This organization shall be known as the Catholic Total A,«tinknce Union ok iNkw BauNHWimc, and shall be subject to the Constitution and By- Laws ot the Catholic Total Abstinknck Un.on OF Ameuica. ARTICLE II.— Objects. The objects of this Union shall l)e to establish Catholic Temperance Societies in locahties where hey do not now exist; to stimulate to increased ac fvity the Societies already existing ; to foster a p rl of friendship and co-operation between the vSus local Societies; and, in fine, to prcnote Uie cause of Total Abstinence by every available m.ans. ARTICLE III. -Membersiui'. This Union shall consist of such Catholic Temper- ance Societies established in the Province of New Bmnswick as are recognized by Ecclesiastical authority. ARTICLE IV. -Officers. Sec 1 The Officers of the Union shall consist of a Sii ual Director, who shall be the R.ght Rev Bishop of St. John, or a clergyman to be named by hrLordship ; a President, one Vice-President for eSh stS a Recording Secretary, a Coirespond- ing Secretary, and a Treasurer. 6 Sec. 2. The above Officers shall form a Board of Government for the general management of the Union. . Sec. 8. All the Officers except the Spiritual Director shall be elected by ballot at the Annual Convention of the Union, the Vice-Presidents being nominated by the Delegates of their respective ^ Societies ; and they shall hold office for one year. Sec. 4. The Board of Government shall have power to fill vacancies occurring between the Annual Conventions of the Union. ARTICLE v.— Duties op Oppicers. Sec. 1. The Spiritual Director shall have charge of the religious affairs of the Union, and shall open and close all Conventions with prayer. Sec. 2. The President shall preside at all Con- ventions of the Union, and all meetings of the Board of Government ; shall be responsible for the carrying out of all laws, and for the discharge of their duties by all the Officers of the Union ; shall sign all bills duly audited ; and shall submit an Annual Written Report to the Convention of the Union, setting forth the general condition and requirements of the organization. Sec. 3. The Vice-Presidents shall represent their Societies at the meetings of the Board of Govern- ment ; shall perform such duties as may be required of them by the Board ; and in case of the absence, death or resignation of the President, one of the Vice- /( W iU int /I ^m Presidents shall be elected by the Board of Govern- ment to act as l^residcnt. Sec. 4. The Recording Secretary shall attend all Conventions of the Union and all meetings of tho Board of Government; shall keep an accurate record of the proceedings of those bodies ; and shall perform all other duties pertaining to his office. Sec. 5. The Corresponding Secretary shall pro- cure from the Officers of the local Societies a quarterly report of their strength, condition and re- quirements, and prepare a condensed statement of the general affairs of the Union ; shall furnish all information and assistance required by local So- cieties, or by persons desirous of forming now Societies; shall keep a Roll of Delegates and Officers ; shall collect all moneys due the Union by the Societies composing it, and pay the same over to the Treasurer ; shall conduct all the correspondence of the Union, under the direction of the President; and shall report, in writing, quarterly to the Board of Government, and annually to the Convention of the Union. Sec. 6. The Treasurer shall have charge of the funds of the Union, and shall pay all orders signed by the President ; shall receive all moneys from tho Corresponding Secretary, and give a receipt for tho same ; and shall report, in writing, quarterly to the Board of Government, and annually to the Conven- tion of the Union. ^ 8 I ARTICliE VI.— BoAun of (Iovkiinment. For .special purposes ordered by the ' Annual Convention, or in case of a deficiency occurring in the Finances during the year, an assessment in equal shares shall bo made on each Society. ARTICLE X. -Transfers. Sec. 1. A!iy member in good standing in any Society connected with the Union, sliall, opon removing to another locality, be entitled to bo received into any Society of the Union existing there, on presenting to the President of said Society a certificate, properly signed by the Officers of his old Society, provided it be presented without any unreasonable delay. Sec. 2. Such member shall bo subject to all the duties and benefits of the local laws of the Society which he enters, as soon as he joins it, but will be exempt from the payment of initiation fees. Sec. 3. The form of Transfer Certificate shall be determined by the Board of Government, who shall liave printed and despatched to the several loca' Societies a sufficient number for use. ARTICLE XL— Fraternal Visits. Any member of a Society in the Union shall be entitled to admittance to the meetings of any other Society in the Union, upon his name being conve^'ed to the Chairman, and his being recognized by that Officer as a member of the LTnion. The Delegates to the Convention assemhled at 8 o'clock, p. m,, and effected a temporary organization by electing Mr. Geo. R. Perks Chairman and John O'Brien Secretary pm teni. On motion of the Secretary pro tern, a Committee of two from each Society was appointed to draft a Constitution and report at to-morrow's session. The following Committee was n imod ; St. Diinstan's Society, Mr. Perks and Mr. Dennison; St. Malachi's Society, Mr. Gleeson and Mr. Cotter ; Father Ma- thew Association, Mr. Albm and J. O'iirien. On motion of Mr. Glee=5on the Secretary was au- thorized to invite the Rev. Joseph Michaud, Acting President of the St. Malachi's Society and Chap- ^ lain of the Father Mathew Association, to attend the Convention to-morrowjwith the powers and privileges of a delegate. On motion it was agreed that when the Conven- tion adjourns to-night, it adjourn till 4 o'clock, p. m. on Sunday. On motion of the Secretar3% a Committee of one from each Society was appointed to draw up a series of resolutions expressive of the principles and policy of the Union. Resolved^ That this Convention considers it advisable to join the Catholic Total Abstinence Union of America, believing that good results would follow from such connection. 4. Resolved^ That this Convention debaryi'om its deliberations all matters not relating t'oTcmperance. The resolutions were discussed separately, and the ]st and 2nd resolution passed unanimously. While the 3rd resolution was being discussed the hour of 6 o'clock arrived, and on motion the Convention adjourned till 7 o'clock, after passing a vote of thanks to llcv. Father Michaud, who was requested to con- vey tothe Societies of Portland the fraternal greet- ing of the Convention, with an expression of regret that they were not represented and of satisfaction on learning from their Rev.
