Yours truly, Sigfiature ' P. 0. Address Tlie Victoria lilieral-Conseryatiye Association. CONSTITUTION. NAME. 1. This Association shall be known as ** The Victoria Liberal-Conservative Association. TERRITORY. 2. The territory of this Association shall be the Elect- oral District of Victoria. OBJECTS. 3. The objects of this Association are to promote by all lawful means, the interests of The Liberal-Conserva- tive party, the discussion and dissemination of Liberal- Conservative principles, and generally, the welfare of the Dominion of Canada, and the maintenance of our con- nection with the British Empire. OFFICERS. 4. The officers of the Association shall be a President, six Vice-Presidents, a Secretary, a Corresponding Secre- tary, a Treasurer, and an Executive Committee consist- inc; of twenty members, including the above named Offi- cers ; in addition. Conservative members of the Senate of Canada, of the House of Commons and of the Provincial Cabinet shall also be ex-ojido members of the Executive Committee. 5- The duties of the President shall be to preside at all meetings of the Association from the time of his elec- tion until the election of his successor ; in his absence the senior Vice-President shall discharge all the duties of his office. • 6. The duties of the Secretary shall be to conduct the correspondence of the Association, and keep the minutes of its proceedings. He shall also keep a record of the membership. 7. The duties of the Treasurer shall be to receive the moneys belonging to the Association, and to disburse the same under the orders of the Executive Committee. 8. The duties of the Corresponding Secretary shall be to provide for the proper revision of the voters' lists, the distribution of political reading matter, to aid in election work, and generally to serve the interests of the party. 9. The duties of the Executive Committee shall be to raise the necessary funds to defray expenses, to direct the Treasurer as to the payment of claims against the Asso- ciation, and generally to manage the affairs of the Association. 10. The services of all officers shall be gratuitous ex- cept the Secretary who shall be paid $ per annum. 1 1. The members of the Association shall pledge them- selves to support the candidates for election to the House of Commons chosen by the Association. 12. The first general meeting shall be held on Satu?" day, the 13th of October, 1894, and thereafter the ar. mini meeting shall be held the second Saturday in October of each year, unless otherwise provided for by resolution ol the Association. - \ 13. Officers and members of the Executive Committee shall be elected at each annual meeting of the Association by ballot. 14. This Constitution may be altered at any special general meeting of the Association called for the purpose, two weeks notice of the proposed amendment liaving been given. Such notice of amendrneLl hall be posted by the Secretary in the rooms of the Association, or noti- fied to the members by post. BY-LAWS. C 1. Regular meetings of the Association shall be held on the third Tuesday of each and every month, urles the Association or the Executive shall otherwise direct. All other meetings of the Association shall be special. 2. The members of the Executive Committee and all officers of the Association shall retain office until their successors are duly elected. 3. All vacancies occurring 'in the Executive Commit- tee shall be filed by the Association at the next meeting thereafter. 4. Special meetings of the Association may be called at any time by the President and Secretary, and they shall upon requisition signed by four members of the Executive, call such a special meeting by advertisement or post-paid notice. 8' 5. Seven members shall constitute a quorum at any meeting of the Executive Committee. 6. The President shall preside as Chairman at all meetings of the Executive CcTimittee, and shall discharge all the duties of the chair ; in his absence the senior Vice- President present shall preside ; and if there be no Vice- President present then any member of the Executive Committee may be called to the chair. The Chairman shall not vote except in case of a tie when he shall have the casting vote. 7- The President and Secretary shall be ex officio members of all committees. 8. Any by-law or clause of the Constitution of this Association may be suspended at any meeting of the As- sociation by a three-fourths vote of the members present. 9. Twenty members of the Association shall consti- tute a quorum. 10. The first named member of any committee shall be the convener thereof, and the Secretary of the Associa- tion shall act as secretary of all such committees. A majority of each committee (other than the Executive Committee) shall constitute a quorum. x\t the first meeting of every committee they shall elect a chairman. 11. The order of business at every regular meeting of the Association, and of the Executive Committee, shall be as follows :— w 1. Reading minutes of previous regular and special meetings. X'., 2. The Execulive Committee shall meet on the first and third Tuesdays of each and every month unless by resolution of the said Committee it is otherwise ordered. 13. At the annual meeting ol the Association, the Auditor's report and the Secretary's report shall be read and considered immediately after the reading of the min- utes, and thereafter other business shall be dealt with- as above provided. 14. The Secretary shall furnish at each meeting; of the Association, and of the Executive Committee for the guidance of the Chairman, an order paper containing the regular routine of business and all unfinished business arising out of past meetings. 15. All business of every kind which is to come before the Association, shall be reported through the Executive Committee, except by the unanimous voice of the mem- bers present at any meeting of the Association. 16. At each annual meeting the Treasurer shall report ; the condition of the Finances and present a statement showing the amount of moneys received and disbursed. 17. In case any officer of the Association or member of the Executive Committee absents himself from three sue cessive meetings, without reasonable cause being shown, his office as such officer or member of the Executive Committee may be declared vacant at any me.^ting of the Executive Committee thereafter, by a two-thirds vote of the members present, and the Association shall at the first meeting thereafter elect a successor. 10 / Conventions for the Selection of Candidates for Victoria District. 1. All conventions for the selection of candidates for the House of Commons for Victoria City and District, (Victoria Electoral District) shall be held under the auspices of this Association, pursuant to resolutic»n of this Association adopted at any regular meeting, or shall be called by the Executive Committee thereof. 2. Every member of the Association, in good stand- ing, shall be entitled to be present, and to have one vote for each candidate to be selected. 3. Public notice of such nominat ing convention shall be given in at least one daily newspaper published in the City of Victoria, not less than seven days before the date of the meeting. Any nominating convention may adjourn from time to time, and if the adjournment be for longer than one day, public notice thereof shall be given by newspaper advertisement. Before any nominating con- vention shall be properly constituted for the transaction of business, there shall be at least fifty members of the Association present. 4. The President shall preside. In his absence the senior Vice-President present shall preside, unless there be no Vice- President present when the meeting shall elect a chairman. v 5. Nominations of the proposed candidates shall be in writing, signed by the proposer and seconder, who shall in the first place, secure the consent of the candidate. 6. The President or chairman, after calling the meet- ing to order, shall read the resolution or other authority by which the convention has been convened. t 1 > It »s Ifor ict, Ithe of tall ■ ^ • 7. After the reading of the resolution or other auth- ority by which the nominating convention shall have been called, the Secretary shall read the by-laws govern- ing the convention. Nomination shall then be in order. 8. As soon as fifteen minutes shall have elapsed from the time of the first nomination having been made, the President or chairman shall declare the nominations closed, and thereafter no other nominations shall be received, unless the convention by a two-thirds vote, otherwise directs. 9. After the nominations have been declared closed, each of the nominees shall be allowed ten minutes tir.ie in which to address the convention. No nominee shall be allowed to speak twice. • 10. After the nominees shall have all addressed the meeting, a ballot or ballots shall be taken for tht selection of the candidate or candidates. 11. The President or chairman shall appoint four per- sons to act in pairs as scrutineers, who shall not be pro- posers or seconders of any nominee. 12. Before a ballot is taken, the members of the con- vention and the nominees (or if a nominee be not present, then his proposer and seconder) shall by a standing vote, pledge themselves to support the candidate or candidates selected by the ' "^^iUion. 13. Any nominee shall have the privilege of withdraw- ing before a vote is taken. < 14. Vote shall be taken by ballot on all nominees. 15. I'he ballot papers shall be official ballots, prepared by the Secretary, and bearing his initials, and shall be numl'ered consecutively. i6. Majority ballot shall be nx°cessary for election, but after the second ballot shall have been taken, should there be no choice, the nominee having the smallest number of vgtes, shall then retire, and so on, until one nominee shall receive a majority of all the votes cast. When there are two or more candidates to be selected, as soon as one nominee shall receive a majority of the votes cast, he shall be declared chosen as a candidate, but balloting for the other candidate or candidates shall con- tinue until a majority vote is polled, as hereinbefore provided.
