 PREAMBLE. 
 
 AVHEREAS, tlic large and growing interests of the Real Estate 
 Proprietors and Tax-payers in the City of Montreal require 
 combined action, with some equital)le way for rai.sing funds to 
 protect their general interests ; 
 
 And, whereas, the prevailing tendency of Municipal Bodies is 
 towards increased and excessive taxation, without regard to 
 judicious expenditure ; 
 
 And, whereas, every Property-holder and Tax-payer should 
 take an active personal interest in the selection of fit and proper 
 representatives to IMunicipal Offices, irrespective of party or 
 politics ; 
 
 And, whereas, a wise and judicious economy in the expendi- 
 ture of the City Revenues should be promoted and encouraged ; 
 
 And, whereas, it is Inu just that the expense of carrying out 
 the measures proposed should be iDorne by each member in 
 proportion to the Taxes levied on him by the City assessment 
 list;

 the funds for defraying the expenses of which (should the annual 
 subscription of the members prove insuflicient) shall be raised by 
 an assessment levied /ro-ni /a on each member of the Association 
 in the manner hereinafter provided ;

 I.— This Association shall be called " The Citizens' ^"-i^^^^ ^'"'^ 
 Association oi' Montreal." 
 
 2.— All the concerns of this Association shall ^e ^^,^"Sn Com. 
 managed by an Executive Committee, to consist of fifteen """'^'-■' 
 Members, who shall be elected annually by ballot at the 
 General Meeting of the Association, which shall be held 
 on the first Wednesday of April in each year, to which 
 end the said Committee shall have full power to make 
 such Rules and Regulations from time to time as they 
 may think fit, which shall not be inconsistent with the 
 lieneral Rules of the Association : and it shall be the

 centage of the Assessment to be levied on each Member, 
 as fixed by the City Assessment list, which sum each

 keep a regular account of its fniancial concerns, to keep 
 an alphabetical list of the Members, and their [)laces of 
 residence ; issue notices for meetings, and submit to the 
 Committee a monthly statement of the receipts and dis- 
 bursements, and pay over to the Treasurer the monies 
 received by him,

 all monies paid into the Association ; shall deposit the 
 same as required by the Committee, and shall not dis- 
 burse any monies except on being authorized so to do by

 present a report of the accounts and general concerns of 
 the Association for the past year, w ith an estimate for the

 signing the Rules and Regulations and on payment of 
 the annual subscription of Ten dollars, become a Member 
 of this Association. 
 
 18. Any Member may withdraw by giving three 
 months notice in v/riting to the Secretary.
