THE GENERAL ASSEMBLY, At its meeting in Halifax, in June, 1888, passed the following resolution anent the Report of I the Board of Management of the Church and Manse Building Fund : "That the Assembly receives and adopts the Report of the Board of Management of the " Church and Manse Building Fund ; records its appreciation of the labors of the. Board, and of the " invaluable service rendered b^ the Fund to the work of the Church ; recognizes the continued " necessity for this Fund, especially, since bv retient lenslation, the benefits of the Fund have been " extended to the territory lately added to tne Svnod m Manitoba and the North- West, and com- " mends the Fund anew to the liberality of the Church." ' The following Board was appointed for the .year 1888-9, viz. :— Hon. Ptolemy. 1 / IREIIPCIBT — OF THE — CHURCH HND MSNSE BUILDING BOfiRD — OF THE — ( PRESBYTERIAN CHURCH IN CANADA, — FOR — Manitoba and the North- West Territories" The Board during the past year assisted nineteen congregations and stations to erect or complete churches or manses. The building season does not synchron- ize with the year for which the Board eports, and hence in four instances pay- ments are made in part during the past year to congregations reported the previous year. Of the fifteen new congi ^gations assisted one is in the Presbytery of Rock Lake, one in the Presbytery of Calgary, two in the Presbytery of Regina and eleven in the Presbytery of Brandon. The list furnished in this report will show the character and cost of the buildings. The Board was asked to extend aid to Donald and other points in British Columbia and to congregations in the northwestern part of Ontario; such applications had to be declined until the Aet under which the board carries on its Operations was amended so as to include British Columbia and the part of Ontario embraced within the Synod of Manitoba and the Northwest Territories within the sphere of the Board's operations. Augustine Church, Winnipeg. — A verycommodious and comfortable church was erected by this congregation, at cost of $2,000. No nid was asked. \ PRESBYTERY OF ROCK LAKE. The building was insured, and with the aid of the insur- \^ ^ ance money the congregation built last summer a more commodious and better church than that which had been burnt. No assistance was asked from the Board. PRESBYTERY OF BRANDON. Tkeherne — Is a village on the M. S. W. Ry., about seventy-seven miles from Winnipeg in the midst of an excellent . farming and ranching country. Frame church ; cost, $900 ; loan, $300. Cypress — Is a village situated on the same railway, about ninety-six miles from Winnipeg ; fine farming district ; church, frame, cost $1,000 ; loan, $300. Elton — Near Douglas ; a fine farming country, about fifteen miles northeast of Brandon ; frame church, cost, $1,250 ; loan, $500. Oak Lake — A growing town on the main line of the C. P. Ry., 165 miles west of Winnipeg ; country well settled ; farming and ranching chief industries ; manse cost $900 ; loan, $450. Elkhorn — A compact town on the main line of the C. P. Ry., twenty-five miles beyond Oak Lake, surrounded by a good farming country ; church cost $900 ; loan, $300. Rosedale — A station northeast of Neepawa, on the M. & N. W. Ry.; church, frame, cost $1,000 ; grant, $150. ' Newdai.e — A village on the M. & N. W. Ry., about 100 miles from Portage la Prairie ; country well settled and people thrifty ; church, frame, cost $1,200 ; ^rant, $200. BiRTLE — Additional loan of $150, making $550 on a church costmg $2,000. Birtle is a town on the M. & N. W. Ry., at the crossing of the Bird Tail River. BiNSCARTH — A country congregation, lying twenty or twenty-five miles north- west of Birtle ; fertile farming and grazing country ; manse, frame, cost $800 ; grant, $75. MiNNiSKA — A country station lying north of Binscarth eight or ten miles ; church, frame, cost $500; grant, $125. Castleaverv— A farming and pastoral district northwest of Russell, on the right bank of the Assiniboine; church cost $400; grant, $100. Robertson — Lies eight miles west of Rapid City ; fine farming section of country; church, frame, cost $600; grant, $100. PRESBYTERY OF REGINA. Fifty of the churches are in villages or towns along the railway. The Board is glad to be able to state that the improved financial state of the country has enabled a larger number of congregations to repay loans than in any previous year. Should the present season prove favorable a large reduction in the indebtedness to the Board may be expected. In past years, the Superintendent of Missions has given a part of the winter towards getting additional subscriptions and making collection on former subscrip- tions. Last winter he devoted his time to the interests of the Home Mission and Augmentation Funds, and hence the revenue of the Board from subscriptions is less than formerly. The changed circumstances of a few congregations since they obtained loans, make it necessary to effect a compromise with them so as to secure a speedier settlement. In some cases the Board has remitted the interest and in others offered to accept a less amount than the notes or mortgages call for. It is confidently expected that losses of this nature will be trifling and the congregations thw: relieved will be able to devote their energies all the more freely to the support o( ordinances. .^«» \/ ii^'tff; -• Acting on the authority given by the last Ciencral Assembly, the Board made application to the Dominion Parliament to amend the Act of Incorporation so as to make the territory of the Board co-extensive with that of the Svnod of Manitoba and the Northwest Territories. The Act has been amended, and the Board is in- debted to Messrs. Daly and Scarth, Members for Selkirk and Winnipeg respectively, for attending to the passage of the Bill and securing the return of the $200 usually paid when such legislation is obtained. ' 'nee its organization the Board has been able to secure the services of very comi ent men as officers. For six years the Rev. C. B. Pitblado acted as chair- man with fidelity and ability, and the Rev. 1). M. Gordon proved a most efficient and valuable secretary. The former accepted a call to San Francisco and the latter to Halifax and resigned their connection with the Board. Mr. J. J. Robertson, the valued solicitor of the Board has been removed by death. Mr. J. B. McKilligan who has acted as treasurer for the last six years, and latterly as treasurer and secretary has also resigned. These gentlemen gave the benefit of their counsel and time at the meetings of the Board and attended to its exective work entirely without remuneration of any kind, and the Church owes them a great deal for what they have done to establish Presbyterianism in the Northwest. Since the removal of the Rev. Mr. Pitblado, Chief Justice Taylor has, at the request of the Board, acted as chairman, and Mr. C. H. Campbell has, since the death of Mr. Robertson, been appointed solicitor. The latter has agreed to act as tecretary-treasurer also in the meantime. There is herewith submitted a financial statement. The balance at credit has accumulated since building operations were suspended last autumn. With the con- templated activity in church erection this season, the balance will soon diminish and disappear. The Manitoba and Northwest Land Co. has continued its liberal policy of granting sites for churches free of expense, and the C. P. R. Co. has given free sites as some points and at others sold lots at greatly reduced rates. The owners of town plots are, generally speaking, quite ready to donate lots for immediate use and land has in several cases been secured during the year in this way. From the census of the Province of Manitoba, taken by the Dommion Gov- ernment in 1886, and published last year, it would seem that the Presbyterian populatiou of the Province is very large. Out of a total population of 108,640 no fewer than 28,406 are Presbyterians, while the adherents of the Anglican and Methodist churches number respectively 23,206 and 18,648. The rate of increase of the whole population in five years was 74-5 per cent, and that ot the Presby- terian population, 104*4. The increase of the Methodist and Anglican churches respectively was 98'7 and 69-2. As stated in a previous report, 32 per cent of the white population in the Northwest Territories belong to the Church. To overtake the wants of these people the work ot church extension must be vigorously prose- cuted for years. At present the expense of Home Mission work in the Northwest falls almost exclusively on the Province of Ontario. Since so many settlers come to the North- west from the Maritime Provinces, surely assistance should be given by the mem- bers of the Church there, at least for the work entrusted to this Board. The claims of the work need no advocacy, and it is hoped that the presence of the General Assembly in Halifax this year will result in securing the co-operation of the eastern section in the future to a much larger degree than in the past. a a e t -7- From Scotland and Ireland settlers in increasing numbers are conning to the Northwest. For the most part they come with little capital, except their brawn and brain, their thrift and perseverance. In some instances, the Board has assisted colonies of this class to erect churches, and in others defrayed the whole cost of church edifices. Although some efforts were put forth to enlist the sympathy of members of the Church in Britain in caring for their children, no help has yet been received. The Board knows of no more promising Home Mission field than the Canadian Northwest, and hence presses the claims of this work on the attention of colonial committees and private members ot the Church. The judicious expendi- ture of a moderate amount of money in a new land such as tnis, will confer an untold benefit on the generations to come. !^,'->The thanks of the Board and Assembly are due to the generous members and adherents of the Church in the eastern provinces, especially Ontario, for the liberal aid extended to the Board in the prosecution of its work. It is impossible to estimate the service that is being rendered to the cause of religion and morals by the vigorous prosecution of Christian work in a land of such possibilities as North- western Canada. The Fund shall be called The Church and Manse Building Fund of the Presbyterian Giurch in Ginada for Manitoba and the North-West. 2. The amount to be aimed at in the first place shall be one hundred thousand dollars $100,000)^ the Fund shall be raised by subscriptions and bequests. 3. The management of the Fund shall be entrusted to a Board of fifteen members, twelve of these to be appointed annually by the General Assembly. The other twelve of the Board shall be he Superintendent of Missions for Manitoba and the North-West, the Convener of the Home Mission Committee of the General Assembly, Western Section, and one member to be appointed by the said Committee. The Board shall have power to fill : ny vacancies made by death or resignation until the meeting of the next General Assembly thereafter. The usual place of meeting of the Board shall be at Winnipeg. 4. All applications for aid in the erection of churches an manses shall be made to this Board through the Presbytery within whose bounds the congregation is situated, and before being considered by the Board must be recommended by the Presbytery, but tl e Board shall be sole judge as to the merits of the application, and the nature and amount of aid to be given. 5. The money constituting the Fund shall be, at the discretion of the Board, either invested and the revenue accruing therefrom given in the form of grants to congregations to assist in the erection of churches or manses, or the capital shall be employed to make loans or grants to such congregations. 6. ;.->uch loans shall be for a limited number of years, and at a moderate rate of interest, good reasons the Board may remit the interest. For 7. The assistance given, when in the fon. of a grant, shall not exceed one-fifth of the total cost of the building ; and when in the form of loan i.hall not exceed fifty per cent, of the cost, unless in either case the circumstances are by the Board deemed exceptional. The money shall be payable only when the building can be used for service, in the case of grants. In the case of loans tiie money voted may be paid in instalments as the work of construction advances. No grant, however, is to be made or loan affected until the Board is satisfied that a valid title to the property, or a bond to that effect, has been secured by the congregation, and that the deed is in the form approved by the General Assembly. 8. It shall be competent for the Board, with the approval of the General Assembly, to make changes in these regulations, but such changes shall have due regard to the proper preservation of the capital entrust^ to the Board. 9.
