ESTABLISHED 7th JULY, 1842. QUEBEC : PRINTED AT THE " MORNING CHRONICLE " OFFICE, 1^, The Church Society was established in 1842. Its objects are : 1. A Mission Fund, to aid in paying Missionaries to strug- gling Congregations. 2. A General Fund, to aid in the erection of Churches and Parsonages, in the education of the children of the Clergy, to aid Congregations in maintaining schools for their chil- dren, and for the general expenses of the Society. 3. A Widows and Orphans' Fund, for the Clergy. 4. A Pension Fund, for aged and infirm Clergymen. 5. A Fund, to provide higher education for the children of the Clergy. 6. To provide Bibles, Prayer Books and religious publica- tions, either gratuitously or at reduced prices. Its affairs are managed, 1. By the Central Board and its sub-Committees. (a) The Central Board is composed of all the Clergy li- censed within the Diocese, the Church- Wardens, and others elected by the Society, being members of the Corporation. (6) The sub-Committees are the Finance, the Land and Investment, the Education, and the Depository. 2. By the Diocesan Board of Missions, composed of clergy- men and laymen elected by the Church Society and by the Synod. This Bo$iTd pays all the Missionaries of the Diocese, and receives for this purpose (a) the annual grant of the Society for the Propagation of the Gospel, (6) the Mission Fund of Church Society, (c) the contributions or assessments of the Congregations served by the Missionaries, (d) the surplus revenue of the Clergy Trust Fund, (c) the interest of the Invested Capital of the Mission Fund. All letters referring to the assessment or contributions of Congregations should be addressed to the Rev. Canon Von Iffland, Bergerville, the Secretary, or to Mr. John Hamilton, the Honorary Treasurer of the Diocesan Board. All other letters should be addressed to the Secretary, the Rev. A. J. Balfour, St. Peter's Rectory, Quebec. Prevent us, O Lord, in all our doings, with Thy most gra- cious favour, and further us with Thy continual help ; that in all our works, begun, continued, and ended in Thee, we may glorify Thy Holy Name, and finally, by Thy mercy, obtain everlasting life ; through Jesus Christ our Lord. Amen. merciful God, who hast made all men, and hatest nothing that Thou hast made, nor wouldest the death of a sinner, but rather that he should be converted and live, have mercy upon the Heathen, and those who are in error. Take from them all ignorance, hardness of heart, and con- tempt of Thy Word, and so fetch them home, blessed Lord, to Thy flock, that they may be saved among the remnant of the true Lsraelites, and be made one Fold under one Shepherd, Jesus Christ, Our Lord, who liveth and reigneth with Thee and the Holy Spirit, one God, world without end. Amen. God, from whom all holy desires, all good counsels, and all works of piety and charity do proceed, we beseech Thee prosper with Thy blessing the designs of this Society. Comfort with Thy grace those benefactors who contribute to its support. Bless the ministry of Thy servants the Clergy, the endeavour of all who are engaged in spreading the knowledge of true religion in the Dominions of our Sove- reign, and the labours of those Missionaries who are pro- claiming the same in this Province. And may Thy Holy Spirit direct all our consultations to the advancement of Thy glory, and the good of Thy Church, through Jesus Christ our Lord. 8 Almighty Saviour, Who by the right hand of God art exalted, and hast received of the Father the promise of the Holv Spirit, shed forth Thy light and grace on this dark world. Thou who lovest a cheerful giver, grant Thy people grace that they may minister liberally of their sub- stance to the making known of Thy Name throughout the world. Give Thy olessing to all who are labouring to spread the knowledge of Thy truth, and especially to those Missionary Societies which nave ministered to the need of our Church in this Land. Prosper the work in which they are engaged, and make them the honoured instruments of spreading Thy gospel, and proclaiming Thy great and glo- rious Name. Hear us merciful Saviour, in these our pray- ers, and to Thee, with the Father, and the Holy Ghost, be ascribed all honour and glory for ever and ever. Amen. God the Father of our Lord Jesus Christ, our only Saviour, the Prince of Peace, give us grace seriously to lay to heart the great dangers we are in by our unhappy divi- sions. Take away all hatred and prejudice, and whatsoever else may hinder us from godly Union and Concord ; that, as there is but one Body, and one Spirit and one Hope of our Calling, one Lord, one Faith, one Baptism, one God and Father of us all, so we may henceforth be all of one heart, and of one soul, united in one holy bond of Truth and Peace, of Faith and Charity, and may with one mind and one mouth glorify Thee ; through Jesus Christ our Lord. Amen. Our Father, which art in heaven ; Hallowed be Thy Name ; Thy kingdom come ; Thy will be done on earth as it is in heaven. Give us this day our daily bread. A Special General Meeting of the Church Society was held, pursuant to notice duly given, in the Cathedral Church Hall, on 16th December, 1897, lor the purpose of considering the By-Laws of the Church Society as revised by a Committee appointed for this purpose by the Central Board. After Prayers, the Secretary read the notice calling the meeting and specifying the special object for which it had been summoned, and mentioned that in accordance with instructions received from the Central Board, he had three weeks previously sent a printed copy of the By-Laws as re- vised to each Clergyman in the Diocese with a letter soli- citing any criticism or suggestions bearing upon the pro- posed changes which aright suggest themselves. A Me- morial was read from the Deanery of St. Francis, requesting the Church Society to postpone the enactment of the pro- posed amendments until the date of Synod in 1899. Letters were also read from ten of the Clergy included in the said Deanery giving their personal views for and against the ialterations. •X 13 T.t was moved by Mr. Lampson, seconded by Canon Von Iffland, " That the request of the Deanery Board of St. Fran- cis District for a postponement of the proceedings until the Synod 1899 be acceded to." In amendment, it was moved by Captain Carter, seconded by Mr. Hamilton, " That the Secretary be instructed to acknowledge the receipt of the Memorial, and to state that inasmuch as Article X of the By-laws of the Church Society provides against hasty legis- lation, it is not considered advisable to postpone the con- sideration of the business for which this meeting was call- ed."— Lost. The permission of the meeting having been given for the withdrawal of the original motion, it was moved by Canon Von IfHand, seconded by the Rev. Lennox Wil- liams, " That the By-Laws, and the proposed changes in the By-Laws of the Society, as revised by a Committee of the Central Board, be referred to the following Committee, to report at the Annual Meeting in the month of February next, viz., Dr. Dunbar (Chairman), the Secretary and Treas- urer of the Society, the Archdeacon, the Dean of Quebec^ the Rural Deans of the Districts of Quebec and St. Francis, Col. Dunbar, Q.C., Chancellor of the Diocese and Senior Vice-President, was called to the chair. After Prayers, the minutes of the last annual meeting and of a special general meeting, were i-ead and confirmed. The Reports of the Central Board and of the Diocesan Board were read, adopted and ordered to be printed. The Report of the Treasurer of the Church Society was read, and Statements* of the accounts of the Church Society, Clergy Trust Fund, Bishopric Endowment Fund, and Local Endowment Funds were presented, adopted and ordered to be printed. The Honorary Treasurer of the Diocesan Board presented his Report, which was ordered to be printed. The Annual Report of the S. Francis District Association of the Church Society was read, received and ordered to be printed in the Society's Report. The 15 Report of the Association of Church Helpers was received and ordered to be published in the Society's Annual Report, and the sense of the Society's indebtedness to that Associa- tion, for the aid which they had rendered the Church during the past year, was recorded. The Rev. T. H. Lloyd, assistant Priest in the Cathedral, was elected a member of the Society ; and Mrs. John Hamilton, and Mr. William Alexander Dunn wore elected Life Members. • The Vice-Presidents of the past year were all re-elected. The Society recorded their great indebtedness to the Honorary Counsel, and also to the Auditors for their valu- able services during the past year. Correspondence was read from several Clergymen touch- ing the By-Laws of the Church Society, as revised, and about to be considered ; also a Resolution of the Central Board concerning the Society's action at its Meeting on 16th December, with regard to the revised draft submitted by said Board. The consideration of the By-Laws was then taken up and continued day-by-day until completed, the revised draft, prepared by a committee of the Central Board, being taken as a basis. An Act to authorize the Church Society of the Diocese of Quebec to deal with certain funds in its hands in a certain way, and for other purposes. [Assented to 15th Januari/, 1898.] Whereas the Church Society of the Diocese of Quebec has, by its petition, prayed for authority to consider certain local endowment funds now in its hands or which may hereafter come into its hands as one fund for the sole pur- pose of distributing proportionately over the whole any loss in the capital which may occur through failure in investment and of paying out all interest received thereon proportionately at a uniform rate upon the capital of each such local endowment fund, and has also prayed for author- ity to invest its funds in certain securities ; and it is expe- dient to grant the said prayer ; Therefore, Her Majesty, by and with the advice and con- sent of the Legislature of Quebec, enacts as follows : 1. The Church Society of the Diocese of Quebec is hereby authorized to consider all the local endowment funds now in their hands or which may hereafter be placed in their hands, as one fund, for the purposes : («) Of distributing proportionately over the whole any loss in capital that may occur ihrough failure of investment ; (6) Of paying out all the interest received thereon propor- tionately at a uniform rate upon the capital of each local Endowment fund. Provided there be nothing in the instrument creating such local endowment fund to the contrary. 2. Notwithstanding the provisions of article 981o of the Civil Code, the society is hereby authorized to invest money held by.it as administrator or trustee thereof, in municipal stock or debentures, in real estate in the Dominion of Canada, or on first privilege or hypothec upon real estate in the Dominion of Canada, to an amount not exceeding three-fifths of the municipal valuation of such real estate, or in bonds of commercial corporations in the Dominion of Canada. All investments made up to date outside the limits of the Province are declared to be legal and valid as regards , the authority of the society to make them. ^ 3. The act 45 Victoria, chapter 88, is repealed. 4. This act ehali come into force on the day of its sang^ tion. 1*^ ANNUAL REPORT OF THE CENTRAL BOARD FOR THE YEAR 1897. (Prexented to the Church Society, Fvl»'u%ry 2nd, ISOH). Having acted to the best of their abiUty and with a view to God's glory in the advancement of His Church, your Board humbly trust that their efforts during the past year to promote the various objects of the Society, have not been without tokens of Divine blessing. A review of the work done, and of progress made, whilst leaving very much to be desired, affords abundant cause for thankfulness. Your Board therefore desire at the outset to express their sincere gratitude to those members and friends of the So- ciety who have, by their subscriptions and donations, con- tinued to support the general work of the Church, and above all to thank Almighty God for whatever good has been accomplished. The Society's income for the past year, arising from voluntary sources, and exclusive of dividends and interest from invested capital, falls short of the income of the pre- vious year by $854.66. Net d( jcrease $854 66 From the foregoing Comparative Statement it will be seen that the decrease in last year!s offerings falls wholly under the head of the Mission Fund. This is the more to be regretted since the same Fund suffered a decline in revenue in 1896, to the extent of $294. A diminution is apparent in the returns from each of the Deaneries of the Diocese: from Megantic, $77.35; from St. Francis 2 18 ^116M; from Gaspe, #145.82; and from, the City of Quebec, $691 87. Fiom the Gaspfi Coast it was not wholly un looked for. For two consecutive years that entire district has suffered from severe depression in the trade of fish, the commodity upon which the majority of the inhabitants depend. In 1896, in spite of this depression and of a dark outlook, their offerings to God exhibited no diminution ; but a second year of increased scarceness has told its tale. Your Board desire to acknowledge with much gratitude the measure of help which, under the circum- stances, the good people along that coast have contributed towards the general missionary work of the Church. " Bad times " are ever a searching test of Christian consistency and self-denial. They have borne the test nobly. The major share of the shrinkage however is to be found in the returns from the City of Quebec, and is due in part to removals by death of some who were generous subscribers. That the income of the Mission Fund should have fallen off to ani/ extent, is, in the opinion of your Board, a matter that demands serious consideration. Missionary labour is the very first of the objects embraced in the Constitution of the Church Society ; and in a Diocese such as ours it must ever demand the chief share of attention. The department of Missions is under the management of the Diocesan Board ; and in the report of that Board will be found full information respecting the work committed to their charge. The share which the Central Board has in this work relates more particularly to the supply of such means for carrying it on as come from voluntary sources. The Mission Fund was established many years ago by the Society to supply from voluntary sources a deficiency, which even then was beginning to be felt, arising from the withdrawal of the S. P. G. grant. In view of the fact that the grant from that Society, which still amounts to $1,475, is to be wholly and finally withdrawn within two years ; and in view of the further fact that the interest accruing from the invested Capital of the Fund is contin- ually depreciating, the income from voluntary sources in- stead of declining must very materially increase, otherwise even the present missionary work of the Church cannot be maintained, much less extended. The deficiency which will be created by the near extinction of the S. P. G. grant can be provided for only by increased exertions among 19 ourselves. Your Board therefore earnestly appeal for a more generous and sustained support of the Mission Fund ; sustained as well as generous ; for it must be plain to all that unless a character of something like permanency be given to offerings in this behalf, Missions which now receive aid from this Fund, through the Diocesan Board, can have no sure guarantee of such help ; much less can a reasonable hope be held out to new fields already asking for the Church's ministrations. Your Board implore the serious attention of churchmen throughout the Diocese to this subject, and beg of them not to relax but rather quicken their interest in the Church's extension, and increase their support of the Mission Fund ; and further, like good missionaries themselves, seek to interest and enlist the active co-operation of others. Your Board feel confident that the more our people become acquainted with the actual wants and necessities of the Church, the more liberally will they bestow a portion of their means to meet them ; and this involves the duty on all the members of the Church Society of taking an active part in acquir« ing and in disseminating that information which will have the happy result of building up and extending the Church of God. The Central Board desire to inform the members of the Church Society that under the recommendation of the In- vestment Committee and with the approval and advice of the Honorary Counsel of the Church Society, they respectfully requested His Lordship the Bishop of the Diocese, as President of the Society, to seek from the Legis- lature such powers as would enable the Society to invest money in certain other specified first-class securities in ad- dition to those permitted under the general Act ; And alsp, in accbrdance with a Resolution of Synod passed at its Session in May last, "to seek from the Legislature such power as would enable the Church Society to consider and treat all the Local Endowment Funds now in their hands, or which may come into their hands hereafter, as One Fund for the sole purposes of paying out the interest accrued upon the whole of the said Endowment Funds propor- tionately at a uniform rate upon the capital of each Endow- ment Fund." The Society is indebted to Mr. Robert Campbell, LL.B , one of the Honorary Counsel of the So- ciety, for kindly preparing the Bill ; to the Honorable R. Turner, for taking charge of the same before the Legislative 20 t Conncil, and to "W. J. Watts, Esq., M.L.A., for like services in the Lower House. The Bill was passed during the recent Session and is now Law. GENERAL FUND. ( To aid in the erection of Churches and Parsonages, in the swpport of Schools, in the education of the Children of the Clergy^ in the formation of Local Endowments ; and to meet the general expenses of the management of the Society.) A grant was also made in behalf of a new Church at Harrington Harbour, Labrador ; but it had not been claimed on 31st December. An application for a grant in aid of the erection of a Church at Eustis was received late in the year, and its consideration postponed. It, with some others, will doubtless claim the attention of your Board early in the current year. The claims upon this Fund are numerous and varied. Every appeal is carefully considered by your Board, and the means at their command, all too small, are administered as justly and wisely as possible. They venture to say that there is no Mission within the Diocese which has not been helped, not once nor twice only, but many times, by bene- factions from this Fund : May they not therefore claim a wide sympathy with its manifold objects, and a grateful and generous response when, on each Quinquagesima Sunday, special offerings are solicited in its behalt. MISSION FUND. (jPor the payment of Stipends of Missionaries ; — the Fund being sup- plemented by the annual Grant from the S. P. 0., the Assessments of the Rural Congregations, a Grani from the Clergy Trust Fund, and the interest oj the Invested Capital of the Mission Fund, — the whole administered by the Diocesan Board.) The object and the present condition of this Fund your ^oard have already alluded to. For an account of its ad- n ministration they refer the members of the Society to the reports of the Diocesan. Board. iSorae idea of the benefits which the Fund is made to serve, may be gathered from the interesting Reports of the Missionaries aided thereby. PENHION FUND. (For the support of aged and infirm Clergymen.) This Fund, intended to aid in the support of Clergymen disabled by infirmity or by len$rth of service, was begun in 1867 by subscriptions and offertory collections, and has reached very gratifying dimensions. The importance of the Fund is self-evident ; for, " without such a provision, there is left the equally painful alternative of depriving a Clergyman incapacitated by age or infirmity of the means of support, or of leaving a Mission, through no fault of its own, inadequately supplied with the ministrations of religion." Six aged Clergymen are now enjoying the well earned benefits of the Fund. The amount paid in pensions last year was $2,485.00. WIDOWS AND orphans' FUND. The following Clergymen have made the required num- ber of payments according to the terms of the By-Law, viz. :— The Ven. Archdeacon Roe, the Rev. Dr. Allnatt, the Rev. Canons Adams, Von IfHand, Richardson and Foster ; the Rev. Messrs. Smith, Lyster, Kemp, Washer, Thompson, Hepburn, Boyle, Sykos, Ball. Blaylock, Richmond, Chap- man, Harding, Stevens, "Wurtele, Scarth, Petry, Fyles, Riopel, Stuart, Forsythe, Walters, Faulconcr, Fuller, Robertson, Husband, Adcock and Balfour. The following are in course of completing their ten pay- ments, viz. : — The Rev. Messrs. Bayne, Bishop, Brooke, Curran, Debbage, Dickson, Fothergill, Hibbard, Horner, Moore, Murray, Parrock, Prout, Rothera, Scott, Whatham, Wilson and Wright. The number of annuitants during 189Y remained the same as during the year previous, viz : — Seven widows and five children. The amount paid was $2,237.50. EDUCATION FUND. Seventeen Schools received aid from this Fund during the past year, being two in excess of the year previous, ^mall though our grants, severally, are, they serve a good 22 W i "' end, they are founil very helpful and are much appreciated. To be able to insure that the teacher of the Public School in one's Mission is a member of the Church, which is a condition of the grant, is in itself a matter of no small moment : to have a guarantee that the education ol the young, so far from being severed from Religion shall bu on a sound religious basis, is at once a blessing to the chil- dren and an advantage to the Church even beyond paro- chial limits. The Reports received from the teachers and from the Clergy are, on the whole, of a satisfactory nature, although in some cases the average number of pupils in attendance appears small. It is gratifying to know thai the small means at our command for this object is being used to promote the truest welfare of many poor children. Your Board desire to express their grateful appreciation of the generous gift of <£80, received from the Colonial and Continental Church Society in behalf of this good work. Eleven grants were made from this Fund last year, seven in behalf of sons of Clergymen being educated at Bishop's College School, Lennoxville, and tour in behalf of daughters at Compton Ladies' College. As hitherto, each grant made E*!S by the Society was most kindly and generoasly doubled by Dr. Robert Hamilton. Much appreciation has been expressed by the parents of those aided, for the assistance thus rendered. Any on^ who considers for a moment how difficnlt it must be for a Clergyman with a family to live, as a Clergyman is expected to live, and to educate his chiU dren, and to keep a horse and summer and winter vehi- cles, — a sine qua non in every Mission, — all this, to men- tion nothing more, upon a stipend of $750 or $800, must surely appreciate the object which this Fund is designed to further, and acknowledge that it merits a more liberal support than it receives. This may in part be due to the fact that books of a , miscellaneous character are now being sold elsewhere at marvellously low prices ; also to the fact that any Clergy- man, by remitting direct to the S. P. C. K. House in London, can obtain books for a Sunday School or Parochial Library of double the value of amount remitted, and free of transport charges. We find no fault with this generous treatment on the part of the S. P. C. K. (that noble Society whose agents we are.) It is but characteristic of all their good works. It is however lo be borne in mind that books obtained Jfrom the general bookseller may not safely.be^placed in the 24 hands of our children without having first been carefully examined, some of them being- marked by an evident Jack of sympathy with the Church and with principles held sacred by us; whilst, on the other hand, every S. V. C. K. publication may confidently be relied upon as sound and instructive as well as interesting. Doubtless a more general dissemination of S. P. C. K. literature, such as is now is- suing from their press, would prove of great benefit to the Church in strengthening her members in their religious principles and in deepening their appreciation and love for the heritage which is theirs. IN MKMORIAM. Your Board desire to place on record their deep sense of the loss which the Church in this Diocese has sustained during the past year, in the removal by death of the Hon. Judge Irvine, of this city ; the Hon. E. T. lirooks, of Sher- brooke ; Mr. Armine D. NicoUs, Bursar and Registrar of Bishop's College, Lennoxville (the son of the first Principal of that Institution and grandson of the late Bishop G. J. Mountain), also of Mr. J. J. Foote and Mr. S. .1. Shaw, all of them in their lifetime members of the Church Society. Your Board, however, feel that more than a passing notice is due to the memory of Judge Irvine, since but few laymen have left to the Church in this Diocese or Province a richer legacy of mind and heart. The very Constitution of the Church Society as also the Constitution of the Synod of the Diocese bear indelible marks of his sound judgment, clear foresight, and unwavering loyalty to the true princi- ples of the Church of England. For fifty consecutive years the name of George Irvine appears in the Journals of this Society, and ever amongst her most influential members. Church Society Grant 241 00 " Vacation Fund Donation.. 100 00 " Interest on Deposits 39 14 " Balance 270 46 S28,630 47 A year ago, the Diocesan Board, in its Report to the Church Society, expressed its satisfaction with the finan- cial condition, which indicated that the resources of the Diocese for its Missionary work were keeping pace with the demands upon them. Your Board regrets to say that it is not now in a posi- tion to assert so positively that this is the case at present ; and w^ith regard to the future it would be rash to speak with any greater degree of confidence. The foregoing abstract of the revenue account shows that while the expenditure during 1897 amounted to $28,630.47, the actual receipts for the same period amounted to $27,753.70, a deficit of $876.77. The small balance in hand at the close of 1896 has disappeared, and the sum of 1270.46 takes its place, but on the wrong side. To ensure the prompt payment of the quarterly stipends of the Clergy — an object which your Board has never hitherto failed to carry out — the Treasurer ought to be provided with not less than $1,500, out of which to meet the temporary defi- ciencies caused by the w^ant of punctuality in the payment of the quarterly Assessments. The attention of Church- Wardens is drawn to this, and the necessity of greater ^d promptness in their payments is urgently pressed upon them, if, in future, the drafts of the Clergy are to be honour- ed without delay. The income from Assessments has exceeded by almost $80Q that for the previous year from the same source, which is satisfactory — a gleam of sunshine breaking out of a cloudy sky — but your Board had to call upon the Clergy Trust Fund for every cent of its surplus revenue, so that all avail- able resources have been employed. On the other hand the expenditure has been greater than that of the previous year by 1665.30, incurred chiefly in special Missionary work. This additional outlay would however have been easily met, without resulting in a balance on the wrong side, had the receipts from the Mission Fund equalled those of the previous year. It is here, your Board regrets to observe, that the cause of the trouble is to be sought. In 1896 there was a falling off of over |200, and this last year shows a further diminution to the extent of $1,164.90. This is a very serious matter to present for the consideration of the Church Society and of every member of the Church in the Diocese. The revenue from this Fund is derived, partly from the interest on invested capital and partly from the annual offertories and subscriptions, the latter producing by far the larger amount. There has been a reduction in receipts in the case of both sources of income duil \g the past year. With regard to the decrease in the offertories and subscriptions, ample reference has been made to the fact in the report of the Central Board just read to the So- ciety. With what is so earnestly urged there the Diocesan Board is in hearty accord, and is no more than what your Board has been pressing upon the attention of the Diocese, from time to time, as the need arose and the occasion demanded. But the present need is greater than any which has heretofore presented itself, and calls for the most serious consideration. The Diocesan Board, entrust- ed with the Missionary work of the Diocese by the Synod as well as the Church Society, and therefore responsible to the whole Diocese, would be false to its trust, if it failed at this conjuncture to point to the grave issues which are concerned. And whilst there may be reasons to account in part for the want of due support accorded to the Mission Fund the past year, which may be, as we hope, only of a temporary nature, yet the fact remains that there has been an actual decrease in a source of income upon which do depends not only the advancement which we ought to look for in the Diocese, but also the bare maintenance of the work as carried on at present. The grant from the S. P. Qr.y for the year 1898 and 1899, at the disposal of the Diocesan Board, will be only about $1,475 instead of $2,430 in 1897, and will cease altogether at the close of 1899. The surplus revenue of the Clergy Trust Fund, the largest source of revenue now next to the assessments, is certain to be reduced as investments mature. Your Board will therefore, from the present moment, be under the necessity of depending more and more upon the Mission Fund. Unless the members of the Church throughout the Diocese largely increase their offerings to the Mission Fund in 1898, the result will be most injurious to the Missionary work in which the Church Society is so deeply interested. The list of the Clergy will have to be cut down, aad Mis- sions which are financially weak will either have to be united together or formed into Missionary Districts with- out a resident Pastor. But your Board believes it is justified in hoping for better things ; it believes that it is only necessary to point to the existing need, and church- men will come forward and render the required help ; the work is God's work, and therefore demands some sacrifice at our hands ; and if it should appear to some that the requests to aid His work in various quarters are contin- ually increasing in number, let us not forget that the need which lies at our own doors is a voice which speaks to us with special clearness. It is true that the forecast of the financial situation does not include any reference to the " Bishop Williams Mem- orial Mission Fund ;" but that Fund has not yet been placed at the disposal of the Diocesan Bc:«rd and is wisely retained by your Society to fill in, in the future, the blank which will be caused by the entire withdrawal of the S. P. G. grant. The interest of that Fund in 18!)7 amount- ed to $2,042.rj, nearly$400 less than the S. P. G. grant. When in 1900, it becomes necessary to make use of the Bishop Williams Memorial Fund, it will scarcely make up for the withdrawal of the money received from S. P. G. It became necessary at the close of the year to renew the Board's agreements with thirty-four Congregations. From the greater number it was hoped that some increase would have been obtained, but this expectation has been realized only to the extent of about $150. The depreciation in the 81 price of fish and the comparatively small catch the last two years have rendered the Missions on the Gasp6 Coast unable to do more than keep up their present assessment, and various causes have operated in other parts of the Dio- cese to prevent all but a few congregations from acceding to the proposals for an increase. Two years from now, when a general re-assessment takes place, it will be abso- lutely necessary that a considerable increase should be se- cured if, in ail cases, the religious privileges at present en- joyed are to be continued. Allusion has been made in the Report of the Central Board to the individual reports of the Clergy, most of whom are connected with the Diocesan Board, as interesting and valuable records of the work which is being quietly and faithfully done. There is less reason therefore that the Dio- cesan Board should enlarge upon that work, more especial- ly as the reports referred to may be considered as an ap- pendix to the Board's Annual Report to the Church Society. To these accounts of Missionary labour cheerfully and de- votedly carried on, often amidst much cause for discourage- ment, your Board would draw the attention of all members of the Church interested in the Missionary field of the Dio- cese. Your Board would also express its own conviction as to the unflagging zeal of the Missionaries of the Diocese, the great value of the work done, and the substantial pro- gress made. Including the Rectors of three self-sustaining Parishes there were, during the past year, thirty -seven Clergy serv- ing in the Diocese in connection with the Diocesan Board. In addition to these there were three Clergymen minister- ing in places for which special grants were made. There is not a single vacant Mission in the Diocese, and but one appointment was made during the past year, that of the Reverend .Tohn Almond to the Mission of Labrador, where he had previously been employed as Assistant. ■i n All which is respectfully submitted. With the Special Fund placed at his disposal the Bishop has been able to employ a Clergyman in each of the Districts of Hereford, Lake Megantic, Beebe Plain, and St. Ursule, a second Clergyman for part of the year and a Lay Reader for the rest of the year to assist the Rev. J. Prout in the Magdalen Islands, and an additional Clergyman and two additional School Teachers to assist the Rev. J. Almond and his Lay Reader, Mr. Willis, on the Labrador. Assist- ance has also been given towards additional work in the Missions of Danville and Water ville. For these purposes the Bishop has disbursed $1,838.98, and this assistance has been met by $1,580, raised by the people in these Districts. These sums, if added, — the first to what wasraised, accord- ing to our Diocesan accounts, from S. P. G. grant, dona- tions, subscriptions, collections and interest on our invested Fund, and the second to the amount raise^ by our people for assessments and other purposes in their own Missions, — shew us that the total amount given to our Missions was $16,460.95, and the total amount raised by these Missions for themselves was $15,588.50, making a total expenditure upon the stipends of the Clergy, in our Missions and in three self-supporting Parishes that are in connection with the Diocesan Board, amounting to no less a sum than $32,- 049.45. These sums seem large ; but a careful perusal of our accounts shews that for the work of our poorer Missions we are in great need of further assistance, and that those of our Missions which are able to do so must be led to do more than they do at present in the way of self-support. 88 Beport of St. Francis District Association of the Ohnroli Society, for tlie year 1897. From the returns made by the Clergy of the various Parishes and Missions of the District, we find that there has been raised during the year the sum of $32,888.57. Of this amount $28,905.37 was for parochial purposes, $2,052.25 was for the various funds of the Church Society and other objects within the Diocese, while $1,938.95 was given for religious work outside the Diocese. The Baptisms during the year have been 401, Marriages 87, and the Burials 210, showing an increase over last year of 152 Baptisms, 34 Marriages and 69 Burials. The number Confirmed was 346. It is a matter for congratulation that there is not a single vacant Parish or Mission in the whole District. In every part the work is being caried on with vigour, and every- where both the Clergy and laity are working harmonious- ly and on Church lines. In several of our Parishes and Missions there is now a Celebration of the Holy Communion every Sunday and on Saints' Days, while in many others the Celebrations have been increased, and, in one instance, doubled since Easter. In some parts of the District bur English-speaking people are moving away and their places are being filled by the French. But, in the instances where this is noticed, the Mis- sionary adds, " but still our congregations are not diminish- ed nor are our communicants decreased." Very little has been done this year in the work of Church building ; but this may be accounted for, partly, from the hard times and the low price of farm produce, and partly because the whole District is now pretty well covered with our neat little Churches, and you can hardly drive for seven or eight miles in any direction without coming to one. Not only are they found in the v^illages and hamlets, but sometimes by the country roadside, where in their soli- tude they testify to the faith and devotion cf the farming community around them. Many of our Clergy endure hardship, and most of them meet with difficulties and discouragements, but each one speaks hopafuUy of the bright prospect for the Church in his immediate neighbourhood, and no one complains of his hardships. 8 84 It is a cause for devout thankfulness that Bishop's Col- lege and Bishop's College School continue to prosper, and that the number of Students in the College and Boys in the School exceeds that of last year. Compton Ladios' Col- lege is also doing excellent work, and is now practically paying its way, but it still needs the sympathy and help of every Churchman in the District. The Lady Principal's report shows a small increase in the number of pupils with the prospect of one or two more after the New Year. Albert Stevens, Sec. St. R D. A. ACTON. The Rev. L. C. Wurtele writes :— The Sunday morning and evening Services in St. Mark's Church, Acton, have been regulcrly held during the past year. Owing to the fact that solio of our people are of French origin and some of English, my custom hitherto has been to conduct the morning Service partly in the one language and partly in the other, but of late I have given the entire morning Service in English, and the evening Service in French, this arrangement appearing to be more generally acceptable. It is with no little satisfaction that 1 am able to report the completion of long needed repairs both on the Church and Parsonage. The buttresses to the Church have been renewed, the chimney, as far as necessary, rebuilt, the ceil- ing repaired, the interior of the Church retinted, new stove- pipes provided, &c. The roof and verandah of the Parson- age have also been repaired. All these repairs have contri- buted much to our comfort, and at the same time to the stability and appearance of the buildings. I am thankful to say that the usual Services at "West Wickham aud at Danby have been rqgularly and faithfully kept up, except on rare occasions, when very stormy weather and the impassable condition of the roads rendered it im- possible for me to reach these stations in due time. At both places the attendance at the Services 'has been very fair. Our little town is about to be lighted by electricity. The work and arrangements "necessary to this end have already been completed. Stanley Dickson reports : — Having b^en in the Mission only since October 1st, I have very little to report. Daring this time the Sunday Services have been held regularly in St, Barnabas* Church, Agnes, and fortnightly at Ditchfield and Spider Lake. The attendance at the latter places has not been altogether satisfactory, but there are some slight signs of improvement, and I am in hopes that these may continue as the condition of the roads becomes more favorable. The Rev. Principal Adams reports : — It is with a feeling of true gratitude we report at the close of another year. The Services in the Chapel are as follows : — Holy Com- munion every Sunday at 7.30. First and third Sundays in the month at the 10.30 Service also. Holy-days — Holy Communion at 7.15. Matins— Sundays at 10.30. Week- days at 9. Evensong — Sundays at 7. Other days at 6. Litany — when not said at the Morning Service on Sun- days, at 5.15 p.m. Wednesdays and Fridays at 1 p.m. The appointment of a paid Organist has enabled us to have Musical Services every evening of the week. The members of the Brotherhood of Readers not only read the lessons at the week-day Services in turn but also act as Sacristans, two members each week in rotation under the direction of the Professor of Pastoral Theology. The Ladies of the College have recently been formed into a Guild under the direction of the Professor of Pastoral Theology, Mrs. Adams having been appointed Secrelary. This year we have to express our cordial thanks to the Ladies of the St. Matthew's Guild for completing the Altar Sets by the addition of a new violet and a green Frontal, both very beautiful. During the year the Chancel has been completed by the addition of a hardwood |loor and by the panelling of the walls. The stalls and the hard- wood floor of the main body of the Chapel are also in hand. A very important step has been taken with regard to the stained-glass windows. All the remaining windows, seven in number, are now practically secured ; the Bishop of Quebec and Hon. E. J. Price having conjointly made them- selves responsibe for five window^s, on condition that the funds are forthcoming for two others, one in memory of E. Chapman, Esq., the other in memory of A. D. NicoUs, Esq. Mr. Chapman passed away just before the Jubilee at a ripe old age, after a long life devoted to the interests of the College, the community, and the Church. We have this year to deplore the loss of Mr. NicoUs at the early age of 42. He was heart and soul devoted to the interests of the Institution, of which he was in a very true sense a son. His generous bequest of $3,000 to found Scholarships in he name of his honoured father, Dr. Jasper Hume NicoUs, has been recorded elsewhere ; but such a bequest, as well 1, 4 * ■■'Is 'M 40 as the public spirited act of the late J. H. R. Molson, Esq., of Montreal, in bequeathing $10,000 to Bishop's College School, ought to be chronicled here as well as in the public papers. The year 1897 has not seen so far any very considerable addition to the Jubilee Fund, but it must not be forgotten that though the College did not profit by the great Marriott bequest, it still has to earn the conditional grant of .£1,000 from the S. P. C. K. towards the endowment of the Principalship and the Professorship of Pastoral Theology. Something like $4,000 is needed for this purpose. We have every reason for being thankful for the general response made to the appeal of 1895-96, but we have no reason to rest from our labours in this respect. Periodical meetings of the Missionary Union have been held, and the offerings of this Society have been forwarded for the benefit of St. Paul's College in Madagascar. Three of our students have been ordained Priests and four have been ordained Deacons during the year. One of the latter group, the Rev. B. Watson, B.A., has joined the School Staff as an assistant Master and is now taking Sunday duty at Moulton Hill. Mr. Watson also takes occasional duty in the College Chapel. At Convocation time we had the Uuiversity Sermon given by our new neighbour, the Rev. Dr. Dumbell, who has taken the place upon the College Council vacated by the Bisho.p of Algoma. On the same occasion Archdeacon Mills, D.D., of Montreal, who was receiving from our University the ad eundem degree, gave us an admirable speech, shewing insight into and strong sympathy with our work and methods. On the same occasion the American Church was represented by a Baltimore Rector, Rev. Dr. Powell. The periodical visits of the Bishop regularly once a term have brought us encouragement and instruction, and we have to exprees our cordial thanks for much useful advice and guidance in practical matters such as those connected with the restoration of the Chapel, and in many other ways. Members of the Church Society will be glad to know that the very considerable increase in both departments (College and School) which characterised both College and School in 1896, has been followed by another increase in 1897. Thus there are now sixty-seven attending the College and ninety attending the School. 41 During the year the early and late Celebrations have been well attended.
