convened in the Metropolitan Methodist Church, Victoria, B.C., on

After singing Hymn 748, the Rev. W. W. Baer read a Scripture
lesson, and the Kevs. C. Bryant and Jame.s Woodsworth led in prayer.

REPORT OF COMMITTEE ON STATISTICS.
"We have carefully examined the District schedules and find as follows ;
There are reported 43 ministers and 17 probationers — total, 60, of
whom 51 are engaged in the active work. The total membership is 4, -581,
being a net increase of 135.
The total raised for Connexional Funds is $5,750.10, a net decrease of
$1,000.47. For ministerial support there has been raised $'.7,528.00, a
decrease of $2,644.00. From the Missionary Society, for ministerial
support has been received $20,384.00, an increase over the previous year
of $5,261.00. The total contributed to the Missionary Society is $2,989.70,
a decrease of $684.40. Thus the amount distributed in this Conference,
over and above our contributions, is $17,394.30.

' REPORT OF SABBATH SCHOOL COMMITTEE.
Your Committee is pleased to report that all branches of the work
show a healthy state. Evidence is given of a laudable anxiety on the
part of our people that the instructors of their children shall be godly men
and women. As the great object of the Sabbath School is the salvation
of the young, we rejoice to be able to report an increase of conversions on
each District.
We regret that so few sciiools hold regular teachers' meetings for the
study of the lessons.
It is to be deplored that so few are memorizing our catechisms. We
suggest that the catechism questions be brought before the open school
so that doctrinal instruction may be more fully given to our scholars.
When the evils of intemperance, tobacco using and profanity are so
rife, we recommend that the triple pledge, as found in our " Discipline,"
be urged on every scholar.
We rejoice that catechumen classes have been formed in several places,
and hope that in other places the same work will be taken up. We are
glad to note that our people appreciate the efforts made by our Publishing
House to disseminate healthy literature for the young by taking their
papers and helps almost entirely therefrom.
We suggest to the editors of our excellent periodicals the desirability
of guarding against the frequent repetition of articles in the same papers.
We suggest to the Conference that provision be made for almost equal
representation for our Sabbath Schools in the Ep worth League
conventions, and that subjects bearing on the relation of the Sabbath
School to the League be introduced for discussion.

REPORT OF EPWORTH LEAGUE COMMITTEE.
1, He the letter of the General Superintendent in relation to the
appointment of a nieml)er of Epworth League and Sunday School Board
to represent this Conference, we nominate Mr. F. \V. Davey, of Victoria,
to Vie the representative.
2. Re the last clause of the Epworth League Committee's leport of
1894, recommending amalgamation with another association, we call the
attention of Conference and of Epworth Leagues throughout the Province
to the fact that the General Conference defines the relation which the
Epwortii League Convention may hold to other young people's societies'
conventions as that of afilliation and not amalgamation.
;). Since there are some Epworth Leagues which have not been reported
to tlie District meetings, your Committee ask permission to present such
amended statistics as may be furnished by the Provincial President of
Epworth Leagues.
Supplementary Rkport.
^. Your Committee after careful inquiry find that there are 22 I^eagues
and 1,200 members within the Conference, being an increase of 2 Leagues
and 1.3" members. The reports of moneys raised liy the Leagues are so
imperfect tliut we cannot make any report.
'). We recommend that greater care be exercised by the Superintendent
of Circuits in making out and reporting the Epworth League scheduler
this year.

ItEPORT OF COMMITTEE ON SABBATH OBSERVANCE.
The Scripture, which is our rule of faith and practice, is very plain and
empiiatic in all its teachings with reference to the claims of the Sabbath
upon all men, but we are continually reminded of the great disrespect in
which the Sabbath is held in this province, as evidenced by fishing,
hunting, boating and picniu parties, excursions by train and steamboat,
bicycle practice and ball games, not forgetting buggy and sleigh driving
in quest of pleasure on God's holy day.
The action of the Vancouver and New Westminster councils, in passing
stringent Sunday closing by-laws, cannot be too highly commended, but
on the other hand we cannot too stroeigly condemn the action of the
Provincial Parliament, during its last session, in its treatment of the
Salibatli Observance Bill iitroduced by Mr. Kennedy, of New
Westminster.
Wlicreas, we have not failed to notice a growing tendency, on the part
of our people, to patronize Sunday trains, steamboats and street cars, and
Hs it is not an unusual thing to see street cars on the Sabbath tilled to
overflowing with worshippers going to and from the churches, we
rcconnnend :
1. That this Conference place itself on record as being opposed to all
such practices.

2. That all the ministers of this Conference bring before their congre
(Rations, at an early date, the necessity of discouraging all Sunday
excursions, and of discontinuing the use of all public conveyances on the
Lord's Day.
3. That this Conference take heed in arranging the various firild', not
to make it impossible for a minister to attend iiis appointments without
patronizing public conveyances on the Sabbiitli.
4. That such arrangements be made for Conferences, District iiii'i'tiii;;^,
conventions, and other public meetings of our church, as shall not
necessitate travelling on the Sabbatli day.
5. That Revs. C. Watson and J. F. Betts, with Messrs. D. Sjjcncer
and D. Donaldson, be a standing committee to co-operate with similar
committees from other churches in such time and manner as, in the
opinion of the co-operative committee, shall be most effective to secure such
legislation as will bring about the better observance of the Lord's Day.

REPORT OF COMMITTEE ON TEMPERANCE.
With gratification we record the great change that, during the last few
years, has taken place in public sentiment on the Temperance question.
We agree with Neal Dow, that " what cannot be mended must be ended,"
and without qualification declare " that total prohibition is the right and
only effective remedy for the evils of intemperance : " while, as a Church,
we reaffirm our willingness to co-operate with all other Christian bodies in
bringing to an end this iniquitous traffic.
During the year heinous crimes have been committed in this proviiici",
traceable to the liquor traffic, whose supporters trample on law, order and
justice. Intoxicating liquors have been sold to Indians along tlu^ coast.
Steamboats having licensed bars, hsive cold liquors to other than passen-
gers and crew, while in port ; and the Sunday Closing Act has been fre-
quently and opoiily violated.
Whereas, club irccnses are being granted in rural districts, we regret
that the n^commendation of last year, looking to the abolition, or control
by the people, of such licenses, has not been carried out ;
We recommend that this Conference appoint a committee to correspond
with other churches and the officers of temperance organizations, in order
to briii!^ about a plebiscite on the Prohibition question ; also, that said
committee communicate with the Government requesting the institution
of the "Curfew Bell," now in successful operation in many towns in the
East; also, that this Conference impress upon all its ministers the necessity
of more frequently referring to temperance subjects in their pulpits and
Sabbath Schools.

1. Re the Sapperton Church property:
Having carefully coiisidered the resolution of the Central Church Trus-
tee Board, we reconmiend that permission be given the trustees of Central
Church to sell the Sapperton Chuich property, Vjut that providing the
Sapperton congregation will pay the necessary e.xpenses of interest and
insurance, no action be taken.
2. Re Maple Bay Church property :
We recommend that no action be taken. " ' ' *
3. Re Centennial Church :
Your Committee after a most careful review of the facts relating to the
matter of the letter referred to our consideration recommend that. Whereas
it is admitted by all parties that the financial claims of the church can be
fully met if all unite in the spirit of love and harmony, the trustees
and Quarterly Official Boards, as far as possible, unite the church funds in
such a manner, in harmony with the Discipline, as to meet the claims
made upo^, the trustees in relation to the insurance and interest on the
mortgage ; and also, that all the members of the two boards most faith-
fully unite to save the church from further embarrassment, and to stand
most loyally by one another in the spirit of love and devotion to the cause
of Christ and the uplifting of humanity.

REPORT OF THE COMMITTEE ON MISSIONS.
1. We recommend that every possible means be tahen to create a greater
enthusiasm among our ministers and people in our Quarterly Otficial
Boards, Epworth Leagues, and Sabbath Schools in the cause of M'ssions,
especially by the more frequent diffusion of definite missionary information.
2. We re-joramend that the Chinese missionaries hv, instructed to itiner-
ate more f.mong their fellow-countrymen outside of the cities wherein
they are '•tutioned.
3. '.', e feoommend, with a view to economy in the expenditure of mis-
sionary money, that for the ensuing year the Chinese missiunai-y in
A'^ictoria reside in the apartments connected with the (Jliincse Mission
pren ises, and the missionary to Indian tribes be given a part of the
Chinese Girls' Rescue Home for occupation.
4. We urge upon tho.se wiio have the oversight of the Chinese work in
New W^estminster and Vancouver, the importance of preaching tiie
Gospel as frequently as possible to the large iiuu'bei' of Chinese connected
with the canneries on thi Lower Eraser.
5. That the minute of Simpson District in reference to the Glad Tid-
ings be endorsed, ai.d a copy be sent to the General I-ioard of Missions, as

sionary Society's income, and whereas it seems possibly to effect a .saving
in the cost of carrying in the evangelistic work done by means of the

There were (53 oupils in attendance at the commencement of the year,
^ifi admitted during the year, 32 dismissed, and one died, leaving Sf) pupils
no., in attendance.
There have been added to the teaching staflf an assistant matron, a shoe-
maker, and a cook. This makes the number of seven (7) paid teachers in
the Institute.
Tlie annual grant from the Indian Department has been increased from
$l,.'itJO to $2,210. The hsalth cf both teachers and (lupils has been gen-
iTally good, any indisposition among the former beirg due to overwork.

The one pupil who died during the year, a boy of ten years, was delicate
when he entered the school. During his attendance he gave his heart to
God, and died trusting in the Saviour, and exliortintj his relatives to meet
Jiiiu in heaven. The various departments have lieen elliciently worked
•during the y 'r, and the progress of the pupils geiierfdly has l)een satis-
factory. A most gracious revival of religion lias pervaded the little com-
munity during the past few montlis, and nearly all the larger, as well as
many of the intermediate, pupils, have have been hopefully converted,
and are making gratifying progress in the Christiivn life. This renders
the work of instruction pleasant, and tlie administration of discipline easy.

INSTITUTE.
Tl'.i« has been a yc -ir of good work by and for our few boys. Progress
has been noticeable in each boj', and remarkable in some. Mr. and Mrs.
Hichards continue to evince a deep and personal interest in their cliarge,
and their teaching and influence are salutary. The number of boys
remains at eleve:i, two of the older boys having gone out— Alfred ^IcKay
and Sam. Hall ; while they have been replaced by Alfred Price, a hoine-
lebs boy, oi Port Simpson, aged five years, and Frank Daves, an intelli-
gent and ambitious lad of fifteen, from the Naas Mission. We feel tlifi.t
invaluable good has been ilone in caring for and teaching these boys,
especially as otherwise most of them would be homeless and subject to
the Very worst influences ; l)ut we hope tliat at no ilistant date wo may
be able to increase the number of inmates, and to the present teacliini; nf

I'Ord ! Last October we moved to our present place, "220 Hastings Street

Mines, where about two hundred Japs are working. By the aid of some
Christians a small church has been built. This year we hope to preach
to the Japanese fishermen who go in great numbers to the ♦islierv on

which to hold services. Tills comes a little hard on us, as we are doing
our best to 8ui)port the work at Union, Victoria and Vancouver.

At 7 p.m., the Rev. James Woodsworth, Superintendent of Missions,

Into Full Connection (Special).
On Monday, May lljth, in Special Ministerial Session, the following
probationers who had completed their four years' probation and passed
on the full course of study, and had answered satisfactorily the usual dis-
ciplinary questions, and had been previously oroti'ned, were, on resolution
of the Conference, received into lull connection, viz., Elihu Manuel,
W. .). Stone, William Hicks and S. S. Osterhout ; and as W, L. Hall —
received from another religious body- was given a standing of a proba-
tioner of four years, he also was received into full connection with the
Conference, he having been previously ordained.

Educational Meeting.
The Conference Educational Meeting was held on Tuesday, May 14th,
at 8 p.m., the Rev. C. Watson in the chair. After prayer by Rev. Jas.
Calvert, Professor E. Odium gave a most elTective address, pressing the
claims of the Columbian Methodist CJollege at this crisis of its existence.
While subscriptions were solicited towards the purchasing fund of the
College, the Rev. J. F. Betts endeavored to arouse a deeper interest in the
college scheme. During the nreeting, a telegram from Princijial Whit-
tington was received, giving assurance of the fact that Mr. H. A.
Massey's §10,000 is available, if the Conference raise S5, 000 immediately,
and the balance needed in a reasonable time. Collection, $15.95.

A deputation from the Provincial Branch of tlie Woman's Christian
Temperance Union, consisting of seven ladies, was introduced, and Mrs.
Gordon Grant read the address of the W.C.T. U. to the Conference, wlien

Resolved, — That we beg leave to assure our sisters and fellow-laborers
in the cause of Temperance of our great pleasure in receiving from the
W.C.T. U. the deputation of to-day, and hereby assure them of our hearty

selves.
A deputation of the Provincial Branch of the Woman's Missionary
Society of our Church, composed of all the ladies of the Society, met in
annual session, was introduced, and Miss S. Bowes addressed the Con-
ference in the interests of the Society ; after which it was moved by Rev.
W. W. Baer, seconded by Rev. A. N. Miller, and
Resolved, — That we hereby express the pleasure of the Conference in
receiving the deputation of the W.M.S., and are glad to be assured of the
harmony existing between the W.M.S. and the General Society. We
commend our sisters in their good work, and pledge ourselves, as minis-
ters, to do all in our power to assist the local auxiliaries that may he in
operation on our fields of labor.

Jesus Christ. We thank our God upon t^very remembrance of you,
always, ill every prayer of ours for you all, making request with joy, for
your fellowship in the gospel from the first day until now ; being confi-
dent of this very thing, that He which hath begun a good work in you
will perform it until the day of Jesus Christ." "For what is our hope,
or joy, or crown of rejoicing 1 Are not even yb in the presence of our
Lord Jesus Christ at His coming f For ye are our glory and joy."
We render heartfelt thanks to Almighty God that in His abundant
mercy the ministerial ranks of the Conference have been unbroken by
death during the year. For several days in the early part of the session
we were oppressed with anxiety on account of the non-arrival of the
missionary steamer Glad Tidings, having on board a party of our beloved
brethren and fellow-laborers from the North. But our God "holdeth the
sea in the hollow of His hand." In answer tc many prayers, they were
brought to us safe and well, and we received tl em with great rejoicing.
We still count it our unspeakable privilege t^ preach a full, free and
present salvation for all who truly repent of tl eir sins and believe the
Gospel ; and we purpose to continue so to do, God being our helper.
The great and wel." proved doctrines of the Gospel as proclaimed by the
early Methodists , of ruin by the Fall ; of Atonement by the death, and
Justification by che resurrection of our Lord ; of the direct witness of the
Spirit : of the personality and divinity of the Holy Ghost ; of future and
eternal rewards and punishments — we are resolved still to hold fast and
set forth vrith all fervor and fidelity, for we have found them in our own
experience to be " the power of God unto salvation."
We record with gratitude that during the past year " our labor has not
been in vain in the Lord." A goodly number have been added to the
Church, and are witnessing a good confession, while a few have died in
tlie triumphs of faith, and have gone to be " forever with the Lord." Yet
we find abundant cause for humility and deep searching of the heart, that
much more has not been accomplished. We may have depended too much
upon self, and upon merely human agencies, and not enough upon God,
who, whenever the Word is preached in its simplicity, with reliance upon

sin. Pray for us, " that utterance may be f^iven unto us, that we may

we ought to speak."
As it is God's plan to work liy means, wo may ask wlietlier sufficient
attention is given to tiie calling and einployineiit of local preachers, a oliiss
of men greatly honored of God in the [last, and by whose labors many of
the most glorious triumplis of Methodism iiave been won. Ai'e our class
leaders all using their giits to the utmost in leading the members of their
classes into the enjoyment of " tlus fulness of the blessing of the gosi)el of
Christ V Are our stewards and trustees all men "full of faith and of
the Holy (ihost," administering the temporalities ot the Church for the
glory of God and the advancement of His kingdom 1 Are all our Sunday
School teachers and I'^pworth League workers doing all in their power to
realize for themselves, and to lead those under their influence into the
enjoyment of a " salvation from all sin " 1 Is the family altar an institu-
tion honored and chorisKed in tho homes of all our )ieople 1 Do Christian
parents sufficiently consider their responsibility for the conversion of the
children whom God has given them to train for heaven 1 Or is it, as we
have cause to fear, sometimv->8 the case that while father and mother are
in the house of God, their children are learning baneful les.sons in the
school of sin'? In view of the only possible answer to these questions,
what wonder that while "the fields are white unto the harvest," so few
sheaves are gathered in. Nothing but a mighty l)aptisni of the Holy
Spirit upon all our churches can enable us to do the great woi k. to which
God has called us.

We grieve to note a falling-off in many of our conne.\ional funds. This
is doubtless caused in part by the severe commercial depression through
which our province has been passing, but we are persuaded that the work
of God will never be supported as it should be until all our people
have learned to "honor God with their substance and the first-fruits of
all their increase." We earnestly commend to you the practice of syste-
matic beneficence, laying by a fi.xed proportion of your incomes to be
used in the Lord's work. Only so can giving become a joy, the poor as
well as the rich sharing in this delightful service. " Every man, according
as he purposeth in his heart, so let him give, not grudgingly, or of neces-
sity, for God loveth a cheerful giver." " And Ciod is able to make all
grace abound towards you ; that ye always, having all suflicieucy in all
things, may abound to every good work."
We especially regret to notice a decrease in the amount contributed to
the missionary enterprises of the Church, and fear there is some founda-
tion for the conviction expressed by the Missionary Secretary after a
recent visit to the coast, that in this respect we are not doing our whole
duty. Tiiis is a Missionary Conference, receiving each year in giants

pose witiiin its bounds. No pressure of local demands can relieve us
from the responsibility of looking beyond self and home needs to the great
world still lying in heathen darkness. For this world Christ died, andYo
it w(! are debtors, having been " put in trust of the Gospel." " Jf any man
secth his brother have need, and shutteth up his bowels of compassion
towiirds him, how dwelleth the love of (Jod in him?" If this be true of
merely temporal necessities, how much the more when the need is that of
a knowledge of the way of salvation. "Therefore as ye abound in
every thing, in faith and utterance, and knowledge, and in all diligence,
and in your love to us, see that ye abound in this grace also." Let our
motto Ije, " Christ for the world, and the world for Christ." He died for
us; let us be willing to die for Him, consecrating to Him ourselves, our
children, our time, our substance, hastening the day when " He shall see
of the travail of his soul and be satisfied."
We commend to your earnest sympathy and liberality the educational
interests of our Church, and especially of our own College. In the provi-
dence of God the opportunity is now oflfered to put it upon a sound and
secure financial footing. This done, it will soon become a glory and
strength to our young Conference, and the training school of our rising
ministry.
Our church periodicals deserve your continued support. Particularly
tlie Christian (itunrdian as the official organ of the Connexion, and one of
the strongest bonds of union between the East and West, should be in
every Methodist home in the land, and now, at $1 per year, is within the
reach of all.
It needs not that we should urge you, with all faithfulness, to support
every cause of moral and social reform. The great questions of Sabbath
ohservance and the prohibition of the liquor traffic are still unsettled.
Upon the unholy altars of the liquor Moloch, thou.sands of the youth of
our land are yearly sacrificed. Against this iniquity w>' have many times
borne our testimony as a Church. That it still flourishes is a reproach
and shame to Christendom. " Deliver us from blood-guiltiness, O God of
our salvation, and our tongue shall sing aloud of Thy righteousness."
Many other economic problems which, in our increasingly complex
society, are inextricably interwoven with the social and moral well
bfitig of the people, are pressing for solution ; such as the bes'/
method of securing for all equal right of access to natural oppor-
tunities ; insuring to every man undisturbed possession of the fruits
of his own labor ; removing artificial restrictions to the production and
equitable distribution of wealth ; the complete enfranchisement of
women ; the simplifying and purifying of government. The settlement
of such questions according to the principles of the Gospel, and by prac-
tical application of the " Law of Love," is of supreme importance to the
Clmri'h of God. You do well to consider them with the utmost care.
Permit us to counsel you against a conservatism which rejects everything
that is out of harmony with existing customs on the one hand, and on
the other, against too readily accepting crude and half-formed opinions as
though they contained the sum of all wisdom. Remember that no
question is settled until it is settled according to the eternal law of right.
