A Public Meeting of the residents of Xew West- minster was held in the Jlyaciv Hall, on the 13th da}^ of June, 18(36, for the pur})ose of concerting measures for the defence of the City and Colony, in view of a threatening invasion, from the neigh- bouring Country, of a faction hostile to the British Government. In pursuance of the resolutions passed at that Meeting, a Citizen Volunteer Rifle Corj)s was organized on the 14:th day of June, 1 86U, under the designation of the 'Sew WekSTMinster HoxMw Guards. Subjoined are the Tlules and Regulations of the Corps, as adopted at a Meeting of the Members held on the 3rd day of August, 1866. i ! I IIULES AX!) EEGULATIOXS. ARTICLE I. !N"ame of the Corps. Tlio Corps shall be styled the New Westminster Home Guauds. ARTICLE II. On admission to the Corps. Any cnndidato for admission to the Corps shall be proposed and seconded at a meeting of the Corps, and on receiving a majority of the votes of the members present shall be deemed to be duly elected. ARTICLE III. On Subscription to the Corps. An entrance fee of half a dollar, and a sub- scription of 25 cents per month, shall be paid by- each member. ARTICLE IV. Honorary Members. Honorary members may be enrolled, who are not expected to attend drills or parades, but are to pay a yearly subscription of five dollars. ARTICLE V. Business Meetings.* A Quarterly Meeting of the Corps shall be held for the transaction of business on the first Tuesday in October, January, April, and July, in each year. ^*Seji MjDmorandum , page 8. i<;i 1 \) j RULES AND REGULATIONS OF THE AUTICLE YT. Special Business Meetings. ARTICLE VII. Finance Committee. A Finance Committee consisting of three mem- bers, not l)eiug Otiicers, shall be appointed annu- ally, whose duty it shall be to make a quarterly examination of the books and accounts of the Treasurer, and render a report of the same at the usual quarterly meeting of the Corps. ARTICLE VIII. Disposal of the Funds. The Treasurer shall hold all the funds of the orps, and shall only make such payments as ^iiall be authorized by a majority of the Finance Committee, whose orders shall be countersigned by the Commanding Officer. In the event of a dispute arising, the same to be referred to the Corps. The Treasurer shall submit his books and accounts to the Finance Committee whenever called upon so to do. ARTICLE IX. On non-payment of Subscription. If any member fail to pay up his subscription after being duly notified so to do, the Command- ing Officer may, within thirty days after such no- tice, order the member's name to be erased from the Roll, and he shall not again be acknowledged as a member of the Corps unless re-elected. AllTICLK Xr. Death, resignation, or removal of Oiilcers. In case of death, removal, or resigmition of any of the Oftieers, \on-( ■ommissioned Dlhcers, or Members of ('ommittee, the Corps shall at the next meeting choose others in tiieir stead. ARTICLE Xri. Anniversary Celebration. As the social interchange of thought and sen- timent will conduce to the maintenance of an e.^prit de co?yi<, the members will celebrate the anniversary of the enrolment of the Corps by dining together (i. e. those who are so disposed) on the 14th day of June. Should the 14th of June happen to be a Sunday the following day shall be observed. ARTICLE XIII. Fine for not keeping Arms, &c., in good repair. Every member of the Corps shall keep his arms, uniform, and accoutrements clean and in good repair, and his ammunition in serviceable order. Any member neglecting so to do shall be liable to a fine not exceeding 4ve dollars, to be imposed by the Commanding Officer on the report of the Inspecting Othcer ; and any repairs necessary may be ordered at the expense of the offending mem- ber. The evidence shall be taken down in writing, and the decision of the majority of the members shall be the decision of the Court. The sentence of said Court shall be subject to the approval of the Commanding Officer.
