUTIONS OP TIIR GENERAL COMMITTER. (17th Report, page 2L) That in future no application for grants shall be considered which ii not made on the first day of tho meeting of the General Committee, or previous!^. (18th Report, page 24.) That ouch Missionary receiving a salary from this Society, be request- ed to make an annual return to the Secretary, to be handed in by him at the first meeting of the General Committee, as follows, viz : Tho number of Churches under his charge. The number of weekly or other stated services held in such Churches or stations. The number of Compiunicants. The average number of attendants. The amount contributed in each Parish towards the support of such Missionary. (10th Report, page 24.) That when a Missionary is absent from his Mission on account of ill health, with leave from the-Lord Bishop, his Lordship be authorized, in his discretion, to pay to him the whole, or any part of the sum granted for such Mission. (23rd Report, page 33.) ^ llivv :i n'-iUvi That if any alterations shall be found necessary in the Schedule of Missionary Salaries, granted by this Committee, by reason of the death, absence, or removal of any Missionary named therein, the same shall be made by the Lord Bishop, with the concurrence of the Executive Com- mittee. That all grants by this Committee for Missionary salaries, and all sums placed at the disposal of tho Lord Bishop, shall be for the service of the fiscal year in which the grants are made, and shall expire with it. (25th Report, page 30.) REPOBT ...-•-.a'.'.iSiiir'.ntj?! ■ In the income of this Society, derived from subecriptions and collections, there has been a small diminution during the past two years. This fact is certainly strange and somewhat alarming, especially at the present time. It must not, however, be disguised, but brought forcibly before every member of the Church. There have always been funds sufficient, it may be said, to meet with promptness, the required expenditure. Ap- propriations have been made for missions which still are vacant. From time to time considerable amounts have been invested ; and, the excuse is always ready, made of late with more than uusual force, viz., the scarcity of money and the increased ex- pense of living. But are these valid excuses for going back- ward in the work undertaken bv this Society ? Soon, it may be hoped. Missionaries will be round for those fields of labor now vacant; and others sent beyond them, — among those "scattered like sheep not having a Shepherd." Increased funds, allowing a little addition to stipends barely suffiicient to defray necessary expenses, might often aid the Lord Bishop in securing services of great value for this Missionary work. But, apart from all these considerations, it must now be well known that the members of the Church in this Province must give of their substance, in some degree as God has required, or else many Parishes must wholly want the ministrations of religion. When therefore this Society is about to stand alone to meet this approaching — this alarming emergency — is it a time for diminished contributions ? How the matter stands for the current year, may be gathered from the following abstract of the Reports of (he Missionaries and Local Committees. The labor of these Missionaries, which in most instances, would not have been engaged in but for this Society, are espe- cially recommended to the attention and regard of every member tf the Church. .•f«: tnw Ahdovbr.— Rev. W. Henry Street writes that a severe attack of ill- MBB has hindred him from completing the collections for the Society. Be does not anticipate any decrease in the usual amount. I''- n. W Hi Blackvii-le and Nklson. — Rev. W. Cruden is sorry that he cannot promise a larger contribution to the I^ociety,whicli, lie considers, deserves from his parishioners their most cordial support, from the liberal allow- ances granted to them. Mr. Cruden adds that he shall be very busily engaged during the summer prei)aring liis young people for a conflrmation in September next. , BccTOUCHE. — Rev. A. H. Weeks writes that the contributions from thia place, amounting to $12, were forwarded througli Rev. Dr. Jarvis in April last. The people would have given more, but tlicy are about building a Church, the want of which is very much felt. The members of the Church are few at present, but they would increase in case a church yna built. They are not able to do this without assistance. At present, they have for this purpose $120 cash in hand and $400 subscribed. The C08t of the building is estimated at $800. They earnestly ask aid from the Society. They are now obliged to assemble for Divine Worship in a private room, a miserable school house and sometimes in an oflBce. Cambbidgb and Wateeboro'. — Rev. Benj. Shaw assumed the duties of this Mission last Autumn. ' He is required to have Divine Service at six Churches and Stations, besides occasional services at private houses. from the 25th October to the Slst May, he has performed Services on Sundays 64 times and in the week 25 times, — making in all 89 public Services in 7 nY)nths. " I have little to remark," Mr. Shaw writes, " about my Mission. It is very large, and there is considerable difficulty in getting at the diflfer- ent places where services are held, except in summer, when the roads are good. I have only been deterred twice in the 7 months in fulfilling my appintments ; once on account of the heavy snow storm which came in February, and the other, by reason of a gale of wind which prevented my crossing the Grand Lake. Since I came to this Mission, I have been well received by the people, and have experienced very much hospitality froin them. The people in Cambridge have as yet been by far the readiest to support me with their pecuniary tvid, having given me $30, while the other tluree parishes have only contributed $10 altogether. The Church feeling is at a very low ebb throughout the whole of my Mission. Most of the people are Dissenters from the Church of England, and even those who come to Church have an idea that all forms of worship are alike, and that one place is as good as another. Very few indeed of my own people can. use their Prayer Books and follow the morning Service throughout. I cannot obviate this difficulty by having Simday Schools and instructing them in the rules and discipline of the Church, ad my Mission is so large that I could not attend often enough to keep them going, and I have not as yet been able to find any earnest and wUling laymen to undertake this duty. I have five Clmrches, which all want repairing. The Communion vessels are in a very bad state in three of them ; the other two are with- out any Communion vessels. We sadly want a new fence round the Grave Yard at St. James', Iiower Jemseg, to keep the ground from being desecrated by cattle. We are endeavouring at present to erect a new Church in the place of St. John's, White's Point. The Bishop kindly gave tiie plans ; and we have ^t the frame-work up, and the roof on, with a neat little turret for the bell. At St. Luke's Church, Waterborough, there is generally a very good congregation, but our great trouble here is the singing, there being no one to lead the choir, or practice them. Some of the people seem vtity earnest about tiying to complete the building. At Trinity Church, Douglas Harbour, there have been good congr6ga< tions, I trust they will continue to be so. At the Narrows, Washademoak, I have the largest congregatidn throughout the whole Mission ; no less than firom 100 to 200 people every time I go. I hold Service In the Temperance Hall. There are very few Church people here, the greater part of the inhabitants belonging to the Baptist Denomination. I have added one more Station to my list this year, viz., " Iron Bound Cove," as Mr. Jeflfrey, (who officiated here for some time) tells me there are plenty of Church people residing around the vicinity. My report Is now far longer than I Intended It to be. You will see that I am by no means destitute of work. There ought to be another Clergyman sent on the Western side of the Grand Lake. There is plenty of work for one, and the people can and will subscribe £50 a year. If the Society could grant anything for the support of a Clergyman there, I do not see anything to prevent the people from having one, and enjoying the services of the Church Sunday after Sunday. Our Subscriptions amount to $30.07. Campobello. — Rev. J. S. Williams has Inclosed the following resolu- tions passed at a meeting of this Committee. 1. That this Committee desires to express their continued Interest in the welfare of the Society, and the hope that the general prosperity with which this Parish Is now blessed may be represented by Increased contri- butions to Its funds. 2. That tills Committee continues to entertain the same opinion th.y have ever invariably expressed of the invaluable benefits they conceive the Colonial Church must evidently (under God) derive from the Dio- cesan Church .joclety. 2. That the Committee return their warmest thanks for the annual grants of books by the general Committee. The books arc attentively perused, and duly appreciated and make a valuable acqmsltlon to the Sunday School Library, and the Committee trust they will not be over- looked In the appropriations of the present year. It was hoped that after circulating a printed appeal throughout the Parish a longer list of names would have appeared. The Society will be pleased to learn tliat the two late Parish meetings have been well attended. It was then determined to take steps to place the building in repair, and to complete the arrangements by July. From Easter 1863 to Easter 18(54 the sum of $93 70, was received by the Rector as voluntary offerings. At each of the morning services held in the 4 churches, the alms of the congregation arc appropriated by the clergyman, and this plan works more easily than the subscription system. The congregation at Tay Creek with assistance of friends at a distance have contributed $Gii towards a Cluirch bell, which was rung the first time at a very joyful service hi.st C'liristmas Eve. The daily evening service at this distant Settlement during Holy Week was unusually ■well attended, and tlie number of conmmnicants on Easter day was larger than hitlierto. Although it is not in my power tu attend the annual meetings, I shall be rejoiced to hear tliat delegates — active working men have been ap- pointed to visit this mission iu order to create an interest in the endow- ment fund. If only $20 were collected' the first year it would be more than a step in the riglit direction. Shaw the last Week in October, having evening service there every alternate Sunday, besides a week day service every Wednesday, eitiier at the Jemseg, White's Point, or Young's Cove, and private baptisms, funerals and holy communion with the sick in different parts of the Mission ; but I am now happy to say that the zealous missionary, the Rev. B. Shaw from St. Augiistine's, Canterbury, has, since his arrival fully justified the remark made in my • last year's report, viz., 'all that I can do is as nothing compared with the earnest pastorship of a resident clergyman.' Hudson staltes that the annual meeting of the Glenelg Committee was held on the 25th June, and that those who were then present expressed by resolution their warm interest in the Society's welfare. ' The Missionary adds, that he has omitted no seasonable opportunity during the past year of presenting and urging the Society's claims upon his fellow-churchmen throughout the Mission ; and that he will endeavour, if possible, to prevail on them to increase their contributions before the Society's next Anniversary Meeting, as a suitable and thankful acknow- ledgment of what has been so long and lovingly done for the Church at Hiramichi by the generosity of the faithful in our Fatlierland. Maugkrville and Bi;rt6n. — Rev. H. Pollard writes as follows : — '• " I am liappy to be able to report tlie very satisfactory progress of the Church building in tlie village of Oromocto. The exterior is completed, and the contractor is at work on the interior ; we hope to have it ready for consecration by the beginning of October. Witli the aid of a melo- deon, kindly lent for a time by a brother clergyman, a choir has been CBtablished in the village, which renders our service more attractive, and it 18 hoped when the new Cliurch is opened, a much larger congregation will take advantage of its free seats. In the churches at Maugerville and Lower Burton, two services have been continued as usual. In Upper Maugerville, the monthly service, discontinued during the freshet, has been recommenced and is well attended. Since my removal to the Oromocto, I have been able to visit the Vic- toria Settlement regularly, and have slightly increased the number of services. I have also been able to assist the Missionary of New Mary- land, by taking a part of the fortnightly services at the Rusigornis, thus providing them with more frequent opportunities of public worship, a boon which their heartiness in the cause of the church well deserves. Notwithstanding the comparatively compact situation of my mission, I find that for the year ending last Easter, I travelled on duty 2719 miles, performing five marriages, eleven funerals, baptising seventeen children, and administering the Holy Communion twenty-six times." Contributions from Maugerville amount to $25.27 and from Burton they are $56.44, in all $81.71, an increase on last year. MoNCTON. — Rev. W. N. Boyer writes that owing to ill health he has been unable to attend to tlio Lustiness of the Society, being requested by his medical adviser to take a few weeks rest. There are some contribu- tions yet to be sent in owing to the absence of the Subscribers. The amount of the contributions forwarded with the report is $26.25. Charles Medley, in forwarding tho report of hia duties in this Mission is very thankftil to be able to state to the Society that the number of Communicants has been doubled during the la^t year, and the average attendance is larger since tho erection of thil new Church which was consecrated last winter. The people at Rusi- gomis are engaged in buildyig a Church, which they are very anxious to co'iiipletc, but their means arc small. It is hoped the Society will gcner* ously help them. I am sorry to sav, Mr. Medley adds, " that the reso- lutions passed at a late meeting of the Executive Committee will pro- hibit any returns from this Mission this year. It is next to impossible to get any money from the people in the spring of the year. Hitherto your Missionary has paid the amount of subscriptions to the Treasurer and been refunded by the people." Rev. C. Medley, whose untiring labors as a Missionary, tho Society cannot fail to appreciate, has left this Diocese for that of Newfoundland. NoBTOM. — Rev. E. A. Warneford reports $151.14 as tho contributions from this Parish. Petebsvillb. — Rev. Theophilus Richey reports contributions to the amount of $50.28. He adds, that the services of the Church have been regularly sustained throughout the year with one or two exceptions,* oc- casioned by tho weather. The congregation in the Parish Church has been on the increase, and we have lately been able to rejoice over some additions to tho number of our communicants. Pbince William ani> Dumfries. — Rev. C. F. Street writes as follows : — " There were 22 persons confirmed here last year by the Lord Bishop. My short residence in the Mission prevented me liaving more candidates for this holy rite. I have established a new station for Divine Service besides attending to those kept up .by my predecessor ; it is in Lower Prince William, whore a neat roomy School House has been lately erected, and in which I held Divine Service during last winter once or twice every month. I have reasons for believing that my ministrations in this station have been productive of good as there has been generally a large attendance at the services, and many have gladly, for the first time, become subscribers to the Diocesan Church Society this year. " There is a Church in Upper Kingsclear Parish,- which was neatly completed and opened for services during tlie incumbency of the Rev. Mr. Loosemore in this mission. I hold services in this Church occasion- ally, (although it is not in Prince William Mission), as I do not like to see a Church adjoining my Parisli closed, but there is expense and much labor attending this duty. '* Througli the kind and active interest in regard to the D. C. S. on the part of ^Thomas Jones and James Henry, Esquires, and of Mr. Mc- Leod, (Teacher of the Parish School in Lower Prince William), the con- tributions, of this Mission to the Society for this year have been obtained, and as tli6 laity have begun here to interest themselves in this matter, I am assu^rfed that the D. C. S. will become more popular in this Mission." Contributions amount to $61.5C. Portland. — Rev. Street, Secretary of this Committee, re- ports contributions to the amount of $155.80. Re\ . Ranald E. Smith, Assistant Minister, reports that the services at Chamcook have been regularly kept up during the past year. There have been five baptisms, of which three were in the case of adults. Mr. Bliss states, that since in charge of Sussex, ho has been called to make fVcqucnt visits to Albert in the case of sickness and fUneraU, travelling a distance of 70 miles, and has, during tho past year, spent 4 Sundays in the ndssion, preaching three times on each occasion. The people were exceedingly gratef^d for these services, and expressed much anxiety for the advan- tages of a resident Missionary. This extra duty, Mr. HIias finds very laborious, but he desires to perform it, having been formerly in cluirgo of this Mission, and ho believes that his visits, have been tho means of keeping tho Church people together. Hanford writes to thank tho Society for tiio grant of books, and regrets that ihe Depositories arc not more fVilly supplied with books suitable for libraries, and also with Bibles and Prayer Books. He adds that the Parish stands in much need of a grant of books. Rev. N. A. Coster writes as fbUows, " I am not certain whether fonr baptisms on 81st May 1868 were included in my last report or not, but if not, I have baptized 29 at Weldford and within the past year twice J have administered the Sacrament of the Lord's Supper to sick members of the Church, have paid four visits to the sick, and likewise attended one Aineral in Mr. Sheraton's absence. "For some months past, I deemed it prudent to decline Sunday Services at Weldford, more especially as it occasioned no privation to the people, Mr. Sheraton having Service regularly at tiie Church every Sunoty, besides one or more at distant Stations. The Rev. S. D. Lee Street in inclosing the foregoing resolutions writes that he fears from the actual want of means in the case of many subscribers to the Society, the amount of their contributions will be smaller than usual. He adds as follows : — " Since the last meeting of the Society, and during the last Autumn, we were favoured with a visit from the Biahop of Predericton, on his triennial tour through this portion of' his: Loxd- ship's Diocese. The holy rite of Confirmation was administered bMh here and at Richmond — the total number confirmed was 47 — and. at St. Luke's Church the holy Communion was administered on tiie same dajr, and 25 of the newly confirmed came forward and partook of that holy Oltdinance. Among those confirmed were 7 colored persons, Hie finit tiiat had ever presented themselves for that holy Rite in this Mission, some of these were shortly before Baptized as adults, and four of tjiem also were received at the Lord's Table on the same dp.y. Such visits firom our respected Diocesan are most cheering— and have a tendency to encourage us in our work and labour of love — and indeed, we sometimes ftand in i\,eed of such encouragement^ for we often meet with much to try our £uth and patience — and cause us almost to feel that all our labour iff in vain ; still we must not despond, but go on, knowing that wo axe doing Grod's work, and that though we ourselves may not perceive Hufi fruits of our labour, yet God, who alone can give the increase, may, in His own good time, bless our labours and cause the fruit to spring forth, it may be, when and where we least expect it. " Within the last few months, the Church here has met with a severe loss, in the sudden and unexpected death of tliree of her most devoted members — the Messrs. Bedell, three brothers, who were all present at Church on Easter Sunday, and united in the holy ordinance of tLe LofdSi Supper, but within a fortnight fropj that day, they were numbered amoKg tiie dead ; all three, one after the other, left us here to join the Church trium- phant in heaven, and their place among us on earth is known no more. There is no voucher for tlie sum of $3 paid for advertising in the Soyal Gazette. The accounts are made up in a clear and satisfactory manner, and with the foregoing exceptions, the vouchers arc all correct and agreeable to the rules of the Society.
