Sec. 6. — It shall be the duty of the I^ibrarian to take charge of the Library ; to preserve the same in good order; to keep a strict account of all books and magazines taken out; to assess all damages done to books or magazines ; to pronounce all lines for violation of the rules of the Library, and hand the accounts to the Treasurer; and to record all donations and subscriptions to the Library in the book provided for that purpose. ARTICLE VI. — ELECTION OF OFFICEKS. Section 1. — At the last ref'ular ineetinj? but one of each term of oiTice, all the officers of the Society shall be elected for the term of office next ensuing. Sec. 2. — All officers shall be elected by ballot. The candidate receiving the greatest number of votes for any office shaii be declared duly elected, except the President and Treasurer, who sliall each receive a majority of all the votes cast. Sec. 3. — All the officers of t)ie Society shall hold their respective offices for a term of seven weeks, the term of offiice "^ the first set of officers for the Academic year u ^mmeiice on the first week of said year. Sec. 4. — No officer shall be eligible to re-elec- tion to the same office for the space of four terms of office, or twenty-eight weeks. y AUTICLE VII. — STANDING COMMITTEES. Section 1. — The Proposing Committee shall consist of tliree members, to be appointed by the President at the last regular meeting of each term of office, who sliall act during the ensuing term and through whom all propositions for membership shall come. COXSTITTITIOX. 11 u Sec. 2. — Tlic Auditing Coiiimittce shall consist of two members, to be appointed by the President at the close of his term of OiHcc, whose duty it shall be to examine the accounts of the Treasui'er at the close of his term of office and append a certificate of the result of such examination to his account in the Treasiu'er's book. It shall also be the duty of tins Committee to examine the Librarian's book at the close of his term of ofHce, and report to the Society the result of such examination. Sec. 3. — The Incidental Committee shall con- sist of three members, to be appointed bj'' the Pre- sident at the close of each term of office, whose duty it shall be to prociu'c all articles incidentally I'cq^idred for tJie use of the Society, and tJic Trea- surer shall be autliorizcd to pay all orders upon him wlicn sigjied by, at least, two members of this Committee. AUTICLE Vlir. — FOUrEITIXc; PIIIVILEGES. Any member whose resignation is accepted by the Society, or who is suspended or expelled by tJie Society, shall forfeit the position of noji-acting membership and all the privileges connected there- with. AUTICLE IX, — AMEXDMEXTS. Section 1. — The Constitution and By-Laws may be amended by a three-fourths vote of the Society, a motion for such amendment having been present- ed at least one week before the vote being taken. Seo. 2 . — Any part of the Constitution may, how- ever, be set aside for any evening or part of an evening by a seven-eighths vote of the members present. BY-LAWS. ARTICLE I. — MEETINGS. Section 1. — Regular meetings of the Eurheto- RiAN shall be held on Thui'sday evening of each week. The hour of opening shall be 6 1-2 o'clock. Sec. 2. — The President may call a special meet- ing at pleasui'C, but he shall be required to do so at the written req^uest of eight acting members of the Society. Sec. 3. — No special meeting shall be considered legal unless notice thereof be read at the commence- ment of the daily session, or unless all the acting members be notified personally, except it be in the case of an adjourned meeting. ARTICLE II. — QUORUM. A majority of the acting members shall consti- tute a quorum for the transaction of business. ARTICLE III. — MEMBERSHIP. Sec. 1 . — ^The name of any person proposed for membership shall lie over for one week, and shall then be voted upon by ballot, when, if two-thirds of the votes cast are in favor of his admission, he 14 BY-LAWS. shall be declared an elected member, and shall be notified by the Corresponding Secretary of his elec- tion to membership and be requested to attend for initiation at the ensuing session. Sec. 2. — Every elected candidate, on being in- itiated, shall sign the Constitution and By-Laws of the Society, and thereby shall agree to abide by and support the same, and to pay all legal demands against him; and before cnjo} >.ig the privileges of membership he shall pay to the Treasurer the sum of one dollar as an initiation fee. ARTICLE IV. — TAXES. Section 1. — Every member shall pay on or be- fore the second resfular mectinc^ of each month into the funds of the Society the sum of ton cents. Sec. 2. — Should the funds of the Society at any time be inadequate to meet its expenses, an equal tax may, by vote of the Society, be levied upon each member to make up the deficiency. ARTICLE V. — penalties. Section 1. — A member shall incur a fine of twenty-five cents for each and every of the follow- ing offences ; viz. — for neglecting to attend to the duties of a committee having accepted appointment to serve thereon ; for refusing to take his appoint- ed part in the Literary Session ; for making use of insulting or abusive language towards any member; for disorderly conduct, or for refusing to obey the 1{Y-L.\WS. 15 commands of the President when called to order ; and for leaving tlie room without the requisite per- mission during session. These fines shall l)t^ ordered hy the President upon his coming to a knowledge of the offence, and he shall hand an account thereof to the Treasurer fcu' collection. Skc. 2. — The Secretary near the close of each meetinuj shall hand a list of tln^ absentees to the President, who shall read the same before the close of the meeting, and also at the close of the next regular meeting, when, if no satisfactory excuse be rendered by the delincpients, he shall pronounce them fined — five cents for tardiness, or twenty-five cents for absence the entire session, and hand an account of the sann; to the Treasurer for collection. Sec. 3. — All fines imposed by the President or Librarian shall be subject to an appeal by the indi- vidual fined, when a majority shall decide upon the validity of the fine, the appellant not ing at liberty to vote. Sec. 4. — For gross misdemeanor or for disorderly conduct a member may be excluded from the room by a vote of the Society, and afterwards dealt with as the Constitution and By-Laws prescribe. Sec. 5. — No member who has fines or other legal demands against him of more than two weeks stand- ing shall be permitted to hold office or take any part in the business of the Society; and if he shall utterly refuse to pay such fines or le^ijal demands, he may be suspended or expelled at the option of the So- ciety. ARTICLE VI.— ExrExnrn'Ki:. Whenever any expenditure of the funds of the Society to the amount of four dollars or over shall be requii-ed, such expenditure shall be authorized only by a special resolution, which shall lie upon the table at least one week before the vote being taken. ARTICLE VII.— IIECONSIDEKATION AND APPEAL. All procedure relating to reconsideration and ap- peal shall be conducted according to Cushing's Manual — p.p. 154 and 256. UY-LAWS. 17 TvU LES OF ORDER. Rile 3. — The duty of opening all regular dis- cussions shall devolve upon the chief disputants, who, if they do not occupy all the allotted time, may employ the remainder at the close of the debate. Rule -1. — Only four members shall be appointed to take part in each regular discussion; but after they have concluded, twenty minutes shall be set apart for any other of the members who Avish to speak, five minutes being allotted to each speaker. Rule 5. — The time of each speaker in the regu- lar discussions shall be limited to fifteen minutes. Rule 6. — The decision of the President must be based upon the arguments adduced, and the deliv- ery thereof shall not occupy more than ten minutes. 18 BY-LAWS. Rule 7. — It shall be the duty of the critic to cri- ticise the proceedings of the whole literary session ; and in doing so he shall not occupy more than ten minutes. Rule 8. — In the executive session unfinished business must always have the precedence. Rule 9. — Every resolution and report of com- mittee brought before the Society shall be submitted in writing. Rule 10. — No speaking, except that provided for in the Order of Exercises, shall be in order un- less a motion or resolution is before the meeting. It may be permitted at times by courtesy, if not objected to by any of the members. Rule 11. — On motions or resolutions of business, the time of each speaker shall be limited to five minutes at one time, and he shall be permitted to speak to the same motion but twice. Rule 12. — Each speaker shall confine his re- marks to the subject under consideration.
